    IDENTITY ISSUES OF THE GEORGIAN DIASPORA IN KURGAN

    After Russian-Turkish war in the end of 19th century, some part of Muslim population of Georgians, residing on this territory, decided to immigrate to Ottoman land.      The purpose of the research was studying and identifying the ethnic identity of Georgian Diaspora in Korgan, their economic and cultural interests and determine the possibilities of increasing their contacts with historical homeland based on the above. The research was conducted within the frames of the students’ project at the department of social and political sciences of I. Javakhishvili Tbilisi State University.    The research was held in several stages. At the first stage the research dealt with ethnic identity of Georgian population based on the following aspects: the level of language maintenance, historical memory, the knowledge of the history of respondents’ own family names and ethnic belonging. One important aspect was also their knowledge about Georgia.                At the second stage the researchers   attempted to identify the views of ethnic Georgians concerning the most relevant way to develop links   with Georgia. In this case, we took into consideration the respondent’s profession and status, and the interview was carried out in the relevant direction.      As for the third stage, researchers attempted to find out what the most relevant way to develop contacts between Korgan population and Georgia, defining what problems or perspectives existed in either direction. 

    THE ROLE OF THE US IN THE MODERNIZATION OF THE COUNTRY. THE CASE OF MOLDOVA AND GEORGIA

    Moldova and Georgia - countries, which showed great results in democracy and liberalization promotion. The US is one of the main actors that played an important role in democracy and economic development in these countries. It is important to evaluate the role of the US in the democratization and liberalization of both countries, to show main objectivities of US agencies and programs, which operating in Moldova and Georgia. Comparing two Cooperation Strategies implemented in Moldova and Georgia, directions of cooperation should be pointed out. Hence, USAID has almost the same policies towards democracy promotion and economic growth, however the Georgia-USAID Cooperation Strategy has one important distinction from the Moldovan one, USAID is working on increasing of engagement with the occupied territories. The Moldova-USAID Cooperation Strategy has no such direction, however it with well-known that US has some projects in Transnistria, following article will cover them. The main conclusion of the article is that US’s activity in Georgia is much higher than in Moldova. According to the Georgia-USAID Cooperation Strategy, USAID plays an essential role in coordinating the donor activity in Georgia. As part of donor coordination efforts led by the Ministry of Finance, USIAD continues to participate in various donor coordination forums. On the contrary, USAID in Moldova, according to the Moldova--USAID Cooperation Strategy, has no such function.

    Political Accommodation for Democratic Stability in the Ethnically Divided and Post-Soviet Georgia

    The prospected case study attempts to investigate causal relationship between democratic stability and political accommodation in a multiethnic post-Soviet country. For this aim, the major focus of the thesis is to explore those conflict resolution approaches that can ensure better political accommodation leading to more democratic stability in post-Soviet Georgia. By focusing mostly on the last twenty-five-year Georgia’s post-Soviet political dynamics, conclusions drawn from the preliminary analysis demonstrate that compared to centralizing and majoritarian tactics employed thus far by the Georgia’s state since the restoration of its independence, political accommodation through consensual approaches have a better promising potential for stabilizing democracy in Georgia as a result of better accommodating diversities and resolve peacefully the existing ethno-territorial disputes

    ELECTORAL VOLATILITY IN GEORGIA: QUALITATIVE ANALYSIS OF THE STABILITY OF PARTY SYSTEM

    Stable party system is the basic of consolidated democracy. Despite the fact that many researchers are interested in studying of system stability and institutionalism, the empirical studies about the mentioned issue are rather scarce. Electoral volatility is used as one of the measurements of the party system. Pedersen Index is one of the famous instruments in researches of electoral volatility. The mentions instrument is used into two directions: for measure party stability and the volatile electorate. The length of democratic transaction and party system fragmentation determines the electoral volatility. In accordance with the electoral volatility the post-soviet and former socialist countries are significantly ahead of the other regions. A little experience of multiparty political system and weak party identification is named as the cause of the mentioned. In this article my purpose was to study regional contest of electoral volatility in post-soviet and post-socialist countries, to analyze the condition in Georgia in this regard and to make conclusions only follow the contextual analysis. In the study I used qualitative methods, monographic study (Case Study) and I divided Georgian party system as the case. The study showed that in Georgia as well as in the many countries of the region the share of parties’ instability in the overall volatility rate is much higher than the share of volatility caused by the volatile electorate. There are the weak state institutions in Georgia for decades, semi-authoritarian regime and difficult social-economical conditions prevents the formation of a stable party syste

    Political systems of Moldova and Georgia are emulative systems. This determines many similarities    and  problems of democratization of these countries. We should differ democratization in post-soviet countries from those democratizations which took places in the other parts of world. Post-communist democratizations are parts of broad processes  of total changes of soviet societies, which includes  simultaneous transformations of political systems ,  economic systems and social stratifications . These common features of democratizations of Georgia and Moldova determines many problems of state building in both countries. Nevertheless processes of democratization in these countries differ. Moldova has party state, where political parties are more influential actors of politics and government. Georgia has weak parties and strong bureaucracy. State is more institutionalized in Georgia than in Moldova. Because of this authoritarian development vector in Georgia is stronger than in Moldova. Democracy is more institutionalized in  Moldova than in Georgia, but governing is more effective in the last occasion than in formal. The  cultural environments  of political  processes  of these countries are quite deferent – Georgia has more homogenous cultural environment, than Moldova. An  experience of Moldova proves that progress of democratization does  not depend on the form of government
