Ufkun Ötesi: Gezi Parkı Açık Hava Kütüphanesi
Get PDFIn this essay, by making a distinction between existential purposes of books and their physicality, their existential purpose is stated to be delivering knowledge. But, because knowledge is not a physical thing, what are delivered in books are only codes and symbols as a representative. In fact, knowledge is everywhere as long as it originates from nature. Therefore, a tree or a cloud is a carrier of knowledge.In this sense, by establishing an analogy with prehistoric primitive people, nature can be said to be a vast/endless open air library. Following the same path, knowledge originating from nature is stated to be a social/collective accumulation which cannot be subjected to property relations. Library buildings are public spaces which serve to this social/collective knowledge which is independent from relations of property. However, considering non-physical collective nature of knowledge and the existential purposeof books, libraries are not the only public spaces where knowledge is shared. Open-air libraries set inpublic spaces like parks may increase the possibility of equal access to knowledge which roots in its sociality and represents that “knowledge is everywhere”. In this essay, these kinds of park libraries are stated to have the potential to reverse the relations of property and domination over knowledge bymentioning the example of Gezi Park Open-Air Library which was set in Taksim Gezi Park in June 2013.Yazıda, kitapların fiziksellikleri ile varoluşsal amaçları arasında bir ayırım yapılarak, kitapların varoluşsal amacının, bilgiyi iletmek olduğu belirtilmiştir. Ancak bilgi fiziksel bir şey olmadığından, kitaplarda iletilenler, temsili olarak yalnızca birer kod veya simgedir. Oysa bilgi, Doğa’dan kaynaklandığıölçüde her yerdedir. Dolayısıyla bir ağaç ya da bulut da bir bilgi taşıyıcısıdır. Bu anlamda, tarih öncesi ilkel halklarla da bir analoji kurularak doğanın, aslında uçsuz bucaksız bir açık hava kütüphanesi olduğu ifade edilmiştir. Buradan devamla, Doğa’dan kaynakladığı ölçüde, bilginin, toplumsal/kolektif bir birikim olduğu ve mülkiyet ilişkisine tabi olamayacağı ifade edilmiştir. Kütüphane binaları, bilginin bu mülkiyet ilişkisinden uzak, toplumsal/kolektif oluşuna hizmet eden kamusal mekânlardır. Ancak bilginin fiziksel olmayan kolektif doğası ve kitapların varoluşsal amacı dikkate alındığında, bilgininpaylaşılacağı kamusal mekânlar sadece kütüphane binaları değildir. Parklar gibi kamusal alanlarda kurulan açık hava kütüphaneleri, bilginin toplumsal oluşundan kaynaklanan bilgiye eşit erişimin olanağını arttırabilir ve bilginin her yerdelik’ini temsil edebilir. Yazıda 2013 Haziran’ında Taksim Gezi Parkı’nda oluşturulan Gezi Parkı Açık Hava Kütüphanesi örneğinden söz edilerek, bu türden park kütüphanelerin bilgi üzerindeki mülkiyet ve tahakküm ilişkisini tersine çevirebilecek potansiyele sahip olduğu belirtilmiştir

But such a large segment of the society can not utilise this opportunity thus we meet with the fact which is called “digital divide”. The public libraries are accepted as the most suitable alternative to deal with this problem. Bill and Melinda Gates Foundation provides financial support to the public libraries of developing countries, through Global Libraries Initiative. In Turkey, for this purpose, General Directorate of Public Libraries and Hacettepe Technopolis - Technology Transfer Center have initiated a R&D Project called Librar-e Turkey Planning and Piloting. In this essay, the Project is described from different aspects.Internet, günümüzde bilgiye erişimin en önemli aracıdır. Ancak, toplumun önemli bir kesimi, çeşitli nedenlerle bu olanaktan yararlanamamaktadır dolayısıyla “sayısal uçurum” denilen olguyla karşılaşmaktayız. Bu sorunun çözümüne yönelik seçenekler arasında, halk kütüphaneleri en elverişli araç olarak kabul edilmektedir. Bill ve Melinda Gates Vakfı da gelişmekte olan ülkelerdeki bu amaca yönelik projelere Küresel Kütüphaneler Girişimi programıyla maddi destek sağlamaktadır. Türkiye’de de bu konuda bir Ar-ge çalışması yapmak üzere Kültür ve Turizm Bakanlığı Kütüphaneler ve Yayımlar Genel Müdürlüğü ve Hacettepe Teknokent - Teknoloji Transfer Merkezi’nin işbirliğiyle Kütüphan-e Türkiye Planlama ve Pilot Uygulama Projesi başlatılmıştır.
