Get PDFInterrelationships within control and management mechanisms, including transport safety management, of the transport system are evaluated based on the function-oriented approach to its decomposition. Hierarchical system’s levels, strategic development objectives, societal, information, and environmental aspects are analyzed within safety context. Classification of threats to transport system and its subsystems (objects) is suggested. The authors place special emphasis on safety culture as on a social motivation pattern, designed to develop a proactive attitude to emerging threats and risks during transportation of passengers and cargo. They differentiate emotional, cognitive, and behavioural (conative) components of safety culture and suggest their brief description regarding transportation sector. The suggested framework of proactive culture makes it possible to model hierarchical systemic interconnection of its various components, providing for transport safety coupled with overall development of transport and transportation.В статье на основе функционально-ориентированного подхода к декомпозиции транспортной системы оцениваются взаимосвязи в её управляющих механизмах, включая и управление безопасностью транспорта. При этом анализируются иерархические системные уровни, стратегические цели развития, социетальные, информационные, экологические аспекты безопасности, даётся классификация угроз транспорту и его подсистемам (объектам). Особое место авторы отводят культуре безопасности как социальной установке, призванной формировать упреждающее отношение к возникающим угрозам и рискам при транспортировке пассажиров и грузов

Get PDFFor a number of significant reasons and considerations, low-density (low-density traffic, low-intensity) railway lines retain their intended functions. There are problems of efficient operation of low-density railway lines (LDRL) both in Europe and in Russia. The effectiveness of the use of LDRL is one of the priorities facing the transport industry. And their features in a changing social and market environment require regular updating of legal framework, regulatory amendments, interpretation of legal responsibility of operating companies and authorities at various levels. The authors of the article assess the current context of the possibilities of preserving or refusal to maintain low-density railway lines in the structure of JSC Russian Railways. At the same time, optimization of operation of these lines through the transfer of LDRL to private ownership, leasing, and closure of LDRL is considered. An algorithm for decision-making on operation change of LDRL is given.По ряду значимых причин и соображений высокого порядка малоинтенсивные (малодеятельные) железнодорожные линии сохраняют предназначенные им функции. И их очевидные статусные особенности в меняющейся общественной и рыночной среде нуждаются в периодически обновляемой правовой поддержке, регуляторных поправках, трактовке правовой ответственности исполнителей и органов управления разного уровня. Get PDFThe technical and economic indicators of introduction of new type of smoothing reactors are calculated considering the features of the operating conditions of traction power supply systems of direct current 3,5 kV. Based on the data provided by operating and installation organizations, an assessment was made of cost indicators of catenary system repairs.The main financial items were formed, on the basis of which the calculation of net income and net present value was carried out in order to determine the payback period of inv estment costs.The payback period based on the calculations (a little more than three years for equipment related to fixed assets with an assigned service life of twenty-five years) indicates a high level of investment attractiveness of a new type of smoothing reactor. The suggested method allows calculations using a large number of physical and operational parameters that affect the economic performance of the device.Выполнен расчёт технико-экономических показателей внедрения сглаживающих реакторов нового типа с учётом специфики условий эксплуатации систем тягового электроснабжения постоянного тока 3,5 кВ. На основании данных, предоставленных эксплуатирующими и монтажными организациями, выполнена оценка стоимостных показателей устранения повреждений контактной сети. Выполнено формирование основных финансовых статей, на основании которых проведён расчёт чистого дохода и чистого дисконтированного дохода в целях определения срока окупаемости инвестиционных затрат.Полученный по результатам расчётов срок окупаемости – чуть более трёх лет для оборудования, относящегося к основным фондам, с назначенным сроком службы двадцать пять лет – свидетельствует о высоком уровне инвестиционной привлекательности сглаживающего реактора нового типа. Одобренная методика позволяет проводить расчёты с использованием большого числа физических и эксплуатационных параметров, влияющих на экономические показатели работы устройства

Its financial and economic activities largely depend on speed of obtaining information, besides financial data, about factors influencing the results of both the daily work of the enterprise and achievement of long-term strategic goals. One of the effective methods of implementing the strategy in a form that is acceptable for a competitive environment is Balanced Score Card (BSC).The article substantiates the need for its implementation in the practice of Russian repair shipyards, proposes a method for determining key performance indicators considering the customer focused business processes, targeted labour motivation and corporate psychology of personnel. The suggested model was adapted to the practices of an enterprise, model KPI were proposed and discussed.Чтобы достичь успеха в производственной сфере, любому хозяйствующему субъекту необходимо уметь быстро адаптироваться к изменяющимся условиям рынка. Его финансово-экономическая деятельность во многом зависит от оперативности получения информации о факторах, влияющих на результаты как повседневной работы предприятия, так и на достижение долгосрочных стратегических целей. Одним из действенных методов реализации стратегии в приемлемой для конкурентной среды форме является система сбалансированных показателей (Balanced Score Card, BSC). В статье обоснована потребность её внедрения в практику российских судоремонтных предприятий, предложена методика определения ключевых показателей эффективности деятельности с учётом клиентоориентированности бизнеспроцессов, целевой мотивации труда и корпоративной психологии персонала

The review of national regulatory legal acts governing the health services provision to the transport employees in the Russian Federation is carried out as well.The issues of providing first medical assistance to passengers, service users are also considered; problems related to the medical aspects of preventing and eliminating the consequences of transport emergencies are addressed.The study of the current situation results in conclusion on the need to improve legislation in the field of health services provision in transport industry, to eliminate its fragmentation and bring it in line with international law.В статье рассматриваются некоторые проблемные вопросы транспортной медицины в Российской Федерации.Особое внимание уделено правовому регулированию медицинских осмотров различных категорий работников транспорта, а также их медицинского освидетельствования.Осуществляется обзор национальных нормативных правовых актов, регламентирующих вопросы медицинского обеспечения работников транспортных профессий в Российской Федерации.Рассмотрены также вопросы оказания первой медицинской помощи пользователям услуг – пассажирам, затронуты проблемы, связанные с медицинскими аспектами предупреждения и ликвидации последствий чрезвычайных ситуаций на транспорте.На основе исследования текущего положения дел обосновывается потребность в совершенствовании законодательства в сфере медицинского обеспечения на транспорте, ликвидации фрагментарности и приведении его в соответствие с нормами международного права
