Respondents were selected purposively, consisting of the head of the institution, teachers, curriculum staff, and students. Data were collected through in-depth interviews, participatory observations, and document analysis of official school records. Data analysis followed the model of Miles et al. (2014), including data reduction, data display, and conclusion drawing. The findings reveal that curriculum management at PKBM Seroja has been carried out adaptively through participatory planning, flexible organization, andragogical learning approaches, and project-based evaluation. However, several challenges persist, such as limited tutor competence, inadequate facilities, and insufficient operational funding. Quality improvement strategies include tutor training, external partnerships, learning digitalization, and the enhancement of authentic assessments. This study concludes that the success of curriculum management in non-formal education depends on collaboration, innovation, and the institution’s ability to adapt to the diverse needs of adult learners

BPJS SERVICE QUALITY AND PATIENT SATISFACTION: A MIXED-METHODS STUDY IN INDONESIAN PUBLIC HOSPITALS
In Indonesia, the National Health Insurance (BPJS Kesehatan) has successfully facilitated access to healthcare, despite fluctuations in people's satisfaction with public hospitals. It is essential because services must be continually improved and maintained at a high standard to identify the most critical quality dimensions. We aim to investigate how these dimensions of service quality impact the level of satisfaction among BPJS patients in a qualitative setting. Our research approach was a combination method. We asked 188 BPJS patients questions regarding Tangibles, Reliability, Responsiveness, Assurance and Empathy. We used semi-structured interviews with 24 respondents to investigate their experience. Responsiveness (β = 0.312; p<0.001), assurance (β = 0.287; p<0.001) and empathy (β = 0.241; p<0.01) were significant predictors of satisfaction (R2 = 0.684; F = 162.37; p<0.001). The physical side was not very good, and its reliability was also subpar. Interviews revealed that participants were concerned with waiting times, the way the staff treated them and perceived a difference in the treatment of BPJS patients and non-BPJS patients. The attitudes and empathy of BPJS staff toward patients are the most influential factors in determining the level of satisfaction among BPJS patients. Hospitals should be taught how to communicate effectively, manage queues and appointments in real-time, and enhance service quality. Payers and managers at BPJS could include these items in contracts, compensate for performance, require total reporting on waiting and experience, and advocate for triage and staffing that minimize waiting time

REFORMIST TRENDS IN CORPORATE FOOD REGIME: INDONESIA’S RESPONSE TO THE FERTILIZER SUPPLY CRISIS DURING THE RUSSIA-UKRAINE WAR
The Russia-Ukraine war triggered a global fertilizer supply crisis, revealing the vulnerability of import-dependent agricultural systems. This study examines Indonesia’s policy response to the fertilizer supply crisis during the 2022 Russia–Ukraine war, focusing on the expansion of subsidies for urea and Nitrogen, Phosphorus, and Potassium fertilizers. The objective is to identify how Indonesia’s policy represents a Reformist trend – one of Holt-Giménez and Shattuck’s typologies – within the corporate food regime. Using a qualitative research method, the study draws on secondary data, including policy documents, government budget reports, and statements from international organizations. The findings show that Indonesia’s policy actions exemplify the Reformist trend within the corporate food regime, in which the state seeks to manage crises and maintain political stability without transforming structural dependencies
MANGOKAL HOLI: BATAK CULTURAL SYMBOLISM IN THE PERSPECTIVE OF PANCASILA VALUES
This research aims to analyze the symbolic meaning and social values contained in the Mangokal Holi tradition among the Toba Batak people from the perspective of Pancasila values. A descriptive qualitative approach is used as a methodology, involving data collection through in-depth interviews with traditional leaders, community representatives, and ritual practitioners, complemented by participatory observation. The results of the study show that Mangokal Holi is not just a ritual to move the bodies of ancestors, but a blend of customary, religious, and national values, especially where the principles of divinity, humanity, and unity are reflected in intergenerational participation and social solidarity. This tradition also shows the phenomenon of cultural re-signification, observing how local customs adapt to contemporary contexts without losing their basic meaning. This research makes a significant contribution to understanding the role of local cultural practices as a medium for character education and social cohesion that is in line with the principles of Pancasila
ANALYSIS OF THE CO-MANAGING PROCESS IN THE MANAGEMENT OF THE MANGROVE BOTANICAL GARDENS CONSERVATION AREA IN SURABAYA CITY
Global environmental issues are inseparable from mangrove deforestation. Mangrove areas continue to decline every year, while mangrove ecosystems are the most efficient carbon capture and storage systems in the world, currently storing carbon equivalent to more than 21 billion tons of CO2. Mangroves protect communities from the impacts of climate change and generate income through ecotourism and their products. Therefore, their preservation needs to be a focus of the government and the entire community, and efforts must be made to conserve these areas. Kebun Raya Mangrove (KRM) is a mangrove conservation area in the center of Surabaya. This study uses a descriptive qualitative approach. This study aims to identify, analyze, and describe the management of the Kebun Raya Mangrove Kota Surabaya so that it can be used as updated information and enrich studies related to the importance of conservation areas. The results of the study show the roles of several actors, including the Dinas Ketahanan Pangan dan Pertanian Kota Surabaya, NGOs, and the community
MANAGING LITERACY AND NUMERACY PROGRAMS BASED ON EDUCATIONAL REPORT ANALYSIS: A CASE STUDY AT SD SUMBER MULYO, SARANG DISTRICT, REMBANG REGENCY
This study examines the management of literacy and numeracy programs at SD Sumbermulyo, Sarang District, Rembang Regency, based on an analysis of educational reports (Rapor Pendidikan). The findings indicate that while the school has made progress in planning and organizing literacy and numeracy programs, there are challenges in meeting the targeted competencies for students, especially in the early grades. The use of educational reports as a data-driven tool has enabled the school to identify areas of improvement and adjust the programs accordingly. However, further improvements are needed in terms of resource allocation, teacher training, and community involvement. The study contributes to the understanding of how data from educational reports can enhance the planning and evaluation of educational programs in primary schools.

IMPLEMENTATION OF THE PRINCIPLES OF THE MODERN STATE OF LAW IN THE IMPLEMENTATION OF SOCIAL WELFARE IN INDONESIA
The concept of the modern state of law not only emphasizes the rule of law, but also makes law an instrument to realize social justice and people's welfare. Indonesia as a state of law based on Pancasila has a constitutional responsibility to ensure public welfare as mandated in the Preamble to the Constitution of the Republic of Indonesia in 1945. This research aims to analyze the implementation of the principles of the modern state of law in the implementation of social welfare in Indonesia. This study uses a qualitative method with a normative juridical approach. Data was obtained through literature studies on relevant primary and secondary legal sources, then analyzed qualitatively. The results of the study show that Indonesia has adopted the principle of a modern state of law through social policy, namely Law Number 11 of 2009 concerning Social Welfare. However, its implementation still faces obstacles to law enforcement and social inequality. Therefore, the law needs to be directed in a substantive and humanist manner to realize the ideals of a Pancasila Law State that is socially just for all Indonesian people
