    The purpose of this paper is to present part of the lexicographical work of the Institute for the Macedonian Language "Krste Misirkov" – Skopje, on the occasion of its jubilee – 70 years since its foundation.     Privatisation and outsourcing of war have become a feature of contemporary armedconflicts. It is also true for the conflict in Ukraine; the participation of many private militaryactors has been recorded, of which Mozart and Wagner groups - often called ‘orchestra’ aswell as International Legion of Defence of Ukraine stand out in the Ukraine theatre. On theone hand, private military actors taking part in the conflict on the Ukrainian side are calledvolunteers, while private military actors participating on the Russian side are designatedas mercenaries. Therefore, the question can be asked: ‘What is the difference betweenprivate military actors participating in the Ukrainian battlefield and how are they treatedlegally?’ In order to answer the asked question, the paper started from the basic definitionsof private military actors and relevant legal regulations, and then the most important actorsparticipating in the Ukrainian battlefield were presented, as well as their legal treatment. It isconcluded that due to the lack of a binding international regulation in this area, lots of privateactors operate in a legal vacuum and that their determination is rather a matter of politicsthan of law. Therefore, the difference between these actors is the narrative and sentimentthat describes them and justifies their engagement

    In this paper we draw attention that there have been significant increases in activity relating to child sexual abuse and exploitation on both the surface web and dark web during the COVID-19 lockdown period. This paper aim is an analyse about how the COVID-19 pandemic is presently modifying the trends and threats of child sexual exploitation and abuse offences, which were already at high levels prior to the pandemic. This article highlights the trends and threats in the current COVID-19 context compared to pre-pandemic measures, what impact these are having in the short-term, and what changes we have seen when COVID-19 measures are reduced. It contributes to the space of the dark web during lockdown by manifestation on the ongoing organised business model that has evolved as technology expands and the level of threat that it poses to children. The objective is to share these trends across the global law enforcement community and science in order to improve the monitoring and detection of child sexual exploitation and abuse online, further investigations and global police response

    Македонската студија за однесувањето поврзано со здравјето кај децата научилишна возраст собира податоци за здравјето и благосостојбата кај адолесцентитена 11, 13 и 15-годишна возраст кои одат на училиште. Претставува дел од меѓународнаталонгитудинална студија која се спроведува секоја четврта година почнувајќи од 1982година, во 51 земја од Европа, Северна Америка, Канада и Русија, во соработка соСветската здравствена организација (СЗО). Сите земји кои учествуваат во студијата,неопходно е да се придржуваат до заедничкиот меѓународен стандарден протоколнаправен и систематски ажуриран од целата HBSC мрежа. Република СевернаМакедонија во меѓународната мрежа е вклучена од 1988 година и до денес спроведенисе 6 циклуси на истражувањето. Со четиридецениско спроведување на студијата намеѓународно ниво и дводецениско на национално ниво, се покажа дека користенатаметодологија и резултатите кои се добиваат, се корисни за следење на критичнитепрашања во врска со здравјето и благосостојбата на адолесцентите

    The EU constitutional culture-what is missing

    The EU has its own constitutional culture even though it does not have a constitution in the formal sense of the word. The formation of the EU constitutional culture is the result of the joint continuous acceptance of the legal, political, economic and social categories, values, principles, but also acceptance of the specifics that are contained in the constitutional identities of the EU member states. Hence it is said that the constitutional culture of the EU represents a real mosaic, a set of different constitutional identities that the member states of the Union have within the framework of the national systems upgraded with the elements of the supranational system of values ​​that the EU creates and develops as a result of the action of the institutions of the Union, especially the Court of Justice of the EU.  The constitutional culture of the EU develops on the foundations of the rule of law, democracy and respect of the human rights. It takes into account the values ​​related to the rule of law stipulated in national constitutions as basic laws, values ​​and principles as sources of inspiration so-called higher law and the collective identification of European citizens expressed through "the people\u27s law" and networks them in a common axiological system of the Union on which EU policies should be based.  But are EU policies always based on this common axiological set of values? Is there something missing in the constitutional culture of the EU, something crucial that problematizes the essence of the matrix for European unification? The paper will try to explain the very notion of the EU constitutional culture, and then will be focused on the most relevant segment of that constitutional culture - the constitutional identities of the EU member states and their influence on the philosophy and the essence of the EU constitutional culture. When we are talking about the EU constitutional culture we are actually talking about EU constitutional identity which, from the other side, is a set of national constitutional identities of the member states of the Union. In order to understand the problems that the EU has today regarding its own constitutional culture and its constitutional identity as a part of that constitutional culture, we need to trace back to several national Constitutional Courts’ reactions to the Court of Justice of the European Union’s doctrine of primacy of the EU Law. Through analyzing these reactions, we will actually discover the key problems related to the formation and development of the constitutional culture of the EU

    EVALUATION OF FIBER TECHNOLOGICAL PROPERTIES IN BREEDING LINES OF COTTON (Gossypium hirsutum L.)

    Cotton (Gossypium hirsutum L.) is the world’s leading fiber crop, grown or processed in many countries, providing a major contribution to their economies. Yield is economically most important to a producer which drives cultivar development and adoption; however, fiber quality is the primary focus for spinning mills. This research was carried out in the experimental area of the Department of Field Crops, Faculty of Agriculture, Dicle University. In the study, 143 cotton breeding lines selected from advanced generations obtained from Sayar 314 X Beliizvor 432 crosses were used as material. In the research, genotypes; The limits of variation of properties such as fiber fineness, fiber uniformity, fiber strength, fiber length, fiber elasticity, and fiber spinning ability properties were examined and grouped statistically. According to the results obtained, lines showing superior performance in terms of fiber quality were determined. According to the results obtained in the study, genotypes were 5.82-3.23 micronaire in terms of fiber fineness, 30.38-22.28 mm in fiber length, 90.40-80.80 % in fiber uniformity, 6.80-5.10 % in fiber elasticity, 35.80-15.80 g/tex in fiber strength, 179.00-107.00 in fiber spinning ability varied between the values

    This paper looks whether the key terms of the representational - syntactic and pragmatic categories can also be applied in the study of traditional visual narratives, as a sign system with certain symbolic messages. We believe that the answer to this question fully corresponds to the basic postulates and methods of semiology, as a science of the study of signs and the symbols and the mutual relations that they establish, i.e. bearers of the sign and the signified (designatuma/ denotatuma), where each individual object can imply certain signs. In the context of this, we showcase several examples of embroidery, a selection from Macedonian folk costumes, which we believe correspond visually and semiologically with Jung\u27s mandalas. They are presented in this text as images with certain symbolic values, which speaks in favor of the power of the collective memory of a nation, group or community that consciously or subconsciously integrated its spiritual, aesthetic and cultural values ​​into its collective consciousness. This phenomenon indicates that this is an archaic cultural matrix, close to the ontological, universal values ​​of man in a wider cultural, temporal and areal context. Hence, we consider that the polystadiality of folklore, which contains different layers of mythology, history and tradition of a given community, is not only characteristic of different literary-narrative folklore forms, but is also applicable in the study of "visual narratives" (decorative patterns, motifs and ornaments), represented in the traditional material culture of peoples around the world.Одговорот дали клучните поими на категориите: претставувачки - синтактички и прагматички можат да се применат и во проучувањето на традиционалните визуелни наративи, како знаков систем со одредени симболички пораки, сметаме дека целосно кореспондира со основните постулати и методи на семиологијата, како наука за проучувањето на знаците и симболите и нивните меѓузаемни релации, кои ги воспоставуваат нив, односно носителите на знакот и на означеното (designatuma / denotatuma), каде што секој поединечен објектможе да имплицира одредени знаци. Во контекст на ова се и неколкуте посочени примери на вез, избор од македонските народни носии, за кои сметаме дека визуелно и семиолошки кореспондираат со мандалите на Јунг, дадени во овој текст, како слики со одредени симболички вредности, кои кажуваат во прилог на моќта на колективната меморија на еден народ (група или заедница), кој, во својата колективна свест, свесно или потсвесно ги интегрирала своите духовни, естетски и културни вредности. Оваа појава укажува дека станува збор за една архаична културна матрица, блиска до онтолошките универзални вредности на човекот во еден поширок културен, временски и ареален контекст. Oттука, сметаме дека полистадијалноста на фолклорот, во која се содржани различни слоеви од: митологијата, историјата и традицијата на една заедница, не е карактеристична само за различните литературно-наративни фолклорни форми, туку е применлива и во проучувањето на „визуелните наративи“ (декоративно обрасци, мотиви и орнаменти), застапени во традиционалната материјална култура на народите низ целиот свет

    The study problematizes some questions of the philosophy of poetry, a new sub-discipline in the hermeneutic-phenomenological exploring of poetic texts, which has a philosophical background. In this case, we have focused on the relations between philosophers and their poets, Sartre and Mallarme in French literature, and Stardelov and Shopov in Macedonian literature. Subsequently, we try to compare two philosophical terms in their work and draw some parallels, not only between the philosophers and authors but also to their poetics.Во студијата ќе стане збор за една нова поддисциплина, филозофија на поезијата, со која естетичарите, феноменолозите и херменевтичарите нудат свој поглед на поетските дела на определени автори. Конкретно, овде ја разгледуваме релацијата меѓу поезијата и филозофијата во француската книжевност преку примерот на Сартр и Маларме, како и во македонската – преку примерот на Старделов и Шопов. Поводот за нашата студија беше филозофската категорија присутна во поезијата на двајцата поети – ништото/небиднината, во обид да ги утврдиме сличностите и разликите низ една филозофска призма

    NON-DEMOCRATIC SYSTEMS: TYPES AND CHARACTERISTICS

    While studying political systems nowadays, science usually considers the characteristics of the democratic systems and the systems that transit from non-democratic to democratic. The overall impression is that very little attention is paid to studying the characteristics and the types of non-democratic systems. Such neglect of the characteristics and types of non-democratic systems contributes to the general public ignoring the danger of the rise of such systems. The rise of non-democratic systems in the last two decades in the world is evident and therefore it is important that the basic characteristics and types of non-democratic regimes are clearly elaborated. In that direction, this paper aims to define non-democratic systems, make a clear distinction between totalitarian and authoritarian regimes, and elaborate on the different types of authoritarian regimes. The paper also analyzes the rise of hybrid regimes and their difference from classic authoritarian regimes. Through such an elaboration of the non-democratic systems, the paper concludesthat the non-democratic systems possess characteristics and values that are not compatible with the rule of law and the protection of human freedoms and rights, and therefore their progress represents a global threat and danger
