DIGITAL DEMOCRACY IN THE WEST JAVA GUBERNATORIAL ELECTION 2018: PARTICIPATION, PARTY CAMPAIGN, AND POWER RELATIONS
The logic of digital democracy is often parallel with freedom and openness which offer improvement. The interplay between democracy and technology has formed the dialectic interaction among political party, government and society. Democracy itself depends on participation of citizens which requires space, time and place. The presence of citizens’ participation has transformed from conventional to the virtual form through social media. Penetration of social media has reshaped the political realities which influenced by digital communication of the users. Thus this research attempts to examine how digital democracy shapes and influence participation, party campaign, and power relations in the West Java gubernatorial elections 2018. This research employs a qualitative approach based on case study analysis which provides an in-depth understanding of a case or cases. The case study research is one of the qualitative traditions of inquiry. Data are collected through interviews and literatures. As a tool of analysis, the researcher uses Manuel Castells idea with social network approach to explain participation, party campaign, and power relations in the West Java gubernatorial election 2018 which was held on 27 June 2018. This study found that social network through social media has shaped and influenced participation, party campaign and power relations in the West Java gubernatorial elections 2018.

TRANSFORMATIONAL LEADERSHIP IN THE MIDDLE OF PLURALITY AND GLOBAL CHALLENGES
Leadership is an important factor, in order to meet public demands and aspirations. Leadership is the key word for the realization of justice, prosperity and equitable development amid a pluralistic society. Especially in the midst of a multidimensional crisis that has accumulated in the economic crisis experienced by the Indonesian people since the 1998 crisis has spawned a variety of public problems that have until now been fully resolved. Efforts to organize and overcome multidimensional crises amid global challenges will be quickly carried out if the transformation process in the community is able to produce good leadership at all levels of government, both central and regional. As a large pluralistic nation with all its problems, this nation needs political leadership that has a high commitment to solve various problems in the community. In the era of democratization, it is hoped that the leadership process will be more open and promising transformation and change in the community. Through leadership among the community, both through political parties, community organizations (such as NU, Muhammadiah) and leadership processes born of various organs in the community are expected to produce credible leaders and have a strong vision to solve various problems in the community. Where leadership is not interpreted as limited to power, but leadership really promises to improve and change amid the community.

THE VIEW OF THE BEKASI MUSLIM MIDDLE CLASS TOWARD IDENTITY POLITICS REVIEWED FROM ORGANIZATIONAL MEMBERSHIP AND EDUCATIONAL ASPECTS
This research was motivated by the emergence of various movements after the blasphemy event carried out by DKI Governor Basuki Tjahaja Purnama. The campaign led by a group called the Muslim middle class brought several demands. The participation of the Muslim middle class is exciting to study considering that this class is seen as a consumptive class compared to its role in the political field. The presence of the middle class in the political arena is significant in the process of democratization, especially in terms of political participation.
But on the other hand, there is an allegation of the strengthening of the Muslim middle-class identity politics. The unit of analysis in this study is teaching staff (lecturers) in Islamic tertiary institutions in the Bekasi City area. The research method used is a quantitative study with a questionnaire as a data collection tool. Data analysis techniques use cross tabulation. The number of samples in this study was 100 people with a confidence level of 95% and a margin of error of 10%. The questionnaire results that there are differences between respondents who are members of religious organizations in looking at the participation of Muslim middle class and identity politics. Whereas gender and education level have no difference in looking at participation and identity politics.

DEVELOPMENT OF VILLAGE BASED ON THE ECO-VILLAGE CONCEPT TOWARDS AN INDEPENDET VILLAGE
Abstract
The purpose of this study is to improve people's understanding of managing their environment in accordance with sustainable development principles through optimizing village potential while maintaining local wisdom. With the concept of Eco-Village, the community of Sukahurip Village, Cihaurbeuti Subdistrict, Ciamis Regency is able to change people's behavior in creating a better environment, having a sense of attitude and self-reliance through community self-reliance without having to depend on government programs and feeling together the mutual cooperation that is felt has begun to fade. The research method used is descriptive qualitative research method based on documentation and interview results. The results of this study indicate that the development of a village based on the Eco-Village concept to create an independent village in Sukahurip Village has been proven by mapping the conditions of the village potential and the existence of an agroecosystem by making the Black Soldier Fly breeding center useful as a decomposer for organic waste. This study contributes to the economy of the local community in managing the social environment and sustainable productive economic enterprises whose results can increase income and family welfare without having to eliminate mutual cooperation and continue to uphold existing local wisdom through the concept of Eco-Village-based development.

COMMUNITY EMPOWERMENT OF POLITICS IN CREATING PUBLIC LEADERSHIP (ANALYSIS THE PERFORMANCE MEMBERS DPRD OF CIAMIS DISTRICT IN THE ELECTION 2019)
The purpose of this study is to determine the ability and independence of the community in political empowerment so that the community can play a role in determining public policy. The method used is a qualitative descriptive approach method based on the results of observations, interviews and documentation studies. The results of the study show that the implementation of political empowerment which has been carried out by Ciamis Regency DPRD members, especially during the recess period before the 2019 General Election whose implications for creating public leadership cadres from the community in the future, is limited to more unilateral interests. leaning towards strengthening and increasing the voice of support, while the main substance directed at encouraging people to participate in determining and having the capacity to provide aspirations, especially to produce public policy products that are in favor of the interests of society is still far from expectations. Likewise from the expected implications in producing cadres of public leaders from the community, especially as a generation who are able to understand politics as part of the life of the nation, especially as a strategy to make regional changes to be more independent and improve welfare still need coordinated and sustainable efforts involving various aspects of stakeholders (government and other political actors).

GOVERNMENT RESILIENCE POLICY AND SUSTAINABLE DEVELOPMENT GOALS: Food System Resilience (A Comparative Study BetweenIndonesia And The Gambia).
The purpose of applying socio-ecological resilience is that there are significant changes in climate and scientist established that the planet is getting wormer on yearly basis and sea levels are rising. The climate pattern is also changing rapidly and rainfall shortage become a challenge. Human actions are responsible for changing climate through emission of greenhouse gas in atmosphere which keep depleting the ocean layers by make the planet earth wormer. Disaster is a natural phenomenon that happen with or without the expectation of human. Food system resilience is important in this discourse as disasters are an unforeseen circumstance. The concept of resilience was introduced in development to help resort the communities affected by the natural calamity. Governments formulate resilience policy as a strategy for disaster preparedness. This article used qualitative analysis in discussion. Food system resilience was used in the context of socio-ecological system which entail environmental issues and societal values in ensuring food security. Food system resilience was discussed in connection to SDGs goal number two (Zero Hunger). The weight of the discussion is centred around socio-ecological system in boasting food security.It is evident that the two countries have something in common but defer in many aspects of their development priorities and pace. They both need more improved crops or variety of cereals to ensure food security and public awareness creation on resilience policy and actions is a necessity.

DEALING WITH SDG's COMMITMENT ON SUSTAINABLE CITY DEVELOPMENT: THE PROBLEMS OF MUNICIPAL WASTE OF SIDOARJO
The target of sustainable development - the Sustainable Development Goals (SDGs) Achieved in 2030 is the agenda of Governments around the world based on the resolution of the general assembly issued. The government has shown strong commitment and taken initial action, Including connecting most SDGs targets and indicators into the national medium-term development plan (RJPMN). This research focuses on local government in Realizing the goals of the SDGs, especially the 11th targets on sustainable city development. Sidoarjo has the strategic economic and social potential as the highest industry revenue contributor in East Java. Meanwhile, as a representation of the industrial cities, Sidoarjo faces problems of urban waste. Sidoarjo, the which has received 8 (eight) Verse awards, was finally criticized by the community of environmentalists. Given that urban environmental problems are Believed to influence the legitimacy of the local government. This study uses a qualitative descriptive approach that is intended to explore information about the role of local Governments in Realizing the concept of sustainable urban development that focuses on waste management and mitigation of river pollution. This research primary and secondary uses of data types. Primary Data is the result of interviews from research subjects who are interested parties in Sidoarjo RAN, Including Bappeda, DLKH and PUPR. Secondary Data is Obtained from the results of a literature review of local government Several report documents, journals related to the implementation of SDGs and other scientific sources. In an effort to deal with urban waste problems, the Government of Sidoarjo City Applies Several strategies to Achieve urban sustainability. First, the Environmental Agency and the Public Works Agency Carried out the construction of a Sanitary Landfill as an environment-based waste treatment. Second, in Achieving Zero Waste in Sidoarjo City, the government involves sub-districts as stakeholders in regional-based waste management.

THE ROLE OF PEER SUPPORT GROUP TO RESTORE THE ABILITY OF RESILIENCE OF PEOPLE WITH HIV / AIDS (PLWHA)
HIV/ AIDS that infects a person will not only reduce body immune system, but also reduce one’s resilience ability. As a result, PLWHA become powerless in dealing with the disease and their social lives. The presence of peer support groups is very helpful to restore the resilience of PLHIV in dealing with diseases and their effects.This study aims to describe; 1) The role of peer support groups to restore the resilience of PLWHA.2) The Impact of Social Support on Restore Resilience Of PLHAs. This research used qualitative approach and data collection technique conducted by interview and observation and Focus Group Discussion (FGD). Meanwhile, the subjects of this study are PLWHA, and member of Peer Support Groups.This study found that: (1) The role of peer support groups to restore the resilience of PLWHA are; 1) Provider temporary shelter; b) Companion and counselor; c) Educator and trainer; d) Advocate. (2) The roles of peer support group to improve the resilience of PLWHA consists of; a) PLWHA can adapt to HIV / AIDS which infects it, optimistic, hopefull, without experiencing stress; b) improvement in the quality of PLWHA's health; c) Increasing social role of PLWHA; d) PLWHA becomes more pro-social and religious

SINERGITY OF THE VILLAGE PRIVATE BUSINESS AGENCY (BUMDes) "KUPAS SEIRAMA" ON THE IMPROVEMENT OF VILLAGE COMMUNITY WELFARE
The purpose of the study was to determine the existence of BUMDes in Pawindan Village in improving rural welfare. The era of autonomy has made the paradigm of the village community that development should start from the level of the "grassroots" community. This is supported by the Village Fund program which is a stimulator of infrastructure development and can also be a driver of the development of other sectors. One form of village development policy is the presence of Village-Owned Enterprises (BUMDes). But new problems emerged in Pawindan Village, which was dominated by the existence of pre-prosperous communities and dominated by less productive communities from the economic sector and community waste issues that had not been managed and organized properly. The method used is descriptive qualitative research with data analysis using data triangulation techniques. The results of the study show that the BUMDes “Kupas Seirama” shows that: (1) "Kupas Seirama" BUMDes are focused on integrated waste management and have high economic value; (2) “Kupas Seirama” BUMDes have become a driver in providing labor-based employment; (3) BUMDes "Kupas Seirama" has succeeded in increasing the village's original income.

INVESTIGATING IT GOVERNANCE VALIDITY IN HIGHER EDUCATION INSTITUTION: An Empirical Study
The purpose of this paper is to investigate the validity of the higher education academic staffs in IT governance studies and the future improvement for IT governance and controls. This research used a quantitative survey to identify the current state of IT governance for five higher education institutions in East Java, Indonesia. The questionnaires were distributed to post-graduate student as IT executives in their higher education institution. A total of 34 out of 40 post academic staffs completed the questionnaire, representing a response rate of 85 percent. This study found that attributes for deliver value (V2), attainment and retain people with key competencies (V6), capture knowledge to improve performance (V10), stakeholder satisfaction (V11), reach economies of scale (V17) , deliver successul IT project (V19), understand business unit strategies (V20), and understand emerging technologies (V22) show no significant difference (
