    Pelatihan penyusunan asesmen autentik HOTS melalui Edpuzzle bagi guru-guru Lampung Selatan

    Kurikulum Merdeka menuntut guru mampu melaksanakan asesmen autentik yang mengembangkan keterampilan berpikir tingkat tinggi (HOTS). Namun, banyak guru Matematika dan IPA masih kesulitan merancang dan melaksanakan asesmen autentik berbasis HOTS, khususnya dalam memanfaatkan teknologi digital. Tujuan dari kegiatan ini adalah meningkatkan kompetensi guru khususnya terkait penyusunan dan pengimplementasian asesmen autentik HOTS melalui aplikasi Edpuzzle. Metode pelaksanaan meliputi analisis kebutuhan, pelatihan, praktik penyusunan instrumen asesmen, pendampingan implementasi, dan refleksi hasil. Peserta terdiri atas 30 guru Matematika serta guru IPA (Fisika, Kimia, Biologi) di Lampung Selatan. Evaluasi dilakukan melalui pretest, posttest, dan penilaian produk. Hasil kegiatan ini menunjukkan adanya peningkatan yang cukup signifikan pada pemahaman dan keterampilan guru, dengan 53% mengalami peningkatan sedang dan 47% peningkatan tinggi berdasarkan nilai N-Gain. Guru mampu merancang soal kontekstual berbasis analisis, evaluasi, dan kreasi, serta mengintegrasikan Edpuzzle untuk asesmen yang lebih interaktif dan efisien. Kegiatan ini juga mendorong perubahan paradigma penilaian menjadi lebih konstruktif dan reflektif, serta memperkuat implementasi Kurikulum Merdeka melalui pembelajaran berbasis kompetensi dan teknologi digital

    The Application of Shipping Governance in the Management of Small E-Pas Outlet in Pangkil Village, Bintan Regency

    Indonesia’s position as the world’s largest archipelagic state makes small-scale fishing vessels central to mobility and coastal livelihoods, yet many traditional boats still face uneven access to legality services, safety oversight, and state support conditions that can increase operational risk and exclude fishers from entitlements such as subsidized fuel. This study investigates how shipping governance is applied through the management of a Small E-Pas (e-Pas Kecil) outlet in Pangkil Village, Bintan Regency, and assesses what the outlet’s village-level implementation implies for traditional fishers. Using a qualitative, descriptive case study design, the research draws on systematic document analysis of national regulations and circulars, official institutional releases, and local media reports related to vessel measurement, registration, service delivery, and inter-agency coordination; the data were examined through thematic content analysis and coding aligned to core governance principles transparency, accountability, participation, and effectiveness supported by source triangulation. The findings indicate that the outlet has brought legality services closer to an island community by measuring and registering dozens of vessels under 7 GT, strengthening fishers’ legal identity, and facilitating access to subsidized diesel and basic safety support, while also promoting more standardized risk-prevention practices. However, implementation remains constrained by limited digital literacy among fishers, reliance on a small number of trained technical staff for measurement and data entry, and fragmented data management and coordination across KSOP, KPLP, and local government agencies, which reduces the consistency and scalability of accountability mechanisms

    Implementation of the TPKS Law In DIY From the Perspective of Policy Network Theory

    The increasing prevalence of sexual violence in Indonesia has posed a major governance challenge, prompting the enactment of Law Number 12 of 2022 concerning Sexual Violence Crimes (TPKS Law). Despite this progressive legal framework, its implementation at the local level, particularly in the Special Region of Yogyakarta (DIY), remains fraught with structural, institutional, and socio‐cultural obstacles. This study aims to analyze how the TPKS Law is implemented within the context of multi‐actor collaboration by employing Policy Network Theory as an analytical lens. The research seeks to identify key actors, map their relationships, and evaluate how coordination mechanisms influence policy outcomes. Using a qualitative descriptive approach, the study draws upon secondary data sources, including government reports, academic publications, and NGO documentation, which were analyzed through content and thematic analysis. The findings reveal that the effectiveness of the TPKS Law depends largely on the strength of horizontal coordination among actors such as the Yogyakarta Regional Police, DP3AP2 DIY, NGOs like and local communities. While legal institutions provide authority and structure, NGOs contribute trust and community engagement, creating a complementary but asymmetrical network. The study concludes that successful implementation of the TPKS Law in Yogyakarta requires adaptive governance practices characterized by continuous learning, inter‐agency collaboration, and community participation

    Policy Direction for Strengthening Accountability and Transparency in the Management of Direct Grant Receipts at BMKG

    The Meteorology, Climatology, and Geophysics Agency (BMKG) increasingly relies on external grants both cash and in kind to strengthen early warning, forecasting, and service delivery, yet recurring administrative irregularities in grant receipt and management continue to generate audit exposure and weaken the reliability of institutional reporting. This study aims to examine why grant governance problems persist despite an established legal framework and organizational responsibility structure, and to identify policy options that can improve transparency, accountability, and rule-of-law compliance in BMKG’s grant governance. Methodologically, the research employs a qualitative, descriptive case-study approach with a policy and governance analysis orientation, drawing on a combination of document review (regulations, internal guidelines, and relevant administrative records) and stakeholder perspectives from organizational units involved in planning, finance, asset management, procurement, and internal oversight. Data were analyzed through thematic content analysis using good-governance principles as analytical benchmarks, complemented by a root-cause perspective and a SOAR-based evaluation to assess strengths, opportunities, aspirations, and results for reform implementation. The findings show that the most critical gaps are not merely normative but operational: fragmented workflows, delayed and uneven reporting practices, limited procedural literacy among implementers, and weak enforcement mechanisms often compounded by non-integrated systems and manual workarounds that reduce traceability and undermine documentation quality. The study further finds that isolated interventions are insufficient; improvements in socialization alone will not sustain compliance without standardized operational guidance and enforceable accountability

    Transforming Governance to Implementation Foreign Loan-Funded Activities in BMKG for Good Governance

    Indonesia’s archipelagic geography makes maritime transport, fisheries, offshore works, and coastal livelihoods highly exposed to rapidly changing hydro-meteorological hazards, so marine meteorological services function as critical decision infrastructure rather than merely forecast products. This study examines the governance-to-implementation gap in BMKG’s Marine Meteorological System Phase II (MMS-2), a technology-intensive modernization program financed by an AFD external loan (€63.7 million) that experienced an extreme implementation lag of around 4.5–5 years, delaying service benefits and increasing fiscal exposure. Using a qualitative single-case design, the research relies on documentary evidence (planning/design artefacts, implementation records, and legal–procedural frameworks) to reconstruct the end-to-end implementation timeline, identify decision choke points, map causal chains through Fault Tree Analysis (FTA), and derive improvement options via the SOAR framework integrated with top-down/bottom-up implementation logics. Findings show the dominant bottleneck was low governance throughput slow, uncertain decision-making that stalled procurement and delivery driven by mutually reinforcing factors: early planning immaturity, regulatory deadlock between national procurement requirements (including TKDN/local content) and lender No Objection procedures, and legal shifts linked to the CFA amendment. Although acceleration emerged after the first drawdown (March 2025), persistent risks remained in fiscal data accountability and late-stage integration under a compressed catch-up corridor to 2028. The study concludes that a two-track “Agile Governance” strategy permanent cross-agency steering plus an autonomous joint task force with harmonized technical–procedural guidance and strengthened data integrity can accelerate delivery while preserving transparency and auditability

    Revitalisasi Sarana, Peningkatan Kapasitas Kader, dan Penguatan Kelembagaan di Posyandu Ananda Kecamatan Tanjungpinang Barat

    Program pengabdian kepada masyarakat di Posyandu Ananda Kecamatan Tanjungpinang Barat dilatarbelakangi oleh permasalahan rendahnya kapasitas kelembagaan, keterbatasan sarana prasarana, serta minimnya keterampilan kader dalam memberikan layanan kesehatan. Kondisi ini berdampak pada rendahnya efektivitas Posyandu sebagai pusat layanan kesehatan ibu dan anak di tingkat komunitas. Tujuan kegiatan ini adalah merevitalisasi sarana, meningkatkan kapasitas kader, dan memperkuat kelembagaan Posyandu agar mampu berfungsi lebih optimal dan berkelanjutan. Metode yang digunakan meliputi pendekatan partisipatif melalui sosialisasi, pelatihan manajemen administrasi dan teknis kesehatan, pendampingan kader, serta penyediaan Teknologi Tepat Guna (TTG) berupa TV LED, AC, antropometri kit, dan media edukasi visual. Hasil kegiatan menunjukkan adanya peningkatan signifikan pada aspek manajemen kelembagaan, di mana pemahaman pengurus naik dari 28% menjadi 85% dan sistem pelaporan kini dilakukan secara bulanan. Partisipasi masyarakat juga meningkat dari 30% menjadi 70% setelah dilakukan sosialisasi dan penyuluhan kesehatan, disertai dengan meningkatnya cakupan imunisasi dan pemahaman gizi ibu balita. Revitalisasi sarana terbukti meningkatkan kenyamanan layanan dan kualitas pencatatan tumbuh kembang anak, sementara pelatihan kader menghasilkan peningkatan kompetensi dalam komunikasi kesehatan dan layanan berbasis komunitas. Kesimpulannya, program ini berhasil memperkuat kapasitas kelembagaan, meningkatkan keterampilan kader, serta mendorong partisipasi masyarakat, sehingga Posyandu Ananda dapat bertransformasi menjadi pusat layanan kesehatan komunitas yang mandiri, inklusif, dan berdaya saing

    Optimization of Human Resources (HR) to Support Blue Economy in Riau Island Province

    Riau Island Province (Kepri) has great potential to support blue economy policies with its territory dominated by oceans (96%) and strategic position on the ASEAN border. Blue economy is an important approach to integrating maritime sectors such as fisheries, marine tourism, renewable energy, and marine technology sustainably. This article aims to analyze the challenges and opportunities in optimizing local human resources (HR) to support the implementation of blue economy policies in Kepri, in order to realize the vision of "Kepri Permata Biru 2045." This study uses a descriptive qualitative method with a phenomenological approach to understand the interaction between government, society, academics, the private sector, and media (Pentahelix Collaboration). Primary and secondary data were obtained through interviews, literature studies, and official documents such as RPJPD and RPJMD. This approach helps explore the dynamics of stakeholders in inclusive and sustainable blue economy governance. The results of the study show that although Kepri has great potential in maritime resources, the implementation of blue economy policies is faced with challenges such as limited inter-regional connectivity, low quality of human resources, and lack of maritime infrastructure. In addition, synergy between actors in collaborative governance is still weak.     Culturally integrated interactive worksheets based on maritime Malay context to enhance mathematical literacy in grade VII differentiated learning

    The low level of students’ mathematical literacy, particularly in linking mathematical concepts to daily life, remains a challenge in education. This study develops an interactive Student Worksheet that incorporates Malay maritime culture to enhance seventh-grade students’ mathematical literacy through differentiated learning. Cultural elements such as the traditional game porok and the fish trap bubu are included, since both represent proportional concepts relevant in mathematics. Differentiation is based on diagnostic tests of students’ literacy levels and applied to process and content aspects, adjusted to their readiness. The research follows the ADDIE development model through analysis, design, development, implementation, and evaluation phases. Practicality testing involved one mathematics teacher and 30 students from Class VII.E at SMP Negeri 17 Bintan, while effectiveness testing used the same participants. Data were collected using interviews, validation and practicality questionnaires, and literacy tests adapted from the 2022 PISA framework, focusing on reasoning and problem-solving. The findings show the worksheets is highly valid (88.14%) and practical, with positive responses from the teacher (93%) and students (88.40%). An N-Gain score of 0.75 (high category) confirms effectiveness. These results indicate that the developed worksheets successfully improve students’ mathematical literacy through differentiated learning and the integration of Malay maritime culture

    IMPLEMENTASI E-LKPD LIVEWORKHSEETS BERMUATAN ETNOKIMIA UNTUK MENINGKATKAN KEMAMPUAN BERPIKIR KRITIS SISWA

Penelitian ini bertujuan untuk mengetahui kemampuan berpikir kritis siswa pada materi asam basa dengan menggunakan media aplikasi Liveworksheets dan respons siswa terhadap implementasi E-LKPD Liveworksheets bermuatan etnokimia . Metode penelitian yang digunakan dalam penelitian ini adalah metode quasi experiment (eksperimen semu) dengan desain penelitian nonequivalent control group design menggunakan teknik pengambilan sampel jenuh. Sampel penelitian ini adalah siswa kelas XI SMA Muhammadiyah Langsa sebanyak 2 kelas dengan jumlah 26 siswa. Hasil penelitian menunjukkan bahwa implementasi media aplikasi Liveworksheets signifikan meningkatkan kemampuan berpikir kritis siswa. Terlihat pada rata-rata n-gain untuk kelas eksperimen (pembelajaran E-LKPD menggunakan Liveworksheets  bermuatan etnokimia) sebesar  0,70 termasuk dalam kategori tinggi, sementara n-gain untuk kelas kontrol (pembelajaran konvensional) sebesar 0,47 termasuk dalam kategori sedang. Hasil perhitungan dengan menggunakan uji mann whitney menunjukkan bahwa nilai signifikansi (2-tailed) sebesar 0,003  yang lebih kecil dari 0,05,  yang menunjukkan terdapat perbedaan  signifikan kemampuan berpikir kritis kelas eksperimen dan kelas kontrol. Hasil angket respon peserta didik diperoleh persentase rata-rata 84,3% (sangat baik) terhadap implementasi  media pembelajaran E-LKPD Liveworksheets bermuatan etnokimia. Sehingga, dapat disimpulkan bahwa  E-LKPD menggunakan Liveworksheets  bermuatan etnokimia dapat meningkatkan kemampuan berpikir ktitis siswa dalam materi asam bas

    Resiliensi Budaya Tradisional Dugderan Dalam Arus Perubahan Sosial Di Kota Semarang

    The Dugderan tradition is a cultural heritage of Semarang City that is held every year before the month of Ramadan, combining religious values with local cultural expressions. This study examines the transformation of Dugderan from a sacred tradition into a popular cultural festival in the context of modernisation, as well as how this tradition continues to reflect the multicultural identity of Semarang society. Using historical and participatory observation methods, this study traces the historical roots of Dugderan since the 19th century as a response to social fragmentation caused by the colonial policy of ‘divide and rule,’ which later evolved into a symbol of social cohesion and the emergence of the creative economy. Warak Ngendog, the festival\u27s main icon, reflects the acculturation of Javanese, Arab, and Chinese cultures, as well as local wisdom passed down from generation to generation. Findings indicate that despite commercialisation, values of togetherness, tolerance, and cultural identity persist in the Dugderan celebration. However, religious and traditional values are gradually being overshadowed by entertainment and economic orientations. This study underscores Dugderan\u27s role as a space for cultural dialogue, tourism promotion, and cultural preservation amid ongoing globalisation, while emphasising the need for a balanced approach between visual-commercial aspects and the historical, educational, and spiritual values inherent in the tradition
