Setting the Agenda with an Infinite Text
This contribution examines the significant role of Jochen Oltmer as an agenda-setter in migration studies. It argues that Oltmer’s academic work over the last 30 years has shaped scholarly and public discourse in Germany and beyond. The analysis focuses on three key conceptual frameworks that can be traced in Oltmer’s distinctive writing mode of an »infinite text«: a) migration as a state-regulated process, b) migration regimes, and c) migration as negotiation. In addition, it assesses their impact through the lens of Andreas Wimmer’s model for analyzing influential scholars. The paper highlights Oltmer’s commitment to interdisciplinary analysis, historical depth, and contemporary relevance, emphasizing his contribution to understanding migration as a constitutive aspect of human existence.
Agenda-Setting mit einem unendlichen Text
Dieser Beitrag untersucht die Rolle von Jochen Oltmer als Agenda-Setter in der Migrationsforschung. Er argumentiert, dass Oltmers Werk über die letzten 30 Jahre hinweg die wissenschaftliche Forschung wie auch die öffentliche Debatte über Migration geprägt hat. Die Analyse konzentriert sich auf drei in Oltmers Arbeitsmodus des »unendlichen Texts« aufscheinende konzeptionelle Perspektiven: 1) Migration als staatlich regulierter Prozess, 2) Migrationsregime und 3) Migration als Aushandlung. Ausgehend von Andreas Wimmers Modell des akademischen Agenda-Setters analysiert der Beitrag daran anschließend die Wirkung Oltmers auf die wissenschaftlichen und öffentlichen Debatten um Migration. Dabei stellt er insbesondere Oltmers Engagement für interdisziplinäre Analyse, historische Tiefe und zeitgenössische Relevanz heraus, die seinen Beitrag zum Verständnis von Migration als konstitutivem Aspekt der menschlichen Existenz auszeichnen
Negotiating Migration: An Outlook from the Perspectives of Historical Migration Research
Since the late 1980s, historical migration research has delved into many forms and instances of migration as well as discourses on spatial movement. However, a tendency exists to focus on individual cases and experiences without attempting to integrate them or relate them to one another. Efforts to offer new, overarching, and integrating perspectives by engaging with the regime concept can be a reaction to this situation. This research examines this context. It aims to clarify analytical perspectives in historical migration research and provide an outline of the concept of migration regimes as well as an approach to analyzing the negotiation processes that shape and produce migration.
Migration aushandeln. Perspektiven aus der Historischen Migrationsforschung
Die Historische Migrationsforschung hat insbesondere seit den späten 1980er Jahren eine Vielzahl von Migrationsformen, Wanderungsvorgängen und Diskursen über räumliche Bewegungen erschlossen. Ausmachen lässt sich allerdings eine Tendenz, es bei einem Nebeneinanderstellen isolierter Einzelperspektiven zu belassen. Als eine Reaktion darauf kann das Bemühen verstanden werden, neue übergreifende und zusammenführende Perspektiven durch die Auseinandersetzung mit dem Konzept der Regime zu bieten. In diesen Kontext siedelt sich der vorliegende Beitrag an. Ihm geht es darum, Beobachtungsperspektiven der Historischen Migrationsforschung zu verdeutlichen und ein Konzept von Migrationsregimen sowie einen Ansatz über die Analyse von Aushandlungsprozessen zu skizzieren, die Migration formen und herstellen
Supporting Peer Feedback Formulation in a Video-Based Digital Platform in Technical Vocational Education
Vocational education and training (VET) students often have difficulties with formulating peer feedback for various reasons. This is a problem as only well-argued peer feedback positivelyaffects learning. Thus, supporting peer feedback formulation is desirable. This study explores the effectiveness of a prompt consisting of evaluative markers and sentence openers on the quality of peerfeedback formulation. 48 VET students in a technical domain in the Netherlands watched the same five videos on practice and then provided peer feedback to the performers. An experimental group(24 students) had access to evaluative markers and sentence openers to support feedback formulation. The control group (24 students) did not have access to these supports. The generated feedbackwas analysed on feedback quality indicators and compared using independent sample t-tests. The results indicated that prompt-based supports can improve the quality of student-formulated peerfeedback. We discuss the importance of carefully designed prompts and how they can contribute to better peer feedback formulation

Change and Persistence: The Legacies for VET in Aotearoa New Zealand
This paper provides a background to vocational education and training in Aotearoa New Zealand with a focus on the legacies that continue to impact the environment and conditions for a stable and viable VET system. Despite ongoing measures to reform and organise VET through legislative shifts and changes in administration and organisation, the sector continues to be unsettled and in flux. There are several embedded attitudes associated with vocational, trade and technical education that have thwarted efforts to develop a strong vocational and technical education system in Aotearoa, New Zealand over time and these have had an impact on efforts at reform. This paper examines some of the historical conditions that have led to the environment for VET as we now find it – underdeveloped, underfunded and in a constant state of reform

From ITABs to Jobs and Skills Councils: A contribution to the history of Sector Skills Councils in Australia
This paper throws light on the history of skills councils in Australia from their formal introduction in the 1990s to the present day. Skills councils are important elements of the vocational education and training system, providing two key, and linked, inputs into the vocational education and training (VET) system: they develop the competency standards underpinning the qualifications delivered in VET (Training Packages), and they provide information about industry needs for VET training. They are highly political, as stakeholder groups vie for control of the system; hence during the past thirty years there have been several reorganisations of the system. There has been little research on the topic. The paper describes the four main iterations of the skills council systems over time, using key documents, some no longer available publicly, as well as the author’s own experience in and with the system, and her own research, some unpublished, into the topic. To illustrate the political nature of the system, a case study is provided of the interventions over time by one of the three major economy-wide employer peak bodies. The paper ends with suggestions for further research, and an Appendix documents the major reports of the 2000s and 2010s, including brief summaries, to assist future researchers
„Praxis gelebter Verantwortung“ in der Moscheegemeinde: kritische Bildung als Widerstand gegen Polarisierung
Deniz Greschner beleuchtet in ihrem Beitrag, wie die Islamische Gemeinde Herne-Röhlinghausen inmitten gesellschaftlicher Polarisierung emanzipatorische Bildungsarbeit leistet. Bildung wird hier als Mittel verstanden, um Jugendlichen Räume für kritische Reflexion, Dialog und gesellschaftliche Teilhabe zu eröffnen. In Anlehnung an die Theorien Paulo Freires und Henry Giroux’ stärkt die Gemeinde junge Menschen darin, Zuschreibungen zu hinterfragen und Verantwortung im demokratischen Miteinander zu übernehmen. Im Zentrum stehen dabei Herausforderungen wie Radikalisierungsprävention nach dem 7. Oktober 2023, der Umgang mit Antisemitismus sowie strukturelle Barrieren für muslimische Träger. Der Beitrag ordnet ein Interview mit Vertreterinnen der Gemeinde in einen größeren gesellschaftlichen Kontext ein und versteht sich als Beitrag zur Sichtbarmachung zivilgesellschaftlichen Engagements muslimischer Akteur:innen
Interview: „Dazugehören ist keine Bringschuld“ - Die Islamische Gemeinde Herne-Röhlinghausen im Gespräch über ihr zivilgesellschaftliches Engagement
Das ist ein Interview, das Einblick in die Momentaufnahme einer Gemeinde gewährt, die mitten in gesellschaftlichen Spannungsfeldern steht und dennoch offen, vielfältig und engagiert agiert. Die Islamische Gemeinde Herne-Röhlinghausen berichtet von ihrer täglichen Arbeit im interreligiösen Dialog, in der Jugendarbeit, in der Extremismusprävention und im aktiven Umgang mit Herausforderungen wie Vorurteilen, Rassismen und strukturellen Hürden. Im Gespräch werden nicht nur die Vielschichtigkeit des Engagements und die gelebte Solidarität deutlich, sondern auch die Bereitschaft, gesellschaftliche Verantwortung zu übernehmen und sich für ein respektvolles, inklusives Miteinander stark zu machen.
