Reti per la mobilità e sicurezza
A key point to explore the relationship between mobility and security is the role of mobility networks for ensuring territorial safety with respect to natural and man-made hazards. For many years, increasing the security of settled communities against hazards has represented one of the main target of the strategies meant to address a sustainable urban and territorial development. Mobility networks play a crucial role in that context. They represent a basic support for the community’s everyday life, on which health, comfort and a large part of economic activities depend; moreover, they represent exposed elements often characterized by high vulnerability to different hazards and, in the meanwhile, strategic equipments for the emergency management. The damage or the reduced functionality of those networks can increase the loss of human lives caused by an hazardous event as well as produce relevant economic damages at medium and long term. Besides, by extending the investigation field from the networks meant as physical supports to the flows of goods along them, the impacts of an hazardous event on such elements can provoke relevant secondary events (toxic releases, explosions and so on). Although the relevance of the mobility networks in assuring territorial safety is at present largely recognized, risk analyses have been long focused on buildings’ vulnerability or, even where they have paid attention to the mobility networks, they mainly stressed the physical damages that a given event could produce to the single elements of such networks. It is still recent the awareness that mobility networks represent a system, characterized by relevant interdependences: either because each element of the network is linked to all the others, or because there are several interdependences not only among the different typologies of network infrastructure, but also among network infrastructure and urban systems. Starting from the above assumptions, this paper points out the several aspects of the vulnerability of mobility networks and their relevance in determining the vulnerability of a territorial or urban system to hazardous events. Therefore, it is suggested an in-depth investigation of the concept of vulnerability of the mobility networks, in order to highlight the aspects mostly analyzed until now. Finally, in the last part of the paper, it is presented a case study in the Campania Region targeted to point out how the traditional risk analyses, usually based on single hazardous events, can sometimes led to invest in the improvement and adjustment of mobility networks which, targeted to increase the security of a territory, on the contrary, produce an increase of the territorial vulnerability. The case study is part of a wider study developed by the authors within the National Project 2006-2008 entitled “Early Warning Systems: technical, urban planning and communication aspects”.Una riflessione centrale nell’ambito del rapporto mobilità e sicurezza è quella relativa al ruolo che le reti per la mobilità rivestono, o possono rivestire, nel garantire la sicurezza del territorio rispetto a fattori di rischio, naturali o antropici. Già da alcuni anni, accrescere la sicurezza delle comunità insediate ai rischi costituisce uno degli obiettivi prioritari delle strategie volte ad orientare in chiave di sostenibilità lo sviluppo urbano e territoriale. Le reti per la mobilità rivestono, in tale contesto, un ruolo centrale: essenziali supporti alla vita quotidiana delle comunità - da cui dipende in molti casi la salute, il comfort e, più in generale, il benessere socioeconomico - esse rappresentano, da un lato ,elementi esposti e spesso ad elevata vulnerabilità rispetto ai diversi fenomeni calamitosi; dall’altro, attrezzature di importanza strategica per la gestione dell’emergenza, indispensabili per garantire l’accesso e l’esodo dalle aree colpite nella fase dell’immediato post evento. Il danneggiamento o la ridotta funzionalità di tali reti può incrementare, anche significativamente, le perdite di vite umane conseguenti ad un evento calamitoso, oltreché indurre danni economici rilevanti anche su orizzonti temporali di medio-lungo periodo. Inoltre, ampliando il campo di attenzione dalle reti come supporti fisici ai flussi di persone e beni che esse supportano, gli impatti di un evento calamitoso su singoli elementi di tali reti possono indurre eventi secondari anche di grande rilevanza quali, ad esempio, rilasci tossici o esplosioni, dovute a danni sulla rete che coinvolgono mezzi per il trasporto di sostanze pericolose o serbatoi localizzati lungo la rete o all’interno dei nodi della rete di trasporto. Tuttavia, nonostante la riconosciuta centralità delle reti per la mobilità, nel garantire la sicurezza del territorio, le analisi di rischio sono state a lungo incentrate prevalentemente sui manufatti edilizi, focalizzando al più l’attenzione sui danni fisici che un dato evento poteva indurre su singoli elementi della rete stessa. È ancora abbastanza recente la consapevolezza che le reti per la mobilità costituiscono un sistema, caratterizzato da rilevanti connessioni e interdipendenze: sia in quanto ciascun elemento della rete è connesso a tutti gli altri, sia in quanto numerose sono le interdipendenze non solo tra le diverse tipologie di infrastrutture a rete ma anche tra infrastrutture a rete e sistemi urbani. Strade e ferrovie, ad esempio, potrebbero non subire danni diretti in conseguenza di un evento calamitoso ma danni o guasti, anche rilevanti, conseguenti al danneggiamento di altre infrastrutture a rete: da quelle elettriche a quelle fognarie. Analogamente, all’interno di un tessuto urbano, le reti viarie e ferroviarie potrebbero subire perdite di funzionalità a causa di ostruzioni provocate dal crollo, parziale o totale, di manufatti edilizi. In ragione di tali considerazioni, il contributo proposto evidenzia i molteplici aspetti della vulnerabilità delle reti per la mobilità e la loro rilevanza nel concorrere a determinare la vulnerabilità di un sistema urbano o territoriale ad eventi calamitosi. Si propone, quindi, un approfondimento del concetto di vulnerabilità delle reti per la mobilità, evidenziandone gli aspetti finora maggiormente esplorati in ambito scientifico. Infine, viene proposta una riflessione su un comune della Regione Campania caratterizzato da rilevanti problemi idrogeologici e dalla presenza di un impianto industriale a rischio di incidente rilevante. Tale riflessione – frutto di un più ampio studio sviluppato dagli autori nell’ambito del PRIN 2006-2008 dal titolo “Sistemi di allarme precoce: aspetti tecnici, urbanistici e di comunicazione” – evidenzia come le tradizionali analisi di rischio, generalmente incentrate su singoli eventi calamitosi, possono talvolta condurre ad investimenti di potenziamento o adeguamento delle reti per la mobilità che, nati per accrescere la sicurezza del territorio, si traducono, di contro, in un complessivo incremento delle condizioni di vulnerabilità
Parking Policies and the Requalification of the Historical Town
Il contributo intende affrontare il tema del rapporto, spesso conflittuale, tra conservazione/riqualificazione della città storica e politiche della sosta. Tale relazione ha da sempre rivestito un ruolo determinante nella definizione delle politiche di intervento sulla città storica come testimonia l’ampio dibattito che nel corso del tempo ha visto confrontarsi gruppi portatori di interessi diversi e conflittuali a vario titolo coinvolti nella definizione e attuazione di politiche per la sosta nella città storica. In quest’ottica il contributo intende indagare e caratterizzare diversi approcci che nel tempo hanno caratterizzato l’implementazione di politiche per la sosta nelle città storiche fino agli anni Novanta. Successivamente, il contributo esamina le più recenti politiche per la sosta nelle città storiche cercando di evidenziarne le principali criticità e i principali punti di forza, approfondendo in particolare le politiche caratterizzate da approcci di tipo integrato. Tali politiche rivestono una particolare efficacia negli ambiti storici e determinano il passaggio dalla regolamentazione alla gestione della sosta sviluppando sinergie tra localizzazione delle attrezzature per la sosta, lo sviluppo della rete di trasporto pubblico, i disincentivi al trasporto automobilistico privato ai fini della conservazione e della riqualificazione della città storica.The paper focuses on the topic of the relationship, often conflict, between conservation/requalification of the historical city and parking policies. Such a relationship has always played a determining role in the definition of the requalification policies in the historical town, as noticed by the wide debate that, during the time, has been carried out by groups of various and conflicting stakeholders involved in the definition and implementation of parking policies in the historical city. Often with the generic term “parking” many heterogeneous types of parking are indicated, each of them requiring a different and appropriate approach, but in any case, the parking is the way in which private cars are used for the majority of the time. However, the incompatibility between private car traffic and historical centers is obvious. Not only for causes linked to the atmospheric pollution, traffic congestion and the consequent decrement of the life quality, but above all to the morphology of historical urban fabrics. These latter are grown having as reference not the car but the pedestrians and today they are, therefore, inadequate to support huge traffic flows. Basing on such considerations, the paper is aimed at deepening the different approaches that have characterized during the time the implementation of parking policies in the historical cities till the Nineties. Successively, a comprehensive review of the most recent parking policies in the historical cities is provided, trying to highlight their main strengths and weaknesses and deepening the integrate parking policies. These policies improve the development of synergies between the development of public transport network, the appropriate localization of the parking facilities, the disincentives to the private car transport and so on. In these experiences, parking management seems to be an effective and little expensive tool in order to orient the choice of the transports in urban areas. The positive impacts are high in the historical center, preventing the tourists and workers parking. In detail, the more recent experiences indicate as main criteria to follow for the parking policies in the historical town the avoiding of free, not restricted or with low pricing rates parking areas in sensible historical ambit since they increase the traffic flows. Parking areas, also for residents, near the street would be avoided if possible, since it creates difficulty to the traffic flows. Near attractive polarities it seems to be useful to realize parking for fast stops with progressive pricing rates to not encourage long time stops. Moreover, the participation of all the stakeholders is relevant for the implementation of parking management policies. Only satisfying such requirements the parking management can really stimulate the shift towards sustainable transport modalities, allowing a new use of the public urban historical space
Politiche della sosta in città turistiche
This article deals with management of tourism mobility particularly referred to urban parking area for tourist buses and cars. This work aim at proposing the realization of an integrated tourist parking network connected with urban supply of services and facilities dedicated to tourist customers. This purpose bases on some general considerations. First of all the awareness that tourism generates direct impacts on urban mobility increasing both the levels of pollution and urban congestion. Secondary the need to integrate management exigencies with objectives of development to maximize positive effects of tourist activity. Parking policies represent an important knot in the mobility planning process and they could have a central role in reducing urban pollution levels. Normally this target is obtained by the introduction of tolls to reach the central area of the city both to discourage car use and to safeguard the more sensitive part of the city. Inner city, in fact, is characterized by a high concentration of urban functions and elements of tourist attraction too. As regard Italian situation, the mobility management at urban level is regulated by Urban Traffic Plan that defines the rules to improve urban traffic, to reduce pollution and to ensure good levels of road safety. Urban Parking Program, instead, is aimed at offering possibility to realize parking infrastructures within the city. This plan has been introduced by law (122/1989) and it referred to different typologies of parking areas. Within this plans, tourist parking areas have a marginal role even though tourist activity is affecting more and more urban policies. In Italian tourist city the actions aimed at regulating urban tourist mobility especially refer to: –establishment of Limited Traffic Zone for tourist buses whose access is permitted against payment of a “tourist bus ticket”; –identification of mooring points for setting down and picking up visitors. Rarely, parking policies refer to individuation of urban zones specifically dedicated to tourist bus parking also in tourist cities. This underlines a lack of integrated planning and policies aimed at optimizing urban supply to reduce the congestion caused by tourist flows. Parking facilities should be built in order to avoid urban congestion problem due to tourist charge. These specific parking areas should be located outside the inner city whose connection should be ensured though: –ecologic tourist shuttle also equipped to give information about visit modalities and tourist attractions; –bike sharing or other sustainable transport modality allowing flexibility in scheduling visit especially for some specific tourist users (i.e. young people, families, students, etc.); –taxi sharing allowing to reach rapidly central zones especially for business tourist; –design of equipped pedestrian and cycling routes to get information or other kind of support services aimed to optimize the visit. Special incentives could be provided for some specific tourist typologies (i.e. students, seniors, families, young people).L’attività turistica genera impatti diretti sulla mobilità urbana in termini di incremento sia dei livelli di inquinamento sia della congestione urbana. Le politiche orientate alla gestione della mobilità turistica in ambito urbano fanno riferimento soprattutto ad interventi restrittivi per ridurre l’accesso e il transito dei bus turistici nei centri storici. Più raramente tali interventi si ispirano ad un disegno maggiormente coordinato di gestione della mobilità turistica integrato a funzioni di accoglienza ed orientamento dei flussi di visitatori in transito nelle città. La proposta di realizzare una rete urbana per l’offerta di sosta turistica integrata costituisce l’obiettivo del lavoro presentato in questo articolo. In Italia le indicazioni relative alla mobilità urbana sono contenute all’interno di specifici piani che stabiliscono le regole per il miglioramento delle condizioni di spostamento e per garantire buoni livelli di sicurezza stradale. La realizzazione di strutture per la sosta in ambito urbano, invece, è regolamentata dal programma urbano dei parcheggi introdotto alla fine degli anni ottanta. All’interno di tali strumenti, le indicazioni relative alla predisposizione di specifiche aree da destinare alla sosta turistica occupa un ruolo marginale. La totalità delle indicazioni relative alla mobilità turistica fanno riferimento a due tipi di interventi: –istituzione di una zona a traffico limitato per la circolazione dei bus turistici; –individuazione delle aree di sosta breve dove è consentito ai visitatori di scendere o salire dal bus. In relazione alla sosta, le indicazioni si riferiscono alla individuazione di aree urbane o di assi stradali dove viene consentito lo stazionamento temporaneo. Molto raramente, per quel che riguarda la situazione italiana nelle principali città turistiche, gli interventi prevedono la realizzazione di specifiche strutture integrate al trasporto pubblico o a modalità di spostamento sostenibile che garantirebbero una migliore distribuzione dei flussi turistici consentendo al contempo al visitatore differenti modalità di visita con positivi effetti anche sulla percezione della visita. Nel tentativo di dimostrare come gli interventi finalizzati alla realizzazione di aree per la sosta dei bus turistici possano essere strumenti di riqualificazione fisica e funzionale della città, l’articolo nella prima parte si focalizza sulla definizione delle caratteristiche della domanda di spostamento turistico in ambito urbano. Nella seconda parte, attraverso una panoramica delle politiche della sosta urbana in Italia si evidenzia la carenza di interventi finalizzati alla realizzazione di una rete per la sosta turistica integrata all’offerta di servizi urbani. Nella parte conclusiva si individuano gli elementi che consentirebbero alle aree di sta di porsi come aree di qualità dell’offerta urbana attraverso la predisposizione di servizi a supporto dell’utenza turistica. Le aree per la sosta turistica integrata dovrebbero essere localizzate in zone esterne al centro urbano. L’accesso alle aree di attrazione turistica dovrebbe essere garantito attraverso: –l’istituzione di appositi collegamenti dedicati. Durante il tragitto appositi sistemi di informazione potrebbero preparare alla visita consentendo una migliore conoscenza del luogo; –l’offerta di modalità di trasporto alternative (bike shiring) che consentirebbero una maggiore libertà nella pianificazione degli spostamenti; –l’istituzione di percorsi pedonali e/o ciclistici attrezzati integrati a servizi di informazione sulle principali attrazioni turistiche presenti nel luogo. Nelle aree di sosta dovrebbero essere presenti anche opportuni servizi di assistenza e di pulizia dei bus e di supporto ai conducenti (ristorazione, servizi igienici, riposo). Il ticket di accesso alle aree di sosta turistica integrata dovrebbe essere proporzionato alla disponibilità dei servizi offerti, alla durata della sosta e alla categoria del mezzo utilizzato. Particolari incentivi potrebbero essere previsti per specifiche tipologie di utenza (scolaresche, anziani, famiglie, giovani, ecc.) integrando l’offerta di sosta con le modalità di visita (visit card; mobility card, ecc.)
Sea Transport Services in Italy
L’articolo affronta il tema dei servizi di trasporto marittimo come esempio di governo integrato e sostenibile trasporti-territorio. Le vie del mare possono costituire occasione di riqualificazione di intere fasce costiere, promuovere forme di mobilità alternative all’auto privata e favorire la valorizzazione e lo sviluppo dell’attività turistica di un’area. I servizi di trasporto marittimo possono consentire infatti un più agevole accesso alle mete turistiche sul mare o nelle zone più interne, attraverso forme di integrazione con altri sistemi di trasporto pubblico, con conseguente incremento del flusso turistico e, contestualmente, una riduzione del traffico veicolare su gomma sulle arterie principali. Partendo da queste considerazioni, l’articolo definisce teorie e metodi per la messa in servizio delle vie del mare lungo la costa e analizza cinque casi di studio nazionali evidenziando punti di forza e di debolezza delle diverse esperienze.Sea transport for passengers is an interesting intermodal transport concept by definition, nevertheless, the concept has not been widely developed in Italy. Normative and infrastructural conditions generally form a major impediment. However in some regions new short sea shipping services , as alternative to public transport services, are being developed. These services have two main objectives: to offer a valid alternative to road public transport in order to reduce transport emission, and to facilitate the coast use for tourist. The paper analyses five study cases where sea public transport have been implemented and are going to be developed. The Campania Region Metrò del Mare represent a model for the rest of Italian regions, as it is the first sea transport system operating from 2001, with nine lines and 23 touristic ports-stations. It is designed as a real sea-metro system with over 270.000 passengers in the seven months when it is active. Another interesting case study is the Genova sea public transport (in Liguria Region), that is operating from 2007. In this area touristic services are working since 1980, but only few years ago a new transport services (Navebus) was developed with the aim of give to commuters a valid alternative to the road private and public transport. The case of the Reggio Calabria-Messina sea metro system, the Lazio Region and MTB Metromarina study cases show good design and opportunities for connecting with a real public transport system major touristic port along the coast. For different reasons these services are not yet implemented. The conclusion of this work shows some point of interest fro sea transport system planning: - To give to sea transport services the assessment of real public transport, in order to receive finances from the region (as in the Campania and Liguria study cases) - To create e integrated fares system in order to facilitate rail, road and sea services for commuters and tourists along the coast (as in Campania Region). - To promote the tourist use of sea services creating a network with the mayor touristic attraction along the coast that will be accessible by the new sea services; - To organize and design the sea services as a metro transport service, with high frequencies and many stops - To renew the tourist ports that will be accessible by the sea services with a “transit oriented approach”. The new interest shown for short sea passenger transport represents an interesting challenge for local administration for give a contribute to the efforts of reducing transport environmental impacts and to promote coastal areas for touristic uses. The Campania region successes in obtain good results, that can be reach also in other Italian and Mediterranean coastal areas
Sistema della sosta e mobilità sostenibile nella città di Bari
The paper analyzes different strategies for parking management, considering parking as an essential component of the transportation system (Litmann, 2008). Parking facilities are a major cost to society, and parking conflicts are among the most common problems facing designers, operators and planners. Such problems can be often defined either in terms of supply or in terms of management. There are many reasons to use management strategies that result in more efficient use of parking resources, in order to address parking problems without expanding supply. Main benefits of parking management regards facility cost savings, improved quality of service, revenue generation, supports mobility management, support transit and smart grow. Starting from this definition, the article define more sustainable the parking strategies that reduce parking demand and describe the case of the city of Bari, where good parking management actions have reduced car dependence and increased public transport and bicycle use. In the city of Bari two different actions have been developed. The fist regards the definition of long term plan concerning mobility and land use: the Strategic Plan, the Master Plan, the Transport Plan and the Traffic Plan. The second regards the implementation of a system of interventions on the parking system. In particular a complete parking management has been developed in the peripheral areas and in the central core. In peripheral areas a Satellite Parking system was developed and a free transit service was then provided to connect destinations with remote parking facilities. This remote parking strategy was accompanied by an adequate use information, as signs and maps, in order to encourage motorists to use more distant facilities. By constructing parking facilities, the system intercepts commuters and visitors before they drive into the city center, reducing traffic problems. The historical centre was then closed to traffic and to parking, while in the central areas surrounding the old core, a fare parking system was developed. In particular a management of on-street public parking spaces was developed in the city centre supported by public transport improvements. In this way car use has been reduced and public transport and bicycle use increased in the last four years. Parking management become an important component of efforts to encourage more efficient transportation patterns, which reduced problems such as traffic congestion, roadway costs, pollution emissions, energy consumption and traffic accidents and created more attractive and efficient urban environment. Direct and short term impacts were more evident in central areas where traffic congestion was reduced consistently. Long term impacts as energy consumption reduction and a more efficient multimodal transport system will be revealed in the whole metropolitan area in the next future.Il governo del sistema della sosta costituisce una componente fondamentale del più ampio processo di pianificazione della mobilità. Le aree di sosta costituiscono di fatto i punti di origine e destinazione di tutti gli spostamenti meccanizzati individuali. Pertanto la localizzazione, la dimensione, la tipologia di sosta (a lungo termine, a breve termine, di interscambio, di relazione, ecc.), la gestione tariffaria sono tutti elementi chiave per governare la domanda di spostamento individuale meccanizzato e la distribuzione dei flussi di traffico nell’intera rete viaria. Tuttavia gli interventi sul sistema della sosta veicolare non sono sempre inseriti in un piano che consideri il sistema di trasporto nella sua complessità, ovvero come costituito da diverse modalità di trasporto (pedonale, ciclabile, trasporto pubblico su ferro e su gomma, trasporto privato) complementari tra loro e che devono essere integrate. Questa settorialità degli interventi risponde spesso a logiche di domanda-offerta, ovvero di localizzazione di spazi per parcheggi nelle zone dove la domanda di sosta è maggiore, senza tenere conto degli effetti che questa scelta può avere non solo in termini di congestione da traffico e dei conseguenti impatti sull’ambiente, ma in termini di mal funzionamento dell’intero sistema di trasporto multimodale. Il caso della città di Bari risulta interessante sia per il tipo di interventi messi in atto, sia per la rapidità e l’intensità dei risultati ottenuti. Il sistema di interventi sul sistema della sosta ha incrementato la qualità della vita nel centro urbano e ha contribuito ad un notevole split modale dal trasporto privato a quello collettivo. Il caso della città di Bari può essere paradigmatico per altre realtà urbane di come interventi di riduzione dell’offerta di sosta, posso divenire azioni per la mobilità sostenibile, come anche messo in risalto dal premio 2008 Legambiente consegnato alla città di Bari per aver ridotto le emissioni inquinanti. Il caso di Bari dimostra come il governo del sistema della sosta può costituire un importante componente per incoraggiare un utilizzo più efficente dell’intero sistema di trasporto, ovvero a ridurre congestione, consumi energetici, effetti negativi sull’ambiente, ad aumentare la sicurezza stradale e a creare ambienti urbani più vivibili
Envisioning Parking Strategies in the Framework of Sustainable Urban Transport
Monetary instruments to regulate parking are often used in central areas of cities to discourage long term parking of vehicles. The availability of parking facilities, and its cost, in fact represents an important element in the decision to operate private vehicles in urban areas. The availability of instruments and tools to check the outcome of modification in parking regulations, in terms of modification of car use, successfully support planners in the determination of the best policies to decrease congestion, and regulate the use of transportation in cities. Integrated land use transportation models may successfully contribute to the assessment of such policy packages. This contribution discusses the use of the model MARS-Bari (Metropolitan Activity Relocation Simulator) for the analysis of future scenarios of development of land use and transportation. MARS-Bari is a fast integrated land use transportation model, which is designed for applications in strategic planning of urban and metropolitan areas. The model was developed as a decision support tool, to help planners in the definition of sets of policies on land use and transportation, and promote equilibrated growth of the urban system (smart growth). MARS-Bari shares the basic assumptions of the Metropolitan Activity Relocation Simulator (MARS) modeling system, so far successfully applied to many cities of both Europe and Asia. The structure of MARS-Bari is highly flexible on purpose, allowing multiple hypothesis tests of future scenarios and policies. MARS-Bari works at a high level of spatial aggregation, and its simulations are developed on a long-term time horizon (30-years in the current version). Two main sub-models run in MARS-Bari: they respectively simulate the development of land use, and the transportation system. Four different classes of users are distinguished in the transportation model, depending on the possible access to one or more of the five transportation modes: car, motorcycle, bus, train, and slow mode (walk and bike). Car and motorcycle ownership and availability functions contribute to the definition of travel patterns and activity participation of users, in dependence of the chosen residential location and of the location of the economic activities. The model was implemented and tested on the metropolitan area of Bari, Italy. MARS-Bari allows the evaluation of different scenarios of future development of the area, predicting the expected outcomes of policies and interventions on land use development, transportation infrastructures, modifications in the local economy, financial regulations and fares (e.g. fuel price, road pricing, congestion charge, parking fares, etc.). The estimation of indicators for environmental quality and pollutant emissions from transportation permits the direct comparison of the outcomes of different scenarios, thus supporting the definition of sets of “second-best” choices for policies in both land use and transportation planning.Le politiche per la regolamentazione della sosta sono uno degli strumenti a disposizione del planner per la governance della mobilità urbana. La corretta ubicazione e dimensionamento delle aree di sosta concorre infatti a determinare un utilizzo efficiente del sistema della mobilità (o può ostacolarlo, se tali infrastrutture non sono opportunamente inserite nel sistema dei trasporti). In questo framework, la pianificazione delle aree di sosta assume nuove priorità associate all’integrazione del sistema dei trasporti, ed al governo del territorio finalizzato al contenimento dell’impatto ambientale. Nel quadro delle politiche per una mobilità sostenibile, un ruolo strategico è associato quindi alla pianificazione e gestione delle aree di parcheggio, la cui realizzazione deve rispondere ad un’oculata allocazione delle risorse disponibili, ed alla limitata disponibilità di suoli nelle aree urbanizzate. In questo contributo, lo sviluppo di politiche per la gestione della sosta è discusso in relazione alla realizzazione di alcuni recenti interventi nella città di Bari. L’attenzione è spostata dagli effetti di breve/medio termine, di interesse per la pianificazione tattica e l’ingegneria del traffico, agli effetti di lungo corso nella pianificazione strategica. La disponibilità di strumenti per la modellazione integrata dei trasporti e del territorio espande le possibilità di analisi degli impatti di tali politiche, in termini di effetti nella formazione di comportamenti di mobilità e dell’utilizzo dei veicoli privati, e dell’evoluzione futura del sistema urbano
