MIGRANT SMUGGLING IN BOSNIA AND HERZEGOVINA: THE OTHER SIDE OF THE REFUGEE CRISIS
The smuggling of migrants is not a new phenomenon but in recent years it has attracted increasing international attention. In the last few years, migrant smuggling has become one of the most lucrative types of organized crime in the Balkans. This research article focuses on the issue of migrant smuggling as a contemporary transnational organized crime which is getting structurally stronger and more established. According to Frontex, the Western Balkans continues to be the most active migratory route into the European Union. From the beginning of the 2022 the number of irregular border crossings detected rose by 152% compared to 2021. The paper will present and analyse the official data of the judicial authorities. Also, a brief overview of the security implications of migrant smuggling to national security from 2015 until today will be given
A RADIOACTIVE WASTE REPOSITORY IN THE BORDER AREA BETWEEN THE REPUBLIC OF CROATIA AND BOSNIA AND HERZEGOVINA: HUMAN SECURITY PERSPECTIVE
The Republic of Croatia has announced a plan to build a radioactive waste repositoryin Mount Trgovska Gora located along the border area with Bosnia and Herzegovina (BiH),which has upset residents living in the border municipalities in BiH. This paper seeks toexamine local residents’ opinion regarding the construction of a radioactive waste repository. Our study was conducted in Novi Grad, a place located in the immediate vicinity of TrgovskaGora. The aim of the study was to examine local residents’ perceptions and the implications ofthe planned project for human security. This study is based on a qualitative research approachusing the focus group interview as a technique. Eleven respondents participated in the focusgroup interview. The group consisted of representatives of local communities, residents, andrepresentatives of non-governmental organizations. Our findings indicate that local residentsstrongly disagree with the announced project and numerous negative implications for human security
НЕКОИ ПОСТАПКИ НА ИСТОРИОГРАФСКАТА МЕТАФИКЦИЈА ВО РОМАНОТ ФЛОБЕРОВИОТ ПАПАГАЛ НА ЏУЛИЈАН БАРНС
This research is based on the interest to critically analyze and elaborate some of the techniques of historiographic metafiction that are present in the novel Flaubert’s parrot(1984) by Julian Barnes. The paper explores the hypothesis on how some techniques used in the aforementioned novel, such as fictionalizing Flaubert’s biography, the leap from the intended biography of Flaubert to an “unintended” autobiography of the narrator Braithwaite, the mixture of different citations and intertextuality, reflect how the past, history, literature and truth are perceived. The hypothesis uses the methods of analysis and synthesis. The conclusion should show us that the past and history are available in the form of written texts, that there is not just one, but many truths in the novel, that fact and fiction coexist and their borders are not erased, but rather blurred, and that a great deal of the book can be read as a parody of the biography genre.Предмет на научна и на критичка опсервација во трудов се некои постапки на историографската метафикција во романот Флоберовиот папагал (1984 г.) на Џулијан Барнс. Главната хипотеза оди во насока на тоа да покаже како некои постапки на историографската метафикција употребени во романот Флоберовиот папагал, како што се фикционализирањето на биографијата на Гистав Флобер, преминот на биографијата на Флобер во автобиографија на нараторот Брајтвајт, мрежата од цитати и интертекстуалноста, го отсликуваат односот кон минатото, историјата, книжевноста и кон вистината. Хипотезата ќе се докажува преку општите методи на анализа и на синтезa. Заклучокот треба да упати на посредуваноста на минатото, на достапноста на минатото и историјата преку пишани текстови, на поигрувањето со фактот и фикцијата и создавањето нова творба во која тие наизменично постојат, на пародизирање на жанрот на биографијата, како и на сознанието дека не постои само една туку повеќе вистини во романот
USE OF SALICYLIC ACID IN LETTUCE PLANT AGAINST INCREASING METEOROLOGICAL DROUGHT
Climate change and related meteorological drought have been one of the most important factors limiting plant production in Turkey as well as in the whole world. Producers have to develop quick solutions for sudden drought and water shortage conditions in the field. One of these solutions is the application of various chemicals that provide resistance to drought during the growing period of plants. Since the Southeastern Anatolia Region of Türkiye is a semi-arid region, mostly irrigated agriculture is carried out from early spring to the beginning of winter. Especially in dry periods, the negative effects of drought are seen rapidly in plants such as lettuce, which are sensitive to water deficiency. In order to reduce these negative effects, different salicylic acid (SA) concentrations were tried under deficient irrigation conditions in lettuce plant grown in autumn planting in Diyarbakır. For this purpose, three different irrigation water amounts and four different SA concentrations were applied. According to these applications, the lowest leaf length was obtained from the subject where SA was not applied and the lowest dose of irrigation water. The lowest leaf width was obtained from the subject where the lowest dose of irrigation water was applied. The highest whole plant dry weight was obtained from the subject treated with the least amount of water and 0.50 mM SA. The effects of irrigation water and SA on SPAD readings and the water-soluble dry matter parameter in plants were not statistically significant
SUSTAINABLE USE OF SOIL AND WATER RESOURCES FOR IRRIGATION: IRRIGATION EFFICIENCY AND WATER PRODUCTIVITY
Agriculture plays a vital role in the economies of many countries and irrigation make it a crucial actor to increase crop production. In the world, 70% of available water resources are used for agricultural irrigation. However, it is almost 90% in some countries in the world. The main and common problems and challenges in agricultural irrigation are observed as excessive water use by farmers in some areas with surface irrigation, insufficient land leveling, no use of appropriate furrow and border length according to water flow and soil texture, irrigation water application without volumetric measurement of water, low irrigation water use efficiency and water productivity, drainage and salinity issues, alkalinization, impact of climate change (drought), the low effectiveness of the water user associations, improper crop pattern (monoculture), insufficient design and management of pressurized irrigation systems, inadequate irrigation pricing policies, weak cooperation among the instittutions and political instability in some countries. Irrigation efficiency (IE) (35-40%) and irrigation water productivity (WP) are very low and use of gross irrigation water is more than 10,000 m3 ha-1 in some Middle East countries. IE (%) WP (kg m-3 and $ m-3) are the most important indicators for evaluation criteria of irrigation schemes and farms, irrigation authorities and decision makers. Thus, the importance of IE and WP for sustainable use of soil and water resources, some actual and experimental data regarding those issues, problems and recommendations considering technical and institutional approaches are discussed
THE RIGHT OF LEGISLATIVE INITIATIVE (Comparative Analysis of Macedonian and Swiss Model of Normative Solutions)
Legislation is a special state activity which, based on the constitution, establishes the foundations of social and state organization and the legal system. The paper will elaborate the issue of legislative initiative as a constitutionally guaranteed right to propose laws. Namely, the procedure for enacting laws is realized through several separate stages, and it starts with the legislative initiative. If we take into account the fact that "to propose a law means to rule", it will not be difficult to conclude that the legislative initiative represents more than just an initial phase of the legislative procedure and much more than just a technical issue. A special review in the paper will be the analysis of the legislative initiative in the Macedonian and Swiss model of legislative procedure. They are subject to elaboration, considering the broad nature of the right to legislative initiative. The paper will examine the thesis whether the number of entities that have the right to legislative initiative is an indicator of the degree of involvement of citizens in the process of passing laws
A Capital Structure & Cost Efficiency in Selected Listed Financial Firms in Nigeria
The study analyzed the cost effectiveness of a subset of Nigerian listed financial firms and looked at the impact of corporate governance on the subset of listed financial enterprises. Additionally, it evaluated how corporate governance affected how chosen listed financial organizations in Nigeria related to capital structure and cost effectiveness. There were with the intention of supplying details on the interactions between capital structure, corporate governance, and cost effectiveness in a number of Nigerian financial organizations between 2005 and 2020. The study used secondary data from 20 quoted, carefully chosen financial firms in Nigeria and used a descriptive survey design.The annual audited financial statements of the companies were used to collect and analyze data on corporate governance variables like size, membership, independence, and shareholding status; efficiency variables like assets, profit, and share capital; and capital structure variables like long and short term debts. The findings indicated that the deposit money banks in Nigeria had an average cost of efficiency of 54.6%. The capital structure was significantly impacted by corporate governance factors such board size (t= 2.285, p0.05) and board expertise (t=-2.311, p0.05). Finally, the outcome demonstrated that elements of corporate governance such board size (t=-2.807, p 0.05),Board independence and board composition, which acted as intermediary variables between corporate governance and cost effectiveness, were both statistically significant at the 5% level. According to the study\u27s findings, there was a significant association between cost effectiveness, corporate governance, and capital structure.
 
THE NEED FOR HARMONIZATION OF THE MACEDONIAN PROPERTY LAW
Subject of analysis in this paper is the development of contemporary property law in the legal system of the Republic of North Macedonia and the need for its harmonization.
As the paper will demonstrate, the development of contemporary property law in the Macedonian legal system began with the Law on Ownership and Other Real Rights in 2001. The basic Law on Ownership and Other Real Rights has paved the way for creating a property law system that can meet the challenges associated with the rising of free enterprise economy. The development of property law in the Republic of North Macedonia continued with passing a great number of special laws that were intended to regulate particular segments of property law relations. As a result of special regulation nowadays there are: special laws that regulate legal regime of things of public interest (Law on Agricultural Land, Law on Construction Land, Law on Waters, Law on Forests, Law on Minerals and etc.), special laws that regulate the transfer of ownership on real estate form the State onto private owners (Law on Denationalization, Law on Privatization and Lease of Construction Land Owned by the State), special laws that regulate other real rights (Law on Contract Pledge, Law on Construction Land), special law that regulate State and municipal ownership (Law on Use and Disposition with Things Ownership of the State and Things Ownership of Municipalities, Law on Local Government), special law that regulate construction as a manner of acquiring ownership (Law on Construction Land, Law on Construction, Law on Urban Planning) and many other special laws that concern segments of the property law system. Unfortunately, the in-depth analysis of the many special laws demonstrates a high level of disharmony between the special laws and the basic Law on Ownership and Other Real Rights. The analysis also demonstrates disharmony between special laws that regulate a particular area of property law relations, and disharmony in the provision within the same law resulting from amendments made to it.
The paper finds the disharmony between laws to be so extensive that compromises the principle of legal security and erodes and destabilizes the entire property law system. In order to overcome the crisis in the property law system, the paper urges for the process of harmonization of Macedonian property law to be set in motion as soon as possible and gives directions on how this process should be conducted
КЛЕТВИТЕ ВО МАКЕДОНСКАТА НАРОДНА ПРОЗА
In Macedonian folklore, curses have an important place. They have been subject of review in different researches, where they are considered as simple forms and from different aspects. However the fact is that they are often found as an integral part both of legends and myths, as well as in folk tales, not only in dialogical forms but also in indirect speech. At the same time, it should be borne in mind that curses are a reflection of the folk psychology and the mentality of the people and appear as a driving force of the narrative. Therefore, the object of our interest are the syntactic peculiarities of curses in Macedonian folk tales, above all the most common structures in which the wish of the participants in the communication is shown, which is most often expressed with a da-construction, in the Macedonian language also known as: subjunctive, optative-subjunctive, conjunctive (Минова-Ѓуркова 2000: 75).Во македонското народно творештво клетвите заземаат значајно место. Тие се предмет на посебни истражувања, во кои се разгледуваат како едноставни форми, од различни аспекти, но факт е дека често се среќаваат и како составен дел и во легендите и во преданијата, како и во народните приказни, не само во дијалошки форми туку и во индиректен говор. Притоа, треба да се има предвид дека клетвите се одраз на народната психологија и на менталитетот на народот, и се јавуваат и како движечка сила на нарацијата.
