After IFLA 2016
Get PDFBu yazının amacı 13-19 Ağustos 2016 tarihleri arasında Columbus, Ohio’da düzenlenen 82. IFLA Konferansı hakkında bilgi vermek ve kısa bir şekilde etkinliği değerlendirmektir. Yazıda söz konusu etkinlikle birlikte IFLA hakkında da genel bilgiler sunulmaktadır. 2016 yılında 82.si yapılan IFLA Konferansına 137 ülkeden 3000’i aşkın kişi katılmıştır. Oldukça yoğun geçen IFLA 2016 Konferansı süresinde birçok sosyal etkinlik de gerçekleştirilmiştir. Toplantıda 2018 yılındaki IFLA Konferansı’nın Kuala Lumpur’da (Malezya) yapılacağı ilan edilmiştir. Gelecek yıl düzenlenecek toplantıya ise Polonya’nın Wroclaw kenti ev sahipliği yapacaktırThe purpose of this paper is to give some information about the 82nd IFLA General Conference and Assembly, which was held in Columbus, Ohio on August 13-19 2016 and to briefly evaluate the Conference. The paper also presents some general information about IFLA along with the above-mentioned activity. More than 3000 people from 137 countries were participated to 82nd IFLA Conference, which was held in 2016. Although there had been an intensive working program, many social events also took place during the Conference. In the closing ceremony the IFLA Conference in 2018 was announced to be held in Kuala Lumpur (Malaysia). Next year’s IFLA Conference will be held in Wroclaw, Poland

Get PDFBu çalışmada; birbiriyle yaşamsal bağı bulunan dijital kültür ve dijital kütüphane olguları bir arada incelenmektedir. Araştırmanın içeriği; kültür, bilgi, dijital kültür, entelektüel teknoloji ve dijital kütüphane kavramlarının etkileşiminden oluşmaktadır. Çalışma, dijital kültür ve dijital kütüphane kuramının; birlikteliğine yönelik bir giriş çalışması olup, bütünlüğündeki bakışımı genişletmeyi hedeflemektedir. Çalışmanın amacı; incelenen konuların kesişim noktalarından hareketle dijital kültür ve dijital kütüphane kuramları arasındaki ilişkiyi vurgulamaktır. Ayrıca çalışmanın perspektifi; her iki konudaki (dijital kültür ve dijital kütüphane) literatürün incelenmesine ve analitik değerlendirilmesine dayanmaktadır. Bu bağlamda çalışmanın metodolojisi temelde betimleyici olmakla birlikte araştırma alanyazında üretilen dağıtık bulguların aktarımına ve sentezlenmesine yönelik bir nitelik de taşımaktadır. Çalışmada edinilen bulgulara göre; dijital kültür; bilgi ve iletişim alanındaki entelektüel teknolojilerin etkilerini anlatan kapsayıcı bir terimdir. Dijital kültür sayesinde bilgi, enerjiye dönüşmekte ve bilginin spektrumu düşey düzlemde genleşmekte/genişlemektedir. Bu bağlamda dijital kütüphane, yeni bir ortamın yeni bir yaşam alanı olarak belirmektedir. Özde, dijital kütüphane; bilgi odaklı, entelektüel teknoloji destekli, dijital platforma sahip, dijital formatta yer alan, bağlantılılık sayesinde bilgi kaynaklarını ve araçlarını ilişki/iletişim/işbirliği içinde birleştiren ve işleten ayrıca zaman ve uzam bağımsızlığında dijital kültürün dinamik yüzüdür. Yapılan çalışmayla çözümlenen, dijital kütüphanelerin; dijital kültür sürecinde, küresel bilme ve/veya kitlesel bilgelik oluşumunda etkin ve etkili olduğudur.In this study; digital culture and digital library which have a vital connection with each other are examined together. The content of the research consists of the interaction of culture, information, digital culture, intellectual technologies, and digital library concepts. The study is an entry work to integrity of digital culture and digital library theories and aims to expand the symmetry. The purpose of the study is to emphasize the relation between the digital culture and digital library theories acting intersection of the subjects that are examined. Also the perspective of the study is based on examining the literature and analytical evaluation in both studies (digital culture and digital library). Within this context, the methodology of the study is essentially descriptive and has an attribute for the transmission and synthesis of distributed findings produced in the field of the research. According to the findings of the study results, digital culture is an inclusive term that describes the effects of intellectual technologies in the field of information and communication. Information becomes energy and the spectrum of the information is expanding in the vertical rise through the digital culture. In this context, the digital library appears as a new living space of a new environment. In essence, the digital library is information-oriented; has intellectual technology support and digital platform; is in a digital format; combines information resources and tools in relationship/communication/cooperation by connectedness, and also it is the dynamic face of the digital culture in time and space independence. Resolved with the study is that the digital libraries are active and effective in the formation of global knowing and/or mass wisdom in the process of digital culture

Get PDFCumhuriyetin ilk yıllarında başlayan ulusal yayın kongreleri devlet tarafından desteklenmiştir. Ulusal yayın kongrelerinin ilki; Birinci Türk Neşriyat Kongresi 1-5 Mayıs 1939’da, Beşinci Ulusal Yayın Kongresi 4-5 Aralık 2009 tarihinde Ankara'da toplanmıştır. Yayın kongreleri; yayıncıyı, yazarı ve okuyucuyu bir araya getirmek ve toplumun bilgi gereksinimlerini karşılamak, yapılacak çalışmaların yol haritasını belirlemek amacıyla düzenlenmiştir. Devlet, gelişen yeni yayıncılığa uyumlu şekilde yayıncı, kütüphane ve okuyucu gereksinimlerini karşılamak için gerekli ilke ve yöntemlerin belirlenmesi amacıyla kongre çalışmaları yapmıştır. Böylece devlet ekonomik ve toplumsal gelişmede önemli bir yer teşkil eden yayıncılığın gelişmesini amaçlamıştır.National Publishing Congress which began in the early years of the Republic was supported by the state. The first National Publishing Congress; Turkish National Publishing Congress on 1-5 May 1939, the Fifth National Publishing Congress on 4-5 December 2009 were convened in Ankara. Publishing congresses were conducted to bring publishers, writers and readers together, to meet the community's information needs, and to determine the road map for the work to be completed. The State conducted proceedings in order to determine the necessary policies and procedures to meet the requirements of publishers, libraries and readers in line with the new developing publishing. So the government aimed the development of Publishing, which constitutes an important part of economical and social development

Evaluation of Book Centers based on Researchers’ and Teachers’ Views in Preschool Classrooms regarding Different Features
Get PDFOkul öncesi eğitim kurumları, çocukların içeriksel, yapısal ve eğitsel özellikler açısından kaliteli kitaplarla karşılaşabileceği ortamların başında yer almaktadır. Bu nedenle kitap merkezlerinin zengin donanımı ve işlevselliği çocukların kitaplardan elde edebilecekleri çeşitli kazanımların en yüksek seviyeye çıkmasında kritik bir öneme sahiptir. Bu çalışmanın amacı okul öncesi eğitim sınıflarındaki kitap merkezlerinde bulunan kitapların çeşitlilik, tasarım ve eğitsel özellikler açısından mevcut durumlarını öğretmen görüşleriyle birlikte belirlemek ve kitap merkezlerinin donanımının çocukların bu merkezleri tercih etme sıklığı ve orada geçirilen süre üzerindeki etkililiğini değerlendirmektir. Araştırmanın örneklem grubunu İzmir ilinin merkez ilçelerinde yer alan bağımsız ve devlet anaokulları arasından seçilen 45 okulda görev yapmakta olan toplam 87 öğretmen oluşturmuştur. Çalışma betimsel bir çalışma olup durum tespiti yapmaya yönelik olarak planlanmıştır. Çalışmada veri toplama aracı olarak araştırmacılar tarafından oluşturulan 4 bölüm ve 23 soruyu içeren yapılandırılmış Kitap Merkezi Değerlendirme Formu kullanılmıştır. Form hem öğretmenler ile yapılan yüz yüze görüşmeler için hem de araştırmacılar tarafından her bir sınıfın değerlendirilmesi amacıyla kullanılmıştır. Ayrıca kitap merkezlerinin niceliksel ve niteliksel donanımının çocukların tercihini ve orada geçirilen süreyi etkileyip etkilemediğini değerlendirmek amacıyla gözlem aracı olarak Kitap Merkezi Tercih Gözlem Formu kullanılmıştır. Çalışma sonucunda öğretmenler ve araştırmacılar kitap merkezlerindeki kitapların çeşitlilik açısından geliştirilmeye ihtiyacı olduğu ve bu merkezlerin diğer merkezlerden bağımsız bir şekilde sınıf içinde konumlandırılmadığı konusunda hemfikir olmuşlardır. Ayrıca çalışmada öğretmenler ve araştırmacılar tarafından kitap merkezlerinin çeşitlilik, tasarım, içerik özellikleri hakkında örtüşen düşüncelere sahip olmakla birlikte öğretmenlerin bu özellikler açısından merkezleri daha yeterli gördükleri tespit edilmiştir. Kitap merkezlerinin donanım ve çalışabilirlik açısından zengin olmasının çocukların bu merkezler tercih etmelerinde etkili olduğu da saptanmıştır.Preschool institutions are among the centers in which children can easily come face to face with qualitative books in term of their contextual, structural and educational issues. Therefore, the richness of book centers regarding features and functionality gives rise to the highest levels of various benefits that children can obtain via these kinds of qualitative books. This study aims to reveal current position of book centers in preschool classrooms in term of their contextual, structural and educational features based on teacher views. Additionally, it was aimed to investigate how equipment of book centers would be effective on children’s preferences regarding frequencies of their visits and time they spent on these centers. Public preschools located in district centers of Izmir were used to determine participants based on stratified cluster sampling. In total 87 preschool teachers from 45 preschools participated in the study. The study is a qualitative research including both interviews and also observations. A data collection tool, called Book Center Evaluation Form formed by researchers, which contains 4 sections and 23 questions, was used to conduct face to face interviews with teachers and to observe classrooms. As a result, both teachers and researchers reported that books were required to be improved in terms of their variety and book centers were not positioned independently from other centers in the class. Although for some issues teachers and researchers agreed upon variety, design and contextual features of book centers, teachers reported that book centers had more adequate qualities than researchers did.
