    Palm Ash as a Pozzolanic Material for Portland Cement Pastes

    The effect of the substitution of palm ash (PA) on the physico-chemical and mechanical properties of Portland cement pastes (OPC) was clearly evaluated. Results showed that as the PA content increased, the fineness as well as the heat of hydration of the whole mix increased too.  The water of consistency (WC) and set times (ST) decreased with the increase of PA content due to the presence of the water reducing admixture. The bound water content (BWn), bulk density (BD) and compressive strength (CS) improved and enhanced up to 20 % PA content, and then decreased onward at all hydration periods, while the total porosity decreased and then increased. Above 20 % PA content, all properties were adversely affected. The free lime content (FLn) of the OPC increased continuously up to 90 days, but decreased with PA content. The FTIR spectra illustrated that there is a large amount of free lime content with P0 (OPC), but it gradually decreased with PA content. The SEM microscopy demonstrated the formation of ettringite phase and aggregates of CSH in addition to free lime.     This paper explores the role of Rwandan government officials in the massacres of Tutsi prior 1994. It focuses on the massacres of Tutsi in different communes in the former prefecture of Gisenyi during the Habyarimana regime, and specifically examines the events between October 1990 and August 1993.  Since October 1990, Rwandan government officials were either directly involved in the massacres of Tutsi, by encouraging, planning, directing or participating in the violence; or indirectly involved through their negligence or deliberate inaction. Local government officials (prefects, sub-prefects, mayors, assistant mayors, sector leaders, cell leaders), and security forces (gendarmes, police communale, Forces Armées Rwandaises) played a crucial role in the massacres of Tutsi in the commune of Kibilira, Satinsyi, Ramba, Gaseke, Giciye, Karago, Mutura, Kanama and Kayove. This paper thus shows that the intent of killing Tutsi as an ethnic group did not begin in 1994.     This research is entitled, ‘Electronic Governance and Service Delivery in Selected Ministries in Ebonyi State.’ The main objective of this study is to find out the extent electronic governance facilitates service delivery in Ebonyi State Bureaucracies. In specific terms, the objective of this study is to: Find out the extent the adoption of electronic governance aids record keeping/tracking of events in Ebonyi State Bureaucracies/Ministries; Examine the extent the adoption of electronic governance encourages accountability and transparency in Ebonyi State Bureaucracies/Ministries and Determine the extent the adoption of electronic governance encourages quality service delivery in implementing the projects and programmes of Ebonyi State Bureaucracies/Ministries.The theory adopted in this research is the Theory of Innovation and Diffusion propounded by Everett Rogers (1957). This theory tries to elucidate the implication of Technology/ Internet in the various spheres of life in the contemporary society.The research design adopted is a descriptive survey design. The instrument used in generating data in the study is questionnaire. The following are some of the main findings made in the study:Electronic government makes an impact on the knowledge of the society as well as on the literate level of the society.Electronic governance is very beneficial to the people who have electricity.The adoption of electronic governance in running the affairs of the ministries brings about effective service delivery in the state. It helps in defining and re-defining the current vision and mission of the government. The adoption of electronic governance curtails the level of corruption and encourages accountability and transparency in governance since it is a mechanism for carrying out proper internal and external auditing in government.The adoption of electronic government in Bureaucracies helps in facilitating the formulation of strategies for project and programme implementation in the states. The research has the following recommendation: The government of Ebonyi State should adopt therefore electronic governance in order to institutionalize in the state for real budget tracking in the state. Government should adopt the use of electronic governance in the state since it brings about significant improvement in governance through accountability and transparency; detects and prevents poor service delivery, curtails unnecessary waste, as well as arbitrary and captious behavior in Bureaucracies. Government should employ both qualitative and quantitative manpower who are experienced in the electronic governance in the Bureaucracies so that the programmes and projects of the government will always be effectively and efficiently carried out

    Adoption of International Financial Reporting Standards (Ifrs) and Assets Quality in the Nigerian Banking Sector: The Fundamental Effect Approach

    The main purpose of this work is to examine the effect of the adoption of international financial reporting standards (IFRS) on assets quality in the Nigerian banking sector. Specifically the study sought to determine the effect of the adoption on asset quality, loan volume, , net interest income and profit after tax of deposit money banks listed on the Nigerian Stock Exchange.  The adopted research design is causal-comparative. Secondary data on ten out of sixteen listed deposit money banks on the Nigerian Stock Exchange by June 2018 were used. The banks which were selected via judgmental sampling technique were those whose annual financial statements for the immediate year before IFRS adoption year were available and contained figures under Nigerian GAAP/SAS and IFRS-equivalent. The data which were analyzed using paired student t-test approach were sourced from 2011 and 2012 annual reports of the selected banks except Zenith bank for which only 2011 annual financial reports were used..  The variables of interest were grouped under Nigerian GAAP (SAS) and IFRS. Findings revealed that overall, the IFRS adoption indicates negative insignificant effect on assets quality of deposit money banks in Nigeria. The study therefore, recommends inter-alia that Financial Reporting Council of Nigeria  should  partner with the CBN to provide clarity on areas of regulatory hindrance to full and effective implementation of the IFRS with regular

    Public Health Activism and the Role of Civil Society in Good Governance: Some Reflections on the Nigerian Experience

    This paper examines public health activism and the role of civil society in good governance in Nigeria. Using historical method spiced with empirical observation, the paper attempt to establish that public health activism by civil society in the areas of tobacco smoking control, HIV/AIDS, Tuberculosis and Ebola Virus Disease impacted positively in engineering good governance by public health policy actors in Nigeria. The good governance catalyzed by civil society activism in the public health sector contributed to significant improvement in public health safety and the effective management of epidemics and health emergencies as evidenced in the cases of HIV/AIDS, Tuberculosis and the containment of Ebola Virus Disease. Based on these findings, the paper concludes that civil society activism, if properly harnessed, holds the key to public accountability and good governance in Nigeria, and by extension, Africa’s emerging democracies

    Bare Surfaces Analysis Within Ograzhden Mountain (Bulgarian Part)

    The presence of bare surfaces is one of the main indicators for the degradation of natural ecosystems. The spread of bare surfaces and respectively the lack of vegetation cover is a serious threat to the sustainable development of complex environments such as mountains. The present study focuses on the spatial-temporal relationships of the bare surfaces with the local environment within the Bulgarian part of the small border mountain of Ograzhden. Based on temporal imageries from the Landsat 8 satellite, an analysis of the spatial distribution and tendencies in the development of bare surfaces has been made over a two-year period of time. Overall, the results of the research show a reduction in the total area of bare surfaces on the one hand and a slow environmental recovery on the other. Unfortunately, the positive changes are not ubiquitous but describe only certain areas of the territory of interest

    This paper introduces some characterizations concerning the exponential family. Recurrence relation between two consecutive conditional moments of h(z) given x<z<y  is presented. In addition, an    expression of V[h(Z]x<Z< y)as well as a closed form of E[hr(Z)x<Z< y] in terms of the failure rate and the reversed failure rate is deduced. Finally, the left rth truncated moment of h(Yk) ( where Yk is   the Kth order statistic) is expressed in terms of a polynomial,  h(-) , of degree r. Some results concerning the exponentiated Pareto, exponentiated Weibull, the Modified Weibull, Weibull, generalized exponential, Linear failure rate,1st type Pearsonian distributions, Burr, power and the uniform distributions are obtained as special cases
