    NATO AND SECURITY IN BOSNIA AND HERZEGOVINA IMPACT AND CHALLENGES

    The North Atlantic Treaty Organization (NATO), comprised of 32 member statesfrom North America and Europe, represents the largest military and political alliance oftoday. Membership in NATO is widely accepted as a guarantee of security, but it has beena subject of political conflict in Bosnia and Herzegovina for an extended period, as wellas in other countries in the region. Currently, all Western Balkan countries (Albania, NorthMacedonia, and Montenegro) except Bosnia and Herzegovina and the Republic of Serbia arefull members of NATO. Under the guise of military neutrality, the Republic of Serbia rejectsthe desire for full NATO membership, citing the NATO bombing of the then Federal Republicof Yugoslavia in 1999 as a key argument against joining. Bosnia and Herzegovina initially hadunanimous support for full NATO membership after the signing of the General FrameworkAgreement for Peace in Bosnia and Herzegovina, but over time, this support weakened andtransformed into open opposition from representatives of the Republika Srpska entity. Thelack of a pragmatic and thorough assessment of the interests of joining NATO, consideringregional and global developments, Russian influence on the Balkans and the fact that thereis a new reordering of the fragmented order in which military-political neutrality loses itsmeaning, further complicates the integration process in Bosnia and Herzegovina.     Literature plays a crucial role in teaching Polish as a foreign literature, offering rich resources for acquiring culture in an enjoyable way. The use of literary texts as didactic material in teaching Polish as a foreign language has a long-standing tradition. Literary texts provide extensive support for illustrating specific linguistic phenomena, enriching lexical and morphosyntactic structures, and stimulating conversational skills through engaging topics. This paper explores the benefits of incorporating literary texts into Polish language and culture classes, highlighting their role in developing analytical skills, expanding vocabulary, and deepening cultural understanding. The analysis focuses on Olga Tokarczuk’s novel The Books of Jacob, which offers a broad panorama of the socio- political, multiethnic, and multicultural reality of 18th-century Poland. The novel serves as an exemplary tool for illustrating various aspects of Polish culture, such as daily life, traditions, and historical events. Additionally, the contributions of figures like Benedykt Chmielowski and the Załuski brothers to Polish culture are examined, emphasizing their impact on education and the preservation of the cultural heritage. The paper concludes that well-chosen literary texts significantly enhance the learning process by fostering sociolinguistic competence and broadening students’ intellectual horizons.Literatura odgrywa kluczową rolę w nauczaniu języka polskiego jako obcego, oferując bogate zasoby do przyswajania kultury w przyjemny sposób. Wykorzystanie tekstów literackich jako materiału dydaktycznego w nauczaniu języka polskiego jako obcego ma wieloletnią tradycję. Teksty literackie stanowią bogate wsparcie dla ilustrowania określonych zjawisk językowych, wzbogacania struktur leksykalnych i morfosyntaktycznych oraz stymulowania umiejętności konwersacyjnych poprzez angażujące tematy. Niniejszy artykuł analizuje korzyści płynące z włączenia tekstów literackich do zajęć z języka i kultury polskiej, podkreślając ich rolę w rozwijaniu umiejętności analitycznych, poszerzaniu słownictwa i pogłębianiu zrozumienia kulturowego. Analiza koncentruje się na powieści Olgi Tokarczuk „Księgi Jakubowe”, która oferuje szeroką panoramę społeczno-politycznej, wieloetnicznej i wielokulturowej rzeczywistości XVIII-wiecznej Polski. Powieść służy jako przykładowe narzędzie do zilustrowania różnych aspektów polskiej kultury, takich jak życie codzienne, tradycje i wydarzenia historyczne. Ponadto przeanalizowano wkład postaci takich jak Benedykt Chmielowski i bracia Załuscy w polską kulturę, podkreślając ich wpływ na zachowanie dziedzictwa kulturowego.     The text deals with the contemporary state of the Proto-Slavic pronoun *vьsь in the Macedonian language. This pronoun is analyzed in terms of form, as well as in terms of usage. In terms of form, it belongs to the development path followed by South Slavic languages, but it has developed its own specific feature - it is always used with an article. As for usage, plural forms function as indicators of collective reference, while singular forms act as adjectives with the meaning ‘whole’.Во текстот ќе стане збор за заменката *vьsь, во поглед на нејзиното потекло и современата состојба во македонскиот јазик.     THE LEGAL NATURE OF THE RIGHT TO A LONGTERM LEASE

    The right to a long-term lease was introduced in the Macedonian propertylaw system for the first time by a subject-specific law - the Construction Land Actof 2001. Since then, the right to a long-term lease has remained a part of everyConstruction Land Act that followed up to the most recent one - the ConstructionLand Act of 2015. The regulation of the right to a long-term lease in theConstruction Land Act is mostly based on the regulation of the so-called right tobuild found in the Slovenian Property Code and the Croatian Ownership and OtherReal Rights Act. In the respective legal systems, the so-called right to build isundoubtedly regulated as a right in rem since it is found in property and ownershipacts. However, In the Macedonian legal system, the right to a long-term lease wasnot incorporated in the Ownership and Other Real Rights Act of 2001. This raisedthe question of whether or not it could be considered a right in rem.     The article addresses the accessibility, reception and promotion of reading Macedonian literature in Slovenia and the need for translated literature by Macedonian authors. The structure of the main section is based on a personal interpretation of the reception of Macedonian literature in Slovenia and covers: a) the accessibility of Macedonian literature, referring to literary translation (between 1947 and 1999 and between 2000 and the data collection in August 2023, overview of translation studies and translation prizes), printed copies (the print run and the proportion allocated for library lending), and electronic and audio editions (between 1947 and 1999 and between 2000 and the data collection in August 2023, and records in the Catalogue of Audio Books of the Minka Skaberne Library for the Blind and Visually Impaired), b) the reception of Macedonian literature, referring to literary-critical contributions (between 2000 and 2023), literary guest appearances at festivals, literary prizes and inclusion in the recommended reading list “DOBREKNJIGE.SI”, and c) the promotion of the reading of Macedonian literature, which is directly related to the reading project “Our Little Library” and the reading club “Slavic Reading Badge” of the Department of Slavistics of the Faculty of Arts of the University of Ljubljana, and indirectly to the activities in the Erasmus+ Programme.Prispevek obravnava dostopnost, odmev in spodbujanje branja makedonske književnosti v slovenskem prostoru ter potrebo po prevodni literaturi makedonskih avtorjev. Struktura jedrnega dela izhaja iz lastne recepcije, kaj je uspešna vgradnja književnosti v literarni prostor in katere komponente so pri tem ključne.     Предмет на трудот е соработката на проф. Александар Јерков од Филолошкиот факултет во Белград со Институтот за македонска литература во Скопје, која се одвивала во рамките на проектите: „Феноменот Љубов и неговите креативни импликации во јужнословенските литератури на XX век“ и „Сродности меѓу современата македонска и балканските литератури (реално – имагинарно)“ пред повеќе од дваесет и пет години. Како повод на ова навраќање е доделувањето на наградата Златна книга за 2024 год. на колегата Јерков од страна на најстарата српска книжевна, културна и научна институција – Библиотеката на Матица српска. Во трудот подробно се претставени неговите три теориски студии објавени во одделни зборници, од кои првите два се посветени на темата љубов, додека во фокусот на третата е проблемот на вистината во епохата на модернизмот. Преку своевидна рефлексија, својствена за неговата аналитичка природа, тој доаѓа до повеќе релевантни заклучоци од кои ги потенцираме: отсуството на љубовта во книжевноста на XX век; потрагата по неа, која потсетува на потрагата по неможното и парадоксалната природа на модернизмот, кој самиот себеси се мистифицира и се преведува во мит. Во трудот се задржуваме и на дилемата од потребата на новото читање на романот „Она што беше небо“ на Владо Малески предлагајќи кон него да се пријде преку различни дискурси, кои се само најавени. Во трудот е презентиран и неговиот став за раѓањето на националната драма од духот на културата, изведен преку компаративна анализа на развојните почетоци на македонската и на српската драма. На крајот од трудот се потенцирани основните елементи што го сочинуваат Јерковиот остар критички ум, како што се: љубопитниот дух, насочен кон една поширока филозофско-културолошка рамка, во која ги поставува содржината што ја обработува и долгиот комплексен исказ, кој честопати е проткаен со иронија.The subject of the paper is the cooperation of Prof. Aleksandar Jerkov from the Faculty of Philology in Belgrade with the Institute of Macedonian Literature in Skopje, which took place within the framework of the projects: "The Phenomenon of Love and its Creative Implications in the South Slavic Literatures of the 20th Century" and "Affinities between Contemporary Macedonian and Balkan Literatures (Real – Imaginary)" more than twenty-five years ago. The occasion for this retrospective is the awarding of the Golden Book Award for 2024 to my colleague Jerkov by the oldest Serbian literary, cultural and scientific institution – the Library of Matica Srpska. The paper presents in detail his three theoretical studies, published in separate collections. The first two are dedicated to the topic of love, while the third focuses on the problem of truth in the era of modernism. Through a kind of reflection, inherent to his analytical nature, he comes to several relevant conclusions, of which we emphasize: the absence of love in the literature of the 20th century; the search for it, which is reminiscent of the search for the impossible, and the paradoxical nature of modernism, which mystifies itself and translates it into a myth. The paper also explores the dilemma of the need for a new reading of the novel "That Which Was Sky" by Vlado Maleski, proposing to approach it through various discourses that are yet to be explored. The paper also presents his position on the birth of national drama, derived from the spirit of culture through a comparative analysis of the developmental beginnings of Macedonian and Serbian drama. At the end of the paper, the basic elements that comprise Jerkov\u27s sharp critical mind are emphasized, such as the curious spirit directed towards a broader philosophical and cultural framework within which he situates the content he processes, and the complex, lengthy statements that are often interwoven with irony

    The article presents material on the 50 years of cooperation between the Philological Faculty of the Lomonosov Moscow State University and the Ss. Cyril and Methodius University in Skopje, the main centers of Macedonian studies in Russia and Russian studies in Macedonia. The emphasis is on the fact that during half a century of teaching Macedonian language and literature at Moscow State University (since 1975) and over 75 years of studying Russian language and literature at the University in Skopje, joint textbooks have been written, dictionaries have been published, lecturers have been exchanged, students have been participating in Summer Schools, and internships have been awarded to write bachelor\u27s, master\u27s and doctoral theses. Furthermore, there has been fundamental research conductedprepared and dissertations defended, as well as publication of monographs and numerous articles on Macedonian studies, Russian studies and Russian-Macedonian linguistic and literary relations. Finally, there is also the organisation of joint scientific conferences, while at the same time both faculties are working on the implementation of new projects.В статье представлен материал о сотрудничестве в последние 50 лет между филологическими факультетами МГУ им. Ломоносова и университета им. Свв. Кирилла и Мефодия в Скопье - главными центрами македонистики в России и руситики в Македонии. Подчеркнуто, что за полвека преподавания македонского языка и литературы в МГУ (с 1975 г.) и свыше 75 лет изучения русского языка и литературы в Университете в Скопье были написаны совместные учебники и учебные пособия, изданы словари, шел обмен лекторами, состоялось участие студентов в Летних школах, проходили стажировки для написания бакалаврских работ, магистерских и докторских трудов. Были подготовлены фундаментальные исследования и защищены диссертации, изданы монографии и опубликованы многочисленные статьи по македонистике, русистике и русско-македонским языковым и литературным связям. Проводились совместные научные конференции. Оба факультета работают над реализацией новых проектов

    Tax Compliance Strategies and Revenue Generation in Nigeria

    Tax revenue generation is crucial for economic management and development in both developed and developing countries, as it supports public services, infrastructure, and social programs, thus fostering sustainable development and economic stability. This study aims to investigate the effect of tax compliance strategies on tax revenue generation in Nigeria, assessing the effectiveness of different approaches in closing the tax gap and boosting government revenue. This study used a survey research design to explore relationships between variables without manipulation, providing valuable insights into their connections. Primary data were collected through a structured questionnaire from 3,784 tax officials at the Federal Inland Revenue Service (FIRS) in the southwest states of Nigeria, considered knowledgeable about the subject as of December 31, 2023. The questionnaire employed a five-point Likert scale (Strongly Agree to Strongly Disagree) to gather responses. The reliability and validity of the instrument were assessed using both statistical methods, like Cronbach\u27s Alpha, and non-statistical methods. Data analysis involved descriptive statistics (mean, variance, skewness, kurtosis) and inferential statistics (correlation and regression analysis) to summarize and interpret the data. The empirical analysis reveals that both voluntary tax compliance and tax enforcement strategies significantly contribute to increasing tax revenue generation in Nigeria. This study concludes that a combined approach of encouraging voluntary tax compliance and implementing strong enforcement strategies is effective in increasing tax revenue generation in Nigeria. Based on the outcomes of this study, this study recommends that government should invest in comprehensive taxpayer education programs that clearly explain tax laws, the importance of compliance, and the benefits of paying taxes

    CONFRONTING THE DARK LEGAL HISTORY: BERND RÜTHERS – THE CONSCIOUS OF THE GERMAN LEGAL THEORY

    The German legal theory is of crucial importance for understanding the continental legal tradition to which most of the continent’s legal systems belong. The continental legal tradition reaches far beyond Europe influencing the development of legal systems of countries on other continents. Having in mind the reach history of the German legal theory in reviving and rethinking the old Roman law that lies in the foundations of the contemporary continental legal tradition, researching it is a very important task for all lawyers, theorists and practitioners that work in legal systems belonging to the continental legal tradition. However, the German legal theory beside its bright side has also a very dark past during the rule of the national-socialist terror regime in Germany from 1933 till 1945. The terror regime was underpinned by legal perversion to which creation, unfortunately, many leading legal theorists contributed. After the end of the Second World War, as in many other areas of living, also in the legal science ruled a “vow of silence”. During the sixties od the 20th century this “vow of silence” was interrupted by an ambitious and brave young lawyer Bernd Rüthers who revealed the intellectual crimes of the leading German legal theorists during that period in his habilitation thesis. The focus of this paper is on the intellectual work of Bernd Rüthers in researching the dark side of the German legal theory and the influence his research had on initiating a broader debate of this issue among German lawyers, but also historians during the eighties of the 20th century. That debate helped the process of “dealing with the past” in the German society that was necessary not only to understand the dark past, but also not to let the dark past repeat in the future
