Smart Parking Pricing: procedure per una sosta perequativa
The relationship between city and car is in crisis and the difficult relationship is increasingly emphasized by the “breathing” difficulty affecting modern urban concentrations everyday. According to the APAT IV Report on the quality of urban environment in 13 urban areas (out of the 18 tracked) the thresholds of PM10 and NO2 exceed the limit allowed by law . As everybody knows, road vehicular transport is the main emission source of the two dangerous pollutants. Considering the levels of integrated pollution (air, noise, OEM) achieved by the major Italian cities, it is clear that it is necessary to think over the relationship between cities and cars in order to split the alliance. Most of the urban sprawl is due to the redesign of the urban pattern that, form the industrial revolution onwards, has introduced the motor vehicle, exceptional interpreter of the the’30s futurist culture. The implemented contrasting or discouraging policies have been established in many cities worldwide. The increasing use of road pricing, particularly in Anglo-Saxon forms of Congestion Charge, shows a widespread tendency to hinder the car traffic in the city center and to reject flows in the ring areas. The belief that in the city, or at least in its central parts, private vehicles circulation should be limited or even excluded is now widespread and shared also by the administrators. However, the other side of the coin should be considered as regards the demand for mobility not met by the Public Local Transportation (TPL) of many Italian cities. To foreshadow some possible solutions, it is therefore necessary to think from a new point of view, which considers factors such as: the effective polarization of mobility flows from the urban functions, the TPL availability representing the real alternative to private car mobility, the integration and the interchange opportunities in TPL network, the covering percentage of the municipal territory, service levels and efficiency. Where such requirements persist, apart form Road Pricing policies, new policies to control car-parking should be implemented, which would mainly consider the urban site of movement origin (i.e. the residence of the car owner), the potential accessibility and use of TPL in that area and the consequent pricing regulations of the destination parking-area which will consider also the level of functional density and the polarization of the target areas. This article is inspired by some stimulating papers in the international literature, including some linked to the Neapolitan transportation school, which has always been very sensitive to these problems, probably also because Naples urban reality is a meaningful example in this sense. The article describe a possible procedure to identify the different urban polarization due to urban functions allocated and envisage a method to charge the urban parking by considering the location dependent parking fee with a specific design for the city of Naples a very well-known city for its atavistic problem of urban parking.Il rapporto fra città e auto è in crisi da tempo e la difficile relazione è ancor più enfatizzata dalle difficoltà “respiratorie” che le moderne concentrazioni urbane manifestano quotidianamente. Secondo il IV Rapporto APAT sulla qualità dell’ambiente urbano in 13 aree urbane (sulle 18 monitorate) si verifica un superamento delle soglie di PM10 e NO2 ammessi dalla legge. Come è noto il trasporto veicolare su strada rappresenta la principale fonte emissiva dei due pericolo di inquinanti. Considerando i livelli di inquinamento integrato (aria, rumore, OEM) raggiunti dalle maggiori città italiane risulta chiaro come si debba concretamente ripensare il rapporto fra città e auto e pensare a scindere il connubio. Gran parte dell’esposione urbana è riconducibile al ridisegno del tessuto che, dalla rivoluzione industriale in poi, ha posto il veicolo a motore, eccezionale interprete della cultura futurista degli anni ‘30, Le politiche di contrasto e/o scoraggiamento messe in essere sono oramai consolidate in molte città mondiali. Il crescente ricorso al Road Pricing, in particolare nelle forme anglosassoni di Congestion Charge, evidenzia una diffusa tendenza ad avversare la penetrazione veicolare al centro urbano ed a respingere i flussi in aree di corona. Il convincimento che nella città, o perlomeno nelle sue parti centrali, si debba limitare fino a tentare di escludere la circolazione veicolare privata, è oramai convincimento diffuso anche degli amministratori. Va tuttavia considerato il rovescio della medaglia che riguarda la domanda insoddisfatta di mobilità da parte del Trasporto Pupplico Locale (TPL) di molte città italiane. Per prefigurare qualche possibile soluzione appare quindi necessario ragionare in un’ottica nuova che consideri elementi quali: la polarizzazione effettiva dei flussi di mobilità da parte delle funzioni urbane, la disponibilità di sistemi di TPL in sede propria che rappresentino un’effettiva alternativa alla mobilità veicolare privata, l’integrazione e le possibilità di interscambio nella rete TPL, la percentuale di copertura del territorio comunale, i livelli di servizio e di efficienza. Ove esistano tali requisiti vanno messe in essere accanto a quelle di Road Pricing, nuove poolitiche per il governo della sosta che considerino principalmente il sito urbano di origine dello spostamento (assimilato all’area di residenza del proprietario), le potenzialità di accessibilità e di uso del TPL in tale area ed una conseguente tarrifazione della sosta di destinazione che terrà anche conto del livello di densità funzionale e quindi di polarizzazione che le aree di destinazione esercitano. Questo articolo prende spunto da alcuni stimolanti contributi presenti nella letteratura internazionale fra cui alcuni riconducibili alla scuola trasportistica napoletana da sempre molto sensibile a tali problematiche probabilmente anche in ragione del fatto che la realtà urbana del capoluogo partenopeo offre in tal senso un esempio significante
La sicurezza stradale in Puglia: stato di fatto e ipotesi di intervento
The increasing amount of traffic on the Italian road system and the number of road accidents has put the attention of the road safety problem at European, National and Regional levels. The Italian Govern with the National Plan of Road Safety (PNSS 1999) defined the strategies for road safety and to reduce road accidents. The Puglia Region with the Regional Law 18/2004 instituted the Centre for Monitoring Road Safety (CReMSS), whose issue is to collect data about road incidents and accidents, to define potential risks and to improve road infrastructure. The CReMSS has defined an integrated monitoring centre for road safety and accident prevention, and constitute a central resource and information management centre. The main Puglia Region strategy on road safety is roads safer for everyone and the key targets is to reduce the number of people killed or seriously injured in road accidents. The Cremss publishes reports on road safety issues and detailed statistics on Puglia Region road traffic. CReMSS is also involved in road safety publicity campaign and surveys that monitor attitudes to key road safety issues. The present situation in Puglia region demonstrates an allarming situation as from 2006 the number of accidents has not reduced, and from the 2000 the number of accidents almost duplicates (from 5.883 in 2000 to 11.776 in 2007); the number of people killed went from 374 to 366 and the number of people injured from 9.866 to 19.652. For this reason the role of CReMSS is central and really important. The general objective that Puglia Region took has been the implementation of a monitoring centre to analyse and prevent road accidents with a specific target of the RegionalTerritory. The overall strategy underlying the actions undertaken by the Puglia Region is, as a main goal, the building of a new road safety culture to solicit attendance from the local authority, the region, other bodies dealing with the road network, schools and citizen association towards a safer and sustainable mobility. In addition, the enhancement of technical structures in charge of traffic and safety has been achieved. The expected results concern: – improvement of cooperation between all actors involved; – improvement of a local integrated culture about road safety; – availability of a powerful analysis tool and a Monitoring Centre; – development of some operational plans to improve safety and reduce crashes risks in the most critical points. – report progress in implementing the road safety strategy directed at reducing the number of accidents and casualties; – report the effectiveness of casualty reduction measures. – report on progress with road safety partnerships.L’articolo, partendo da una descrizione delle attività e delle principali funzioni del Centro Regionale di Monitoraggio della Sicurezza Stradale CReMSS della regione Puglia, vuole fornire un quadro sullo stato della sicurezza della rete stradale pugliese. In particolare lo studio vuole evidenziare le criticità e i punti di forza del caso della Puglia, mettendo in evidenza il sistema di interventi messi in atto e programmati. Il CReMSS, istituito con la legge regionale 18/2004, rappresenta uno strumento di raccolta e di analisi dei dati sull’incidentalità al fine di indirizzare le politiche e gli interventi in materia di sicurezza stradale, così come previsto nel Piano Nazionale della Sicurezza Stradale (PNSS) legge 144/99. Le azioni del centro sono prevalentemente orientate al coordinamento e al raccordo con altri centri di monitoraggio (comunali, provinciali e nazionali) in modo da assicurare un’integrazione delle basi conoscitive e valutative del fenomeno incidentalità viaria e con tutti gli enti, le scuole di ogni ordine grado, e le realtà del privato sociale per diffondere i saperi e condividere le buone pratiche in materia di sicurezza stradale
Percorsi pedonali e riqualificazione urbana: l’area di Montesanto a Napoli
This paper illustrates a project targeted to the recovery of the area of Montesanto, included in the historical city of Naples, through a route network devoted to a prevailing pedestrian use. At present, relevant urban equipments are located in the investigated area; moreover, this area represents one of the main junction of the urban railway network, the shunting point of relevant flows of users either towards the Greek-Roman part of the historical city or towards the directional area and the monumental core. Furthermore, in the above-said area, interventions addressed to the recovery of the Cumana station and of the square in front of the station have been recently carried out. The project proposal – which is part of a wider Plan for Protected Pedestrian Mobility in the historical city of Naples - aims at fostering the co-existence, under security conditions, between high intense pedestrian flows and car flows (local users and emergency accessibility), apart form assuring the implementation of a requalification process which, starting from the pedestrian network, would affect the overall area. In detail the proposal, grounding on in-depth analyses of the features both of the urban context and of the individual roads and squares to be included in the pedestrian network, provides some guidelines for the reorganization of the heterogeneous activities and flows along the network and for the consequent redefinition of its spatial features.Il contributo illustra una proposta progettuale per la riqualificazione di un’area del centro storico di Napoli attraverso la realizzazione di una rete di percorsi a prevalente fruizione pedonale. L’area di studio, il nucleo di Montesanto, è attualmente sede di rilevanti attrezzature urbane e si caratterizza quale nodo primario del trasporto urbano su ferro, punto di smistamento di rilevanti flussi di utenza sia verso il nucleo della città greco-romana sia verso l’area direzionale e il centro monumentale. La proposta progettuale – che si inquadra in un più ampio Piano per la Mobilità Pedonale Protetta nella città storica di Napoli - è volta a favorire la coesistenza, in condizioni di sicurezza, tra flussi pedonali ad elevata intensità e flussi automobilistici (utenza locale e accessibilità di emergenza), oltre che garantire l’innesco di un processo di riqualificazione che, a partire dagli archi e dai nodi della rete pedonale, investa l’area nel suo complesso. Più specificamente, a partire da una approfondita analisi delle caratteristiche di contesto e delle peculiarità dei singoli assi e nodi della rete viaria, la proposta fornisce indirizzi progettuali per la riorganizzazione delle attività e dei flussi lungo la rete viaria e per la conseguente ridefinizione delle caratteristiche spaziali degli elementi inclusi nella rete a prevalente fruizione pedonale
L’impatto delle reti ad alta velocità sulla gerarchia delle città europee
The European space is marked by the recent beginning of the dualism nation-region. In it the cities take on a fundamental role because their success becomes the success of the territories around. Manuel Castell has maintained that the city is the social structure in which any territorial phenomena (from the economical development processes to the relations between classes or ethnic groups, from the public intervention to the financial accumulation) takes on its bigger strength because in it are concentrated the focusing in the territorial transformations. Obvious the cities are not the same, for physical or functional dimension; besides every innovation adds and modifies the relational system previously created. Aim of the paper is to analyse the factors generating the urban hierarchies to the European level and the impact on it of the new high velocity nets. In the first section it is carried out a reading/analysis of the hierarchies in the urban European system, as outlined in a series of studies. The second section analyses the role of the communication infrastructures in the building of the hierarchies and, in the third, is deepen the impact of the building of European high speed network on the fluctuations in the cities hierarchy. The paper asserts that the hierarchy is influenced by the growing of this infrastructure only for the second level positions, while the head positions are not influenced by it.Lo spazio europeo si contraddistingue per il dualismo nazione-regione. In questo dualismo le città assumono un ruolo fondamentale in quanto il proprio successo tende a divenire il successo dei territori contermini. Manuel Castell, nel 1983, sosteneva che la città è la struttura sociale in cui qualsiasi fenomeno territoriale (dai processi di sviluppo economico alle relazioni tra classi o tra gruppi etnici, dall’intervento pubblico all’accumulazione, ecc.) assume la sua maggiore forza in quanto in essa si concentrano le polarizzazioni nelle trasformazioni territoriali. Ovviamente le città non sono tutte uguali, sia per dimensione fisica che per dimensione funzionale. Inoltre ogni innovazione aggiunge e modifica il sistema di relazioni che si è generato in precedenza. Obiettivo del saggio è analizzare i fattori che generano le gerarchie urbane a livello europeo e l’impatto sulle stesse delle nuove reti ad alta velocità. Esso si articola in una prima parte in cui si effettua una lettura ed una analisi di alcuni studi relativi alla costruzione di gerarchie nel sistema urbano europeo; successivamente si passa ad analizzare il ruolo delle infrastrutture di comunicazione nella costruzione delle gerarchie ed, infine, si approfondisce l’impatto della costruzione della rete europea dell’alta velocità sulle variazioni nella gerarchia delle città
