    تهدف هذه الدراسة إلى البحث في أزمات التنمية السياسية في منطقة المغرب العربي، التي ظلت لفترة طويلة من الزمن عصية على التحول الديمقراطي، وقد حاولت الدراسة الانطلاق من تقديم تأصيل نظري للتنمية السياسية والتحول الديمقراطي، بالإضافة إلى تقديم قراءة نقدية تحليلية لأزمات وإشكاليات التنمية السياسية والديمقراطية في المنطقة المغاربية. وقد توصلت الدراسة إلى أن المنطقة المغاربية تشهد حالة مزمنة من الاستعصاء الديمقراطي والفشل السياسي، نظرا لوجود عدة أسباب بعضها هيكلي وظيفي مرتبط بضعف الأداء السياسي للأنظمة القائمة في المنطقة وأخرى مرتبطة بطبيعة الثقافة السياسية السائدة في المنطقة.    This study aims to research the political development crises in the Maghreb region, which for a long period of time have been difficult to democratic transformation. The study concluded that the Maghreb region is witnessing a chronic state of democratic impossibility and political failure, due to the presence of several reasons, some of which are structural and functional related to the weak political performance of the existing regimes in the region and others related to the nature of the prevailing political culture in the region

    Effect of shear deformations due to bending and warping on the buckling resistances of thin-walled steel beams

    The present paper successfully develops a closed form solution based on a shear deformation theory for elastic lateral-torsional buckling analyses of simply supported thin-walled steel beams. The theory captures the shear effects caused by transverse bending, lateral bending and warping deformations. The closed form solution is successfully validated against 3 dimensional finite element analyses conducted in commercial software. Through various comparisons between the buckling resistances based on a non-shear deformation theory and the buckling resistances based on the present shear deformation theory, the present study finds that (i) the effect of shear deformations on the buckling resistances decreases when the beam span increases, (ii) the effect of shear deformations on the buckling resistance is sensitive with the change of the flange width, and (iii) the effect of shear deformations in general is also influenced by the change of the section depth, and the flange and web thicknesses

    A Comparative Study of Life Cycle Assessment for Sustainable Concrete Mixes

    Developing countries need infrastructure for development thereby increasing the demand for concrete. The production of raw materials, manufacturing of concrete, and transportation process emit a large amount of greenhouse gases and particulate matters in the atmosphere which has increased energy consumption as well as global warming potential (GWP), acidification potential (AP), and eutrophication potential (EP) impact. In the present study, a comparative Life Cycle Assessment (LCA) is performed on five types of concrete mix and two fuels like coal and agricultural waste. The controlled mixed concrete CM-O was prepared by 100% OPC and the other four types of agricultural waste concrete were prepared by partial replacement of cement with agricultural waste ash in one cubic meter concrete. Optimum replacement level of cement was obtained based on 28 days compressive strength of concrete. LCA was evaluated by using CML methodologies on Microsoft excel for Cradle - to - gate boundary system. Similarly, environmental load due to the burning of coal and agricultural waste was evaluated. The results indicated that agricultural waste concrete has the potential to decrease the environmental load of the manufacturing of concrete. The environmental load is 1701.985 kwh, 501.051kg, 4.327kg and 466.091g for energy consumption, GWP, AP, and EP respectively for one cubic meter of controlled mix concrete. The results indicated that Rice husk ash at a replacement level of 12.5% of cement has 4.3%, 10%, 7.1%, and 3.7% lesser environmental impact for energy, GWP, AP, and EP respectively when compared with controlled mixed concrete. Further, the use of agricultural waste as fuel emits very less amounts of greenhouse gases mainly CO2, SO2, and NOx, and has an overall less impact on environmental compared to coal.     This article deals with Pinter’s use of language through which he works out his plays, and by which he has become fortunate enough to be part of a school i.e. the Theatre of the Absurd. His true understanding of the realities of everyday language with its ambiguities, irrationalities, inconsistencies, and fragmentations by which he has featured his stage has spawned him the recurrent term “Pinteresque language” among notable critics. This paper draws on Gilles Deleuze’s affect conceptual tool to investigate those strong mutual relations of language and extra-linguistic forces in The Birthday Party. To do so, the researchers entail looking to Pinter’s myriad performances or/and a representation of power. Focus is put on how Pinter’s scholarship of language in the play under study is grounded on the notion of affect as a useful means which engenders references of sensation of the “Pinteresque” i.e. the ability to join the words as they are spoken to the action and image of his characters

    Model Updating for Large-Scale Railway Bridge Using Grey Wolf Algorithm and Genetic Alghorithms

    This paper proposes a novel hybrid algorithm to deal with an inverse problem of a large-scale truss bridge. Grey Wolf Optimization (GWO) Algorithm is a well-known and widely applied metaheuristic algorithm. Nevertheless, GWO has two major drawbacks. First, this algorithm depends crucially on the positions of the leading Wolf. If the position of the leaderis far from the best solution, the obtained results are poor. On the other hand, GWO does not own capacities to improve the quality of new generations if elements are trapped into local minima. To remedy the shortcomings of GWO, we propose a hybrid algorithm combining GWO with Genetic Algorithm (GA), termed HGWO-GA. This proposed method contains two key features (1) based on crossover and mutation capacities, GA is first utilized to generate the high-quality elements (2) after that, the optimization capacity of GWO is employed to seek the optimal solutions. To assess the effectiveness of the proposed approach, a large-scale truss bridge is employed for model updating. The obtained results show that HGWO-GA not only provides a good agreement between numerical and experimental results but also outperforms traditional GWO in terms of accuracy

    Performance improvement of recycled aggregate concrete using fly ash and Portland blast-furnace slag cement

    Several countermeasures are implemented in the manufacture of construction materials to avoid negative impacts on the environment. Using concrete debris in construction demolition waste as a recycled aggregate to make recycled aggregate concrete (RAC) is one of the countermeasures. Further, the use of recycled construction waste and industrial by-products, such as fly ash and ground granulated blast-furnace slag, in concrete not only promotes resource circulation and reduces CO2 emissions in the cement manufacturing process but also improves concrete performance. In this study, low-quality recycled aggregate was mixed with normal aggregate at various replacement ratios to produce RAC. Additionally, ground granulated blast-furnace slag in Portland blast-furnace slag cement and fly ash were introduced in concrete to improve concrete performance. Applying the relative quality index method for performance evaluation, it was possible to design a mix proportion of RAC that achieved the requisite performance through the application of Portland blast-furnace slag cement and fly ash as a cement substitute or as a fine aggregate substitute

    Stochastic finite element analysis of the free vibration of non-uniform beams with uncertain material

    This paper deal with the stochastic finite element method for investigating the eigenvalues of free vibration of non-uniform beams due to a random field of elastic modulus. The formulation of stochastic analysis of the non-uniform beam is established using perturbation method in conjunction with finite element method. Monte Carlo simulation (MCS) used for validation with stochastic finite element approach. The spectral representation was used to generate a random field to employ the Monte Carlo simulation. The performance of results of the uncertain eigenvalue problem of non-uniform beams with random field of elastic modulus by comparing the first-order perturbation technique with the same moments evaluated from the Monte Carlo simulation. The numerical results show that the response of coefficient of variation of eigenvalue increases when the ratio of correlation distance of random field increases

    Random Dense Packing Parameters of Two-Dimensional Spherical Powders for Hot Isostatic Pressing Process Modeling

    In this paper, we have used the hot isostatic pressing HIP models previously carried out for the study of the random dense packing densification (RDP) of spherical particles of the same size in order to adapt them to the RDP of two-dimensional spherical particles. A new microscopic approach is thus developed that allows the densification parameters of two-dimensional spherical powder aggregates to be evaluated as a function of the relative density, taking into account the morphological changes of the powder particles and the porosity. The equations obtained for each parameter (coordination number, mean contact area and effective pressure) made it possible to represent the results in the form of curves. These show that our new approach is well adapted to a realistic description of the densification of powder aggregates with particles of more or less similar sizes.
