Get PDFIncrease in foreign exchange reserves in developing countries has led to the rapid growth of the number and economic power of the sovereign wealth funds, which are state funds. The following common features of the Funds are: firstly, they belong to the state; secondly, they do not guarantee a stream of constant payments, as, for example, pension funds do; thirdly, they are managed separately from the foreign exchange reserves. In addition, the Funds have some features arising from their nature, for instance, the lack of regular payments contributes to long-term investment strategies.Увеличение валютных резервов развивающихся стран привело к быстрому росту численности и экономической мощи суверенных фондов, которые представляют собой государственные инвестиционные фонды. Общими чертами фондов являются следующие: во-первых, они принадлежат государству; во-вторых, они не гарантируют поток постоянных платежей, как это делают, например, пенсионные фонды; в-третьих, они управляются отдельно от валютных резервов. Кроме того, фонды имеют некоторые особенности, вытекающие из их природы. Например, отсутствие постоянных платежей способствует реализации стратегий долгосрочных инвестиций
АНАЛИЗ КОНСТИТУЦИОННОСТИ ЭКОНОМИКИ НА ОСНОВЕ ПРИМЕНЕНИЯ МЕТОДОВ КЛАСТЕРНОГО И ФАКТОРНОГО АНАЛИЗА
Get PDFThe article formulates methodological approaches to determine the level of constitutionality of the national economy. The economy’s constitutionality is considered in the context of optimizing the combination of the economic feasibility and the level of the constitutional development of the country. To assess the level of economy’s constitutionality are used factorial and cluster analysis tools. Seven components of the index (that were presented in 2015 as part of the report prepared by non-governmental organization Freedom House) calculated for the 76 countries are proposed as cluster criteria. The following characteristics are used for the complex analysis of constitutionality of the considered countries’ economies: accessory of countries to clusters, distances of each country from the cluster centers, values of the latent factor, ratings of the countries on this indicator, and also distinctions in levels of constitutionality of the countries’ economies in comparison with the country-criterion. An important feature of the presented approach is the possibility of complex use of cluster and factorial analyses tools. From the received results should be singled out the use of the factorial analysis for creating generalized indicator for constitutionality of the economy, along with the use of cluster analysis tools to assess the degree of constitutional backwardness of national economy.В статье сформулированы методологические подходы к оценке степени конституционности национальной экономики. Конституционность экономики рассматривается в контексте оптимизации сочетания экономической целесообразности и уровня конституционного развития страны. Оценка уровня конституционности экономики осуществляется при помощи инструментария факторного и кластерного анализа. В качестве кластерных критериев предложены представленные в 2015 г. в рамках доклада неправительственной организации Freedom House семь компонентов индекса, рассчитанных для 76 стран. Для комплексного анализа конституционности экономик этих стран использованы такие характеристики, как распределение стран по кластерам, величина отклонения каждой страны от кластерного центра, значения латентного фактора и рейтинги стран по этому показателю, а также различия в уровнях конституционности страны по сравнению со страной-лидером. Важной особенностью представленного подхода является возможность комплексного применения инструментов кластерного и факторного анализа. Из полученных результатов следует выделить обоснование использования факторного анализа для построения обобщенного показателя конституционности экономики и применения инструментария кластерного анализа для оценки степени конституционной неразвитости экономики той или иной страны
