    Pianificazione delle mobilità e sosta. L’attuazione del Piano Urbano di Mobilità

    In the urban areas the mobility system is strategic for its working and it is composed of a series of territorial closely interrelated elements. Among these the parking is one of the most important and its organization is a key point of an appropriate planning of mobility: this importance is mainly due to its character of attractor of vehicular flows. The structure of large and medium sized Italian cities imposes many constraints to the creation and the use of parking areas for their impact on the urban livability; the problem is the organization of the whole city, the correct location of the areas and the opportunity to regulate the access to certain areas: in fact the programming of parking areas can have strong repercussions on the city. Another element can be considered: the choice to build parking areas in the center of the towns is in logical conflict with the traffic limiting policies, because the infrastructure, if built, can be used and the investment must be repaid; on the other hand, the decision that some sensitive areas should not be affected by parking infrastructure produces the necessity to strengthen other public services: the question is not only physical (space availability), but it is related with the distribution of opportunities and equipments, so if the center is better served by public transport, the periphery must be served by other infrastructures. As said, the choice of sites for parking’s location and the determination of their operating characteristics can have strong impacts on the organization and the livability of the city itself; it follows the necessity of a close connection with the urban planning and an attention to the morphological characters of the different parts of the city. The tools for planning the mobility and, within it, the parking system, are several. The Urban Mobility Plan is the newest among them; it is a strategic tool because its effects are gathered on the system as a whole and it assumes an overall rationalization and development of networks and vehicles. The paper deepens the characters of this tool, starting from the legislative forecasts, and thereafter on the basis of case-studies. The first part analyses the notions connected with the urban structure, the mobility and the parking system. In the second step the prescriptive aspects are analyzed: the Urban Mobility Plan and the Urban Parking Program are deepen in relation with their main aspects and in relation whit the parking problems. The third part analyses two case-studies; the cases highlights the different application philosophy, in particular for the connection between urban areas and parking system. At least, in the fourth part, are analyzed techniques and tools for solving the parking’ problem, the different modalities for its organization and the management techniques aimed at encouraging more correct behaviors in relation to the different urban areas.Il sistema della mobilità in area urbana è strategico per il funzionamento di qualunque città. Esso è composto da un sistema di parti e di funzioni interrelate strettamente con il territorio di riferimento; tra queste funzioni la sosta rappresenta un’attività primaria e la sua organizzazione e pianificazione un punto nodale di una corretta pianificazione della mobilità: questo a causa, principalmente, della sua caratteristica fondamentale, ossia l’essere attrattore di flussi veicolari. La scelta dei siti dove localizzare le strutture per la sosta e la determinazione delle relative caratteristiche gestionali va effettuata con una particolare attenzione agli impatti sulla organizzazione e sulla vivibilità della città stessa, il che si traduce in una stretta connessione con la pianificazione urbanistica e in una considerazione profonda dei caratteri morfologici delle diverse parti che compongono la città. Diversi sono gli strumenti di programmazione del sistema della mobilità e, al suo interno, della sosta. Il Piano Urbano della Mobilità è l’ultimo nato tra questi ed è uno strumento prevalentemente strategico in quanto agisce sul sistema nel suo complesso ipotizzando una generale razionalizzazione ed evoluzione di reti e mezzi. L’articolo approfondisce i caratteri di questo strumento, a partire dalle previsioni legislative ed in relazione a specifici casi applicativi. In particolare, la prima parte analizza i concetti che sono alla base delle relazioni tra città, mobilità urbana e regolazione della sosta. Nella seconda parte si analizzano gli aspetti normativi, ossia il Piano Urbano della Mobilità, anche in relazione ad uno strumento che lo ha preceduto e che era specificamente indirizzato alla programmazione delle infrastrutture per la sosta, il Programma Urbano dei Parcheggi. La terza parte analizza due casi di applicazione dello strumento, relativi alle città di Ferrara e Perugia con lo scopo di evidenziare le diverse opzioni che si aprono davanti al pianificatore nel momento in cui è necessario applicare lo strumento teorico ad una specifica realtà urbana. Infine, nella quarta parte, sono messe in evidenza alcune delle tecniche e degli strumenti utilizzabili per la risoluzione del problema della sosta in relazione ai tipi di sosta, alle diverse modalità per la sua organizzazione e alle tecniche di gestione indirizzate a favorire comportamenti più corretti in relazione ai diversi ambiti urbani

    Mobilità veicolare, emissioni inquinanti e impatti sulla salute pubblica

    This article introduces the problem of assessing urban effects of air pollution produced by road traffic and it is oriented to individualize the "critical" areas where it is necessary to intervene in order to optimize the security levels for public wellbeing. The research is targeted to assess the effects of pollutant emissions, particularly of PM10, on human health by testing methodology at three different territorial levels (regional, provincial, municipal). In this article we refer particularly to the city of Benevento and we propose to point out a methodology for identifying critical infrastructure where it is necessary to restrict vehicular traffic. The target of this study is the identification of urban ambit characterized by high levels of risk to public health arising from the mobility vehicle. Prerequisite is the consideration that the effects of pollutants are linked with urban morphology in particular the physical structure of the road network. In other word, within the city it is possible to identify "critical channels" where safety levels for human health are strongly compromise by their physical structure. The test has been referred to Benevento by using GIS to identify urban areas where high levels of risk due to pollutant emission concentrate. Gis has been projected to allow both the identification of “maximum risk areas” and the "critical channel" within the city.Questo articolo introduce il problema della valutazione in ambito urbano degli effetti dell’inquinamento atmosferico prodotto dal traffico stradale e dell’individuazione delle infrastrutture stradali “critiche” sulle quali intervenire con priorità al fine di ottimizzare i livelli di sicurezza riferiti alla tutela della salute pubblica. La ricerca, finanziata dalla Regione Campania, è nella fase iniziale e ha lo scopo di valutare gli effetti delle emissioni inquinanti, in particolare del PM10, sulla salute umana scegliendo quale campo di sperimentazione tre differenti livelli territoriali (regionale, provinciale, comunale). L’articolo presentato, si riferisce segnatamente all’ambito urbano di Benevento e propone una metodologia di individuazione delle infrastrutture viarie critiche dal punto di vista ambientale, sulle quali è necessario limitare il traffico veicolare. Obiettivo dello studio, è l’individuazione degli ambiti territoriali maggiormente esposti ad elevati livelli di pericolosità per la salute pubblica derivanti dalla mobilità veicolare. Presupposto fondamentale è la considerazione che gli effetti inquinanti abbiano una correlazione con la morfologia del tessuto dei centri urbani ed in particolare con la struttura fisica della rete viaria. Si ritiene possibile, dunque, individuare all’interno di un sistema urbano alcuni “canali critici” che per la loro struttura fisica non possono supportare alcun tipo di traffico veicolare se non compromettendo notevolmente i livelli di sicurezza della salute umana. Le aree di pericolosità caratterizzata da una alta concentrazione di canali critici individuano sul territorio gli ambiti urbani nei quali concentrare gli interventi per una gestione ottimale della mobilità veicolare urbana. La fase sperimentativi è stata implementata dalla progettazione di un sistema informativo geografico (GIS) orientato ad un duplice obiettivo. Da un lato consente l’individuazione delle aree ad elevata pericolosità attraverso l’overlay dei piani informativi (sia alla scala territoriale che a quella urbana); dall’altro permette di selezionare i “canali critici” attraverso una procedura automatizzata consentendo la definizione delle zone urbane a rischio

    For many years the security of mobility in the city has been considered as a crucial social subject because of the high number of the victims and, more generally, of its impact on the life conditions in the city. The above-said subject, indeed, if rightly set out, shows important and basic implications regarding the quality of urban life, since the citizen – and the weak user of the road in particular - is strongly limited in the use of urban public spaces. Besides, those spaces are a basic element of the city structure: in fact from ancient times the city has been considered mainly for its attitude to allow social relationships. And that can be achieved only if the urban public spaces are fit for it, as regards quantity but above all as regards quality. Consequently, there is an increasing attention to acquire methods, techniques and strategies to face the planning, building and management of roads, squares and urban green areas (mainly according to the logic of recovering the historic and consolidated city) aiming at making citizens fully use the city. The subject is on the agenda of those Countries which pay more attention to social questions and of consequence, in a laudable way, to the real quality of urban places, meant as spaces with high functional level mainly targeted to people aggregation as well as to outdoor activities in general. Therefore, the subject itself is an opportunity of reconstituting the urban and regional planning discipline (and, generally speaking, of the city’s disciplines) starting from the renewed interest in the public spaces. That is the most significant and expressive meaning of the term “friendly city”, which really highlights the target of security connected with that of the effective usability of urban environment. The subject will acquire then a further value if it includes also the territorial dimension. The soft mobility (i.e. pedestrian and cycle)strongly affects the long distances too, involving also the extra-urban ambit. As regards this, the lay-outs of historic roads can be effectively utilized, if they are still in use, by making restricted interventions. An example of that is given by the towpaths of (natural and artificial) streams and sites of vacant railway stations. The report deals with the above mentioned statements and introduces supporting elements and examples, with reference also to the implications on urban landscape. On the one hand, the city looks prettier when interventions are carried out to re-qualify public spaces, which produce non banal aesthetic improvements too. On the other hand, above all, the possibility of moving slowly, on foot or by bicycle, allows to perceive the complexity of urban and territorial landscape in its composition of several visual plans and components, which otherwise would be impossible.Da tempo ormai la tematica della sicurezza della mobilità in ambiente urbano si va proponendo come tema sociale primario in quanto a numero della vittime e, più in generale, in quanto ad impatto sulle condizioni di vita in città. Se correttamente impostata, infatti, tale tematica manifesta primariamente e fondamentalmente implicazioni in ordine alla qualità della vita urbana, essendo il cittadino – ed in particolare l’utente debole della strada – pesantemente limitato nella fruizione degli spazi pubblici urbani. Di conseguenza, sempre maggiore è l’attenzione in merito all’acquisizione di metodi, tecniche e strategie per affrontare il tema della pianificazione, costruzione e gestione di vie, piazze ed aree verdi urbane (anche, e soprattutto, in una logica di recupero della città storica e consolidata) con l’obiettivo della piena fruizione della città da parte del cittadino. Il tema stesso si presenta, pertanto, come un’occasione di rifondazione della disciplina urbanistica (e, più in generale, delle discipline della città) partendo dal rinnovato interesse per gli spazi pubblici.
