Mobility Network and Safety
Mobility network is crucial for ensuring territorial safety with respect to natural and technological hazards.
They represent a basic support to community’s everyday life although being exposed elements often
characterized by high vulnerability to different hazards and, in the meanwhile, strategic equipments for
emergency management. Physical damages or the lack in functioning of those networks may greatly
increase the loss of human lives caused by hazardous events as well as produce relevant economic
damages at medium and long term. Although the relevance of the mobility networks in assuring territorial
safety is at present largely recognized, risk analyses have been long focused on buildings’ vulnerability or,
even where they have paid attention to mobility network, they have been mainly focused on the physical
damages that a given hazard could may induce on individual elements of such network. It is recent the
awareness that mobility network represents a system, characterized by relevant interdependences both
among its elements and among network infrastructures and urban systems. Based on these assumptions,
this paper points out the heterogeneous aspects of the mobility network vulnerability and their relevance in
increasing the overall territorial or urban vulnerability to hazardous events. Therefore, an in-depth
investigation of the concept of mobility network vulnerability is provided, in order to highlight the aspects
mostly investigated and more recent research perspectives. Finally, a case study in the Campania Region is
presented in order to point out how traditional risk analyses, generally referred to individual hazards, can
sometimes led to invest in the mobility network improvement or development which, targeted to increase

I sistemi a fune come attrattori per la valorizzazione del territorio
Accessibility and mobility have an important role in urban and regional development strategies, in a particular way for the touristic uses of territories. Transport infrastructures constitute in fact necessary elements for the use of urban areas, but assume an extra function related to the valorization of the territory. Furthermore structures for mobility are a component of the touristic supply system especially the rope transport structures that offer dynamic and unique point of views. Cable ways in urban area have this characteristic more than other rope transport systems. Starting from this assume, the article describes four projects developed in the last years in Campania Region and a transport system carry out in Perugia. The five study cases demonstrate how an increasing attention rope transport technology is diffusing in different contest especially for tourism uses. The first case is the Giffoni Valle Piana inclined lift that should connect the city centre in the valley with the medieval Castle. This project is strictly related to a general touristic strategy of the whole municipality. The second project regards the Ravello-Minori cable way and the objective to offer a sustainable alternative to the private car for travelling around two of the most beautiful areas in the Amalfi coast. The third project is located in the centre of the city of Naples and regards a cable way for the connection between the principal museums of the metropolitan area: the National and the Capodimonte museums. The new infrastructure is well integrated in the multimodal transport network and will offer spectacular visuals for tourists and residents. The Perugia Minimetro is the fourth study case and constitute an example of good integration between sustainable transport and urban planning development. The last project is the Fisciano people mover that has the aim of connecting two university campus with the interchange station of the National rail network. The description of the study cases give a general idea of the contest where the transport infrastructure is located, the general objective of the project and some information of the different technology used. In this way the general description of the cases can offer interesting remaks for students and professionals. Finally the article propose a comparison between the different transport technology, giving some construction data that have been synthesized in a table. In all the study cases emerge the importance of designing the new infrastructure not only for touristic uses, but also for systematic mobility. It is necessary in fact a strong integration of the new rope systems with the existing monility supply system.L’articolo propone un approfondimento sul tema della mobilità turistica. Partendo da recenti esperienze progettuali realizzate e da realizzare, il contributo analizza in ambiti turistici differenti tra loro il ruolo dei sistemi di trasporto a fune. Essi risultano di particolare interesse perché svolgono spesso il duplice ruolo di elementi della offerta di trasporto per la mobilità sistematica e rappresentano in sé attrattive turistiche, specie se pensate secondo criteri di qualità architettonica e di sostenibilità ambientale
Demand Forecasting Models for Urban Goods Movements
In questa nota viene presentato lo stato dell’arte più recente dei modelli di simulazione della distribuzione urbana delle merci che consentono una valutazione ex-ante di scenari di misure che la Pubblica Amministrazione può adottare per la riduzione delle criticità del settore. Partendo dalla struttura organizzativa della distribuzione delle merci e dalle relative criticità, vengono individuati i decisori le cui scelte possono essere influenzate dalle misure in questione e vengono classificate le misure stesse in funzione degli obiettivi strategici che l’Amministrazione vuole raggiungere. È possibile in questo modo individuare in funzione delle misure, quali sono i processi decisionali che è necessario simulare con i modelli. Il sistema di modelli presentato consente di arrivare ai flussi di veicoli merci tra le zone dell’area di studio e si compone di due sottosistemi: quello di domanda che fornisce le matrici OD in consegne tra le zone, e quello logistico che permette di passare alla OD in veicoli. Il sottosistema di domanda è specificato come un modello ad aliquote parziali che partendo dai dati socio-economici dell’area di studio permette la ricostruzione delle matrici OD per tipologia di servizio di trasporto e le matrici OD in consegne per intervallo temporale e per tipologia di veicolo. Il sottosistema logistico permette di stimare i flussi OD di veicoli congruentemente ai flussi di consegne determinate precedentemente, mediante una sequenza di due modelli che forniscono la distribuzione dei tour per numero di consegne e la scelta della zona successiva di consegna.In order to reduce the impacts of freight transport, Public Administration usually implements city logistics scenarios, whose effects have to be evaluated by using ex-ante assessment procedures. This paper proposes the state-of-the-art of models for the prediction of urban goods movements, which have been developed to support the above ex-ante assessment. Aiming at preserving the economic sustainability of the businesses located in the city and, at the same time, the environmental quality, the new challenge of urban traffic management is the optimization of the access of a large number of trucks and vans delivering goods in the urban area. Thus, the availability of a reliable tool for ex-ante assessment plays a key role in the decision making processes. Starting from the structure of urban goods distribution and its critical states, this paper identifies the decision-makers, whose choices could be influenced by city logistics measures. Furthermore, considering the outcomes and goals to be reached by Public Administration, the city logistics measures are also classified. In such way, it is possible to define the decisional processes influenced by city logistics measures, that models have to simulate. The presented modelling system allows us to forecast the OD truck flows within the study area and it consists of two sub-systems: the first related to the demand and the second related to the logistics. The former gives the OD matrices in terms of deliveries; the latter allows to convert the delivery OD flows into truck OD flows. The demand sub-system has been specified as a partial share model. From socio-economic data of the study area, it allows us to estimate the OD matrices in quantity characterized by service type, as well as the OD matrices in deliveries characterized by time slice and vehicle type. The logistic sub-system allows to estimate the OD matrices in vehicles. The modelling framework consists of two models that allow us to reproduce the commercial vehicle tours within the urban area. The former model gives the distribution of tours per number of deliveries; the latter gives the probability to choose the following destination for the next delivery
Toward a Shared Urban Transport System Ensuring Passengers & Goods Cohabitation
The paper presents radical new urban transportation system concepts, potentially allowing changing the economic and environmental costs of passenger and freight transportation. The driver focuses on the concept of sharing, which means to make a joint use of transport resources, between passengers and goods flows. From a field observation of several existing solutions, an inductive reasoning enables us to move from a set of specific facts to establish an archetype for a radical new urban transportation system. Once the archetype defined, it is translated in real life through the example of the On Route proposal for London. The research frame of this paper is the ANR C-Goods (City Goods Operation Optimization using Decision support System) project. The issue of the safety of mobility in the urban environment has been emerging as a primary social topic for some time now due to the number of casualties and, more generally, due to the impact on living conditions in the city.
If correctly formulated, in fact, this subject has implications primarily and fundamentally with regard to the quality of urban life, as the citizen, and the vulnerable road user in particular, is severely restricted in their use of urban public paces. Consequently, an increasingly greater focus is being placed on acquiring methods, techniques and strategies for addressing the issue of planning, constructing and managing roads, squares and urban green spaces (and above all, applying the logic of reclaiming the historic and consolidated city) in order that the city can be used to its full potential by the citizen. The subject itself therefore presents an opportunity to re-establish urban planning regulations (and, more generally, city regulations) in accordance with the renewed interest in public spaces.
