Full text link" 本研究は，都市部を中心として長期化・高齢化するホームレス状態の人々を行政機関の取組によって，地域生活へと移行するための支援策について検討したものである。
まず，厚生労働省の全国調査からホームレスが望んでいる支援策，そして先行研究の知見からホームレス脱却へのプロセスについて確認した。そこから，ホームレスが支援を拒絶する理由，既存の支援策の限界を見極めた。既存システムを利用しない理由としては「就労による自立支援」および「施設入所」というハードルがある。これに馴染まないホームレスに対し東京都と特別区が新たな支援策を開始している。この取組について実績を概観し，その効果と課題を確認した。"This study examined the initiatives of administrative organizations to assist long-term and aging homeless individuals, particularly those in urban areas, in transitioning to community life. Based on a national survey by the Ministry of Health, Labour and Welfare, the study identified the support measures desired by the homeless and confirmed the process of escaping homelessness based on insights from prior research. Additionally, it analyzed the reasons for homeless people’s rejection of support and the limitations of existing support measures. Notably, obstacles such as “support for self-reliance through employment” and “admission to facilities” prevent some homeless individuals from utilizing existing systems. In response, the Tokyo Metropolitan Government and special wards initiated new support measures. This study reviewed the performance of these initiatives and assessed their effectiveness and challenges.departmental bulletin pape
Research Trends in Transition to the Community Concerning Group Homes for the Intellectually Disabilities : Focusing on Transition to Community Living with Decision-making support
Full text link知的障害者グループホームを巡る地域移行における意思決定支援は，知的障害者の意思尊重と最善の利益の確保を前提に，移行支援プログラムの実施やケアマネジメント，法人内外の環境整備を通して，知的障害者への継続的な意思確認と意思表出支援が行われていた。また，知的障害者自身の意思決定だけでなく家族によるパターナリズムが，グループホームを出て家族の元へ戻ることに影響を及ぼしていた。グループホームから他の地域生活への移行を実現するためには，集団・管理的処遇の改善，グループホームの支援体制の強化，地域の社会資源の活用や開発，移行支援プログラムの開発，ソーシャルアクションを含めたソーシャルワーク実践が求められる。" The decision-making support in community transitions involving group homes for persons with intellectual disabilities was based on the premise of respecting the wishes of persons with intellectual disabilities and ensuring their best interests, and through the implementation of transition support programs, care management, and environmental improvements inside and outside the corporation, continuous decision confirmation and support for expressing their wishes to persons with intellectual disabilities were provided.
This study examines It was observed that the decision-making of intellectually disabled persons, as well as the paternalism of their families had an impact on their decision to leave the group home and return to their families.

Research of the forward route of a human welfare theory based on phenomenological humanics [part I]
Full text linkこの稿は，人間福祉学をより科学的にしていくことを実現するための原点的な試みである。われわれはこれまでの科学化の試みが現象に適合することなく，自我主観に左右された内容になっていることに危惧を感じている。そのような事態はなぜ生じてしまうのであろうか。それはそこにある人間把握ないし厳密に言えば人間学そのものが問題を孕んでいるからである。結論的に言うと，人間の個的自我性を中核にした人間把握から抜け出ることができず，把握そのものが真実の状況（ないし現象）から離れてしまっており，実在に至ることができない状況に終始してしまっている。われわれは本稿においてこの克服を試みていきたい。This study is a preliminary trial aimed at making human welfare studies more scientific. Previous studies do not suit a phenomenon and are largely influenced by ego subjectivity. Why has this happened? It is because human beings’ understanding of humanics itself is, strictly speaking, limited.
