    Implementation of Bureaucratic Reform in the Regional Secretariat of Ternate City: Evaluative Analysis of Organizational Change, Performance, and Public Services

    This study aims to evaluate the implementation of bureaucratic reform in the Ternate City Regional Secretariat with a focus on three main aspects: organizational change, improving apparatus performance, and quality of public services. Bureaucratic reform is a systematic effort to realize effective, efficient, and accountable governance. A qualitative approach with a case study method is used to gain a deeper understanding, through in-depth interviews, direct observation, and analysis of policy documents. The results of the study indicate that bureaucratic reform has encouraged organizational restructuring, improved work systems, and increased human resource competency. However, its implementation still faces challenges in the form of internal resistance, budget constraints, and suboptimal supervision. On the other hand, there have been improvements in employee performance and public perception of more responsive public services. The conclusion of this study shows that although the implementation of bureaucratic reform has not been fully optimal, it has had a positive impact on the transformation of governance in the Ternate City Regional Secretariat

    This study examines the linguistic creativity in the naming practices of restaurants in Manado, Indonesia, focusing on the influence of local culture, language, and global trends. The research analyzes a sample of 230 restaurant names to explore the types of languages used, including Indonesian, local dialects, foreign languages, and hybrid combinations. The findings show that Indonesian names dominate the market, making up 51.3% of the total sample, followed by foreign language names at 16.1%, and local dialect names at 12.2%. Hybrid names combining local and foreign elements account for 32.2% of the total, reflecting a blending of local and global influences in Manado's culinary scene. The study also explores the use of linguistic strategies such as wordplay, alliteration, and metaphors, highlighting their role in shaping brand identities and consumer perceptions. These creative strategies not only enhance brand recall but also serve as powerful tools for differentiation in a competitive market. The research emphasizes the significance of cultural and regional factors in shaping naming trends, with local dialects and cultural references playing a central role in creating authentic and relatable brands. It also compares the naming practices in Manado with those in other regions, suggesting that while global influences are present, the local culture remains a key element in restaurant branding. The paper concludes with practical implications for restaurant owners and marketers, providing insights into effective naming strategies to attract and engage customers. The study further identifies limitations, such as its sample size and geographic scope, and suggests areas for future research, including expanding the study to other cities or focusing on specific restaurant types

    THE ROLE OF ISLAMIC ORGANIZATIONS IN MOBILIZING VOTERS FOR THE 2024 ELECTION IN MEDAN CITY

    This research aims to analyze the role of Islamic organizations in voter mobilization in the 2024 Election in Medan City. Using a case study approach with data collection techniques through interviews, observations, and documentation, this study found that Islamic organizations such as Nahdlatul Ulama (NU) play a strategic role in shaping political awareness and voter preferences. This role is carried out through religious forums and the use of social media, but it is colored by ambiguity between the neutral position of the organization and the practical political affiliation of its cadres. The results show that religion-based voter mobilization can increase political participation, but also harbor the potential for polarization and religious instrumentality. Therefore, it is necessary to strengthen the capacity of Islamic organizations as agents of political education that uphold the values of moderation and inclusivity in democracy

    Inclusive education is a global and national mandate that aims to provide equitable access to education for all children, including children with special needs (ABK). However, its implementation is still colored by veiled discriminatory practices. This study aims to examine how power relations in educational institutions shape the experience of ABK in schools, as well as analyze how educational structures can reproduce social injustice. This research uses a qualitative approach with a systematic literature review method based on a critical sociological perspective. The data source is in the form of secondary literature from journal articles, scientific books, research reports, and relevant policies in the period 2017–2025. Data was collected through systematic searches in various scientific databases and analyzed thematically and interpretively. The results of the study show that inclusive education is still fraught with unequal power relations through labeling, normalization, and institutional resistance to diversity. ABK is often marginalized because of non-inclusive normative standards. These findings affirm the importance of transforming the education system through a critical, reflective, and social justice-based approach. This research recommends curriculum reform, transformative teacher training, and structural support that ensures the full participation of children with disabilities in education

    Abstract in Historical distortions in social media content, particularly on TikTok, pose a new challenge in history education because the information disseminated is often simplistic, provocative, and lacking in historiographical accuracy. This study was motivated by the phenomenon of widespread historical content on TikTok that does not align with historical facts yet remains popular and trusted by students. The objective of this study is to examine the impact of historical distortion in TikTok content on students' understanding of history at SMA Negeri 1 Garut. The method used is qualitative with a naturalistic inquiry approach, focusing on in-depth interviews with students and history teachers, participatory observation, and document analysis of the historical content consumed by students. The results of the study indicate that most students are influenced by invalid historical content on TikTok, which leads to misinterpretations of historical events, weak critical thinking skills regarding sources, and the emergence of narrow and biased historical perceptions. On the other hand, teachers play a crucial role in countering such distortions through educational approaches that emphasize source clarification, open discussions, and media literacy enhancement. The conclusion of this study emphasizes that history education in the digital age must be accompanied by adaptive and critical pedagogical strategies, so that students can distinguish between valid and distorted historical narratives and grow into active subjects in building reflective and responsible historical understanding

    The Muhammadiyah Hajjah Nuriyah Shabran Islamic Boarding School, Muhammadiyah University of Surakarta, is an institution that produces Muhammadiyah cadres at Muhammadiyah University of Surakarta. As students who live in the dormitory, the students of Shabran Islamic Boarding School are faced with the challenge of managing their personal finances independently. The purpose of this study is to determine the implementation of personal financial management, the obstacles experienced, and the supporting factors for the personal financial management of the students of the Muhammadiyah Hajjah Nuriyah Shabran Islamic Boarding School, Muhammadiyah University of Surakarta. This research is a case study with a qualitative approach. Data collection was carried out through interviews and documentation. Data analysis techniques include data collection, data reduction, data presentation, and conclusions. The results of the study show that the personal financial management carried out by the students is in the form of: (1) keeping a simple monthly expenditure record, (2) allocating savings funds of 10-20% of monthly income. Factors that inhibit the personal financial management of students are: (1) still being influenced by the behavior of their friends, (2) lack of support from parents and the Islamic boarding school environment in the management of students' personal finances. Supporting factors in students' personal financial management include self-motivation to manage their finances more systematically, avoid wasteful spending, and conduct self-evaluations to ensure a brighter future. With this research, it is hoped that the Islamic boarding school can encourage more organized personal financial management among all students

    This study aims to analyze community empowerment budget policy as a strategic instrument in accelerating rural development, with a case study in Hiliaurifa Village, Maniamolo Subdistrict, South Nias Regency. The focus of the study is on the implementation of budget policy in supporting empowerment programs and its impact on rural progress. The approach used is descriptive qualitative with data collection techniques through in-depth interviews with the Village Head, BPD Chair, Hamlet Head, and community members, field observations, and analysis of the 2023–2024 APBDes documents. The results of the study show that the allocation of Village Funds has contributed significantly to empowerment programs and village development. Over the past two years, the Village Fund budget of Rp1,020,176,000.00 (2023) and Rp1,092,267,000.00 (2024) has been allocated to two main areas: village development and community empowerment. The utilization of these budgets has had a positive impact, particularly in enhancing community capacity and advancing village infrastructure. The study’s conclusions emphasize the importance of transparency and participation in the budget planning process. Recommendations include budget management training for village officials, guidance from the district government, and strengthening village deliberative forums as a collective decision-making mechanism supporting empowerment toward a progressive and self-reliant Hiliaurifa Village

    Penelitian ini bertujuan menguji efektivitas media kartu kata bergambar dalam meningkatkan kemampuan membaca permulaan dan menulis siswa kelas 2 SD Negeri 014 Sidodadi. Latar belakang masalah menunjukkan sekitar 40% siswa belum mencapai standar kompetensi minimum karena pembelajaran konvensional. Metode yang digunakan adalah kuantitatif dengan desain pre-eksperimental dan rancangan pretest-posttest one group. Seluruh 27 siswa kelas 2 SD Negeri 014 Sidodadi dijadikan populasi sekaligus sampel penelitian (total sampling). Data dikumpulkan melalui tes tertulis yang dilaksanakan sebagai pretest (sebelum intervensi) dan posttest (setelah intervensi). Tes ini mengukur kemampuan membaca permulaan dan menulis siswa. Data yang terkumpul dianalisis menggunakan statistik deskriptif dan paired sample t-test. Hasil penelitian menunjukkan peningkatan signifikan: nilai rata-rata membaca permulaan naik dari 60.00 menjadi 88.46, dan menulis dari 60.00 menjadi 87.69. Uji paired sample t-test untuk kedua kemampuan menunjukkan nilai Sig. (P-value) < 0.001, menegaskan perbedaan yang sangat signifikan. Penelitian ini membuktikan bahwa media kartu kata bergambar efektif dalam meningkatkan literasi dasar siswa, menjadi strategi pembelajaran inovatif yang relevan, terutama di konteks pedesaan, serta mengisi celah literatur terkait dampak simultan pada populasi spesifik ini. &nbsp

    Implementation of Content Differentiation in Early Childhood Education Learning at Medan City Sekolah Penggerak

    This research aims to investigate the implementation of content differentiation in early childhood education at Medan City Medan Sekolah Penggerak. The method employed is qualitative research, utilizing purposive sampling. Interviews, observations, and documentation were conducted as data collection techniques. Data analysis techniques include data collection, data reduction, data presentation, conclusion drawing, and verification, while for data validity, source triangulation is used. The results showed that  PAUD units in Medan City Sekolah Penggerak have implemented content differentiation by adjusting teaching materials based on children's readiness, interests, and learning styles. Teachers utilize various learning media and technology and provide space for children's active participation. Challenges faced by teachers include limited time, children's abilities, facilities, and teachers' skills in creating varied materials. Training, improved facilities, and collaboration between teachers are needed to optimize the implementation of content differentiation

    This study aims to describe in depth the contribution of extracurricular activities of dance, pencak silat, and futsal in shaping the character of 5th grade students of SDN 42 Pekanbaru. The main focus of this research is on the aspects of discipline, responsibility, and confidence. Using a descriptive qualitative approach, data was collected through participatory observation, in-depth interviews with students and teachers, and documentation studies. The results of the study show that regular and consistent participation in extracurricular activities has proven to be effective in fostering student discipline. This can be seen from the students' adherence to a regular training schedule, obedience to the rules set by the coach, and their commitment to completing the tasks or responsibilities given. Furthermore, this extracurricular also plays a significant role in shaping the character of responsibility. Students learn to carry out their roles, both as individuals and as part of a team, and they also begin to understand and accept the consequences of every action or decision they take. In addition, extracurriculars have a positive impact on increasing student confidence. This confidence grows through the mastery of new skills that they gradually practice, the courage to perform or compete in public, and an unyielding attitude in the face of difficulties during the training process. However, it was found that the development of this character was not completely even among all students. This study concludes that extracurricular activities, if systematically integrated with the school curriculum, can be a very effective and essential strategy in character education at the elementary school level
