    Kütüphane koleksiyonları araştırmacıların ilk uğrak yerlerinden biridir. Koleksiyonların değeri ise çeşitli unsurların bir araya gelmesiyle değerlendirilir. Bir kütüphane koleksiyonu, araştırmacının ilgilendiği hususla ne kadar ilişkili ise o koleksiyon o kadar değerlidir. Seyfettin Özege Koleksiyonu da Osmanlı ve genç Cumhuriyetini (1923-1930) araştırma konusu olarak belirleyen için vazgeçilmez bir kaynaktır. Bu koleksiyonun temel özelliği ise ilgili dönemin tüm ilmî alanlarıyla alakalı kitapları, belgeleri ve evrakları barındırıyor olmasıdır. Bu teknik notun temel amacı, Özege Koleksiyonuna dikkat çekerek bu koleksiyonu sosyal ve beşerî bilimler araştırmacılarına, uygulamalı bilimler ve sayısal bilimler araştırmacılarına tanıtmaktır.The Seyfettin Özege Collection is an invaluable resource for researchers studying the Ottoman Empire and early Turkish Republic. The main distinguishing feature of this collection is that it contains books, documents, and papers covering a wide range of academic fields from the relevant historical period, making it an indispensable source for those working on subjects related to the Ottoman Empire and early Republic of Turkey. This technical note aims to highlight the Özege collection and introduce it to researchers in the social sciences, humanities, applied sciences, and computational sciences as a highly valuable collection for their work in these areas

    Search for the decay of the Higgs boson to a pair of light pseudoscalar bosons in the final state with four bottom quarks in proton-proton collisions at s = 13 TeV

    A search is presented for the decay of the 125 GeV Higgs boson (H) to a pair of new light pseudoscalar bosons (a), followed by the prompt decay of each a boson to a bottom quark-antiquark pair, H→aa→bb¯bb¯. The analysis is performed using a data sample of proton-proton collisions collected with the CMS detector at a center-of-mass energy of 13 TeV, corresponding to an integrated luminosity of 138 fb−1. To reduce the background from standard model processes, the search requires the Higgs boson to be produced in association with a leptonically decaying W or Z boson. The analysis probes the production of new light bosons in a 15 < ma < 60 GeV mass range. Assuming the standard model predictions for the Higgs boson production cross sections for pp → WH and ZH, model independent upper limits at 95% confidence level are derived for the branching fraction BH→aa→bb¯bb¯. The combined WH and ZH observed upper limit on the branching fraction ranges from 1.10 for ma = 20 GeV to 0.36 for ma = 60 GeV, complementing other measurements in the μμττ, ττττ and bbℓℓ (ℓ = μ, τ) channels

    MLMQ-IR: Multi-label multi-query image retrieval based on the variance of Hamming distance

    Image retrieval (IR) methods extract the most relevant images to the query images from an image database. The existing IR methods, which retrieve images with a low degree of similarity, use computationally expensive approaches. In this study, a novel Multi-Label Multi-Query IR (MLMQ-IR) method based on the variance of Hamming distance is presented for the query of multiple images having multiple labels. The MLMQ-IR uses deep learning-based hashing code generation with ResNet50 structure. The variance evaluates the minimum variation of the distances between the query and database images, providing the trade-off images according to the center of Pareto space. Moreover, the MLMQ-IR exploits a new Triple Loss Multi-Label Hashing (TLMH) depending on binary cross-entropy loss and bit-balance loss functions. The MLMQ-IR is compared with recent multi-label and multi-query methods through MIRFLICKR-25 K, MS-COCO and NUS-WIDE datasets in terms of three well-known metrics, and the methods are ranked with succussed sorting. As a result, the MLMQ-IR method has the best avg. mean rank with 1.86. The results manifest that the MLMQ-IR provides the most similar retrieved images to the query images owing to utilizing the variance which is the efficient and fast IR approach. © 2023 Elsevier B.V.The numerical calculations reported in this paper were fully performed at Bursa Technical University High-Performance Computing Lab

    Effect of the soil slope on the cost-efficient optimum discrete design of reinforced concrete isolated footings

    WOS:001149692400001The primary aim of this study was to investigate the impact of the soil slope on the cost-efficient optimum design of reinforced concrete isolated footings. In contrast to previous studies, the magnitude of the soil-bearing capacity was considered dynamically related to the foundation size and embedment depth. Thus, the principal objective of the optimization process was to attain an optimal reinforced concrete isolated footing design on sloped soil at the lowest possible cost. The length and width of the foundation, thickness of the footing, embedment depth, and diameter of the steel longitudinal rebars were considered as design variables. To achieve optimum designs, the principles of the Turkish Requirements for Design and Construction of Reinforced Concrete Structures (TS500 2000) and the Turkish Building Earthquake Code (TBEC 2018) were utilized to determine the practical structural design constraints of the optimization problem. The well-known Hansen and Vesic methods were used independently to compute soil load-bearing capacities. Thus, reinforced concrete isolated footings were cost-effectively optimized in four different load cases and four different soil slope cases, considering the Hansen and Vesic approaches as two different computation methods for the soil load-bearing capacity. As a robust and up-to-date algorithm, the grey wolf optimizer was utilized as an optimization tool. 32 optimum designs were then optimally evaluated with respect to cost efficiency, considering the soil slope, load case, and load-bearing capacity computation effects. As a result, increments in the soil slope were found to increase the cost of reinforced concrete isolated footings nonlinearly. The maximum cost differences between the 0° and 45° soil slopes evaluated in the design examples analyzed using the Hansen and Vesic soil load-bearing capacity methods were 116.36% and 148.05%, respectively. © 2023 Institution of Structural EngineersKaramanoğlu Mehmetbey Üniversitesi, KMÜThe information and support provided by Assoc.     The belt and road initiative: a spatial empirical analysis of economic performance in Central Asia and the South Caucasus

    WOS:001176729700001This article focuses on China’s FDIs and mutual trade with five Central Asian countries, three South Caucasus countries and Iran within the framework of the Belt and Road Initiative (BRI). The study examines how the interaction of mutual foreign trade and China’s FDIs affects longitudinal income changes in these countries and to what extent the empirical evidence can demonstrate the significance of China’s investments and trade on their economic growth. Employing panel-spatial econometric models, the study assesses whether a discernible increase in total income occurred before and after 2013, exploring potential spillover effects from the spatial neighborhoods. The findings from the panel regression model reveal that the labor stock and the amount of foreign direct investments from China do not exhibit a statistically significant effect on the economic growth of these countries. However, the BRI positively impacted these economies, primarily through enhanced trade with China rather than FDIs from China

    Sağlık sigortası; hastalık, yaralanma gibi sağlık riskleri ile karşılaşılması durumunda sigortalının tedavi ve ilaç masraflarının tamamını veya bir kısmının karşılandığı bir sigorta türüdür. Devlet hastanelerin yoğunluğu, ilaç ve cerrahi tedavilerin yüksek maliyetleri nedeniyle özel sağlık sigortası veya tamamlayıcı sağlık sigortası talepleri artış göstermektedir. Yıllar içerisinde giderek önem kazanan ve sigorta sektöründen önemli bir ekonomik paya sahip olan sağlık sigorta branşının gelişiminin incelendiği çok fazla çalışma bulunmamaktadır. Bu çalışmada amaç, sağlık sigorta sektörünün 2011-2022 yılları arasındaki performansının PSI, MEREC ve MACONT yöntemlerini içeren hibrit bir karar modeli ile değerlendirilmesidir. Belirlenen kriterlerin objektif ağırlıklarını belirlemek için PSI ve MEREC yöntemlerinden yararlanılmıştır. Bu ağırlıklar ortak ağırlıklandırma yöntemi ile birleştirilmiştir. Belirlenen objektif kriter ağırlıkları dikkate alınarak MACONT yöntemi kullanılarak sağlık sigorta branşı verilerinin 2011-2022 yılları arasındaki performans sıralaması yapılmıştır. Ayrıca önerilen yöntemin tutarlılığını ve geçerliliğini göstermek için bir duyarlılık analizi yapılmıştır. Sağlık sigorta branşı için en yüksek performansın 2021 yılında gerçekleştiği görülmüştür.Health insurance; It is a type of insurance in which all or part of the treatment and medication expenses of the insured are covered in case of health risks such as illness or injury. Demand for private health insurance or complementary health insurance is increasing due to the density of public hospitals and the high costs of pharmaceutical and surgical treatments. There are not many studies examining the development of the health insurance branch, which has gained increasing importance over the years and has a significant economic share in the insurance industry. The aim of this study is to evaluate the performance of the health insurance sector between 2011 and 2022 with a hybrid decision model including PSI, MEREC and MACONT methods. PSI and MEREC methods were used to determine the objective weights of the determined criteria. These weights are combined with the common weighting method. Taking into account the determined objective criterion weights, the performance ranking of health insurance branch data between 2011 and 2022 was made using the MACONT method. A sensitivity analysis was also conducted to demonstrate the consistency and validity of the proposed method. It was observed that the highest performance for the health insurance branch occurred in 2021

    Endüstrileşme, üretim sürecine teknolojik gelişmelerin entegre edilerek verimlilik artışını hedeflerken aynı zamanda ülkelerin kalkınmasındaki en önemli göstergedir. Dördüncü evresini yaşamakta olan endüstrileşmenin son yıllarda dijitalleşmenin de etkisi ile önemi daha da artmaktadır. Endüstri 4.0 gelişmiş ekonomilere sahip ülkelerin rekabet avantajı sağlamak ve küresel ekonomide güç elde etme noktasında avantaj sağlayacaktır. Bu noktadan hareketle bu çalışma ile Endüstri 4.0’ın, milli gelirlerindeki hızlı artışla dikkat çeken BRICS ülkelerinin (Brezilya, Rusya, Hindistan, Çin ve Güney Afrika) ekonomik büyümeleri üzerindeki etkisinin tespiti amaçlanmaktadır. 2004-2023 dönemine ait yıllık verilerinin kullanıldığı araştırmada, panel veri analiz yönteminden yararlanılmıştır. Elde edilen bulgular neticesinde, Endüstri 4.0’ın BRICS ülkelerinin ekonomik büyümeleri üzerinde pozitif etkiye sahip olduğu tespit edilmiştir.While industrialization aims to increase productivity by integrating technological developments into production process, it is also the most important indicator development of countries. Industrialization, which is in its fourth phase, has become more important in recent years with the influence of digitalization. Industry 4.0 will provide an advantage for countries with developed economies to gain competitive advantage and gain power in the global economy. Starting from this point, this study aims to determine the impact of Industry 4.0 on the economic growth of BRICS countries (Brazil, Russia, India, China and South Africa), which attract attention with the rapid increase in their national income. In the research using annual data for the period 2004-2023, the Augmented Mean Group (AMG) cointegration estimator from the panel data analysis method was used. As a result of the findings, it has been determined that Industry 4.0 has a positive effect on the economic growth of BRICS countries

    This study aims to provide a historical overview of the career planning literature in Turkey, especially in the period from the early 2000s to the present day, when career planning has been attributed importance. In particular, the study focuses on understanding the changing nature of career planning studies from the period of socio-economic transformation to the present. A total of 155 studies on career planning from the oldest to the newest in DergiPark Academic, which has a voice in Turkey's national literature, were used as data. These data were analyzed using the content analysis method. First of all, studies on career planning were evaluated based on intensity in three different periods. According to the results of the research, it has been determined that both empirical and theoretical studies have been carried out in the fields of health, tourism, economics, etc., especially in the field of university students.Bu çalışma, özellikle kariyer planlamasına önem atfedilen 2000'li yılların başından günümüze kadar olan dönemde, Türkiye'deki kariyer planlama literatürüne tarihsel bir bakış sunmayı amaçlamaktadır. Çalışma, özellikle sosyo-ekonomik dönüşüm döneminden günümüze kariyer planlama çalışmalarının değişen doğasını anlamaya odaklanmaktadır. Türkiye'nin ulusal literatüründe söz sahibi olan DergiPark Akademik'te yer alan en eskisinden en yenisine kariyer planlaması üzerine yapılmış toplam 155 çalışma veri olarak kullanılmıştır. Bu veriler içerik analizi yöntemi kullanılarak analiz edilmiştir. Öncelikle kariyer planlaması üzerine yapılan çalışmalar üç farklı dönemdeki yoğunluğa göre değerlendirildi. Araştırma sonuçlarına göre özellikle üniversite öğrencileri alanında olmak üzere sağlık, turizm, ekonomi vb. alanlarda hem ampirik hem de teorik çalışmaların yapıldığı tespit edilmiştir

    The effectiveness of a child and parent-oriented modular education program on the prevention of child sexual abuse knowledge and parental views: A mixed method study

    This study evaluates the effectiveness of a modular training program on the prevention of child sexual abuse (CSA) on the level of sexual abuse knowledge of children and their parents and the views of parents. The study was conducted in a sequential explanatory mixed-methods design. In the quantitative part of the research, a randomized quasi-experimental method with a pre-test/post-test, and a control group was used, and in the qualitative phase, the descriptive phenomenological method was used. The quantitative phase was conducted with 122 children and 122 parents: those who participated in the modular training (intervention group) and those who did not (control group). The qualitative part of the study was completed with 15 parents. The modular training program was applied by the researchers to the children in the intervention group and their parents in sessions on different days. Children and their parents were measured 4 times in total: pre-test before modular training, post-test after training, 15 days after training, and 1-month follow-up test. The sexual abuse knowledge levels of children who received modular training were higher than those who did not (post-test, follow-up 1, and follow-up 2). Post-test scores related to child abuse knowledge and attitude levels of parents were higher in the intervention group (21.45) than in the control group (10.37). Qualitative findings were grouped under three main themes: “CSA risk factors”, “insecurity”, and “prevention methods”.     Complex dynamics of a new multiscroll memristive neural network

    In this paper, a cyclic memristive neural network structure is proposed. There are counterclockwise connections between the neurons. The system generates a controllable number of multi-scroll chaos by means of memristors with multi-segment nonlinear functions, which can produce a controllable infinite coexistence of heterogeneous attractors with initial offsets and a large range of amplitude-modulation properties. Through numerical simulations, the phenomenon of multi-scroll chaos is demonstrated and the coexisting attractors are found to exhibit extreme multi-stability as well as parameter-dependent amplitude-modulation properties. In addition, the feasibility of the system is verified by the construction of the circuit platform, the results of the digital hardware experiments are given, and the PRNG is constructed by applying this circular memristor neural network system
