Archeologia e città: la ricostruzione della linea di costa
This paper describes the evolution of the coast landscape facing the oldest core of Naples re-built, through the archaeological excavations, during the works to realize the lines 1 and 6 of the metro. The archaeological intervention has been a unique knowledge opportunity, for its wide dimension and for the fact that it has developed in a single topographic compartment such as the city water front. It is remarkable because of the interlacement of different factors: for its technical and methodological complexity, for the importance of the scientific acquisitions, for the strict relationship with an engineering public work included into one of he most important transformations of the contemporary city, started by the Transportation Municipal Plan. First of all it should be stressed that the investigations, from the methodological- procedural point of view, give evidence of an early and preventive archaeological activity, started already in the mid ‘90s of the 20th century, in a period being very far from the present laws in force which control the archaeological impact of public works. In concomitance of the implementation of archaeological safeguard specific regulations in the variant of the City of Naples Master Plan, based on the arrangement among the Ministry of the Cultural Heritage and Environmental Conservation, the Municipality of Naples and the Metropolitan Company, concessionary for the works, the archaeological activities have been implemented, from the preliminary surveys to the extensive investigations on the stations within the public work program, of which they have become a preliminary and unavoidable operating phase. The project of the line 1, targeted to link the hill area, recently served by an effective rail way system, to the oldest core of Naples settlement, avoids the Neapolis urban area, entailing a route immediately outside it, placed in the Rettifilo district restored by the Società del Risanamento (Restoration Company) in the late nineteenth-century. The surface presence of stratum water had been a condition that had always barred the possibility, though traditional methodologies, of wide knowledge investigations and of eventual compartments of archaeological exploitation. If those environmental influences had blocked the explorations in the coastal strip of the historic downtown, now they have been implemented in the realization of the public work by the complex building technologies of the stations, starting from the delimitation bulkheads and the other technical devices. Consequently a huge operation of “urban archaeology” began, one of the most important on European level, which, through the systematic excavation of all the stations (Toledo in via Diaz, Municipio in piazza Municipio, Università in piazza G. Bovio, Duomo in piazza N. Amore, Garibaldi in piazza Garibaldi) and the relative ventilation rooms, although with operating difficulties and complex problems of safeguard and exploitation, has exponentially increased the knowledge of the evolution regarding the Neapolitan urban coast landscape. From the above-shown view, the present investigations fully correspond to the “knowledge safeguard” concept applied, according to the principles of urban archaeology – the branch of archaeology that investigates the general settlement dynamics of an historical city -, to all the stratifications of the water front subsurface.Argomento del contributo è la storia del paesaggio costiero antistante il nucleo più antico della città di Napoli ricostruita attraverso la procedura dello scavo archeologico, nel corso dei lavori per la realizzazione della linea 1 e 6 della Metropolitana. L’intervento archeologico si è rivelato un’occasione irripetibile di conoscenza, per la sua ampia dimensione e per la circostanza che si è sviluppato in un comparto topografico unitario quale il water front cittadino. Esso appare straordinario per l’intreccio di fattori diversificati: per la sua complessità tecnica e metodologica, per la rilevanza delle acquisizioni scientifiche, per lo stretto rapporto con un’opera pubblica di carattere ingegneristico che è parte di una delle più importanti trasformazioni della città contemporanea, avviata attraverso il Piano comunale dei trasporti. Occorre innanzitutto sottolineare che le indagini, dal punto di vista metodologico-procedurale, documentano una precoce attività di archeologia preventiva, avviata sin dalla metà degli anni ‘90 del secolo scorso, in un momento lontano dalle leggi vigenti che regolamentano l’impatto archeologico rispetto alle opere pubbliche. Nello stesso momento dell’inserimento di norme specifiche di tutela archeologica nella variante del PRG della città di Napoli, in base ad una concertazione fra il Ministero per i Beni e le Attività Culturali, il Comune di Napoli e la Società Metropolitana, Concessionaria delle opere, si sono inserite le attività di natura archeologica , dalle prospezioni preliminari sino alle indagini estensive delle stazioni, all’interno del programma dell’opera pubblica di cui sono diventate una fase operativa preliminare e ineludibile. Il progetto della linea 1, il cui obiettivo è di collegare alla fascia collinare della città, di recente servita da un efficiente trasporto su ferro, il nucleo più antico dell’insediamento napoletano, risparmia l’area urbana di Neapolis, prevedendo un tracciato ad essa immediatamente esterno, dislocato nel settore della ristrutturazione tardo-ottocentesca del Rettifilo realizzato dalla Società del Risanamento. La presenza superficiale dell’acqua di falda, era stata condizione che da sempre aveva precluso la possibilità, attraverso metodologie tradizionali, di indagini conoscitive estese e di eventuali comparti di valorizzazione archeologica. Se tali condizionamenti ambientali avevano impedito esplorazioni nella fascia costiera del centro storico, esse oggi sono rese praticabili nell’ambito della realizzazione dell’opera pubblica dalle complesse tecnologie costruttive delle stazioni, a cominciare dalle paratie di delimitazione e dagli altri apprestamenti tecnici. E’ stata così avviata una grande operazione di “archeologia urbana”, una delle più imponenti a livello europeo, la quale, attraverso lo scavo sistematico di tutte le stazioni ( Toledo in via Diaz, Municipio in piazza Municipio, Università in piazza G. Bovio, Duomo in piazza N. Amore, Garibaldi in piazza Garibaldi) e delle relative camere di ventilazione, pur se con difficoltà operative e con problemi di tutela e valorizzazione complessi, ha incrementato in modo esponenziale la conoscenza dell’evoluzione del paesaggio urbano costiero napoletano. In tale prospettiva le indagini in corso corrispondono pienamente ad un concetto di “tutela conoscitiva” applicata, secondo i principi dell’archeologia urbana- la branca della disciplina archeologica che esplora le complessive dinamiche insediative di una città storica-, alla totalità della stratificazione del sottosuolo del water front
The Waterfront project in Naples
Nell'ultimo decennio Napoli ha riacquisito piena coscienza del valore della risorsa mare e le sue istituzioni ai vari livelli comunale, regionale, provinciale e dell'Autorità Portuale si sono attivate in un processo coordinato di interventi che, utilizzando gli strumenti urbanistici a tutela dell'integrità degli interventi stessi e con la partecipazione di progettisti di fama e di investitori privati, si propone di riagganciare la città al mare e di trovare nuove opportunità di crescita economica e di riscatto sociale. L’articolo descrive l’insieme di interventi che si stanno portando avanti per l’area portuale di Napoli, con particolare riferimento al progetto Waterfront, alla costituzione della società Nausicaa e al concorso internazionale per il porto di Napoli. Si specificano quindi gli attori del processo decisionale, le fasi, i contenuti delle scelte e si propone un’analisi delle ricadute d'impatto sulla città che gli interventi avranno a regime: rinnovamento civile, crescita funzionale, ricomposizione spaziale, leadership e capacità programmatica.In the last decade Naples the port of Naples has rediscovered its wide-ranging role not merely concerned with the sea but also with the adjacent city. A strong connection has now returned between Naples and its port: the elimination of the barriers around the port and the pedestrianisation of the tourist area will help to link the city with its port and, as a consequence, with the sea. The rationalisation and specialisation plans of the port area mean that the port will become an increasingly dynamic force working in harmony with the city and its hinterland. Now no longer an obstacle, the port of Naples has a wide range of activities (commercial, productive, tourism and cultural) which all use the sea as a point of exchange, transformation and growth. One of the principal project of the reconnection of the port of Naples and the surrounding city is the Waterfront Project. The Waterfront project take part of a bigger renewal process that the city of Naples and the Port authority of Naples are working on, that and which is going to focus on the following issues: - Taking the cruise traffic to develop new attractive/ aggregative poles for cruise tourists and inhabitants on the waterfront in deprived areas. - Conjugating the safety theme with the permeability of the port by the inhabitants and the tourists and toning down the physical obstacles. - Rationalizing the organization of the port and improving the passenger port area. - Encouraging a better utilization of the historical and monumental heritage of the city and of the abandoned former industrial areas of the port and of the city-port interface. - Improving the governance of the projects of urban / port transformation for a real coordination between the different stakeholders involved in a shared management of the projects and of the objectives. In this context, the Waterfront project aims at: - improving the connection between port and city which will create a high quality tourist support for cruise passengers; - strengthening and rationalization of the logistic-port infrastructures, taking in account the multifunctional vocation of the port. - creating a positive economic impact for commercial and handicraft industrial areas close to the port - the re-qualification of the building heritage close to the port area with a subsequent increase and enhancement of the hosting infrastructures. - strengthening sustainable mobility will decrease the high level of atmospheric and acoustic pollution. - approaching the cruise activity is an opportunity to redevelop the industrial derelict areas in urban park and recreational/cultural places and to upgrade the quality of life
The Waterfront of Naples in the New Master Plan
Il contributo propone un riepilogo sintetico degli elementi salienti del complesso processo di riqualificazione della linea di costa di Napoli partendo dal nuovo piano regolatore. La riqualificazione della linea di costa e la ricostituzione di un rapporto concreto della città con il suo mare è infatti una delle manovre fondamentali della strategia che il nuovo piano regolatore generale si prefigge per dare a Napoli un’elevata qualità urbana. Il Prg assoggetta l’intera linea di costa, da La Pietra a Pietrarsa, all’approvazione di un piano urbanistico attuativo (Pua) che, per alcuni tratti coperti da pianificazione ambientale, come Posillipo, è richiesto anche dal piano paesistico vigente, per dare soluzioni pianificatorie e operative all’azione di tutela oggi vigente. La formazione del Pua è attualmente in corso, affidata al dipartimento di pianificazione urbanistica comunale. Come in altre occasioni, la scelta operativa è di condurre una pianificazione attuativa per parti, collocata tuttavia in un disegno di base e in un quadro formale unitari, che definiscono la strategia e gli obiettivi fondamentali. La ricostituzione del rapporto tra la città e il mare si persegue con tre diverse modalità: a) il miglioramento delle condizioni di accesso al mare, che oggi sono interdette in vasti settori della costa; b) il miglioramento delle infrastrutture costiere, da quelle per la balneazione a quelle portuali, ai diversi livelli; c) la formazione di un sistema di infrastrutture e attrezzature costiere, variamente articolato e distribuito: infrastrutture specie per migliorare la mobilità lungo la costa, dove si concentrano i maggiori fenomeni di congestione sul territorio dell’area metropolitana; attrezzature, in special modo quelle che consentano di usare la costa come un’unica, straordinaria infrastruttura per il tempo libero, la ricreazione, il godimento delle risorse naturali. L’insieme di queste modalità devono essere praticate compatibilmente con la tutela e la valorizzazione delle risorse storiche e ambientali di cui la costa napoletana è particolarmente ricca. E’ bene ricordare infatti che il Prg stabilisce che le attrezzature costiere –a cominciare dagli approdi per la nautica da diporto- non debbano essere dimensionate sul fabbisogno che esse esprimono, ma sulla reale disponibilità che il territorio cittadino può concretamente offrire, in ragione delle prevalenti esigenze di salvaguardia delle risorse storiche, naturalistiche e ambientali. Il piano regolatore auspica inoltre che l’azione sulla costa cittadina possa connettersi, su entrambi i versanti, con iniziative delle stesso segno fuori dai confini comunali. A circa cinque anni dall’approvazione del nuovo Prg, l’attuazione delle scelte compiute vede un intreccio di iniziative di pianificazione attuativa e di concrete realizzazioni che –sia pure faticosamente- cominciano a delineare il nuovo scenario. The paper suggests a synthetic summary of the main elements involved in the complex process of requalification of Naples coastline, starting from the new general town plan. The requalification of the coastline and the reconstitution of a true relationship of city and sea is one of the crucial actions of the strategy established by the new Master Plan in order to offer an high urban quality to Naples. In the Master Plan the whole coastline, from La Pietra to Pietrarsa, is subjected to the approval of an Executive Plan (Piano Urbanistico Attuativo ) that, for few segments covered by environmental planning, such as Posillipo, is required also by the landscape plan in force, in order to suggest planning and operative solutions to the current safeguarding action. The development of the UIP is still in progress and the Municipal Urban Planning Department has been given the task of it. As it occurred in similar occasions, the operating choice consists in making an implementing planning for sections, placed anyway into a unitary basic design and formal framework which define the fundamental strategy and goals. The reconstitution of the relationship between city and sea is pursued in three different ways: a) improvement of the accesses to the sea, which at present are forbidden in several stretches of the coast; b) improvement of the coast infrastructure, on different levels, from swimming to harbour ones; c) realization of a coast infrastructure and equipment system articulated and distributed in different ways: infrastructure specifically targeted to improve the mobility along the coast, characterized by high congestion of the metropolitan area; equipment specifically targeted to facilitate the use of the coast as unique, extraordinary infrastructure for free time, amusements and enjoyment of natural resources. All those modalities should be accomplished in accordance with the safeguard and exploitation of the many historic and environmental resources characterizing the Neapolitan coast. It should be mentioned too that the general town plan states that the coast equipment – starting from the landing places for recreational boating - should not be sized according to the need it expresses, but on the effective availability that the city territory can really offer, taking into account the safeguard of the prevailing requirements of historical, natural and environmental resources. Besides the general town plan hopes that the action on the city coast could be connected, on both sides, with similar initiatives outside the municipal borders. Five years after the approval of the new general town plan, the implementation of the carried out choices shows a combination of implementation planning initiatives and effective realizations that – although with difficulty – begin delineating a new scenario
Fiumicino: New Port City and Gateway of Rome
Il porto, a differenza di un aeroporto, può essere inteso come una struttura “dinamica” che può interagire con il proprio contesto di appartenenza, a patto che gli interventi di pianificazione abbiano come obiettivo principale l’integrazione tra i diversi ambiti e come campo di applicazione l’insieme porto città inteso come unico sistema. Dall’analisi degli scenari proposti in questo paper si evidenzia, infatti, come l’inserimento di una infrastruttura portuale in un luogo come quello di Fiumicino può essere considerato un valore aggiunto non solo in termini di sviluppo economico, ma anche in termini di riqualificazione urbana, indipendentemente dalla sua tipologia. Questo perché l’area di Fiumicino è caratterizzata da una serie di piccole ma importanti potenzialità sia di tipo turistico (le risorse storico-archeologiche e naturalistiche) sia di tipo industriale e produttivo (la cantieristica navale e il mercato ittico), che ad oggi tuttavia non si configurano in un impianto opportunamente strutturato. Un porto (di qualsiasi tipologia) potrebbe quindi rappresentare un formidabile volano di sviluppo economico per l’intera area fiumicinense, che diventerebbe così la testata dell’asse di connessione con la città di Roma, che si sta espandendo proprio in direzione mare con la nuova fiera, commercity e l’aera di Parco Leonardo. In definitiva Fiumicino, grazie alla sua posizione strategica rispetto alla metropoli romana e grazie alla sue potenzialità, potrebbe acquisire un nuovo ruolo nel panorama delle città satelliti romane, quello di porta di Roma, affrancandosi definitivamente dal suo status di brano di ex periferia.The municipality of Fiumicino, indipendent of Rome since 1992, plays two important roles in regional planning: it can be considered both an autonomous town and a satellite city of Rome. Because of its recent history, actually Fiumicino’s territory still presents the outskirts characteristics (many residential areas, lack of important public and private services, low quality of buildings and public spaces, inadequate infrastructures) and not the shape of an independent town, although some chief and characteristics elements like the fish market, which is one of the most important of the Mediterranean sea, and the archaeological area of the ancient port, build at the time of the Emperor Traiano (II p.C.). In fact, at that time, Fiumicino had a specific identity: it represented the gate of Rome from the sea thanks to this port, which was renovated several times because of problems concerning the seabed. Then, after many transformations and attempts of requalification, the port was definitively transformed into a fishing dock. Since 1960, Fiumicino has played this ancient role again, thanks to the construction of the Leonardo Da Vinci Airport; now it is considered the gateway of Rome from the air, while the same role from the sea belongs to Civitavecchia’s port. However it’s important to say that the airport and the town are adjacent but not integrated. In fact, today, because of Capital’s process of growth, which absorbs all near minor towns, and because of the airport, Fiumicino is considered only an appendix of Rome, without a specific identity, but in the last years, some infrastructural aspects have been reconsidered, like its geographical position on the cost and the short distance between the town and some important poles like Rome, Civitavecchia’s port and the industrial areas of Gaeta and Pomezia. So the port authority of Civitavecchia has decided to extend its administration to the areas of Gaeta, which just has a trade port, and Fiumicino, with the construction of a new one. The new port project, which is following the bureaucratic course, consists in the realization of an important logistic hub for trade and passengers; it is considered an important occasion for an increase in the economic development, because together with the realization of the port, the whole infrastructural system of the region and of the central Italy will be transformed. At the same way the port should be an important occasion also for the renewal of Fiumicino’s urban territory, if local administrators and the port authority decide to cooperate for a unique strategy of planning, with the common objective to mix the port with the town, and to promote the development of Fiumicino and of the infrastructures at the same time. In fact, the port, the airport and the other important elements of Fiumicino, could form a new complex system, a new town with a specific role in the territory and with a new distinguishing feature: the gateway of Rome
Strade, ferrovie e grandi rischi
Accessibility is a key factor in the ordinary life of cities and regions, but it becomes even more so in cases of emergencies and disasters. In the latter it is essential to keep transportation networks in service so as to provide assistance to those in need and to carry equipments and materials for search and rescue activities. Natural hazards may be an important threat for roads and railways, but they are barely considered in the design of future infrastructures. Instead, it is critical to be able to forecast how a given corridor may interact with existing hazards on the one hand and on the other to anticipate what would be the major obstacles in already existing networks. In this article a method to assess the vulnerability of lifelines to seismic risk will be illustrated. The latter was developed in the frame of a project funded by the Lombardia regional government in the years 1999-2001. This research linked the analysis of lifelines to other urban and regional systems, addressing the many induced and indirect damages which are the inevitable consequence of public utilities interruption. The project provided two outputs: a vulnerability assessment of lifelines crossing the most seismic areas in the region and an event scenario. In both cases the work has been split in two steps: first suitable models have been developed, and then applied to the study area. The need for creating new models derives from the recognition that it is rather difficult to find systemic approaches in the current literature. The goal for this research, instead, was to start from the inter and intra dependency links connecting lifelines one to the other and to the many urban and regional systems which depend on them for their function. Therefore, it was decided to enlarge the scope of the project both spatially and systemically. With respect to the first issue, a larger area than that covered by the seismic municipalities of the region has been considered, so as to detect the spatial influence of localized damage. Regarding systemic factors, the degree of dependence on lifelines of other urban systems has been assessed for emergency situations and for the reconstruction phase. In the first case, hospitals, civil protection centres, fire departments were analysed so as to understand to which point and for how long they could still provide service without essential lifelines or being disconnected from major transportation routes. Referring to the reconstruction, not only the cost of repairs has been evaluated, but also the economic and social costs borne by economic sectors and by the population as a consequence of lifelines interruption or malfunctioning. Coherently, the final event scenario resembles much more to a chain connecting physical damages to the induced and secondary damages occurring in systems dependent on lifelines than to a sum of individual losses. First results obtained in the Brescia province show promising paths for future research, while pointing out the many obstacles that still exist to implement real interdisciplinary approaches.Nell’articolo il rapporto tra sistemi di accessibilità (ferroviaria e stradale) e grandi rischi viene affrontato da due diverse prospettive. La prima vede tali sistemi come esposti e vulnerabili a diverse forme di pericolosità naturale; la seconda li considera invece quali potenziali fonti di pericolo, indagando in particolare il trasporto di sostanze pericolose. Per quanto riguarda la prima parte dell’articolo, ovvero l’analisi di vulnerabilità delle infrastrutture di trasporto a diversi agenti naturali, verranno esplicitati i fattori di vulnerabilità fisica, sistemica e organizzativa. A sostegno della modellazione proposta, si fa riferimento sia alla letteratura internazionale sia al metodo sviluppato presso il Politecnico di Milano, nei suoi ultimi sviluppi. Interessa infatti presentare un metodo relativamente semplice da utilizzare a scala vasta per poi scendere nel dettaglio necessario laddove le priorità individuata a grande scala ne indichino la necessità. Tra i fattori di vulnerabilità fisica si indicheranno gli elementi maggiormente critici per diversi tipi di sollecitazione (sismica, vulcanica, alluvionale, etc.); per quanto attiene ai fattori di vulnerabilità sistemica si considerano le interdipendenze tra reti e sistemi (inclusi gli altri servizi a rete); per quanto attiene alla vulnerabilità organizzativa si indicheranno le difficoltà nel produrre un sistema integrato di allertamento, che consenta ad esempio di chiudere tratti di strada quando questi vengano segnalati come imminentemente interessati da un dato evento estremo. Infine si indicheranno i danni che il sistema di accessibilità può subire e le ripercussioni di questi sul territorio di interesse. Nella seconda parte viene trattato un particolare tipo di trasporto, quello delle sostanze pericolose, differenziando opportunamente tra ferroviario e stradale. Il ribaltamento del punto di vista comporta la necessità di identificare in modo puntuale i fattori di vulnerabilità questa volta territoriali rispetto alla fonte di rischio. Quest’ultima si presenta come particolarmente insidiosa, in quanto può colpire in qualsiasi punto della rete, benché vi siano alcuni studi che dimostrano l’esistenza di cluster di incidentalità. In entrambi i casi, quello delle reti minacciate da eventi naturali e quello delle reti come potenziale fonte di pericolo esse stesse, si mostra come le indagini di vulnerabilità consentano di identificare alcune misure di mitigazione e prevenzione del rischio, sia nel lungo termine, quindi con influenza sulla pianificazione territoriale, sia nel breve termine, con maggiori riflessi sui piani di emergenza e la gestione di eventuali crisi
