Urban Spaces and Safety
The concept of vulnerability understood in the traditional sense as a “single manufactured good” is insufficient when it comes to describing the real conditions of an urban system’s vulnerability within which an indefinite variable of factors interact with one another thereby determining the damage caused by an earthquake. These interacting factors constitute so-called “urban vulnerability” which town planners use in order to contribute to the field in the form of analysis definition and interventions in the mitigation of seismic risk on an urban scale. The research paper “Relational Spaces as Safe Places” positions itself firmly in the vein of town planning research which focuses on the mitigation of seismic risk, and which intends to blaze a new methodological trail that aims to identify safety traits in urban spaces. The research paper’s starting point is the assumption that empty urban spaces, given the indications provided by the principal organs for Civic Protection, have come to be seen as the spaces designed to accommodate the public in cases of emergency. This can generate new thought regarding town planning by reviewing early post-earthquake urban designs where the rules were laid out for earthquake-proof cities: a “chessboard” plan with wide streets, both straight and perpendicular, empty spaces like squares and markets positioned along the longitudinal streets, and buildings with regular layouts all at right-angles. These simple guidelines, which are often disregarded and distorted in modern towns, are extraordinarily relevant and oriented towards new definitions of the urban traits of quality and security. Towards resilient cities. Comparing approaches/strategies
The term “resilience” is used in many disciplines with different meanings. We will adopt the ecological concept of resilience, which epitomises the capacity of a system to adapt itself in response to the action of a force, achieving a state of equilibrium different from the original (White, 2011). Since the end of the last century, with a significant increase over the last few years, resilience has featured as key concept in many technical, political papers and documents, and appears in many researches. Of all this recent and varied range of literature, our focus is on those texts that combine resilience with strategies, processes and models for resilient cities, communities and regions. Starting from the resilience strategies developed as response for risks mitigation, the paper thus explores other approaches and experiences on cities resilience that have been conducted: the aim is to compare and identify innovation in the planning process towards risks mitigation. In this paper we present a summary of the initial survey stage of our research, with three main aims: understanding the approaches to resilience developed so far and identifying which aspects these approaches share (or not);understanding which strategies are being proposed for resilient regions, cities or social-ecological systems;understanding whether proposed resilience strategies involve innovations in urban and regional development disciplines. The aim is to understand whether the proposed concept of resilience, or rather strategies, constitute progress and contribute to innovation in the areas of urban planning and design in relation to risk mitigation. Three main families of literature have been identified from the recent literature promoting resilience as a key strategy. The first aim of the research is to understand which particular concept and which aspects of resilience are used, which resilience strategies are proposed, how the term ‘city’ is defined and interpreted and, consequently, which are the key concepts related to strategies for resilient cities. The families are: a) Resilience and sustainability: resilience as a way to gain sustainable development of social-ecological systems. b) Resilience and adaptation: resilience as the key concept to the adaptation strategies for climate change, natural resources use reduction and quality of local communities improvement, c) Resilience and territorial risks: resilience as a key concept for innovation of territorial risk mitigation/management strategies. The first results presented will underline: The shared resilience strategies and the common concepts taken form the resilience approach and used for the urban systems strategies management/visions;The methodological and planning instruments used for the integration of resilience inside the planning process;The innovation aspects developed by the different authors and experiences that could enrich risk mitigation polices.The term “resilience” is used in many disciplines with different meanings. Trasporti ed energia: strategie di pianificazione in ambito urbano
The fight against climate changing pushed the States of the EuropeanUnion to adopt new, strong and efficient objectives to protect theenvironment and improve life condition in urban centers.Particular attention is paid to the reduction of CO2 emissions in orderto promote a more livable environment and sustainable urbandevelopment. This growing communitarian policy and vision representsa suitable context for the introduction of innovative urban planningand managing practices allowing an attentive exploitation of naturalresources.The principle of sustainable and durable development and the newconcept of “energy planning” take to a revision of existent tools(PRG-Piano Regolatore Generale, PUM-Piano Urbano della Mobilità,etc.) used by Italian Public Administrations to plan and manage urbanspaces and to the introduction of new ones (PEC-Piano EnergeticoComunale, etc.).From this modern point of view, the field of transport and mobilitycovers a strategic role for two main reasons. The first is the relevantcontribution of transports to the production of CO2 emissions(transports are responsible of the 30 - 40% of CO2 emissions in urbancenters) and other toxic matters (PM10, NOx etc.); the second one isthe strong impact that the effectiveness of public transports can haveon citizens’ quality of life and the reduction of private cars’ use.Taking into account the wide range of fields, activities and serviceswhose efficiency and sustainability depends on that one of the urbanmobility system, a great number of actions can be proposed.The effective problem is the complexity of their mutual interaction inorder to satisfy urban exigencies and respect existing regulatoryindications.The analysis of alternative actions, technologies and scenarios thatLocal Administration can suppose to apply and/or realize might resultvery interesting taking into consideration also the recentcommunitarian policy of “20-20-20” aiming to reach a reduction of20% in greenhouse gas emissions, energy consumption to comefrom renewable resources and primary energy use.It turns out to be necessary a revision of existing management andplanning tools in the field of mobility and the engagement of newmethodologies (monitoring indicators, campaign for citizens’involvement, dynamic and temporal use of infrastructures, etc.) andtechnologies (biofuels, electric vehicles, etc.) to support LocalAdministration during a transitional moment in which long and shorttermdevelopment plans are strongly questioned.The more interesting strategic tool recently introduced into LA landplanning practices is the “Action Plan”.Starting from the identification of environmental, social and economicalweaknesses and treats of the urban system the “Action Plan” tries toindividuate critical situations and propose, as a kind of agenda, timesand modalities of LA actions.Being strongly involved in these items, the city of Genoa turns to bea meaningful case study.The fight against climate changing pushed the States of the EuropeanUnion to adopt new, strong and efficient objectives to protect theenvironment and improve life condition in urban centers.Particular attention is paid to the reduction of CO2 emissions in orderto promote a more livable environment and sustainable urbandevelopment. City and mobility: towards an integrated approach to resolve energy problems
The issue of integration between city, mobility and energy plays a central role in the current EU policies, aimed at achieving energy saving targets, independence from fossil fuels and enhance of the urban systems resilience, but the strategies of the single states are, however, still far from its implementation. This paper proposes a reading of the current policies and of the recent initiatives aimed at improving the energy efficiency of settlements, implemented at both Community and national level, aimed at laying the groundwork for the definition of an integrated approach between city and mobility to resolve energy problem. Therefore, the paper is divided into six parts. The first part describes the transition from the concept of sustainability to the concept of resilience and illustrates the central role played by this one in the current urban and territorial research; the second part briefly analyzes the main and more recent European directives related to city, mobility and energy, while the third part describes how the energy problem is afforded in the current programming and planning tools. The fourth and fifth parts, are intended to describe the innovative practices promoted in some European and Italian cities concerning energy efficiency aimed at the integration between urban and transport systems. The last part of the paper, finally, deals with the definition of a new systemic approach for achieving objectives of energy sustainability. This approach aims at integrating strategies and actions for strategies of mobility governance, based on the certain assumption that the core for the most part of energy problems is mainly represented in medium and large cities. The Italian Way to Carsharing
Carsharing (CS) is increasing its role worldwide as an alternative transport mode, often more sustainable than private transport with self-owned vehicles. We first focus on the main characteristics of those services and on the impacts they generated, starting from the analysis of the literature on this topic. CS initiatives are growing everywhere, however numbers are still minor and impacts are still far from a level that can deliver significant aggregate benefits. This paper studies the existing Italian carsharing experiences, trying to understand its strengths, that have allowed its development, but also possible limits and weaknesses. The presence of a national coordination structure (Iniziativa Carsharing - ICS), unique in Europe and created to boost local initiatives providing standardisation and interoperability, surely helped the development of the system. Some initiatives have been successful in terms of membership (in particular Milan, Venice and Turin), but others have been discontinued. Italian users’ characteristics are similar to the ones of users abroad: the majority of users are well educated male, living in small households having one or no cars and using public transport every day. At present, Italian drivers generally still show a scarce propensity to share their cars, considered more as “goods” than as “services”. A case study in Milan, the first and most successful initiative in Italy, shows a significant increase in CS membership after the implementation of a city charging scheme (“Ecopass” at first, then “Area C”). Moving shared cars from garages to “on the street parking” has proved successful too. The usage of the service has changed in time: users have increased (+151%) more than runs (+137%) – 2006 to 2009, while average length and duration of each run have decreased (-30% and -43% respectively, 2006 to 2010). Milan’s initiative also put s into practice many incentives for users that likely contributed to its success, i.e. free access to limited traffic zones, use of public transport reserved lanes, free parking in tolled spaces and discounts on the annual fee for public transport season ticket holders. The result of CS initiatives in the future will likely depend largely on mobility policies that both the national government and municipalities will introduce in the future. A legislation concerning CS is needed in order to promote the involvement of private initiatives, while mobility policies should evidence the advantages, both in economical and practical terms, offered by CS with respect to a private car, also considering the social role that CS might have for low-income households (and students), that could have access to a car on a “pay as you use” principle. CS benefits from broader transport policies and can improve their social acceptability, by integrating existing public transport systems – in terms of flexibility, land coverage and availability in time.Carsharing (CS) is increasing its role worldwide as an alternative and more sustainable transport mode. Resilience: the Future of Civil Protection
Il termine Resilienza è stato adottato in protezione civile nel 2009, ad opera dell’ United Nations International Strategy for Disaster Reduction (UN-ISDR): “In this field, Resilience has been defined as “the ability of a system, community or society exposed to hazards to resist, absorb,accommodate to and recover from the effects of a hazard in a timely and efficient manner, including through the preservation and restoration of its essential basic structures and functions.” (ISDR, 2009).” Pur giunto nel mondo della Protezione Civile Italiana quale termine anglossassone, in realtà la sua origine è latina. Ciò ha portato nel tempo a declinarlo in svariate discipline tecnico-scientifiche che hanno saputo adottare il concetto con varie sfumature di significato. La resilienza è quindi un antico termine, primordiale come i concetti di pericolo-rischio-difesa, ma oggi “coniato” nel mondo della Protezione Civile con un’ulteriore declinazione del suo significato. Nel percorso di crescita ed evoluzione dei sistemi (e concetti) di Protezione Civile, la moderna Resilience riesce ad unire due visioni ed approcci differenti (latino ed anglosassone) . Ovvero unisce gli elementi tipici del Proteggere (pro-tegere = coprire) afferenti alla Protezione Civile di stampo latino, con quelli del Difendere (de-fendere = spingere, allontanare, pressare) propri della Difesa Civile di matrice anglosassone. Questa fusione porta ad una nuova e più completa concezione di Disaster Risk Reduction (DRR) ed Emergency Management che di fatto riesce a prendere il meglio di entrambi i sistemi esaltandone le rispettive capacità e peculiarità. Questa evoluzione concettuale potrà dare nuova spinta e rinnovamento anche in Italia al nostro Sistema di Protezione Civile, non limitandosi ovviamente alla formulazione di concetti teorici ma individuando dei risvolti strettamente tecnici ed operativi che dovranno necessariamente passare per una revisione delle formule di Rischio ed Emergenza, giungendo ad una formula innovativa e chiara di Resilienza. L'utente debole quale misura dell'attrattività urbana
The main users of nowadays urban spaces are not only “standard men”, adults and healthy people like suggested by the image of the Vitruvian man, but weak users like children, the elderly and the disabled as well. As reminded by Laurìa all these people have many needs. And, as said by cardinal Tettamanzi, the rights of weak people are not weak rights. In the lasts decades European cities have been largely dominated by cars and vulnerable users have been confined in residual spaces. Thus, there is nowadays a need of a new “measure” for the urban design, to ensure an easy access and use of the of the city also for the weak users. This paper doesn’t aim at proposing planning, design and management solutions for urban spaces: many other researches have already dealt with those issues and among the most recent there are Caramona et alii (2010), Colarossi e Latini (2008), Rotondo e Selicato (2010). This paper arguments instead the need to regain the right measure while dealing with urban planning: only in this way the usability of the urban an public spaces will increase for everyone, both vulnerable users and not. The aim is to build a “friendly city”, as it has been called within the CeSCAm (research centre for friendly cities) activities. Children may represent the brick on which the urban projects have to be based: a city where children can move around without risks and fears is a city where the quality of life is high and it is a city characterized by a great attention on sustainable mobility issues, on proximity spaces, on green areas… Negli ultimi anni è iniziata ad emergere, in ottica di incentivazione della mobilità sostenibile, la tendenza ad un approccio innovativo di pianificazione basato sull’accessibilità. Il territorio è, infatti, un sistema complesso e ricco di relazioni e la necessità di coordinare e fornire approcci integrati tra la pianificazione urbanistica e quella dei trasporti, al fine di favorire una maggiore sostenibilità degli spostamenti sistematici e non, è ormai un dato di fatto. A lungo termine, la pianificazione urbanistica e l’uso del suolo possono influenzare fortemente la sostenibilità dei sistemi di trasporto, ad oggi ancora troppo sbilanciati a favore del mezzo individuale motorizzato.Il libro verde dell’Unione Europea (Commissione delle Comunità Europee, 2007) evidenzia, tra le sfide della mobilità urbana da affrontare, quella di un trasporto urbano accessibile e anche in Italia le leggi regionali che affrontano il tema del governo del territorio evidenziano con sempre maggiore convinzione la necessità che gli obiettivi quantitativi di sviluppo complessivo vengano declinati in stretta connessione con la definizione dell’assetto viabilistico e della mobilità.Ma chi sono i fruitori dell’opera di chi pianifica la città e il suo sistema di mobilità? Sono gli “uomini standard”, adulti e sani, o sono, anche, bambini, anziani, disabili…in generale “utenti deboli”?E quali devono essere i caratteri dello spazio urbano affinchè i cittadini scelgano di muoversi con sistemi che possiamo definire più sostenibili rispetto all'autovettura privata?Sempre più di frequente nelle nostre città l’utente debole, il pedone, che è per eccellenza fruitore anche del trasporto pubblico, tende ad essere emarginato in uno spazio pubblico progettato e costruito a misura di automobile.Lungi dal voler affrontare in questo articolo il tema della pianificazione, progettazione e gestione degli spazi pubblici urbani (tema che trova ampia trattazione nella manualistica italiana e straniera, all'interno della quale si richiamano, tra i più recenti ed esaustivi, i lavori di Carmona et alii, 2010; Colarossi e Latini, 2008; Rotondo e Selicato, 2010), questo articolo intende sostenere la tesi secondo cui ritrovare la giusta misura in urbanistica aiuterebbe a migliorare la fruibilità degli spazi da parte delle categorie di utenti più indifese, con un beneficio per tutti, anche per chi debole non è. E forse la giusta misura potrebbe essere proprio data dai bambini: una città a misura di bambino, in cui i più piccoli possano muoversi da soli, è una città che riscopre gli spazi di prossimità, la qualità dello spazio pubblico, la mobilità sostenibile, gli spazi verdi e di gioco, la pedonalità…Una città “amica”, insomma, che mette al centro le esigenze di mobilità di tutti, una città grazie a questo più attraente e competitiva sul territorio in cui si colloca
Fruizioni immateriali per la promozione territoriale
The topic of smart cities and communities now plays an important role in the European and national policy planning, finding direct feedback in various national and international research programs, including the one under consideration. Specifically, as indicated by the Ministry of Instruction, University and Research, "a territory can be defined as "smart" when it focuses its development efforts in the human and social capital, in transport and information and communication technologies, in the careful management of natural resources and promotion of participatory governance". With this in mind we felt the need to launch a research program whose objective is embodied in the virtualization of the territorial heritage in general and, in particular, of the cultural heritage in order to restore it in network as a "common good" for citizens and visitors, also allowing local governments to internationalize the knowledge of that asset. It has been used an integrated approach in which play a key role not only local environment but also some advanced techniques that can ensure easy access to the network of services in line with the needs of residents and tourists, simultaneously allowing the same to interact and integrate information directly.Al fine di consentire ad un contesto territoriale di diventare competitivo è necessario che lo stesso promuova altresì la propria immagine con una presenza intelligente sul web (fruizione immateriale); l’obiettivo principale è quello di favorire la virtualizzazione del patrimonio territoriale restituendolo in rete come “bene comune” per i cittadini e per i visitatori, permettendo alle amministrazioni di internazionalizzare la conoscenza dello stesso bene e dell’intero territorio, nonché migliorando lo stato dell’arte sia in termini di ricaduta scientifica che di prodotto territoriale. Tale obiettivo di ricerca necessita l’adozione di tecniche avanzate, modelli condivisi di indicizzazione e identificazione univoca, utili a produrre anche percorsi e “mappature” tematiche in grado di rendere facilmente fruibile e di promuovere un’offerta territoriale coordinata ed intelligente, a garanzia di un facile accesso alla rete dei servizi in linea con le esigenze dei residenti e dei turisti, permettendo, contestualmente, agli stessi di interagire e di integrare direttamente le informazioni. Particolare riguardo, inoltre, deve essere riservato ai rapporti intercorrenti tra città-campagna e tra aree interne-costa, anche al fine di ottimizzare delle connessioni tra il miglioramento dei bilanci energetici e ambientali dei territori e la gestione delle risorse naturalistiche e socio-culturali, secondo principi di equità e sostenibilità

The innovation in transportation, allowed by new ICT solutions is one of the most important point of development for cities nowadays: this, not only for the process of rationalization and reduction of externalities due to urban mobility, but also and above all thanks to the economic dynamics that technological knowledge boosts in those cities in which local entities, enterprises and research gather together and grow in terms of competitiveness.Deepening transportation, new solutions have main outcomes in the field of the road safety, street security, urban traffic, harbor handling, territorial risks (environmental and industrial), to cite a few. All of these topics own many connections with the work of planners.According to what technology allowed to them, they are expected to exploit it keeping advantage by the new discoveries in current planning activities, in dialogue of the new ITS. The paper ends up that technology involvement in transport is carrying on a new way of planning them and tries to draw out some further conclusions regarding the intervention on existent cities in a changing world and the demand of updated skills in the planning field. To better clarify future findings, the author propose a case-study, referring to the projects of the Innovation Pole of Advanced Research in Safety, Security and Intermodality in Transport Systems, sited in Genoa (IT), inserted in a step-wise logic of development of regional competitiveness and clusterization.L’articolo si articola sui tre elementi specificati nel titolo e si concentra sulle interrelazioni fisiche e concettuali fra essi. L’innovazione nel campo dei trasporti consentita dalle tecnologie dell’informazione e comunicazione (ICT) viene mostrata come elemento di sviluppo per il territorio e le sue realtà urbane non solo in virtù del progressivo efficientamento del sistema della mobilità, ma anche per le opportunità economiche che essa genera in seno a quelle città che sanno strutturarsi intorno alle proprie vocazioni territoriali e produttive. Il paper riassume in incipit alcuni studi già condotti sulle ricadute urbane dell’applicazione delle ICT in termini di dimensione e densità degli insediamenti, maggiormente riferiti a ricerche condotte sulla forma urbana. Prosegue incentrando il proprio focus sulle plurime relazioni economiche che legano ICT e città in oggi osservabili, interrogandosi circa l’apporto e le prospettive in termini di competitività che l’avanzamento tecnologico offre ai contesti urbani. L’autore propone in seguito un approfondimento sulle opportunità per i nuovi sistemi ITS (Intelligent Transport System) nel settore dei trasporti, esemplificando il rapporto fra i tre elementi citati mediante il caso riferito al Polo genovese T.R.A.N.S.I.T.
