    Study This aim analyze in a way comprehensive ability numeracy student Grade IV of SD Negeri 18 Pangkalan Pisang. Research method use approach data triangulation through observation learning , interviews deep with teachers and students , as well as analysis mark test ability numeracy . Findings study indicates existence challenge significant in mastery draft numeracy , in particular related distribution stacked , and implications to ability student in interpret and apply results numeracy in context life daily . Observation results show domination method conventional in learning mathematics , the lack of interaction active students , as well as optimization facility supporters who have not maximum . Interview with the teacher revealing that around 60% of students Still not enough understand draft distribution stacked , difficulty in interpreting the results data division , and constraints Power remember . This is consistent with interview students , where students category low ( for example , Alfarizi Febrian ) admitted Not yet understand distribution stacked and difficult interpret question story , meanwhile student category currently (Gladis Susanti) still Confused with number many and questions story long . Students category height ( Miwan Samsurizal ) shows understanding Good However sometimes Still difficulty with question story complex . Recapitulation mark test confirm that majority students (56.25%) obtained value below 70.     ANALYSIS OF THE IMPLEMENTATION OF THE POLICY OF CHANGING THE MAP OF APPARATUS POSITIONS AT BRIDA MEDAN CITY

    This study aims to analyze the implementation of the policy of changing the map of apparatus positions at the Regional Research and Innovation Agency (BRIDA) of Medan City, identify supporting and inhibiting factors, and provide recommendations for improvement. The research method used is qualitative descriptive with a case study approach. Primary data was obtained through in-depth interviews and observations, while secondary data was obtained from official documents and related regulations. The results of the study show that the implementation of the policy is carried out through position mapping, cross-agency coordination, socialization, and improving the competence of ASN. The change in the position map shifted the orientation from structural to functional in accordance with the national bureaucratic reform policy. Supporting factors include a clear legal basis, support from regional leaders, effective coordination, and the readiness of some ASN. The obstacles found include limited understanding of ASN, resistance to old work culture, limited competent human resources, and a performance appraisal system that is not optimal. The conclusion of this study shows that the implementation is quite effective, but it requires strengthening competency aspects, fostering a new work culture, adding qualified human resources, and improving the performance appraisal system

    This study was motivated by the low learning interest and participation of fourth-grade students at SD Negeri 41/II Laman Panjang in the subject of Natural and Social Sciences (IPAS). Conventional teaching methods and limited learning media made it difficult for students to understand the material and actively participate in discussions and group activities. This study aims to investigate how the implementation of the Number Head Together (NHT) model assisted by audiovisual media can improve the learning process and students’ learning interest in IPAS. This research employed a Classroom Action Research (CAR) approach with 13 fourth-grade students as the subjects. The study was conducted in two cycles, with each cycle consisting of two meetings. Research instruments included teacher observation sheets, student observation sheets, and a learning interest questionnaire. The results showed significant improvements in both aspects observed. In terms of the teacher’s performance, the implementation of teaching indicators increased from 55.56% in the first meeting of cycle I to 94.44% in the second meeting of cycle II. Regarding student activity, learning participation improved from mostly adequate/good in cycle I to good/very good in cycle II. Students’ learning interest also increased; in cycle I, 23.1% of students were in the very good category and 46.2% in the good category, while in cycle II, 38.5% were very good and 46.2% were good, with no students in the low category. Based on these findings, it can be concluded that the implementation of the Number Head Together model assisted by audiovisual media is effective in enhancing the learning process and increasing the learning interest of fourth-grade students at SD Negeri 41/II Laman Panjang

    This study aims to examine the extent of rural people's understanding of the benefits of sharia insurance products, especially in East Sidorame Village, Medan Perjuangan District. This study uses a quantitative approach with a survey method involving respondents from the local community. The results of this study show that people's understanding of sharia insurance is quite diverse, with several factors such as education level, sources of information, and previous experience affecting their perception of the product. These findings provide an important picture for sharia insurance providers and policymakers in developing more effective socialization strategies to increase awareness and utilization of sharia insurance products in rural communities. Thus, this researcher helps strengthen the role of sharia insurance as a financial protection solution in accordance with sharia principles in rural communities

    This study aims to: 1) identify the factors triggering early marriage in Banyuwangi Regency; 2) examine public perceptions of early marriage; and 3) develop an integrative model to address early marriage through a Legal Anthropology approach. A qualitative research method with a critical analysis approach was employed, covering research location and timeframe, approach, data sources, data collection and validation techniques, and data analysis Finding indicate that Client-Centered Therapy (CCT) based on Legal Anthropology provides an effective alternative strategy to address persistent early marriage cases. This approach positions individuals as central agents in solution-finding while integrating cultural, customary, and legal contexts. Counselors facilitate adolescents, parents, and community leaders in expressing experiences, motivations, and social pressures underlying early marriage. The model harmonizes state law, customary law, and religious values, avoiding cultural conflicts. Its implementation has enhanced dialogue between youth and families, increased awareness of early marriage’s negative impacts, and established community-based prevention mechanisms. Thus, CCT grounded in Legal Anthropology not only empowers individual decision-making but also promotes social transformation toward child protection and gender equality

    The Leadership of Genghis Khan and Its Implications for National Unity

    The leadership of Genghis Khan has been a topic that continues to captivate the attention of historians and social scientists due to his success in transforming fragmented nomadic tribes across the Central Asian plains into one of the largest and most influential empires in world history. This study aims to examine the leadership values implemented by Genghis Khan in building the Mongol Empire, as well as to understand the implications of these values on the formation and strengthening of national unity. While the Mongol Empire is often remembered for its brutality and widespread conquest wars, history also shows that under Genghis Khan's rule, a period of extraordinary stability emerged, known as Pax Mongolica. This stability brought security along the Silk Road, connecting the East and the West, as well as the North and the South, thus supporting the exchange of goods through trade, the spread of religion and ideologies, and the development of technology and knowledge across civilizations. This research uses a qualitative approach with a historical method, through a literature study of various secondary sources. The analysis is conducted in a descriptive-analytical manner to trace the dynamics of power, military strategy, and the social-political values that formed the foundation of Genghis Khan's leadership. The findings show that Genghis Khan’s success was not solely driven by military power, but also by the application of visionary and adaptive leadership principles. He implemented a meritocratic system in the appointment of officials and military commanders, enforced laws through the Yasa, which functioned as the empire’s constitution, and established an inclusive governance structure that involved various ethnicities and religions in the administration. These values created social stability, strengthened the legitimacy of power, and fostered loyalty that transcended tribal and racial boundaries. The findings affirm that Genghis Khan’s leadership had a strong implication for the formation of national unity because he placed justice, competence, and legal order as the main pillars of governance. In a contemporary context, these values are relevant as inspiration for building a multicultural and democratic nation, where social justice, openness, and meritocracy serve as the foundation for creating sustainable national cohesion

    Wayang Wahyu play "Musa Sang Pembebas" is a form of inculturation of the Catholic faith and Javanese culture through puppet performance. The story of Moses from Exodus 14:15–15:1 was adapted as a symbol of liberation and the spirit of nationalism. This performance involved the students of SMP PL Bintang Laut Surakarta and was innovatively packaged with Indonesian, gamelan, dance, and theater so that it was easy for the younger generation to understand. This study uses an aesthetic reception approach with the method of sanggit and pakeliran.The results show that the proclamation of faith through local cultural media can strengthen religiosity, foster nationalism, and strengthen the attachment of the younger generation to cultural heritage. This work reflects the spirit of "100% Catholic, 100% Indonesian" as a form of synergy of faith and love for the homeland

    This study aims to analyze the legal basis for the management and use of employee official housing at PTPN IX and PTPN IV, to examine the legal status of official residences occupied by employees after retirement, and to identify the underlying factors and the efforts made by the companies to resolve the issue. It also seeks to explore the social, economic, and legal implications of retired plantation employees continuing to occupy official housing. The research employs a qualitative approach with a juridical-empirical method, combining normative legal analysis with field observations through case studies of PTPN IX and PTPN IV. The results show that the legal foundation for providing official housing is derived from national regulations such as the State-Owned Enterprises Law, the Plantation Law, and internal company policies, which classify official residences as state property (BMN) allocated for use only during active employment. The findings reveal that many retired employees continue to occupy these houses due to economic constraints, lack of private housing, and a social perception that the houses are part of their earned rights. On the other hand, the companies face difficulties in enforcing eviction due to social resistance and weak regulatory enforcement mechanisms. The discussion indicates that this issue extends beyond legal dimensions, creating significant social and economic repercussions. From the perspective of agrarian and civil law, occupying official residences after retirement without legal authorization constitutes unlawful possession of state property. Socially, the tension between companies and retirees can escalate into community-level conflicts. The study emphasizes the need for policy reform and a more adaptive legal approach that considers the socio-economic conditions of retirees, in line with the Islamic legal renewal framework that upholds justice and public welfare

    The Regional Government Information System (SIPD) represents a technological innovation developed by the government to optimize efficiency and transparency in regional financial and asset management. This research focuses on analyzing the implementation level of development planning nomenclature within SIPD, with the West Java Provincial Transportation Agency as the study subject. The research subjects encompasses the agency's organizational structure, comprising a Secretariat, 4 (four) Divisions, and 7 (seven) Technical Implementation Units (UPTD). This study adopts a qualitative descriptive methodology, utilizing primary and secondary data sources. The research findings demostrate that the West Java Provincial Transportation Agency has successfully implemented SIPD optimally in accordance with available expenditure spesifications. Moreover, the agency has effectively utilized SIPD for budget planning, facilitating the execution of strategic activities aligned with the nomenclature provided in SIPD, consistent with the Regulation of the Minister of Home Affairs Number 90 of 2019 concerning Classification, Codification and Nomenclature of Regional Development Planning and Finance that has been updated by the Decree of the Minister of Home Affair

    Consumptive waqf is a type of waqf used to meet the immediate needs of the community, such as the construction of mosques, schools, and temporary social assistance. Although it does not provide sustainable income, consumptive waqf is important for fulfilling basic needs and improving the quality of life. In Indonesia, cash waqf has great potential that can be directed toward urgent needs without violating Islamic principles. This research departs from the urgency of managing consumptive cash waqf in response to economic dynamics, particularly inflation, with a normative juridical approach. This approach emphasizes the analysis of legislation, Islamic legal doctrines, and the principle of maslahah mursalah as a conceptual basis for developing effective and Sharia-compliant waqf management strategies, as well as assessing the impact of inflation on the effects of consumptive cash waqf as a social financing instrument. Based on the results of normative analysis, cash waqf has a clear positive legal basis, among others in Law Number 41 of 2004 concerning Waqf, reinforced by Government Regulation Number 42 of 2006 on the Implementation of the Waqf Law, as well as regulations from the Indonesia Waqf Board (BWI). These regulations recognize the existence of cash waqf and provide a legal framework for its management, including the potential for its consumptive use. However, the consumptive nature of cash waqf is potentially vulnerable to the influence of inflation, which can reduce its utility and effectiveness in meeting social needs. Therefore, the principle of maslahah mursalah becomes important as a balancing instrument between the normative texts of positive law and the practical needs of society in fluctuating economic conditions. The formulation of the management of consumptive cash waqf in accordance with the principles of maslahah mursalah must emphasize the strengthening of nazhir institutions, a transparent oversight mechanism, as well as the integration of community economic empowerment strategies. Based on legislation and a maslahat approach, consumptive cash waqf not only functions as a means of Islamic philanthropy but also as a legal and economic instrument capable of strengthening the socio-economic resilience of communities in facing inflation
