Seasonal and Cyclical Employment Fluctuations. An Example of Employment Adjustments in the Industrial Sector of Central and Eastern European Countries
Get PDFTheoretical background: Labour market theories and theories of cyclical fluctuations are broadly concerned with the problem of employment fluctuations, but they usually clearly separate the problem of cyclical employment fluctuations from its seasonality. This is an unjustified approach, since comparing cyclical employment fluctuations with its seasonality provides insight into the full dynamics of employment fluctuations. Considering that the number of scientific studies that simultaneously address the issue of employment adjustments in economic cycles and seasonality of employment is relatively small and their results are inconclusive, it was considered that the issues raised in the article may provide new generalizations.Purpose of the article: The main objective of the article is to examine the mechanisms of employment adjustment in response to cyclical and seasonal fluctuations in production. In order to achieve the main objective of the article, an empirical study was conducted, which was focused on the identification, assessment and comparison of cyclical and seasonal fluctuations in employment in the industrial sector in the Central and Eastern Europe (CEE) countries in 1q.1995–4q.2021.Research methods: The analyzes of identification and assessment of employment adjustments during economic fluctuations and seasonality of employment in the industrial sector in the CEE countries are based on time series models. The empirical study consists in comparing the conclusions from the analyzes of employment adjustments during fluctuations in economic activity with the conclusions of analyzes of seasonal fluctuations in employment. The research methods were mainly focused on two areas: employment adjustments during cyclical changes in economic activity and seasonal fluctuations in employment.Main findings: The analysis of employment fluctuations in the industrial sector of the CEE countries allowed to formulate three main conclusions. (1) An analysis of labour hoarding showed that in the industrial sector of the CEE countries, labour hoarding was a common employment practice during periods of economic fluctuation, and its level did not differ significantly between countries. Labour hoarding during cyclical fluctuations resulted from the lack of adjustment of the number of employees with a noticeable adjustment of the number of working hours. (2) A research on the seasonality of employment fluctuations showed significant and important seasonality of employment in the industrial sector of the CEE countries, with seasonal fluctuations in the number of workers being smaller than seasonal fluctuations in the number of hours worked. (3) The mechanism of cyclical and seasonal adjustment of employment seems to be related. Changes in the cyclical fluctuations of employment can be explained by its seasonality, so the speed with which employment adjusts to economic fluctuations may depend on its tendency to fluctuate during the year

In our study, we identify and analyse the strategies used by Yourcenar to create a better world. She does not set herself up as a moralist but presents us with concrete situations where people’s indifference leads to unimaginable disasters. Indeed, her piercing gaze shows us that everything is connected.Les essais yourcenariens, textes riches et protéiformes, traitent en filigrane de l’éthique ; on y trouve une éthique qui ne dit pas son nom. Get PDFThe paper offers a reflection on the emergence and operation of the Polish sanctions list as a sui generis legal institution straddling the domains of administrative and international law, governed by specific rules for its establishment and amendment, and serving as the principal repository of information on sanction targets and the types of measures imposed. The author focuses on the analysis of sanctions lists as a tool of international politics and law and on their legal nature in the context of sanctions imposed by the European Union against individuals and entities from the Russian Federation and the Republic of Belarus in connection with Russia’s aggression against Ukraine, as well as on the Polish implementation of the sanction system by the Act of 13 April 2022 on special measures to counteract the support of aggression against Ukraine and to protect national security. The author presents the sanctions list as a key, formal instrument for applying sanctions against the Russian Federation and the Republic of Belarus by identifying individuals, legal entities and other organizational units. The main issues addressed in the article are as follows: 1) the definition and significance of the sanctions list as a tool for imposing international sanctions of a financial and isolating nature; 2) the legal nature of sanctions lists as administrative decisions and the prerequisites for placing individuals and entities on the sanctions list; 3) the effects and mechanism of operation of sanctions lists, with particular emphasis on the functioning of the Polish sanctions list managed by the Minister of the Interior and Administration on the basis of the Act of 13 April 2022 – by enumerating individuals and institutions subject to sanctions, these lists determine specific restrictions, such as asset freezes, entry bans to certain countries or limitations on financial transactions; 4) the types of entities included on the Polish sanctions list and the prerequisites for their inclusion.Opracowanie stanowi refleksję nad powstaniem i funkcjonowaniem polskiej listy sankcyjnej jako swoistej instytucji prawnej z pogranicza prawa administracyjnego i prawa międzynarodowego publicznego, ze specyficznymi regułami tworzenia i zmiany list sankcyjnych, oraz jako podstawowego nośnika informacji o adresatach sankcji i zastosowanym ich rodzaju. Autor koncentruje się na analizie list sankcyjnych jako narzędzia międzynarodowej polityki i prawa oraz na ich charakterze prawnym w kontekście sankcji stosowanych przez Unię Europejską przeciwko osobom fizycznym i podmiotowym z Federacji Rosyjskiej i Republiki Białorusi w związku z agresją Rosji na Ukrainę, a także na polskiej implementacji systemu tych sankcji ustawą z dnia 13 kwietnia 2022 r. o szczególnych rozwiązaniach w zakresie przeciwdziałania wspieraniu agresji na Ukrainę oraz służących ochronie bezpieczeństwa narodowego. Autor przedstawia listę sankcyjną jako kluczowy, formalny instrument stosowania sankcji wobec Federacji Rosyjskiej i Republiki Białorusi poprzez wskazanie osób fizycznych, osób prawnych i innych jednostek organizacyjnych. The analyses were carried out based on available scientific publications, industry reports, and current information available on websites and business portals, as well as on scientific websites and on the websites of companies and organizations operating in logistics areas.Purpose of the article: Logistics is currently one of the fastest growing branches of the economy. Megatrends, including climate change, armed conflicts, the COVID-19 epidemic, digitalization, and urbanization, have contributed to the intensification of the pace of transformations taking place in the area of logistics. This study refers to the distinction and discussion of current and future development trends in the logistics industry. The final part presents a project of a quantitative study aimed at obtaining information on the strength and time of the impact of individual trends on logistics and the economy.Research methods: Below consideration to use general methodology in the field of management sciences as well as descriptive methodology in the area of issues related to logistics. The monographic method, observation and document analysis were also used.Main findings: Isolating and distinguishing logistics areas with the greatest development potential. No full textThe aim of the study was to determine the relationship between parental attitudes displayed by parents with physical disabilities and the self-esteem level of their children. The research problem was formulated around three key questions: 1) What parental attitudes are demonstrated by women with physical disabilities compared to men with physical disabilities? 2) What is the self-esteem level of children raised by mothers with physical disabilities compared to those raised by fathers with physical disabilities? 3) Is there a relationship between parental attitudes and the self-esteemof children raised by parents with physical disabilities, and if so, what is its nature? The study involved 59 parents (26 mothers and 33 fathers) and their children aged 14–18. The research instruments used were the Parental Attitudes Scale by M. Plopa and the Rosenberg Self-Esteem Scale (SES). The results showed that the parental attitudes presented by parents with physical disabilities were most often inappropriate or moderately appropriate, while the children’s self-esteem levelswere predominantly low or very low. Correlational analysis revealed weak and mostly statistically insignificant relationships between the variables. These findings indicate a need for systemic psychoeducational support for parents with physical disabilities, particularly in the area of enhancing parenting competenciesCelem badania było określenie związku między postawami rodzicielskimi przejawianymi przez rodziców z niepełnosprawnością ruchową a poziomem samooceny ich dzieci. Problematyka badawcza została sprowadzona do trzech kluczowych pytań: 1) Jakie postawy rodzicielskie prezentują kobiety z niepełnosprawnością ruchową w porównaniu z mężczyznami z niepełnosprawnością ruchową? 2) Jaka jest samoocena dzieci wychowywanych przez matki z niepełnosprawnością ruchową w porównaniu z dziećmi ojców z niepełnosprawnością ruchową? 3) Czy istnieje zależność między postawami rodzicielskimi a poziomem samooceny dzieci wychowywanych przez rodziców z niepełnosprawnością ruchową, a jeśli tak – jaki ma ona charakter?Badanie przeprowadzono wśród 59 rodziców (26 matek i 33 ojców) oraz ich dzieci w wieku 14–18 lat. Zastosowano Skalę Postaw Rodzicielskich autorstwa M. Plopy oraz Skalę Samooceny SES M. Rosenberga. Wyniki wykazały, że postawy rodzicielskie prezentowane przez rodziców z niepełnosprawnością ruchową były najczęściej niewłaściwe lub jedynie umiarkowanie właściwe, natomiast poziom samooceny ich dzieci – w przeważającej mierze niski lub bardzo niski. Analiza korelacyjna ujawniła słabe i w większości statystycznie nieistotne zależności pomiędzy zmiennymi. Uzyskane wyniki wskazują na potrzebę systemowego wsparcia psychopedagogicznego dla rodziców z niepełnosprawnością ruchową, szczególnie w zakresie rozwijania kompetencji wychowawczych

Get PDFAngesichts der fortschreitenden Entwicklung der musikalischen Robotik und der zunehmenden Anwendung von Künstlicher Intelligenz in künstlerischen Praktiken versucht dieser Aufsatz die Frage zu beantworten, ob Kunst ohne ein empfindungsfähiges, emotionales kreatives Subjekt existieren kann. Im Zentrum der Überlegungen stehen die Rezeption nicht-menschlicher Kunst, die Bedeutung der Körperlichkeit in der Musik und die Notwendigkeit einer Neudefinition des Begriffs Kreativität. Als möglicher Lösungsansatz wird vorgeschlagen, die robotische Kunst als experimentelles Feld innerhalb der relationalen Ästhetik anzuerkennen und vollständig von einem Vergleich zwischen maschineller und menschlicher Performanz abzurücken. In der robotischen Kunst entsteht Bedeutung nicht durch Intention oder Ausdruck des Schöpfers, sondern durch die Interaktion zwischen Rezipient, Technologie und kulturellem Kontext, wodurch Autorschaft zu einer dezentrierten Kategorie wird. Obwohl robotische Kunst kein künstlerisches Erleben im traditionellen Sinne aufweist, kann sie dennoch ästhetischen Wert und soziale Resonanz entfalten. Daraus ergibt sich der Vorschlag, die Kategorien von Veränderung und Innovation in die ästhetische Reflexion einzubeziehen, da sie für ein zeitgemäßes Verständnis technologischer Kreativität unabdingbar sind. Die Analyse verfolgt einen interdisziplinären Ansatz und verbindet Kunstphilosophie, Musiktheorie und posthumanistische Perspektiven.In the face of the ongoing advancement of musical robotics and the integration of artificial intelligence into artistic practices, this essay undertakes an inquiry into the possibility of art existing in the absence of a sentient, emotionally engaged, creative subject. The primary focus is on the reception of non-human artistic production, the significance of embodiment in musical expression, and the imperative to redefine the notion of creativity. The proposed approach advocates the recognition of robotic art as an experimental domain within relational aesthetics, accompanied by a complete departure from comparisons between robotic and human performance. In the context of robotic art, meaning is not the product of authorial intent but rather emerges through the interaction between the audience, the technological agent, and the surrounding cultural context, thereby decentralizing the notion of authorship. Despite its detachment from traditional aesthetic experience, robotic art may nonetheless possess aesthetic value and social resonance. Consequently, the essay argues for the inclusion of transformation and innovation as critical categories within aesthetic discourse, essential to a contemporary understanding of technological creativity. The analysis adopts an interdisciplinary perspective, drawing on philosophy of art, music theory, and posthumanist thought.W obliczu postępującego rozwoju robotyki muzycznej i wykorzystywania zastosowań sztucznej inteligencji w praktykach artystycznych, esej podejmuje próbę odpowiedzi na pytanie, czy możliwe jest istnienie sztuki pozbawionej przeżywającego, emocjonalnego podmiotu twórczego. Głównym przedmiotem rozważań jest recepcja twórczości nie-ludzkiej, znaczenie cielesności w muzyce oraz potrzeba redefinicji pojęcia kreatywności. Proponowanym rozwiązaniem jest uznanie sztuki robotycznej za eksperymentalne pole estetyki relacyjnej i całkowite odejście od porównywania wykonawstwa robotów z wykonawstwem ludzkim. W sztuce robotycznej znaczenie nie jest wynikiem intencji i zamysłu twórcy, lecz powstaje w interakcji pomiędzy odbiorcą, technologią i kontekstem kulturowym, a tym samym autorstwo przestaje być kategorią centralną.
