    From the metropolitan area to the urban sprawl: the patchiness of the territory

    Il paper affronta il fenomeno dell’espansione urbana analizzando due concetti, quello di area metropolitana e quello di sprawl. Il primo, erede della tradizione razionale e positivista dello sviluppo, avrebbe dovuto portare a metropoli ordinate ed efficienti; il secondo, figlio dell’individualismo capitalistico e dell’indifferenza nei confronti dell’ambiente, modella la città estesa come uno dei simboli del processo di appropriazione illimitata dello spazio. In mezzo vi è il breve periodo dell’ultima crisi urbana, a cavallo degli anni ’70 e ’80; da questa crisi la città è uscita agendo verso tre direzioni principali: la prima è stata l’espulsione di funzioni ritenute non primarie; la seconda è stata la riappropriazione di ambiti urbani in stato di abbandono e la loro trasformazione in distretti di elevata qualità; la terza è stata la ricerca di nuovi significati, di nuove prospettive e di conseguenti azioni di marketing che sembrano essere divenute fondamentali per ogni politica urbana. È interessante osservare in questo processo che quelle che vengono considerate come azioni positive sono fisicamente localizzate in quadranti urbani diversi da quelle ritenute negative: quando si parla di riqualificazione della città si ha a che fare con aree urbane centrali o semicentrali, così come quando si parla di azioni sull’immagine della città. In questo senso la macchia espansa della residenza e delle funzioni ad essa connesse sembra estranea a questi fattori di qualità e viene catalogata come processo negativo inevitabile; su di essa, infatti, si ragiona o come conseguenza di comportamenti individualistici o come conseguenza della forza dei soggetti economico-territoriali. La parte finale del paper si incentra sull’area metropolitana di Napoli; l’analisi è svolta da un punto di vista qualitativo (in relazione ai caratteri funzionali dell’area) e da un punto di vista quantitativo (in relazione ai cambiamenti nella distribuzione della popolazione nel corso degli ultimi 150 anni). The paper tackles the phenomenon of the urban expansion through two concepts: metropolitan area and sprawl. The first, heir of the rational and positivist tradition of development, would lead to orderly and efficient metropolis; the second, son of the capitalist individualism and of the environmentalist emergency, considers the expanded city as one of the symbols of the process of unlimited appropriation of the space. Between these two concepts there is the short period of last crisis of the city, the two decades from 1970s to 1980s. From this moment the city is emerged acting out towards three main directions: the first is the expulsion of activities considered unessential; the second is the repossession of abandoned parts of the city and their transformation into high quality urban districts; the third is the search for new meanings and new perspectives, with the following marketing actions that appear to be central in the city’s policies. In this process it is interesting to observe that the actions regarded as positive are physically positioned in different places from the negative ones: when one talk about urban rehabilitation the mind runs to downtown or to semi-central urban areas; the same when one talk about actions on the image of the city. The final section of the paper examines the metropolitan area of Naples. The analysis is conducted by a qualitative point of view (in relation to the functional character of the metropolitan area) and by a quantitative point of view (in relation to the changes of the population structure over the past 150 years). In this regard, the “analytical metropolitan area” has nothing to do with the potential administrative boundaries

    Waterway e sviluppo del territorio: nuova mobilità e turismo sostenibile

    In most cases origin of first urban settlements, waterways have been the main source for human life and the tool for the exchange of goods and cultures. Thanks for their crossing the territory, they have always been places of intersection of different aspects of the urban life bringing together environment, planning, architecture, transport but also art, culture, education and tourism. Due to this aspect, waterways have a great potentiality for the development of a territory with regard to both, mobility – of people and goods – and sustainable tourism. Their regeneration allows to recover a role of public space as rural, urban and tourism landscape of great quality; at the same time, as places for tourism, cultural, gastronomic and leisure uses, they generally induce quality of life. After decades of neglect and indifference, a renewed interest toward the valorization of waterways for culture and tourism is emerging in Italy – particularly in the Nord part of the Country – encouraged also by European directives. Even if with a delay comparing to other European Countries that, since many years, are developing different ways of using waterways, Italy is now showing a new sensibility and approach to look at waterways as an important tool for environmentally sustainable development and to reconnect with a forgotten cultural identity. A selection of projects and initiatives are presented, mostly devoted to the re-launch of water transport for leisure activities and to the rediscover of waterways with a ‘slow’ and ‘soft’ approach. The valorization of architecture, nature and local culture and the proposal of alternative itineraries combining different modalities of transportation are the core of North Italian proposals along the rivers Po, Mincio, Adda, Piave, Limena and the canals network of the Venice lagoon. In particular, the project referred to the Po river, includes the navigation for leisure from Locarno, Switzerland, to Venice, through Milan and the Navigli network. This spectacular trip, every two years realized as a demonstration by the promoting bodies, could be a mid-term goal – at least for part of its length – in view of the Milan Expo 2015: an alternative way of transportation and connection and a tool for the discovery of a less known cultural heritage. Furthermore, the Piave river, in the past main way of communication and witness of many event of the First World War, needs now serious interventions to become more accessible and to be protected from energy production uses. Thanks to the applications of innovative technologies and of new sources of energy, waterways can also act as the best laboratory for sustainable development, at urban and environmental scale. Waterways can represents the chance for a new understanding of urban and natural landscape, in the balance between safeguard and innovation.Spesso origine dei primi insediamenti urbani, i corsi d’acqua sono stati nei secoli fonte di sostentamento per le popolazioni e strumento di scambio tra genti e culture. Proprio per il loro scorrere attraverso il territorio, essi sono per definizione luoghi di relazione, di intersezione tra diverse realtà urbane dove si incontrano ambiente, architettura, pianificazione, trasporti ma anche arte, cultura e turismo. Per questa loro caratteristica, le vie d’acqua rappresentano una grande potenzialità per lo sviluppo del territorio sia in termini di mobilità – di merci e di persone - che di turismo sostenibile. La loro riqualificazione permette di recuperare il ruolo di spazio pubblico e di paesaggio rurale, urbano e turistico di qualità; luoghi di fruizione turistica, culturale, gastronomica e sportiva, quindi di qualità della vita. Dopo decenni di oblio, sollecitata dal rinnovato interesse verso questi assi e anche dalle direttive dell’Unione Europee, l’Italia e, in particolare il Nord del paese, muove i primi passi verso la valorizzazione delle waterway a fini turistico-culturali, aprendo nuove possibilità di sviluppo del territorio. Sia pur con ritardo rispetto ad altri Paesi, che da anni e in diverse forme valorizzano e “sfruttano” le vie d’acqua, si avverte anche in Italia un cambio di mentalità che vede nell’uso e nel recupero di tale risorsa uno strumento importante per garantire la sostenibilità ambientale ed economica e il recupero di una identità culturale quasi dimenticata

    CityLog, verso nuove soluzioni per la distribuzione urbana delle merci

    Recently urban freight transport has become an important social issue in terms of the increasing level of traffic congestion, negative impacts on the environment, traffic safety and accidents as well energy consumption. The situation is getting worse by currents trends in supply chain organisation (e.g. just in time delivery, fragmentation of loads) which have led to an exponential increase in the number of freight emissions, especially for small parcels that are often carried by empty transport vehicles. The EU policy and legislation relevant to urban mobility has been developed with significant funding provided through several programmes (FP, INTERREG, LIFE, URBAN, CIVITAS, URBAN etc.). The CityLog project – co-funded within FP7 and with 18 European partners coordinated by Centro Ricerche Fiat – aims at increasing the sustainability and the efficiency of urban delivery of goods through an adaptive and integrated mission management and innovative vehicle solutions. Three action domains have been identified to improve today’s city logistic system: • logistic-oriented telematic services are expected to give a decisive contribution to improve mission planning processes through an optimized routing and drivers’ support systems. Towards the final customers, tracking and communication capabilities should be deployed to reduce the number of unsuccessful deliveries; • vehicle technologies will represent a key factor to increase the operational flexibility of lorries and vans. It means that the vehicles shall be requested to support different mission profiles, and this will allow to reduce their number. In other words, what should be achieved is the interoperability among the vehicles, especially in terms of load unit handling; • innovative load units shall be carefully designed to operate, like the vehicles, in different missions. Therefore, a re-configurable internal layout will enable different uses either as simple container or mobile pack station (BentoBox concept). In the latter case, the goal is the de-synchronization of the delivery process between operators and final customers in order to reduce the unsuccessful deliveries. The innovative approach of CityLog will lead to decrease the number and optimise the use of delivery trucks in urban areas, while bringing an increased quality of services. From the logistics operator point of view the groundbreaking CityLog solutions and technologies are of highest interest due to the increased energy efficiency and quality of services. Concerning the perspectives, the conference on the Future of Transport organized by the European Commission in March 2009 rightly identified the urban context as one of the main challenges to transport policies in terms of both sustainability (CO2, air pollution) and competitiveness (congestion). This will have an impact on the design of the transport system as a whole, and the urban context will increasingly serve as a “laboratory” for the transport sector in the years to come; a testing ground for the development of new technological and financial solutions.La logistica urbana rappresenta oggi una delle principali sfide per una mobilità sostenibile. La distribuzione delle merci in città paga infatti in competitività quei problemi di cui è in parte responsabile: traffico, inquinamento, incidenti etc. Negli ultimi anni la sensibilità su questi aspetti di sostenibilità ambientale è cresciuta in maniera netta, e a livello europeo molta strada è stata fatta per predisporre le risposte più adeguate. Il progetto europeo CityLog, finanziato nell’ambito del Settimo Programma Quadro, vede oggi collaborare diciotto partner europei coordinati dal Centro Ricerche Fiat per migliorare la logistica urbana agendo lungo tre direttrici: • servizi telematici orientati alla logistica, per dare un contributo decisivo al miglioramento della pianificazione delle missioni utilizzando strumenti per il routing ottimizzato dei veicoli e il supporto informativo costante agli autisti dei veicoli; • soluzioni a bordo veicolo, che rappresentano un fattore chiave per aumentare la flessibilità operativa di camion e furgoni; • unità di carico innovative, accuratamente progettate per essere utilizzate su veicoli diversi in missioni diverse. Ne deriva pertanto una famiglia di container compatti con un layout interno riconfigurabile così da poter essere utilizzati per scopi diversi
