The Role of the Village Government in Efforts to Equalize Infrastructure Development in Sungai Rimbang Village, Suliki District, Lima Puluh Kota Regency
Equitable development can be defined as a governmental initiative aimed at expanding public access to infrastructure and facilities that align with the needs of the community., equalize public and social facilities, and improve the overall quality of life. This research is intended to analyze the role of the Village Government in efforts to ensure equitable infrastructure development in Sungai Rimbang Village, Suliki District, Lima Puluh Kota Regency. The background of this research is the persistence of disparities in infrastructure development between hamlets in Sungai Rimbang Village, particularly the discrepancy between development plans in the Village Government Work Plan (RKP) and implementation on the ground. Data from 2024 shows that of a number of planned activities, only a small portion has been realized, and some hamlets have not even received any development at all. This study uses a descriptive qualitative method with the approach of the government role theory from Labolo (2010:32), which includes the roles of regulator, catalyst, and facilitator. The results show that the government has formulated regulations such as the RPJM and RKP Village, but implementation and evaluation are still not optimal. Musrenbang (Regional Development Planning) has been implemented as a form of public participation, but the level of community involvement is still low. The government has also facilitated physical development, but its distribution is not equitable. Therefore, it is necessary to increase development effectiveness through regular regulatory evaluation, strengthening community participation, and coordination between village institutions
REDEFINING MOTHERHOOD IN EARLY 20TH-CENTURY BUMIPUTERA WOMEN'S PRESS: Redefinisi Keibuan Dalam Pers Perempuan Bumiputera Awal Abad Ke-20
In the early 20th century, the emergence of the Bumiputera women’s press became a crucial medium for redefining the roles and identities of women within the colonial society of the Dutch East Indies. This article examines how the concept of motherhood was constructed, negotiated, and redefined through print media managed by and aimed at Bumiputera women. Employing a cultural historical approach combined with discourse analysis, this study explores the construction of motherhood within the contexts of colonialism, early nationalism, and modernity. It reveals that the figure of the "mother" in the press was represented not only as a household caretaker but also as a moral agent, educator of the next generation, and a symbol of women’s collective awakening. This redefinition was influenced by the values of the colonial Ethical Policy, discourses of emancipation, and the role of educated women in shaping a new, public, and national identity. Thus, the concept of motherhood in the early 20th-century Bumiputera women’s press was not static; rather, it served as a contested arena shaped by traditional norms, colonial structures, and the spirit of modernity
Integration of Local Etiquette in Building Students’ Psychological Resilience and Suicide Prevention in the Talaud Islands Regency
This study aimed to examine the potential of integrating local etiquette values into the education system as a strategy to enhance students’ psychological resilience and prevent suicide, particularly in remote regions such as the Talaud Islands Regency. With rising suicide rates and limited access to professional mental health services, there is a pressing need for alternative, culturally grounded, and contextually relevant approaches. A mixed-methods research design was employed, combining qualitative analysis through in-depth interviews, focus group discussions, and participatory observation involving teachers, students, parents, and community leaders in Gemeh District, along with quantitative analysis using culturally adapted instruments including resilience scales and psychological assessments. The findings indicate that local etiquette values, such as respect for privacy, social responsibility, and interpersonal boundaries, play a significant role in fostering a supportive environment and reducing psychosocial stress, especially for students with intellectual limitations. The internalization of these values has been shown to enhance feelings of safety, social acceptance, and self-regulation, which are key components in building psychological resilience. Based on these results, it is recommended that local etiquette values be systematically incorporated into local content curricula and school counseling programs. Training teachers and counselors in culture-based inclusive education, collaborating with traditional leaders, and dedicated budget allocation by local authorities are essential for ensuring the sustainability of such interventions. This approach holds promise as a community-based mental health model that can be adapted and replicated in other island regions that face similar challenges
HOLISTIC LINGUISTICS INTEGRATION IN THE REVITALIZATION OF WARA’ DANCE: INNOVATIONS FOR CREATIVE ECONOMY DEVELOPMENT AND TOURISM PACKAGES IN THE TALAUD ISLANDS REGENCY
This study explores the revitalization of Wara’ dance in the Talaud Islands Regency through a holistic linguistic approach, aiming to transform it into a dynamic cultural tourism product and a driver of the local creative economy. For over three decades, Wara’ dance has experienced stagnation, perceived as outdated and disconnected from contemporary audiences, leading to declining community participation and diminished economic returns. To address this, the research employs a qualitative method with holistic discourse analysis, integrating linguistic, anthropological, and cultural studies perspectives. Data were collected through in-depth interviews, focus group discussions, participatory observation, and analysis of archival and linguistic materials in Arangkaa Village, the historical site of King Larenggam’s resistance. The findings reveal that the dance’s verbal elements are minimal, relying on a few ritual phrases. However, rich cultural meanings are embedded in local language, toponyms like “Arangkaa” (meaning “charcoal”), and customary utterances from rituals such as Manaroho Raho. These elements were systematically analyzed and reinterpreted to innovate choreography, costumes, music, and narrative structure. A new thematic concept, “From Resistance to Revival,” was developed, enhancing the dance’s storytelling capacity and emotional depth. Community participation was central, ensuring cultural authenticity and social acceptance of the changes. The study concludes that a linguistically grounded, participatory approach enables meaningful revitalization, transforming Wara’ dance from a static tradition into a living, relevant art form. Furthermore, the proposed cultural tourism package demonstrates significant potential for generating sustainable income for performers and the local community, positioning the dance as a catalyst for both cultural preservation and economic empowerment in a remote island region
REVITALIZATION OF CHURCH MUSIC THROUGH A CREATIVE ECONOMY APPROACH: STRATEGIES AND OPPORTUNITIES: Revitalisasi Musik Gereja melalui Pendekatan Ekonomi Kreatif: Strategi dan Peluang
Abstract
This study explores the revitalization of church music within the Minahasa Evangelical Christian Church (GMIM) through the lens of creative economy, identifying opportunities, and formulating contextually grounded development strategies. Despite rich musical traditions and high congregational competence in choral and traditional performances, these assets remain underutilized as economic resources because of the absence of professional management, digital infrastructure, and institutional policies. Employing a qualitative case study approach, data were collected through in-depth interviews, focus group discussions, direct observations, and document analysis across selected GMIM congregations in Minahasa. Thematic analysis revealed four key opportunity domains: physical products, digital content, performance services, and strategic collaboration. While digital platforms and inter-institutional partnerships offer high economic potential, their implementation is hindered by their limited technical capacity, copyright awareness, and formal revenue-sharing mechanisms. The findings indicate that current music-related activities are primarily driven by spiritual and communal motives, with economic benefits remaining incidental rather than systemic. To address this, this study proposes a four-pillar development framework of management, production, marketing, and values centered on the establishment of a church-based creative unit (“Bait Musica”), capacity-building programs, digitalization, and cultural preservation. Strategic initiatives, such as an annual Minahasan Sacred Music Festival, cooperative-based distribution, and monetized digital content, are recommended to ensure sustainability and inclusivity. Crucially, the model emphasizes ethical commercialization, ensuring that economic development aligns with spiritual integrity and communal values. This study contributes to the discourse on faith-based creative economies by demonstrating how religious institutions can serve as catalysts for local economic empowerment without compromising cultural or theological authenticity. The proposed framework offers a replicable model for other religious communities seeking to transform sacred art into sustainable community-driven enterprises

The Role of the Family in the Faith Formation of Children in GMIM Bukit Moria Tikala Baru : Peran Keluarga dalam Pembentukan Iman Anak di GMIM Bukit Moria Tikala Baru
Abstract
This study aims to examine the role of the family in shaping children's faith amid the challenges of the digital era, focusing on the congregation of GMIM Bukit Moria Tikala Baru. Using a qualitative approach with an intrinsic case study design, the research collected data through open-ended questionnaires from 15 parents and 5 children, supplemented by interviews, limited observations, and document analysis. Thematic analysis was employed to identify patterns of spiritual practices, challenges, and children’s perceptions of faith transmission within the family. The findings show that the family serves as the first and primary community of faith, with prayer emerging as the dominant foundation in early faith formation. Nine out of fifteen parents mentioned teaching prayer as the initial step, followed by fostering regular church attendance and sharing Bible stories. Daily spiritual practices—such as morning prayers, prayers before meals, and evening prayers—are consistently carried out by most families, although formal family worship remains limited. The main challenges identified include the penetration of digital technology and social media (reported by 10 parents), peer influence, and parents’ busy schedules that reduce the amount of quality time available for spiritual education. However, children’s perceptions emphasize that parental role-modeling—through prayer, worship, and tangible expressions of love—has a profound and motivating impact. Children not only imitate religious practices but also internalize their faith when they experience loving relationships and spiritual consistency within the home. The study concludes that children’s faith formation requires a holistic and relational approach that integrates rituals, narratives, role-modeling, and warm communication within the family. These findings contribute insights for churches and policymakers in designing family-support programs that respond to the spiritual dynamics of younger generations in the digital era.
