Mobility and Noise Pollution. Noise-reduction Traditional Strategies and Green Mobility Ones
Gli ambiti territoriali urbanizzati rappresentano contesti sufficientemente complessi sotto molti aspetti la cui gestione richiede, da un lato, adeguate doti di mediazione tra le diverse esigenze, spesso contrastanti, ma, nel contempo, una chiara visione dell’obiettivo verso cui puntare. Uno di tali aspetti è rappresentato dalla esigenza di garantire la mobilità in ambito urbano e, contemporaneamente, contenere i livelli di inquinamento acustico al di sotto di valori compatibili con le condizioni di benessere dei cittadini. Diverse sono le sorgenti di rumore presenti in un contesto urbanizzato dal traffico veicolare a quello ferroviario, dalle sorgenti sonore fisse dovute alle attività artigianali, commerciali, nonché alle apparecchiature a servizio degli edifici alle attività antropiche legate ad attività ricreative, al turismo, allo svago. Bisogna evidenziare, tuttavia, che non tutto il contenuto di rumore ha una valenza negativa ma ci sono delle sorgenti di rumore come la rumorosità prodotta dai mercati rionali e/o quella prodotta da attività artigianali con valenza storica, i rumori, o meglio, i suoni percepiti all’interno di parchi pubblici, di centri storici e/o di aree a contatto con il mare che hanno, viceversa, una valenza positiva rappresentando quell’insieme di suoni che contribuiscono alla percezione del “paesaggio sonoro” di un’area e, quindi, da preservare in quanto non solo graditi dai cittadini, ma anzi ricercati. Il rumore prodotto dal traffico veicolare, invece, pur non disconoscendo il contributo all’inquinamento acustico prodotto da altre infrastrutture per la mobilità in ambito urbano, costituisce uno dei principali responsabili dei livelli di inquinamento acustico registrati nelle aree urbanizzate, disturbando, da un lato, i cittadini ad esso esposti e, dall’altro, mascherando la percezione dei suoni graditi alterando il “paesaggio sonoro” dell’area. In tale contesto le strategie e gli interventi per il contenimento del rumore derivante dal traffico stradale, sia quelli tradizionali (sui veicoli, sulla circolazione, sulla sede viaria, sulla pianificazione urbanistica, di tipo regolamentare) sia quelli nuovi legati alla green mobility, assumono una doppia finalità in quanto non solo riducono l’entità della rumorosità prodotta dal traffico stradale ma, nel contempo, consentono di far emergere la rumorosità con valenza positiva tipica del “paesaggio sonoro” dell’ambito urbano considerato.Il contributo è articolato in quattro paragrafi: il primo curato da C. Gargiulo illustra brevemente la situazione in Italia ed in Europa, anche attraverso l’aiuto dei diversi rapporti sull’argomento; il secondo, curato da R. Romano, commenta in maniera esaustiva i principali riferimenti normativi italiani e comunitari; il terzo curato da R. Romano illustra provvedimenti e interventi puntuali per il contenimento della rumorosità ambientale in ambito urbano nella consapevolezza che il controllo del rumore può essere più opportunamente contenuto se si prediligono interventi sulla sorgente sonora piuttosto che al ricevitore; infine, il quarto, curato da C, Gargiulo, propone la messa a punto di strategie d’area per la riduzione del rumore da traffico veicolare in ambito urbano che, in accordo con le indicazione comunitarie, prediligano l’integrazione e l’armonizzazione delle esigenze di protezione dal rumore e degli aspetti inerenti alla pianificazione urbana e territoriale ed il governo della mobilità.The urbanized territories are quite complex environments in many ways, whose management requires, on the one hand, adequate skills to mediate among the different needs, often conflicting, and on the other hand a clear idea of the target to hit.One of these aspects is the need to ensure mobility in urban areas and, simultaneously, reduce noise levels below the values that are compatible with the well-being of citizens.There are several sources of noise in an urban context such as vehicle and rail traffic, the fixed sound sources due to craft and trade activities, as well as to equipment for buildings, to human activities related to recreation and tourism.It must be emphasized, however, that not all noise content has a negative value but there are noise sources such as the noise produced by the local markets and/or that produced by craft activities with historical value, the noise, or rather, the sounds perceived in public parks, town centres and/or areas on the sea which, on the contrary, have a positive value.They represent, in fact, the set of sounds that contribute to the perception of the “soundscape” of an area, which are to be preserved as they are not only appreciated but also sought after by citizens.The noise generated by vehicle traffic, however, while not disregarding the contribution to noise pollution produced by other infrastructure for mobility in urban area, represents one of the major contributor to the noise levels recorded in urban areas, disturbing, firstly, people exposed to it and, secondly, masking the perception of pleasant sounds by altering the “soundscape” of the area.In this context, strategies and interventions to reduce noise caused by road traffic, both the traditional ones (regulations on vehicles, circulation, road, city planning) and the new ones related to green mobility, have a twofold purpose as they not only reduce the amount of noise generated by road traffic, but at the same time, help to bring out the positive noise typical of the “soundscape” of the considered urban context.The article is divided into four sections: the first, edited by C. Gargiulo, briefly explains the situation in Italy and Europe, also through the help of several reports on the subject; the second, edited by R. Romano, illustrates in a comprehensive way the main Italian and EU legal regulations; the third, edited by R. Romano, describes measures and specific interventions for reducing environmental noise in urban areas in the awareness that noise control may be better controlled by intervening on the sound source rather than on the receiver; finally, the fourth, edited by C. Gargiulo, proposes the development of strategies for reducing vehicle traffic noise in urban areas, which, in accordance with the directions of Community, prefer the integration and harmonization of noise protection requirements and of the aspects associated to urban and regional planning and governance of mobility
Metodi, tecniche e politiche per la mobilità nella città amica
The environmental subject, as well known, greatly affects the planning and management of land and city.If probably it is incorrect and dangerous to deal with “sustainable development” (for the expectations that this expression produces as regards the real compatibility of the uses of development with the observance of environmental standards), in any case there should always be cultural behaviors and operating practices having respect for environment.The concept of “friendly city” is valuable because it contains also the demand for a reasonable behavior in relation to resources.The theme is strictly combined with the subject of mobility, for which, if it is faced with adequate models, there are already effective methods, techniques and policies available.There are several and complex urban and land planning applications of mobility.It is enough to consider the ones (a great deal!) directly connected with demand and supply of passengers and goods travel; the ones related to the important mechanisms of functions localization and their interrelation; the environmental ones produced by people and goods transport as well as by the allocation and deriving cause/effect comparisons; the landscape ones issuing from the physical intrusion of means of transport and the consequent perceptive effects.It is, indeed, in the relationships with environment and landscape that the question of mobility shows its great weight as factor of urban quality.Starting from the above premise, this paper describes an original author’s argument on some of the main issues faced by the supporters and detractors of the principle of sustainability, which leads to the new concept of friendly city.The said argument, based on the integration among land, mobility and environment, is consciously addressed to highlight the fundamental elements for the re-establishment of the urban, land planning and transportation disciplines as well as to lead the urban quality of life to levels no attainable otherwise.The first part of the paper deals with the conceptual correctness of the principle of sustainability and its applications.The second part investigates the most consistent and reasonable modalities of travel, such as the pedestrian one, reaffirming that the modern city has failed whenever it has been planned for the individual vehicle mobility.The third part aims at briefly defining the actions of an innovating approach to mobility in urban field.The fourth part, finally, points out the operating and practical consequences.Il tema ambientale ha, come noto, importanti implicazioni sull’assetto e sulla gestione della città e del territorio. Se è probabilmente improprio e pericoloso parlare di “sviluppo sostenibile” (per le aspettative che l’espressione ingenera in ordine alla effettiva compatibilità dei consumi e degli usi propri dello sviluppo con il mantenimento degli standard ambientali ante) si devono comunque sempre praticare atteggiamenti culturali e pratiche operative rispettose nei confronti dell’ambiente. Il concetto di “città amica” sembra prezioso in merito perché in esso è contenuto anche l’imperativo al comportamento discreto in merito al rapporto con le risorse. Il tema trova un’importante coniugazione sull’argomento della mobilità, per il quale, se lo si affronta in base a modelli adeguati, già si dispone di metodi, tecniche e politiche efficaci.Le implicazioni urbanistiche della mobilità sono molte e complesse. Andiamo da quelle (tante!) che direttamente sono connesse con l’offerta e la domanda di spostamento di passeggeri e di merci ed ai derivanti potenti meccanismi di localizzazione di funzioni e di interrelazione tra di esse, a quelle di tipo ambientale conseguenti a tale spostamento di gente e di cose oltrechè alle allocazioni ed ai rapporti di causa ed effetto che ne risultano, a quelle ancora di tipo paesistico dovute all’intrusione fisica di mezzi in movimento ed in sosta ed alle relative conseguenze percettive. E’, infatti, nei rapporti con l’ambiente e col paesaggio che il tema della mobilità manifesta la sua alta valenza di fattore della qualità urbana.Partendo da questi presupposti, il contributo riporta un originale ragionamento dell’autore su alcuni tra i temi principali che sostenitori e detrattori del principio di sostenibilità affrontano, che conduce al nuovo concetto di città amica. Tale ragionamento, basato sull’integrazione territorio, mobilità e ambiente, è consapovelmento rivolto a mettere in evidenza gli elementi forti per la rifondazione delle discipline dell’urbanistica e dei trasporti oltrechè per l’elevazione della qualità della vita in città a livelli altrimenti irraggiungibili.La prima parte dell’articolo è dedicata alla correttezza concettuale del principio stesso di sotenibilità e dei suoi esiti applicativi. La seconda parte è dedicata alle modalità di spostamento più consone e discrete quali quella podonale, ribadendo che la città moderna ha fallito ogni volta che si è posta l’obiettivo di essere configurata per la mobilità motorizzata individuale.La terza parte è orientata a definire sinteticamente le azioni di un approccio innovativo al tema della mobilità in ambiente urbano. La quarta parte, infine, pone l’attenzione sulle conseguneze operative e pratiche
Le soluzioni di logistica urbana sono sostenibili? L'esempio di Cityporto
City logistics studies the best solutions for urban freight distribution with high environmental objectives. However, most actions are started by public authorities without taking into account the impacts of the new organizational schemas in the existing distribution enterprises’ organization. This paper shows how city logistics approaches can meet the goals of Sustainable Development. In order to define the notion of sustainable city logistics, the main aspects of each sphere of sustainable development, respectively economic, environmental and societal, have been investigated. The main aspects of each sphere are described in order to unify the concept of sustainability related to city logistics. Then, we present the successful experience of Cityporto, the urban delivery service for the city of Padova (Italy), started in 2004 that uses low-pollution lorries. So, the service is considered as less polluting as a conventional approach, and is allowed to enter the city centre (including the Limited Traffic Zone) without hour limitations.The study is based on the findings from an exploratory qualitative approach, based on a documentary analysis and a case study research from several interviews that involved three internal stakeholders of Interporto di Padova (the company which manages the intermodal platform of Padova, in charge of Cityporto) and one member of Padova’s Municipality (which promote the project).The results of the case study show that environmental aspect is one of the foundations of the project, but the economic continuity has to be first ensured. Indeed, the preservation of this service on the long term is subjected to its solvency. Moreover, its success is associated to the recognition by employees and customers. With regard to the collected information, it is possible to propose a balanced scorecard, where three axes emerged in connexion with economic, environmental and social dimensions. From this qualitative analysis, a discussion about the sustainability of city logistics solutions is made as conclusion.The article provides a contribution to the evaluation and measurement of city urban logistics using a success story that has been developed from the practitioner perspective. This experience could provide a basis for further practices in Italy and other European countries. Moreover, the relations between city logistics solutions and sustainability are conceptualised and illustrated by the case study, highlighting the main elements for sustainable performance identification and evaluation in this field. In conclusion, this paper conceptualises city logistics in relation with the Sustainable Development, setting the main objectives and steps of urban planning for freight distribution and logistics issues. But above all, it provides an understanding of the key success factors in a sustainable urban distribution organisation that can become a pivotal position in the upstream supply chain.La logistica urbana è un campo di riflessione volto ad approfondire le soluzioni ottimali per la distribuzione delle merci in ambito urbano e i relativi obiettivi ambientali. Ad oggi, molte azioni sono state intraprese dalle pubbliche autorità senza tenere conto, tuttavia, degli impatti che i nuovi schemi organizzativi possono avere sull’ attuale organizzazione delle imprese. Il contributo incentra la riflessione sul caso studio relativo alla città di Padova, in Italia: il sistema di logistica urbana CityPorto. In particolare, se ne analizzano le caratteristiche dal punto di vista della sostenibilità del sistema proposto, sia in riferimento alla dimensione imprenditoriale che a quella collettiva, mettendo in relazione le peculiarità della logistica urbana e le più estese catene distributive, di scala globale, di cui le prime sono parte integrante
Infrastrutture di trasporto e accettabilità: il ruolo della valutazione economica nella riduzione dei conflitti
Large and medium-size transport infrastructure shall increasingly cope with acceptability-related problems. This is due to the lack of confidence that nowadays characterises the relations between public administrations and their citizens, as well as between citizens and the project promoters. Moreover, the subjects that take advantage from the project implementation and those not often do not coincide, whereas the latter are not compensated for the damages they bear. A sound cost-benefit analysis supporting the entire decision-making process may be a valuable tool for fostering the dialogue with all concerned subjects, provided that a set of basic conditions is met. Firstly, cost-benefit analysis has to be credible as far as the effects generated by the project are concerned. Therefore, it shall: (i) secure transparency of: results achieved by the evaluation (including the assumptions and criteria that led to such results), and procedures embedded into the evaluation process; (ii) be performed by independent evaluators rather than those sponsoring the project; (iii) be as much robust as possible, and finally (iv) deliver structured and thorough risk analyses. In order to reinforce credibility and soundness of the analysis and the evaluations undertaken, previous project experiences shall be duly taken into account, which implies fine-tuning ex-ante evaluations upon the basis of the results obtained by ex-post analysis of projects already implemented. Additionally, the evaluation shall be dynamic, as it shall back since the very beginning the whole process of infrastructure designing, and until the project is finalised. Transparency of such process is then a key pre-requisite. The second condition refers to the fact that stakeholders interested into the project shall be actively involved into the planning process. Further major token is that the economic evaluation at the level of approximation featuring the various steps of the project cycle feeds and frame the public debate on the project implementation. This article is based upon results from research activities, enriched with the explanation of few recent case-studies.Grandi e medie infrastrutture di trasporto hanno sempre maggiori problemi di accettabilità. Ciò è dovuto alla crisi di fiducia che ormai contraddistingue i rapporti tra amministrazioni e cittadini e tra proponenti e cittadini e al fatto che spesso i soggetti avvantaggiati e i soggetti danneggiati dal progetto non coincidono e i danneggiati non sono compensati per i danni che subiscono. Una corretta valutazione dei costi e dei benefici, che accompagni l’intero processo decisionale, può essere un utile supporto per un confronto con i vari soggetti coinvolti. Le Ferrovie e la costruzione dell'Italia Unita
The making of the Italian unification is strictly connected to the history of railways. Some lines were born few years after the invention of the train, starting with the Napoli-Portici line (1839). There were short and separated sections built independently by each State. Milano- Venezia was the first big railway built in the peninsula, within the Lombard-Veneto Reign belonging to the Austrian Empire.The improvements of railways in Europe were an indicator of rapid advance of land ways of communication but, at the same time, they enhanced the backwardness of the Italian situation. However, the idea of unification of the peninsula, at least territorial, to be accomplished by a network of railways, was borning for the most far-seeing minds: the matter of railways during the Risorgimento dealt with the creation of the national conscience.The project for a national network of railways started after the overcoming of the divisions in different states that led to the proclamation of the Kingdom of Italy.From 1861 to 1865 the constructive effort was considerable. The important line Bologna-Ancona-Foggia, the Roma-Napoli via Cassino, the Roma-Orte-Ancona and the “Porrettana” from Bologna to Firenze were led to the end. Especially important was the period between 1865 and 1885. In 1865 was promulgated the law for the administrative unification of the Kingdom to give an order to railways and, in the same year, the network was divided between four big societies. After the creation of the spine of the country, was the turn of Alps. The first big tunnel was realized in that period: the Cenisio tunnel (finished in 1871). In 1884 the Gottardo tunnel was created, while the Sempione tunnel would have become effective in 1906. Meanwhile the creation of more than 6000 km of secondary railways was financed. The government reorganized in 1885 the Italian railways: the lines were concentrated in two networks disposed lengthwise in the peninsula.The Conventions had a sixty years long duration divided into three periods of twenty years: the cancellation of contracts was possible at the end of each period. In 1905, the first deadline, the management of railways was adopted by a single State company.Further interesting things as events concerning steam locomotives, carriages and train stations are connected with the development of the infrastructure. Small and medium-sized train stations laid down in an unique model in the whole nation created a common visual language. Big cities stations designed as architectonic projects that started to be part of urban scenography, intensified on the symbolic plane the role of unification and develop accomplished by railways.La costruzione dell’Italia unita è strettamente legata alla storia delle ferrovie. A pochi anni dall’invenzione del treno vennero attivate alcune linee, a partire dalla Napoli-Portici (1839). Si trattava, però, di brevi tratti separati tra loro, costruiti per iniziativa dei diversi Stati.I progressi compiuti dalle ferrovie in diversi paesi d’Europa, che segnavano un rapido progresso delle vie di comunicazione terrestri, accentuarono l’arretratezza della situazione italiana. Ma si andava delineando, nelle menti più lungimiranti, l’idea di un’unità almeno territoriale della penisola, da realizzare con una rete ferroviaria: in tal modo la questione ferroviaria, nel periodo del Risorgimento, venne ad inserirsi nella formazione della coscienza nazionale.Dopo la proclamazione del Regno d’Italia, superate le precedenti divisioni in tanti diversi Stati, si diede finalmente avvio a un progetto organico di costruzione della rete ferroviaria nazionale. Dal 1861 al 1865 lo sforzo costruttivo fu notevole. Cruciale fu il ventennio dal 1865 al 1885. Nel 1865 la rete della penisola venne distribuita fra quattro grandi società.Realizzata la spina dorsale del paese, venne costruito il primo grande traforo alpino, mentre si finanziava la costruzione di oltre 6.000 km di ferrovie secondarie.Nel 1885 le linee vennero raccolte in due reti organiche disposte in senso longitudinale lungo la penisola. Nel 1905, la gestione delle ferrovie venne assunta da un’unica azienda di Stato.
Big infrastructures effects on local developments
This research aims to clarify the consequences generated by regional infrastructures strategies on local city growth.Do regional infrastructure strategies activate transformation processes at a local level? And may these processes generate virtuous rules for local development in bottom-up transformations?To answer at these questions, in my opinion, the Metropolitan Area of Naples represents an interesting case study. In these area, and due to the lack of Institutions, the processes, object of this work, are clearly visible: a coexistence between “top-down” projects and “bottom-up” transformations is highlighted. In 2010 Naples lies on a huge conurbation: the high-way infrastructures reduced the distance, increasing the accessibility of the region but without building a clear relation with the surroundings; as a consequence, the city sprawls, messing up the previous rural structure. At the same time, the industrial areas produced visible fractures on the configuration of the territory.The different technologies produced physical changes in the Metropolitan Area, as well as in citizens life style. We are trying to understand, here, the relations between this two dynamics in order to measure the influences and forecast the transformations.An important fact is that nowadays and worldwide, we are assisting to the replacement of the industrial sector with global services and transport; commercial activities are transforming the landscape, finding their location in places that have well defined characteristics: big plots, high visibility, global connectivity and easy accessibility. In Naples they have been established in the same area where agriculture, industries and residential suburbs have already layered. Even though, here, they symbolize territorial references: “land-marks” (Lynch, 2006). New infrastructure have to been built in order to support this renewed uses of the territory. If the city can be described “as points of articulation and of translation between different extensive layers of the multi-scaled urban ‘cake’“ (Read, 2007) it will not be astonishing to discover, in Naples Metropolitan Area, new peripheral commercial centralities on the trucks of an old roman street. This synergy, raised in some urban nodes, is the result of a slow bottom-up process. Meanwhile, as the opposite top-down development, and as a consequence of the industrial sector reorganization, faster global dynamics create “new centralities” producing effects at the local scale and increasing the fragmentation. Moreover, it must be taken into account that these layers and processes are not only restricted to physical networks but they are shaped also by economical and social interactions, and that a network is always global and local in all its points (Latour, Nous n'avons jamais été modernes. Essai d'anthropologie symétrique, 1991).From a methodological point of you, a first interpretation of the city growth has driven to the compilation of thematic maps and photographical reports. The information, learned through the graphical and photographical process, were supported by a theoretical approach about both urban development in general and Naples growth in particular. Questa ricerca analizza le conseguenze generate dalle strategie di localizzazione delle infrastrutture di scala regionale sulla crescita urbana locale. A questo scopo, l’area Metropolitana di Napoli è, a mio parere, un interessante oggetto di studio. Nel 2010 La città di Napoli si estende su un’enorme conurbazione: la costruzione di una fitta rete autostradale ha ridotto le distanze, migliorando l’accessibilità a tutto il territorio regionale, ma senza costruire una relazione chiara con il contesto; la conseguenza di questo fenomeno è la costruzione di un continuum urbanum che si adagia lungo gli assi a scorrimento veloce, polarizzandosi in corrispondenza delle uscite. Le aree industriali rappresentano delle fratture in questo sistema. La sovrapposizione di diverse tecnologie ha prodotto numerosi cambiamenti, da un lato, nella struttura fisica dell’ Area Metropolitana della città, dall’altro, nello stile di vita dei suoi abitanti. In questa sede si cerca di capire quali sono le possibili connessioni tra questi due processi in modo da poter prevedere le trasformazioni da essi generate. La recente ristrutturazione del settore industriale, sta provocando una nuova trasformazione, dovuta alla ri-localizzazione delle attività commerciali e logistiche che, a Napoli, hanno trovato posto lungo gli assi di distribuzione a scorrimento veloce che avevano precedentemente indirizzato la localizzazione delle aree industriali e dello sprawl residenziale. Parallelamente a queste macro-trasformazioni calate sul territorio, si rilevano trasformazioni di grana più fine, minute, che si rapprendono in alcuni nodi urbani, rappresentazione concreta di un processo di sviluppo “dal basso”. Meanings of a Territorial Infrastructure: the Airports
L’articolo vuole esplorare i significati principali di una infrastruttura come l’aeroporto. Essa è una infrastruttura territoriale che aumenta l'accessibilità spaziale e il potenziale economico di un territorio; in questo senso, è una porta per incrementare gli scambi turistici e culturali. È anche una infrastruttura che porta con sé gli investimenti in altre aree della mobilità. A partire dagli anni Sessanta, inoltre, è diventato una icona e un luogo simbolico dove sperimentare nuove soluzioni architettoniche. Sono fattori limitativi la posizione, esterna alla città, e il tipo di servizio, fortemente settoriale. Gli aeroporti hanno un ruolo importante per lo spostamento delle persone. Le statistiche dei trasporti internazionali testimoniano che il numero di passeggeri è in crescita, anche se il settore ha subito i colpi della crisi economica internazionale. L'espansione del traffico aereo passeggeri è da mettere in relazione anche con la tendenza a specializzare la tipologia di viaggio.Il sistema di trasporto non è un sistema neutro, anche se settoriale; esso è legato fortemente con il sistema territoriale in cui opera e con le scelte di localizzazione delle imprese e degli individui. Questa riflessione ha valore per tutte le infrastrutture di trasporto, anche se con gradi diversi, ma per gli aeroporti assume un valore particolare, in quanto essi possono essere un fattore strategico nei processi di sviluppo economico di un territorio, contribuendo direttamente o indirettamente allo sviluppo delle imprese locali. Un aeroporto funziona sia come fornitore di servizi che come una realtà aziendale in sé ed opera in un mercato altamente competitivo con una elevata velocità di cambiamento.Gli aeroporti sono una infrastruttura territoriale tipicamente priva di integrazione fisica e spaziale con il contesto urbano. Per le loro caratteristiche dimensionali e per l'incidenza dei fattori inquinanti, devono essere collocati fuori della città, spesso a distanze notevoli dalla stessa: il loro ruolo fondamentale nella struttura urbana si esprime, dunque, in spazi esterni della città. Esso però resta una infrastruttura urbana.Ma un aeroporto è anche altre cose: è un luogo ordinato, perché la sua gestione richiede azioni definite e sequenze di attività che sono molto diverse dal disordine urbano. It is a territorial infrastructure that increases the spatial accessibility and the economic potential of a territory; in this sense, it is also a port to boost tourism and cultural exchanges. It is also an infrastructure bringing with it investment in other areas of mobility. Since the sixties, finally, it has also become an architectural icon and a symbol of urban level. Objective limitations remain; in particular for the position, outside the city, and for the service, that can be ordered and tidy. The airports have an important role for the move of people. As the international transport statistics the number of passengers in the main airports is growing, also if has suffered the blows of the international economic crisis. The expansion of air passenger traffic is related with the tendency to the specialization of travels, according to the range of movement of persons. The actual changing economic world coincides with a process of continuous growth of passenger flows, partly independent from that of economic growth; the combination of these two processes has multiplied the number of connections and has produced new phenomena. The transport system isn’t a neutral system, also if it is sectorial; it, rather, is linked very strongly with the territorial system in which it operates and with the location choices of firms and individuals. This reflection has value for all the transport’s infrastructures, although with different degrees. In this ranking the airports are located in a great importance position, as they can be a strategic asset in the territorial economic growth processes, contributing directly or indirectly to the development of local enterprises. An airport operates whether as a supplier of infrastructure or as a business reality in itself, operating in a highly competitive market with an high speed of change. Airports are an architectural and urban typology typically lacking of physical and spatial integration with their urban context; for this the airports have evolved into semi-autonomous spaces. For their dimensional characteristics and for the incidence of pollutants factors, must be placed outside the city, often at significant distances from the same: their fundamental role in the urban structure is expressed, therefore, in external spaces from the city. As defined above, the airport is an urban infrastructure. But it is other things also: it is an ordered place, because its management requires defined actions and sequences of activities that are the true opposite of the urban disorder. Both the structures are complexes but the airport is a side where the hierarchical roles are well defined, more than in other sides, and it is the side where the authority is recognized and well accepted. The building of new airports, or the modernization of existing structures are a sign of the sectors’ vitality and of the necessity to offer better services to an expanding custom. Down the centuries, a direct link had been developed between increase in mobility and increase in wealth. On the other hand, air emission of greenhouse gases (GHG) due to vehicles equipped with internal combustion engines can be regarded as a negative pressure over the environment. In the coming decades, road transport is likely to remain a significant contributor to air pollution in cities. Many urban trips cover distances of less than 6 km. Since the effectiveness of catalytic converters in the initial minutes of engine operation is small, the average emission per distance driven is very high in urban areas. Also, poorly maintained vehicles that lack exhaust aftertreatment systems are responsible for a major part of pollutant emissions. Therefore in urban areas, where higher concentrations of vehicles can be easily found, air pollution represents a critical issue, being it related with both environment and human health protection: in truth, research in recent decades consistently indicates the adverse effects of outdoor air pollution on human health, and the evidence points to air pollution stemming from transport as an important contributor to these effects. Several institutions (EEA, USEPA, etc.) focused their interest in dispersion models because of their potential effectiveness to forecast atmospheric pollution. Furthermore, air micropollutants such as Polycyclic Aromatic Compounds (PAH) and Metallic Trace Elements (MTE) are traffic-related and although very low concentrations their dispersion is a serious issue. However, dispersion models are usefully implemented to better manage this estimation problem. Nonetheless, policy makers and land managers have to deal with model selection, taking into account that several dispersion models are available, each one of them focused on specific goals (e.g., wind transport of pollutants, land morphology implementation, evaluation of micropollutants transport, etc.); a further aspect to be considered is the model scale: not every model can be usefully implemented in all conditions, e.g. for a careful simulation of the transport of pollutants in a range of 50 – 500 m, it is recommended to select Lagrangian or Eulerian tridimensional models, instead of Gaussian models, which may be preferable to simulate dispersion over longer distances. In addition, emission factors have to be evaluated as well, considering that nowadays vehicles release pollutants in the environment depending on both their engine and technological innovation level. Dispersion models are commonly used in order to define pressures on the environment, although phenomenon complexity and numerous interactions require continuous innovation. The paper aims to explain dispersion models implementation and to introduce the most used models available for both the transport sector and the GHG emissions in order to help land managers to better assess air quality thanks to a deeper comprehension of pollutants dispersion.Nel corso dei secoli l'aumento della mobilità è stato comunemente associato al miglioramento della qualità della vita. Per contro, l’emissione di composti in atmosfera da parte dei veicoli a motore comporta la generazione di una pressione negativa sull’ambiente. La stima della dispersione delle emissioni da traffico veicolare risulta complessa in riferimento alle diverse caratteristiche delle aree colpite e dei veicoli utilizzati ma è comunemente perseguita con modelli di calcolo di ampia diffusione. L’impiego di modelli di dispersione in atmosfera risulta di grande utilità per la determinazione delle pressioni sull’ambiente, tuttavia la complessità del fenomeno e le numerose interazioni possibili richiedono una continua innovazione. Campania: territorio e città di fronte alla sfida della logistica
Logistics can be defined as the process of planning, organization and control of all the activities of transportand storage of goods and informations; it interests all the productive phases, from the acquisition of rawmaterials, to the production process in the factories, up to the delivery of the finished products to the finalcustomers. In this way the logistics intersects the territory at different stages of its activity: when the rawmaterials are brought to the factory, when the factory sends semi-production units to other factories, whereproducts are stored in equipped areas, and when the final goods are brought to terminal sales.Inside the Southern territorial system the Campania is an important hub in the transport and sorting ofgoods. This role has made stronger after the carrying out of new logistics infrastructures, related to othersupport infrastructures, as railways and motorways.The regional system presents nationwide excellence’s peaks that could encourage its role in this sector, butthere are also negative factors that may to slow the take-off of the sector. The reference is to theinfrastructures and operating bottlenecks interfering its efficiency, but also to the weakness of the regionalproduction’s system that doesn’t ensures a local critical mass to the logistics.A third aspect is the lack of a clear structure of programming investment and of a greater transparency inthe roles assigned to various initiatives, arising mainly on local, uncoordinated pushes.The paper analyzes the situation of logistics and of its spatial interrelationships in Campania, identifyingstrengths, weaknesses, and potential evolutionary factors. The discussion faces up aspects of territoriallogistics: it differs from the urban logistics for the amount of handled commodities and for the concentrationin strategic poles, because these logistics platforms require specialized equipments and wide spaces formovement and deposit.The first part of the paper analyses the relationships between territory and logistics and identifies either themain elements of interconnection or crisis in the use of physical space, due to the diverging objectivesbetween territorial government and economic actors.The second part considers the condition of good’s movement in relation to the Mediterranean port facilities,to the state of the regional logistics system, and to the economic and territorial Campanian situation.To this purpose, the paper also explores the evolution of territorial planning in Campania, highlighting howa series of choices, including those related to the location of logistics facilities, have been made outside ofexisting planning tools.All’interno del sistema territoriale meridionale la Regione Campania si presenta come un polo importante nel settore del trasporto e dello smistamento delle merci. Questo ruolo si è venuto rinforzando in seguito alla realizzazione di infrastrutture dedicate alla logistica, connesse ad infrastrutture di supporto. Il sistema campano presenta punte di eccellenza di livello nazionale che possono incentivare il ruolo della Regione in questo settore, ma presenta anche fattori negativi che possono rallentare il decollo del settore. Si fa riferimento alle strozzature infrastrutturali e gestionali che ne inceppano l’efficienza, ma anche alla debolezza del sistema produttivo regionale che non garantisce una massa critica locale alla logistica campana. Un terzo aspetto è la mancanza di un chiaro disegno di programmazione degli investimenti e una maggiore chiarezza dei ruoli da assegnare alle diverse iniziative, nate soprattutto sulla base di spinte localistiche non coordinate. Il paper analizza la situazione della logistica territoriale in Campania e delle sue interrelazioni territoriali individuando punti di forza e di debolezza e potenziali fattori evolutivi. Gli aspetti della logistica che vengono affrontati sono di tipo territoriale e si differenziano da quelli della logistica urbana per la quantità di merci movimentate e per la concentrazione in pochi poli strategici, in quanto queste piattaforme logistiche richiedono attrezzature specializzate e ampi spazi per la movimentazione e il deposito. L’analisi del rapporto tra territorio e logistica individua quelli che sono i principali elementi di interconnessione e, spesso, di crisi, nell’uso dello spazio fisico, in ragione degli obiettivi a volte divergenti tra il governo del territorio ed i soggetti economici. Si passa successivamente ad analizzare lo stato del movimento merci in relazione alla portualità mediterranea e lo stato del sistema logistico campano (non ancora definito in tutte le sue parti) in relazione anche alla situazione economica e territoriale regionale. A questo scopo il paper approfondisce anche l’evoluzione della pianificazione territoriale in Campania, mettendo in evidenza come molte scelte, tra cui quelle connesse alla localizzazione degli impianti della logistica, siano avvenute al di fuori di strumenti di piano vigenti
