    Rogers Brubaker’s and Sammy Smoha’s post-communist national projects analysis and Georgia

    In given article the two prominent scholars from social sciences Rogers Brubaker’s and Sammy Smohas paradigms of understanding of post-communist nationalism and nation-building are discussed and analised on example of post-communist Georgian case.The article argues that, the understanding of post-communist nation-building and nationality policies according to traditional strong dichotomy of ethnic and civic nations is only a partial vision of the process that in many cases ignores the mixing nature of such projects in reality.Rogers Brubaker’s and Sanny Smoha’s leading concepts of “nationalizing state” and “ethnic democracy” have been the widespread approaches for understanding of post-communist nationality policies and nation-building in recent social scniences, which are truly effective in interpretation of many cases, but such insights often requires reconsiderations on the light of concrete case studies.Post-communist Georgia is the good example of such view, where, along with other states of post-soviet space and broader Eastern Europe, ethno-cultural models prevails over civic on nationality issues, but it is only a demonstration of soviet heritage of social interaction of ethnic groups. According to Georgia Constitutional norms, formal codes or regulations, broadly understanding of “citoyen” has been purely based on civic-political rights and not on ethnic ties and dominance

    The paper discusses the youth issues presented in the election programs of 9 political entities participating in the 2020 parliamentary elections in Georgia (which exceeded the 1% threshold). Most of the political parties in the election programs mainly offer young people ways to overcome the challenges related to education and improving the economic situation, part of the parties focus on issues such as sports, defense, entertainment and others.The paper presents the results of content analysis which confirms that in 2020, during the parliamentary elections in Georgia, the election programs of political parties had little or no coverage of youth issues, their interests, challenges and visions for the future. If parties are better able to identify youth challenges and pay more attention to the future, they will make their party programs more diverse and comprehensive on youth topics

    The 1921 in the History of the Georgian Constitutionalism

    The 1921 became the turning point in the history of the Georgian constitutionalism. Although in the beginning of 1921 Georgia adopted democratic constitution with the imposition of the Soviet regime the country was found under totalitarianism, followed by the dismantle of the democratic institutions. The essence of the new regime was reflected in the new constitution adopted on March 2, 1922, which was based on the Constitution of the RSFSR of 1918. The comparison of above-mentioned constitution with the 1921 Constitution demonstrates its false democratic essence and façade nature. The present article deals with the issue of adoption of the 1921 Constitution and subsequent developments (acceleration of process of adoption of constitution, the factual and judicial effect of constitution, ignorance of the 1921 Constitution by the Soviet regime and the false democratic and façade nature of the ‘Soviet Constitution’). The Constitution adopted on February 21, 1921 was remained as a symbol of the independent and democratic Georgia

    Cultural Economy has been increasingly getting in the agenda of national governments or international organisations for the last two decades and overall importance of the topic has been increased from the scientific as well as public policy perspectives. In parallel with this, different countries, research, or international organisations use different terms to describe the economic dimension of culture, that creates a chain of ambiguity for policymakers as well as individuals interested in scientific study of the field. This paper tries to depict the process of coalescing economic and cultural aspects on a chronological scale, in the light of key social and political changes and identify the developments affecting emergence of related terms. Development of this process is linked with three milestones and corresponding terms and is divided into periods of – Culture Industry, Cultural Industries and Creative Industries

    The Theory of Europeanization: Main Issues and Concepts

    The theory of Europeanization dates back to the 90s of the last century and is related to the description of the integration processes in Europe after the Cold War. It should be noted that the study of Europeanization very often involves the study of EU enlargement, and a number of authors, such as Olson, also refer to Europeanization as Europeanization.It should be noted that the study of Europeanization very often involves the study of EU enlargement, and several authors, such as Olson, also refer to Europeanization as EU-zation.  Europeanization is bounded geographically and includes, along with the European continent, also part of the post-Soviet space (including the countries of the South Caucasus). It should be noted that the theory of Europeanization implies the study of EU enlargement directly, as well as the study of the spread of EU influence in countries whose accession to the EU is not yet on the agenda.Many scholars through the theory of Europeanization, study the transfer of standards of governance and political decision-making in the EU to other - target countries, which by their own decision try to align their political agenda with the political agenda in EU countries. This is possible at the level of legal norms, laws, institution building and transformation, which can be both voluntary and mandatory, and may be based on a bilateral document, such as the Association Agreement between the EU and Georgia.Under this agreement, Georgia has committed to significant changes in public policy, and these changes are still reviewed annually under the auspices of the Association Agreement.

    The establishment of democratic institutions and procedures in modern Georgia is hampered by the political myths remained from the Soviet period and nowadays stimulated by certain forces, the myths about Stalin take one of the main places among them.History textbooks play a great role in destroying myths about Stalin. New generations of people are first and foremost acquainted with history through textbooks. This paper discusses how Stalin’s role in the Sovietization of Georgia is shown in history textbooks ofGeorgia(for both schools and colleges).Research has shown that the post-Soviet textbooks of Georgian history correctly present the Russian aggression againstGeorgiain 1921 and its consequences. However, not all textbooks state the role of Stalin in this matter, which to some extent contributes to the preservation of the myths about the Leader. As for the textbooks for students of higher education in recent years, it can be said that the role of Stalin and Orjonikidze in the case of the Sovietization of Georgia is clear.

    United National Movement's lobbyists in USA

     Hiring of American lobbyists has become a regular practice in the Georgian reality. Both the presently acting in Georgia governing party and the former one that has already moved to the opposition are launching lobbying activities in the USA.The study surveyes the lobbying activities carried out by United National Movementის in the USAsince 2012. We suppose that the higher the financial means of a political party, the larger the scope of the lobbying campaign performed by it in the USD. In the course of the study we reviewed the documents that are uploaded on the American Department of Justice web-page Fara.gov. These  contracts provide the terms and conditions of the agreement between the parties thereto on the lobby services, as well as the list of the tasks to be performed, the term of the service delivery and the sum to be paid.The party United National Movementused to launch quite large scale and successful lobbyist activities during the nine years of its being the authority in Georgia.After the defeat in the Parliamentary elections of October, 2012 United National Movement has been carrying out its lobby campaign independently; Relevantly, they had to source the financial resources to pay to the lobbyists out of their own budget. Presently they have only three lobby companies hired, out of which they have executed an active contract with one company only: Cogent strategies. United National Movement had contracts executed with both these American companies when being at the head of the country.
