The 2017 local self-government elections In the context of an advertising campaign
In the article, the 2017 local self-government elections are discussed in the advertising context. More specifically, the article discusses advertising campaigns some of Tbilisi Mayoral candidates - in terms of positioning, unique political offer, and advertising strategy. During the process of analyzing advertising campaigns had revealed some specific features which had influenced the final results of these elections.
Smart City Components in Tbilisi
Article concentrates on reasons of urbanization and problems that has been appeared in cities during the process of mass urbanization. Challenges that cities are facing are related with infrastructural, socio-economic, political, environmental issues. In this article author refers to the main energy security threats in the Republic of Moldova in the context of global challenges, because energy security obtained new meanings and became one of the strategic problem for this country. For these reasons, an important direction of foreign policy is the perspective of providing energy security, which includes: the availability of pipelines and terminals, future routes for pipelines, partnerships etc. Therefore, energy resources such as natural gas, oil and electricity are no longer a problem of geologists, economists and technicians only, they become more of a course of foreign policy, with the energy factor often being used as an implementation mechanism of certain geopolitical and geostrategic interests
CORRUPTION – A MAJOR THREAT TO NATIONAL AND INTERNATIONAL SECURITY
This article attempts to find corruption as a major threat to democracy, the rule of law, social equity and justice, undermines the principles of effective administration and the credibility of citizens in state institutions, and endangers the market economy and the stability of state institutions. Corruption is a global security problem, regarded as a major problem for a long time, but recognized as a first-degree challenge to international security only recently to loudly state at present that corruption is a gross violation of fundamental human rights. Developing a common policy concept of security and defense at international level to optimize the fight against corruption aims at creating common databases and an institutionalized system of contacts to improve and develop a new dimension of collaboration within multinational coalitions; reforming sector services by institutional depolarization; development and implementation of a modern concept of reform; implementation of legislative and institutional changes, improving staff management and training in accordance with international standard

Women’s political participation is an internationally agreed women’s human right. The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) stipulates equality between women and men in terms of access to, and opportunities in, political and public life, including the right to vote and stand for election. Gender equality is an integral part of the democratic values. Men and women have equal rights to participate in all spheres of private and public life. Women's political participation in representative bodies of the country while increase their active participation in democratic process and will contribute to the successful implementation of the political and social processes. Low representation of women in parliament affects its representativeness and undermines the quality, inclusiveness, and effectiveness of the democratic debate and policy development.In 90s in the wake of the Soviet collapse, when the country's national liberation movement has spread, women were active participants in this process. Restoration of the independence of the country was going under economic and political challenges. Naturally women’s participation and their representation in the legislative body didn’t become the political agenda for the government and no steps were taken in that direction. It’s highly interesting to analyze how female candidates nominated by political organizations were represented in the legislative body after the parliamentary election in the 1990-1995 period and how much attention was paid to the issue of women as the beneficiaries in the policy platforms of the political parties.

Every nation percepts his past, present and future, the aspiration of the future of the nation determines the national idea, the implementation of the national idea is by the national project.Today’s Ossetian national project, with its anti- Georgian essence, in reality is the part of Great Russian imperial project.The most provocative manifestation of implementation of the Ossetian separatist project is a period after August 2008 war - 2009-2012, when the Ossetian separatist leaders, after breaking off Tskhinvali region and Akhalgori municipality from the Georgian state, Ossetian political and academic elite, started debates the annexation of other Georgian territories for the “South Ossetia”.Regarding the historical component of the Ossetian national project, Ossetians are aborigines of the Caucasus and direct descendants of nomadic tribes of Alans, Scythians, and Sarmats.The interpretation of the history of Ossetian people is fundamentally unacceptable for the national projects of the neighbor nations – Karachai-Balkarians and Ingush.The issue regarding the unification of so-called two Ossetias is actually discussed in the political discourse of the North Ossetia-Alania and Tskhinvali region. The Ossetian and Russian politicians and experts consider the unification of the “twoOssetia” into one entity as an irreversible process. The last implication of this process is the so-called referendum, which was arranged in April of 2017 in Tskhinvali region. The issue of this so-called referendum was an addition of name “State Alania” for so-called “South Ossetia”.The production of the new national project for the Ossetian nation is on the agenda, which will harmonically exist with Georgian state and national projects of neighbor nations
Problems of the Parliamentary System in Developing Democracies
SummaryThe proposed constitutional changes inGeorgiaenvision a transition from the current semi-residential system to that of a parliamentary republic. It appears that the Georgian ruling party is being guided by formal principles of associated with the parliamentary system, and not by the historical and social experience ofGeorgia. It is also likely that the parliamentary system is sought for parochial interests, not for the general well-being of the country. The paper argues that the parliamentary system of government is more likely to damage the nascent democratic institutions inGeorgia, create conditions for future instability, and reverse democratic development in the country.
SOCIAL POLICY AND MODERN GEORGIA
In terms of modern Georgia, when the country streams clearly towards European integration policy, the government claims to build unequivocally social state. However, the existing models of the social state themselves differ from each other. The country should determine, which of them to choose: Continental - European, Scandinavian or Anglo-Saxon-British. One thing is obvious, no matter which model will be chosen, the state will have to do a lot anyway.Typically, a number of instruments are singled out, which are often considered as necessary conditions and main characteristics of the creation of a social state. In the article we consider each tool of social welfare, on the example of Georgia. These tools are:. The democratic organization of the state government; The extensive economic potential of the state; Socially oriented structure of economics, which is reflected in existence of various forms of ownership; Government's social policy (or its apparent attempt), which aims at social justic;. Strong civil society; Legal state and the strengthening of social state on the legal level.As we have seen, recently Georgia has made a number of steps in regard to the implementation of the social welfare idea in life. In certain aspects positive changes are obvious: increase in the quality of democracy, the growth of funding in social programs and the health system, more or less strengthening of civil society; However, overall, in light of relatively low rate of economic growth, when the macroeconomic indicators of the state are not so satisfactory, the implementation of the idea of social state may be compromised
