ПРОГНОЗИРОВАНИЕ ЗАНЯТОСТИ НАСЕЛЕНИЯ В РОССИЙСКОЙ ФЕДЕРАЦИИ ПО ВИДАМ ЭКОНОМИЧЕСКОЙ ДЕЯТЕЛЬНОСТИ
Get PDFDue to the reduction of the ablebodied population, one of the main problems in the modern labour market is to deal with the labour force deficit by spurring a more efficient use of these resources. The article presents results of the study which dealt with the development and testing of the methodology for building predictive estimates of employment for the main economic activities on the basis of econometric models, with account to seasonal factor. This approach allowed to increase the validity of the short-term forecasts, prove the importance of impact of supply and demand characteristics that define productivity and demographic situation on the employment, as well as to assess the ability of the labor market to self-regulate.The authors have shown that in the near future the transformation of the structure of employment by economic activity will continue. The number of people employed in the wholesale and retail trade will gradually increase, absorbing the flow of labor resources from manufacturing industries and agriculture. The authors substantiate the need for additional adjustments that take into account the economy requirements for labour resources, and are aimed at ensuring effective employment structure.В связи с сокращением численности населения в трудоспособном возрасте одной из основных проблем современного рынка труда становится дефицит трудовых ресурсов, для решения которой требуется повышение эффективности использования этих ресурсов. В рамках исследования, результаты которого представлены в статье, авторами разработана и апробирована методика построения прогнозных оценок занятости по видам экономической деятельности, основанная на эконометрических моделях, учитывающих фактор сезонности. Такой подход позволил повысить точность краткосрочных прогнозов, доказать значимость влияния на занятость факторов спроса, производительности труда и демографической ситуации, а также оценить способность рынка труда к саморегулированию.Показано, что трансформация структуры занятости по видам экономической деятельности в ближайшее время будет продолжаться. При этом численность населения, занятого в оптовой и розничной торговле, будет постепенно увеличиваться, поглощая потоки трудовых ресурсов из сферы обрабатывающих производств и сельского хозяйства. Обоснована потребность в дополнительных регуляторах, учитывающих требования рынка к трудовым ресурсам, призванных обеспечить эффективную структуру занятости
СОВЕРШЕНСТВОВАНИЕ МЕТОДОВ ВЫБОРОЧНОГО НАБЛЮДЕНИЯ В СТАТИСТИКЕ СЕЛЬСКОГО ХОЗЯЙСТВА
Get PDFThis methodological document is a concise version of the recommendations developed for the CIS countries on the basis of international standards for agricultural statistics. It was performed s a part of the international project for implementing the «Global Strategy to Improve Agricultural and Rural Statistics». There are some formulated proposals to improve methods for conducting sample surveys of agricultural activities of small business enterprises, peasant (farm) enterprises and private subsidiary farms. After a brief description of the organization of statistical observation of agricultural activities in the Commonwealth countries presented are the most fundamental provisions for issue in question in the international recommendations. To be specific, the attention is drawn to the sample survey principles set forth in the «Global Strategy to Improve Agricultural and Rural Statistics» and to the methodological framework for sample surveys contained in the «Handbook on Master Sampling Frames for Agricultural Statistics:Frame Development, Sample Design and Estimation». The paper proposes using unified approaches to organizing sample survey of agriculture in the CIS region i.e. developing sample frame, using sampling procedure, minimum set of core data. Are identified organizational arrangements for the sample surveys of agricultural activities by selected types of economic entities. The article provides background information on applying agricultural sample survey data for general universe of separate categories of holdings and methods to estimate their representativeness.Публикуемый методологический документ представляет собой сокращенный вариант рекомендаций, подготовленных для стран СНГ на основе использования международных стандартов по статистике сельского хозяйства. Работа выполнена в рамках международного проекта по реализации «Глобальной стратегии совершенствования сельскохозяйственной и сельской статистики». Сформулированы предложения по совершенствованию методов выборочного наблюдения за сельскохозяйственной деятельностью субъектов малого предпринимательства, крестьянских (фермерских) хозяйств и личных подсобных хозяйств. После краткой характеристики организации статистического наблюдения за сельскохозяйственной деятельностью в странах Содружества формулируются наиболее принципиальные положения по рассматриваемому вопросу в международных рекомендациях. В частности, обращено внимание на принципы выборочных обследований, изложенные в указанной выше «Глобальной стратегии совершенствования сельскохозяйственной и сельской статистики», и на методологические основы проведения выборочного наблюдения, зафиксированные в международных рекомендациях «Руководство по построению выборки в обследованиях сельского хозяйства - построение выборки, дизайн выборки и оценки». Рекомендованы унифицированные подходы к организации выборочных наблюдений за сельскохозяйственной деятельностью в регионе СНГ - создание основы выборки, процедуры формирования выборочной совокупности, минимальный набор ключевых данных. Обозначены особенности в организации выборочных наблюдений за сельскохозяйственной деятельностью по отдельным типам хозяйствующих субъектов. Дана характеристика способов распространения данных выборочного обследования за сельскохозяйственной деятельностью на генеральную совокупность отдельных категорий хозяйств и методы оценки их репрезентативности

Get PDFPurchasing power parities (PPP) is a unique tool for macroeconomic analysis. The Global international comparison Program is arranged according to a regional principle. CIS countries form one of the regions. While linking the regional comparison (CIS ICP) results to the global ones, one should bear in mind that Russia participates in EU/OECD regional comparison as well. In the previous comparison cycles the issue of linking regional CIS and EU/OECD comparisons was resolved using the direct linear recalculation method, which ensures fixity of the results, but does not correspond to the common methodology of international comparisons. Within the most recent cycle of CIS ICP which was conducted using 2014 data (2014 CIS ICP), a qualitatively better method was elaborated and used to link regional results - a «partially-multilateral comparison» PMC method. This experience is described in the article.Паритет покупательной способности валют (ППС) представляет собой уникальный инструмент макроэкономического анализа. Глобальная Программа международных сопоставлений (ПМС) организована по региональному принципу, один из регионов - страны СНГ. При включении результатов региональных сопоставлений ПМС СНГ в состав глобальных необходимо также учитывать тот факт, что Россия параллельно принимает участие в сопоставлениях региона ОЭСР-ЕС. В ходе предыдущих циклов сопоставлений вопрос объединения региональных сопоставлений СНГ и ОЭСР-ЕС решался на основе прямого линейного пересчета, позволяющего обеспечить фиксированность результатов, но не соответствующего общей методологии международных сопоставлений. В ходе наиболее недавнего цикла ПМС СНГ, проводившегося по данным за 2014 г. (ПМС СНГ 2014), для объединения региональных результатов был разработан и использован принципиально более качественный метод «частично-многостороннего сопоставления» (метод ЧМС). No full textThis material contains information on legal and regulatory, methodological and organizational framework for the Russian Agricultural Census, which in accordance with the Decision of the Government of the Russian Federation No 316 from April 10, 2013 will be conducted from July 1 to August 15 of 2016. In this article is listed the following preparatory work performed for the census: changes were made to the Federal Law No 108-FZ from July 21, 2005 «On the All-Russian agricultural census», vital methodological, census and guidance documents were developed, was set the Portal for technical and methodological support of the census, was arranged the publicity and promotion campaign. It is pointed out that in 2015 will be developed a program and procedure for training temporary census workers, results program for the Russian agricultural census in the Russian Federation, constituent entities of the Russian Federation, municipal entities. It is emphasized that the census will allow to form the official statistical information on the status and structure of agriculture, availability and usage of its natural resources nationwide as well as by municipal entities (rural and urban settlements) of the Russian Federation, to obtain a wider range of information that is not provided by the current statistical reporting, and to broaden the information base for international comparisons

Get PDFThe article presents economic and statistical analysis of the financial situation in economic entities of the Russian oil industry for a ten-year period. Factors affecting performance indicators of oil companies such as profitability of sales and labor productivity are quantitatively measured using actual performance data of the world’s largest oil companies. Dynamic characteristics of financial indicators of Russian oil companies are analyzed. Significant differences in the dynamics of these indicators in ruble and dollar terms are revealed. A correlation-regression analysis of the relationship between the sales profitability indicators and the oil price was carried out.Авторами проведен экономико-статистический анализ финансового положения хозяйствующих субъектов российской нефтедобывающей промышленности за десятилетний период. На основе фактических данных о результатах деятельности крупнейших нефтяных компаний мира количественно измерены факторы, влияющие на такие показатели эффективности деятельности нефтяных компаний, как рентабельность продаж и производительность труда. Проанализированы динамические характеристики финансовых показателей российских нефтяных компаний. Выявлены существенные различия в динамике этих показателей в рублевом и долларовом эквивалентах. Проведен корреляционно-регрессионный анализ взаимосвязи показателей рентабельности продаж от стоимости нефти

No full textThe article discusses methodological issues regarding the calculation of the average wage index for the regional level. In authors' opinion, the indicator of average monthly nominal wages of employees calculated at the regional level is inadequate in assessing the implementation of management decisions at the macro level, particularly in connection with the Presidential Decree no. 597 from 07.05.2012 «On measures for implementation of the state social policy», due to a certain lack of comparability between the numerator (size of wage and salaries fund) and a denominator (average number of employees). Despite the fact that the new method for calculating the average monthly wage (tested by Rosstat on data for 2015) removes a number of problems in the methodology for calculating this indicator, the authors believe that it still does not describe the specific information and methodological tools that allow to implement the declared adjustment procedure for average wages in the region, taking into account differences in the place of receipt of income and place of residence.The authors have developed statistical and methodological approach that allows at the expert level to make adjustments to the calculations of the average wage index, which is especially necessary for those regions of the country, which actively attract foreign labor or provide jobs to citizens at the expense of additional second job employment and an a contractual basis. The paper includes calculations of adjusted values of the average monthly nominal gross wage of workers for Russia as a whole, as well as for Moscow and St. Petersburg.В статье рассмотрены методологические вопросы исчисления показателя средней заработной платы применительно к региональному уровню. По мнению авторов, рассчитывавшийся показатель среднемесячной номинальной начисленной заработной платы работников на региональном уровне из-за определенной несопоставимости между числителем (величиной фонда заработной платы) и знаменателем (средней численностью наемных работников) недостаточно адекватен в оценке хода выполнения управленческих решений, принимаемых на макроуровне, в частности в связи с Указом Президента Российской Федерации от 7 мая 2012 г. № 597 «О мероприятиях по реализации государственной социальной политики». Несмотря на то, что новая Методика расчета среднемесячной заработной платы (апробированная Росстатом по данным за 2015 г.) снимает ряд проблем в методологии расчета рассматриваемого показателя, авторы полагают, что в ней отсутствует описание конкретного информационного-методологического инструментария, позволяющего реализовать декларируемую процедуру корректировки средней заработной платы по региону с учетом различий в месте получения заработка и месте проживания. Авторами разработан статистико-методологический подход, позволяющий на экспертном уровне производить корректировку расчетов показателя средней заработной платы, особенно необходимую для тех регионов страны, в которых активно привлекается иностранная рабочая сила или обеспечиваются гражданам рабочие места за счет дополнительной занятости по совместительству и на договорных основаниях. Проведены расчеты скорректированного значения среднемесячной номинальной начисленной заработной платы работников для России в целом, городов Москвы и Санкт-Петербурга

No full textThe article focuses on issues related to improvement of statistical monitoring of organizations of housing and municipal complex during the reform, which affected all types and forms of ownership of residential and non-residential units. In a market economy, organizations, rendering all kinds of housing and community services to customers, are responsible for the quality and quantity of those very same services. In a rapidly changing legislative framework economic entities face the task of ensuring constant needs of consumers for housing and communal services. As for the provision of information or reports on the consumption of housing services by owners of residential and non-residential units to territorial bodies of state statistics and budget institutions, for that is responsible a wide range of organizations from resource-saving organizations to homeowners' associations, management companies, and other organizations that have relevant information. In recent years the list of respondents expanded to include housing maintenance companies, and those responsible for management of municipal solid waste. In accordance with the changes in the procedure for conducting statistical observations, the composition of statistical indicators on the consumption of housing and communal services was revised to separately cover major maintenance costs of residential and non-residential units, costs for managing municipal solid wastes; the title of the repot form now contains new respondents. The article discusses experience of the Division of construction, investment and housing and utilities sector statistics in improving the form of statistical reporting № 22 - Utilities (summary).В статье рассматриваются вопросы совершенствования статистического наблюдения за организациями жилищно-коммунального комплекса в условиях реформы, которая затронула все виды и формы собственности на жилые и нежилые помещения. В условиях рыночной экономики организации, обеспечивающие потребителей всеми видами жилищно-коммунальных услуг, несут ответственность за количество и качество предоставляемых услуг. Перед хозяйствующими субъектами в условиях быстро меняющейся законодательной базы постоянно встают задачи обеспечения потребителей необходимыми жилищно-коммунальными услугами. За предоставление в территориальные органы государственной статистики информации о потреблении жилищно-коммунальных услуг собственниками жилых и нежилых помещений, а также бюджетофинансируемыми организациями несут ответственность различные организации, включая ресурсосберегающие, товарищества собственников жилья, управляющие компании и ряд других, располагающих соответствующей информацией. За последние годы в состав респондентов включены деловые операторы по проведению капитального ремонта жилых зданий, по обращению с твердыми коммунальными отходами. В соответствии с изменениями в порядке проведения статистического наблюдения уточнен состав статистических показателей, характеризующих потребление жилищно-коммунальных услуг: отдельно отражены затраты на проведение капитального ремонта жилых и нежилых помещений, затраты по обращению с твердыми коммунальными отходами; в титул формы включены новые респонденты. Показан опыт работы управления статистики строительства, инвестиций и жилищно-коммунального хозяйства по совершенствованию формы федерального статистического наблюдения № 22-ЖКХ (сводная)
