    Static and Dynamic Balancing for University Football Players(Report 2): Reliability & Differences between Front/Rear and Left/Right Directions in a New Balance Ability Test

    A newly-developed balance ability test was performed to measure the reliability and differences between front/rear and left/right directions on university football players. The participants were 97 male football players from a university. Each participant stood on a square plate whose angle fluctuated based on the X- and Y-axes, while the center of the plate for the new balance ability measurement system was the original position. Participants were instructed to maintain a stable standing posture for 30 seconds and not to tilt until the sides of the plate touched the grounding detection mattress. Measurements were recorded in front/rear and left/right directions. After one practice trial under each condition, the tests were performed twice. Because a difference was observed for some evaluation variables between the trials, all evaluation variables were analyzed using the best value of the subjects. The average touch frequency and average touch time were significantly higher in the front/rear than in the left/right direction. Therefore, this test has a higher degree of difficulty in the front/rear direction.     Bukatsudô Reform: Extracurricular Club Activities in Japanese Schools

    This paper examines government policies to reform bukatsudô (extracurricular activities) since 2010 when the new teachers’ manual for student guidance was issued. It considers the assumed pedagogical significance of bukatsudô, concerns regarding excessive corporal punishment and the impact of bukatsudô on increasing teachers’ working hours, and also explores strategies for developing management structures to ensure the long-term sustainability of bukatsudô. I argue that MEXT (Ministry of Education, Culture, Sports, Science and Technology) has reformed bukatsudô in response to changing social conditions, namely, two cases of corporal punishment in 2013 (the Sakuranomiya High School Incident and the female judo practitioners’ incident), the problem of teachers’ long working hours, and the need for sustainable bukatsudô management systems in schools promoted by MEXT. The government’s bukatsudô reform, mainly aimed to change the bukatsudô management system by requiring schools to manage bukatsudô in line with ʻThe national guidelines for supervision of extracurricular sports club activities’. But there are concerns that this may diminish the capacity of bukatsudô to develop students’ interpersonal relationships (both vertical and horizontal). Bukatsudô have provided all students with the opportunity to engage in sporting and cultural activities, regardless of their place of residence and family resources, and played a vital role in their human development.     Policy-Implementation Process in the Establishment of BID Analyses by the Coordination Model

    This article clarifies the collaborative relationships between business, government, and academia in the management of Business Improvement Districts (BIDs). Such management includes all activities designed to maintain or enhance the value of the land and improve the attractiveness of city centres, such as clean-up activities, the hiring of security personnel, sightseeing guidance, and event management. There are many BIDs in North America, Europe, Africa, and Oceania. However, analyses from a policy-implementation perspective are few, and an analytical model has yet to be established. Therefore, this article aims to show an analytical model of the policy-implementation process from the results of a case study. To this end, we conducted both a literature review and semi-structured interviews with relevant stakeholders. We begin by describing the background of BID policy formation regarding BID in the United Kingdom and Japan. We then conducted an analysis on the city of Sheffield, focusing on the city council officials. A number of conclusions are drawn. First, that BID was legislated as a successor to regeneration programmes for the city centre. Second, the officials of Sheffield city council played roles as coordinators, encouraged the establishment of BID, and revealed to us how the programmes aims changed over time for the city centre.     A Study on Measures to Increase Satisfaction with Rural Tourism : A Questionnaire Survey of Tourists in Rural Areas

    In China, rural tourism plays an important role as an industry for rural development. However, the overall rural tourism market is becoming increasingly competitive due to the increase in the number of regions entering the market, and building long-term relationships with tourists who repeatedly visit tourist destinations is an important issue. In light of these circumstances, this paper aims to understand touristsʼ perceptions of rural tourism using the results of a questionnaire targeting tourists, and then, through the IPA analysis method, analyze the difference between the level of importance before the act of tourism consumption takes place and the level of satisfaction after consumption, in order to understand the factors considered important and the level of satisfaction with them from an overall perspective. The purpose of this study is to understand the importance of tourism from a comprehensive perspective. Through this analysis, suggestions regarding the improvement of the attractiveness of tourist attractions, the maintenance and expansion of the number of tourists, and the attraction of new customers will be clarified.departmental bulletin pape

    China’s Agricultural Trade and Rapid Growth of Imports ——Current Status and Relation to Japan——

    China is the top importer of agricultural products from, and is also a powerful exporter to, Japan. This paper discusses the current status of China’s agricultural trade and Japan’s agricultural exports to other part of Asia to clarify the actual state of trade in Asian farming products. It is evident that China’s agricultural imports have increased rapidly since around 2010 and the country has fast become a net importer of such products. On the other hand, in East Asia China’s agricultural exports still occupy a major position as the central food supplier for Japan, South Korea, and Taiwan. No major change has occurred in recent years as they remain heavily dependent on China for their food. In this sense, the future trend of China’s agriculture requires attention, which has two characteristics. One is China as a net importer of food, and the other as a central food supplier in the East Asian region. It has become Japan’s number one agricultural export partner by 2021.
