It is approached to the concept of 'forbidden knowledge' through a historical perspective in the book which is the result of a long term research narrated by the philologistand man of letters, Roger Shattuck. He indicates that prohibitions practiced based on either religious doctrines or value judgements have gradually turned into a prevailing understanding as "it is dangerous to know everything" and "being contented is wisdom". The research in which forbidden knowledge is analyzed by being categorized has the characteristics of a challenging invitation for this knowledge to turn into explicit knowledge in our day

Kitap Yasaklama Üzerine Düşünceler
This article, written by the author who used to be one of the former ministers of national education, includes some instances that took place in different date ranges in Turkey and different countries around the world about book censorship. It is emphasized in the article that censorship has been in public agenda since history of religions, some books with various subjects in different periods has been censored especially due to public safety and decency. The author states that philosophers particularly such as authors, publishers, journalists and scientists have been suppressed in each period by indicating that censorship is mainly derived from differences of ideas and the root of the problem is violation of freedom of thought and thought broadcast. The article supports the idea that book censorship is against democracy by citing quotations from famous statesmen, scientists, lawyers and litterateurs from past to present. Suggestions were made for governments about subjects such as freedom of thought and freedom of press which are the basis of democracy by referring to the “banned books week” as an example from the USA. It is suggested that such practices should be initiated in Turkey as well on the path towards the solution of the problem.Milli Eğitim Eski Bakanlarından olan yazar kitap yasaklama konusunda Dünya ve Türkiye’den farklı tarih aralıklarında yaşanan örneklere yer vermektedir. Makalede kitap yasaklama konusunun dinler tarihinden itibaren dünya kamuoyunun gündeminde olduğu, değişik dönemlerde farklı konulardaki kitapların kamu güvenliği ve ahlakı başta olmak yasaklanageldiği vurgulanmaktadır. Yazar yasaklamaların aslında ağırlıklı olarak düşünce farklılığından kaynaklandığını, sorunun özünün düşünceyi ifade etme ve yayma özgürlüğü ihlali olduğuna işaret ederek özellikle yazar, yayıncı, gazeteci ve bilim adamı gibi düşünürlerin her dönem baskı altına alındığını belirtmektedir. Makalede kitap yasaklamanın demokrasi karşıtı bir eylem olduğu, geçmişten günümüze ünlü devlet adamı, bilim adamı, hukukçu ve edebiyatçılardan alınan özlü sözlerle de desteklenmektedir. Sorunun çözümüne giden yolda ABD’de uygulanmakta olan “yasaklanmış kitaplar haftası” örneği uygulamaların Türkiye’de de başlatılması önerilmekte düşünce özgürlüğü, basın özgürlüğü gibi demokrasinin temeli olan konularda hükümetlere önerilerde bulunulmaktadır
Kütüphan-e Türkiye Projesi Etki Değerlendirme Çalışmaları: Halk Kütüphanesi Kullanım Araştırması
In this study general information about impact assessment processes of Librar-e Turkey Planning and Pilot Project were presented. The short-term effects of the Project were also discussed by evaluating the findings of “Public Library Usage Survey” which were obtained from 78 public libraries in 26 provinces that are in the target of the Project. Public Library Usage Survey was first conducted in 2014 to start the impact assessment process of the Project. To be able to observe the possible differences of users’ perceptions about libraries that might have occurred resulting from the Project activities, the survey was applied again in 2015. The survey consists of 32 questions such as, library visit frequencies, reasons to use libraries, users’ attitudes towards the training activities that were delivered or that might be delivered in the future via the public libraries. The findings of the both Public Library Usage Surveys revealed that users’ ages and their library visit frequencies were inversely proportional, users mostly use the public libraries to borrow or read books and they tend to participate the training activities in the public libraries especially related to computer use. This study also presents some recommendations for the possible country program as well as for the future works towards the impact planning and assessment activities that have been planning to conduct in the public libraries of Turkey.Bu çalışmada Kütüphan-e Türkiye Projesi etki değerlendirme çalışmaları hakkında genel bilgiler sunulmakta, projenin hedef kitlesini oluşturan 26 ildeki 78 halk kütüphanesinin kullanıcılarına yönelik olarak hazırlanmış “Halk Kütüphanesi Kullanım Araştırması Anketi”nden elde edilen bulgular değerlendirilmekte ve projenin kısa süreli etkisi tartışılmaktadır. Kütüphan-e Türkiye Projesi kapsamında Halk Kütüphanesi Kullanım Araştırması Anketi ilk olarak 2014 yılı içerisinde yapılmıştır. Aradan geçen zaman içerisinde farklılık gözlenip gözlenmediği ile ilgili olarak da 2015 yılında söz konusu anket çalışması tekrar uygulanmıştır. Anket 32 sorudan oluşmaktadır ve halk kütüphanelerinin ziyaret edilme sıklıkları, kullanılma amaçları, halk kütüphanelerinde verilmekte ve verilebilecek olan eğitimlere yönelik tutumlar gibi konularda detaylı bilgilerin elde edilmesine olanak tanımaktadır. Gerçekleştirilen her iki Halk Kütüphanesi Kullanım Araştırması Anketi sonuçları; kullanıcıların yaşları ile kütüphaneyi ziyaret etme sıklıklarının ters orantılı olduğunu, halk kütüphanelerinden en fazla kitap ödünç almak ya da okumak amaçlı olarak yararlanıldığını, özellikle bilgisayar kullanımı ile ilgili olarak halk kütüphanelerinde ücretsiz olarak verilecek eğitimlere kullanıcıların katılma eğiliminde olduklarını göstermektedir. Çalışmada, hem olası ülke projesi için hem de ülke projesi gerçekleşmese dahi, Türkiye’deki halk kütüphanelerine yönelik etki planlama ve değerlendirme çalışmalarının nasıl yapılması gerektiği konusunda öneriler sunulmaktadır

Paths of discovery: Comparing the search effectiveness of EBSCO Discovery Service, Summon, Google Scholar, and conventional library resources.
It is becoming hard for users to select significant sources among many others as number of scientific publications increase (Henning and Gunn, 2012). Search engines that are using cloud computing methods such as Google can list related documents successfully answering user requirements (Johnson, Levine and Smith, 2009). In order to meet users’ increasing demands, libraries started to use systems which enable users to access printed and electronic sources through a single interface. This study uses quantitative and qualitative methods to compare search effectiveness between Serial Solutions Summon, EBSCO Discovery Service (EDS) web discovery tools, Google Scholar (GS) and conventional library databases among users from Bucknell University and Illinois Wesleyan University.Bilimsel yayın sayısı arttıkça kullanıcılar için en ilgili ve dikkate değer kaynakları diğerleri arasında seçmek zorlaşmaktadır (Henning ve Gunn, 2012). Bulut hesaplama yöntemi kullanan Google gibi arama motorları kullanıcı gereksinimlerine hızla cevap vererek arama sonuçlarında ilgili belgeleri başarıyla sıralamaktadır (Johnson, Levine ve Smith, 2009). Kütüphaneler bu ortamda kullanıcıların giderek artan beklentilerini karşılamak için koleksiyonlarındaki basılı ve elektronik kaynaklara sadece bir arayüzden erişim imkânı sağlayan sistemler kullanmaktadır. Çalışmada hem nicel hem nitel yöntem kullanılarak Bucknell Üniversitesi (BÜ) ve Illinois Wesleyan Üniversitesi (IWÜ)’nden kullanıcıların Serial Solutions Summon, EBSCO Discovery Service (EDS) web keşif araçları ile Google Scholar (GS) ve geleneksel kütüphane veri tabanlarının arama etkinlikleri karşılaştırılmıştır

Alexander Pechmann has taken up his pen to introduce the “Library of Lost Books” with its “librarian of the lowest grade” and its “watchman of silence.” The book has found a place among the most of popular books in the world of international literature, but somehow has not been published or had a chance to find its readers in Turkey until now; it is a book that follows the trail of books and on every page teaches interesting things related to the universal world of books. The author creates a fantastic library of books that because of their writers’ choices or misfortunes have not been able to meet their readers and places these “unfortunate” books into their own special classifications according to what they have experienced. Pechmann makes the reader a partner in a narrative filled with humor related to the books’ world.
