DESESTABILIZAÇÃO POLÍTICA NO CONTEXTO DO LIBERALISMO TRANSNACIONAL: O CASO DA PETROBRAS
Get PDFSince 2014, Petrobras has been the target of Operation Lava Jato, a task force that found out a number of irregularities in the management of Brazil\u27s largest state-owned company. It also happens that, in 2015, it was proposed the Bill No. 131/2015, whose goal was to change the regulatory framework of the presalt exploration. Given these facts that generate a lot of controversy, this article aims to enable a historical review of the contradictory development of the oil industry in Brazil. It shows the process traversed the country to achieve relative sovereignty over oil as well as the geopolitical implications of the withdrawal of Petrobras oil exploration of pre-salt and other areas considered strategic. Finally, the article is based onextensive literature on the world oil issue and refers to the specific laws and decrees on the subject.Desde 2014, a Petrobras tem sido alvo da Operação Lava Jato, uma força-tarefa que tem apurado uma série de irregularidades na gestão da maior companhia estatal brasileira. Ocorre também que, em 2015, foi proposto o Projeto de Lei nº 131/2015, cujo objetivo era mudar o marco regulatório da exploração do présal. Diante desses fatos geradores de muitas controvérsias, o presente artigo visa possibilitar uma revisão histórica sobre o desenvolvimento contraditório da indústria petrolífera no Brasil. Apresenta-se o processo percorrido pelo país para alcançar relativa soberania sobre o petróleo, bem como as implicações geopolíticas da retirada da Petrobras da exploração do petróleo da camada pré-sal e em outras áreas consideradas estratégicas. Por fim, o artigo está baseado em extensa bibliografia sobre a questão petrolífera mundial e na consulta à legislação específica e decretos sobre o assunto
A história de Chipre e sua importância geoestratégica durante a Guerra Fria
Get PDFThis article aims to analyse, from a historical-military context, the importance of Cyprus in the geopolitical world during the Cold War. Cyprus is a small island located in the eastern Mediterranean Sea, to the south of Turkey and west of Syria and Lebanon. Due to its strategic position between three continents, it was occupied by the Phoenicians, Egyptians, Assyrians, Persians, Greeks and Romans in ancient times. During the Cold War, Cyprus was used as a support base for the actions of the great Occidental powers. The article is based on the author\u27s experience, having worked as a Military Observer and Liaison Officer from September 2012 to July 2013 in Cyprus. It is also based on detailed literature reviews on this topic andofficial UN documents from the period.O objetivo do artigo é analisar, de um contexto histórico-militar, a importância do Chipre no mundo geopolítico durante a Guera Fria. Chipre é uma pequena ilha localizada no Mediterrâneo oriental, ao sul da Turquia e leste de Síria e Líbano. Por sua posição estratégica, entre três continentes ela foi ocupada por fenícios, egípcios, assírios, persas, gregos e romanos na Antiguidade. Durante a Guerra Fria, Chipre foi utilizado como base de apoio para as ações das grandes potências. O artigo é baseado na experiência do autor como Observador Militar e Oficial de Ligação entre 2012 e 2013, no Chipre, em uma revisão bibliográfica detalhada sobre o tópico e em análises documentais e documentos oficiais da ONU referentes ao período

MARXISMO, POULANTZAS E SUAS CONTRIBUIÇÕES PARA O CAMPO DE RELAÇÕES INTERNACIONAIS
Get PDFBorn out of the academic environment, Marxism has a very small room in the field of International Relations, which emerged in the universities of the two core countries of capitalism: United States and United Kingdom. Critiques of economic-centrism and the lack of a systematic theory of state are some factors that led to the eclipse of Marxism in a field traditionally marked by political relations. This work aims to provide a more in-depth reading of Marxism for IR. First, we analyze the potentialities of Marxism in general. Then, we examine Nikos Poulantzas’ theory of state and politics regarding the capitalist mode ofproduction. This theoretical examination , attempts to prove that by marginalizing Marxism and Poulantzas’ theory, the IR field ignores almost completely the relation among social classes, state and international politics. Finally, we acknowledge this relationship in order to shed some light about several issues mostly neglected by IR mainstream.Nascido fora do ambiente acadêmico, o marxismo possui um papel de coadjuvante nas Relações Internacionais, campo surgido nas universidades de países centrais: Estados Unidos e Reino Unido. As acusações de economicismo e de ausência de uma teoria de Estado são fatores que levaram ao obscurecimento do marxismo em um campo marcado pelas relações políticas. Este artigo objetiva contra-argumentar estas e outras acusações, mediante uma leitura apurada do marxismo para as Relações Internacionais (RI). Para isso, analisar-seão as possíveis e potenciais contribuições do marxismo em geral e em seguida olhar-se-ão as contribuições de Nicos Poulantzas ao campo. Poulantzas construiu uma rica teoria do Estado e da Política em relação ao modo de produção capitalista. Contudo, ao marginalizar o marxismo em suas abordagens, o campo de RI dá pouca atenção à relação entre classes sociais, Estado e política internacional. Get PDFBeginning from the point of political ruptures – symbolised by the year of 1989 – on the theoretical and practical levels, this research critically explores the contemporary critical political imagination. Following this line of thought, it aims at criticising the state- centrism of some current theorists (Rosenberg and Colás). Moreover, it proposes a reading of another critic (Walker), in order to explore and to appreciate sthis imaginative boundaries and to suggest – with the support of certain social movements’ practices – other ways of thinking through the dilemmas of state sovereignty and its inclusion and exclusion of the political space.Partindo das rupturas políticas – simbolizadas pelo ano de 1989 – nos planos teórico e prático, este artigo busca estudar a imaginação política crítica contemporânea. “A sentinela avançada da civilização contra a barbárie”: imperialismo, nacionalismo e o movimento sionista na formação do conflito palestino-israelense
Get PDFThis study aims to understand, in a historical perspective, the role of Zionism and the context of its constitution in the formation of the Palestinian-Israeli conflict in the Middle East. To achieve this purpose, at first, it is emphasized the importance of theoretical and methodological approach of the history of international relations for the analysis of issues of contemporary international system, outlining its key concepts: the system of causality and system of finality. This conceptual framework has given the basis for this research. Then, it is contextualized imperialism and nationalism in the formation of the Middle East conflict, perceiving their insersion into a system of causality. Finally, it is identified the strategies used by Zionist leaders in the struggle for the formation of the Jewish state, pointing to the system of finality designed for them. It is concluded that Zionism played a crucial role in shaping the conflict between Jews and Palestinians and the context of imperialist domination of Europe over other regions of the world favored the Zionists in achieving its goals.Este artigo tem como objetivo avaliar, em uma perspectiva histórica, o papel do sionismo e o contexto de sua constituição na formação do conflito palestino-israelense no Oriente Médio. Para alcançar este fim, em um primeiro momento, ressalta-se a importância da abordagem teórico-metodológica da história das relações internacionais para a análise das questões do sistema internacional contemporâneo, traçando seus principais conceitos: o sistema de causalidade e o sistema de finalidade. Este aparato conceitual deu base para a pesquisa. Em seguida, contextualizou-se o imperialismo e o nacionalismo na formação do conflito no Oriente Médio, percebendo-os inseridos em um sistema de causalidade. Por fim, identificou-se as estratégias utilizadas pelos líderes sionistas na luta pela formação do Estado judeu, apontando para o sistema de finalidade elaborado por eles. Assim, percebeu-se que o sionismo teve um papel crucial na formação do conflito entre judeus e palestinos e o contexto de dominação imperialista da Europa sobre outras regiões do mundo favoreceu os sionistas no alcance de suas finalidades
A EXPERIÊNCIA COMO ACONTECIMENTO: : EDMUND HUSSERL, BERNHARD WALDENFELS E JEAN-LUC MARION EM PERSPECTIVA
Get PDFThis article explores the phenomenological approaches of Edmund Husserl, Bernhard Waldenfels and Jean-Luc Marion in relation to the concepts of experience and event. Phenomenology seeks to describe experience as a "self-given" phenomenon. Husserl proposes a radical investigation of experience, emphasizing the return to intentional experience as the basis for absolute knowledge. He highlights the irreducibility of experience to its causes and parts, especially with the description of the stranger\u27s experience. Waldenfels focuses on the uniqueness of events and the strangeness inherent in experience, challenging conventional conceptions of normality and order. His phenomenology of the foreign explores how normality can obscure the uniqueness of events, leading to the tendency to equate the non-equal with the same. Finally, Marion approaches the event as a given phenomenon that reveals itself without a prior cause, giving itself to itself and exceeding our constitutive capacities. He emphasizes the singularity and unpredictability of the event, concluding that it has no defined reason and is excessively painful, deeply impacting our experience. Thus, the investigation of convergences and divergences between these thinkers highlights the dynamic and multifaceted nature of phenomenology, offering conceptual horizons that transcend its conventional borders. Waldenfels and Marion, in particular, broaden our understanding of experience and event by considering their uniqueness and unpredictability, which often escape our usual categories of analysis. By recognizing subjectivity as a field of constant constitution and transformation, these phenomenological perspectives offer a radical view of experience and its relationship with the surrounding world.Este artigo explora as abordagens fenomenológicas de Edmund Husserl, Bernhard Waldenfels e Jean-Luc Marion em relação aos conceitos de experiência e acontecimento. A fenomenologia busca descrever a experiência como um fenômeno "dado por si mesmo". Husserl propõe uma investigação radical da experiência, enfatizando o retorno à vivência intencional como base para o conhecimento absoluto. Ele destaca a irredutibilidade da experiência às suas causas e partes, especialmente com a descrição da experiência do estranho. Waldenfels enfoca na singularidade dos acontecimentos e na estranheza inerente à experiência, desafiando concepções convencionais de normalidade e ordem. Sua fenomenologia do estrangeiro explora como a normalidade pode obscurecer a singularidade dos acontecimentos, levando à tendência de nivelar o não-igual com o igual. Por último, Marion aborda o acontecimento como um fenômeno dado que se revela sem causa prévia, doando-se a si mesmo e ultrapassando nossas capacidades constitutivas. REFLEXÃO E AUTOPERCEPÇÃO:: ALGUMAS INCURSÕES SOBRE O ATO REFLEXIVO NA FENOMENOLOGIA DE EDMUND HUSSERL
Get PDFThe article presents some phenomenological specificities about reflection. In the strict sense, the reflective act points to the possibility of thematizing consciousness for itself. Therefore, it is the only act capable of apprehending the global life of consciousness. In the broad sense, it is observed that in his late works, Husserl resizes the scope of acts of reflection, since there seems to be a relationship between acts of reflection, protoconsciousness and the functioning ego. Here what interests us is to think about the possibility of a transcendental reflection on the “living present”. O artigo apresenta algumas especificidades fenomenológicas sobre a reflexão. No sentido estrito, o ato reflexivo aponta para a possibilidade de tematizarmos a consciência para si mesma. Portanto, ela é o único ato capaz de apreender a vida global da consciência. No sentido amplo, observa-se que em suas obras tardias, Husserl redimensiona o alcance dos atos de reflexão, uma vez que parece existir uma relação entre: os atos de reflexão, a protoconsciência e o ego funcionante. Aqui o que nos interessa é pensar a possibilidade de uma reflexão transcendental no “presente vivo”.

KIERKEGAARD E PSICOLOGIA CLÍNICA:: REFLEXÕES SOBRE COVARDIA, ORGULHO E LIBERDADE
Get PDFThis text aims to reflect the relationship between cowardice, pride and anguish in the light of Kierkegaard’s philosophy, in order to elucidate possible paths for the action of existential clinical psychology based on his thinking. By addressing the prevalence of cowardice and the search for distractions in his time, Kierkegaard resonates with contemporary times, indicating the intensification of this issue in today’s society. We will begin by clarifying how he understands the relationship between anguish and cowardice and pride. Next, we will examine your view on cowardice linked to pride and its manifestations in existence. Finally, we will discuss how these reflections can unfold in psychological clinical practice. The understanding and appropriation of the concepts of cowardice, pride and anguish by existential clinical psychology, as presented by him, become necessary for the psychologist to support a path so that the patient can get closer to himself in existence. Kierkegaard points out two directions for the way out of cowardice and pride, in anguish in the face of freedom: speech and deliberation. Both paths can be helped by the psychologist, who has the necessary difference to analyze, identify and help the analysand to get closer to themselves and truly know themselves.Este texto pretende refletir a relação entre covardia, orgulho e angústia à luz da filosofia de Kierkegaard, de modo a elucidar caminhos possíveis para a atuação da psicologia clínica existencial com base em seu pensamento. Ao abordar a prevalência da covardia e a busca por distrações em sua época, Kierkegaard ressoa na contemporaneidade, indicando a intensificação dessa questão na sociedade atual. Iniciaremos esclarecendo como ele compreende a relação da angústia com a covardia e orgulho. Em seguida, examinaremos a sua visão sobre a covardia atrelada ao orgulho e suas manifestações na existência. Por fim, discutiremos como essas reflexões podem se desdobrar na prática clínica psicológica. A compreensão e apropriação dos conceitos de covardia, orgulho e angústia pela psicologia clínica existencial, tal como apresentados por ele, tornam-se necessárias para que o psicólogo sustente um caminho para que o paciente possa se aproximar de si mesmo na existência. Kierkegaard aponta duas direções para a saída da covardia e orgulho, na angústia diante da liberdade: a fala e a deliberação. Ambos os caminhos podem ser auxiliados pelo psicólogo, que possui o diferencial necessário para analisar, identificar e ajudar o analisando a se aproximar de si e conhecer-se verdadeiramente.
