INTENTION AND BEHAVIOR OF USING E5 BIOGASOLINE: A CASE STUDY OF VIETNAMESE CONSUMERS
The purpose of this study is to examine the influence of endogenous and exogenous factors on Vietnamese consumers\u27 intention and behavior to use E5 biogasoline. Data were collected from 1,263 consumers, and the PLS-SEM method was employed to test the conceptual model. The analysis results indicate that the intention to use E5 biogasoline is explained by both endogenous and exogenous factors based on the theory of planned behavior, value theory, and diffusion of innovations theory. Endogenous factors such as attitudes, subjective norms, perceived behavioral control, environmental concern, environmental knowledge, and willingness to pay, along with exogenous factors like online social media and green consumption policies, positively affect the intention to use E5 biogasoline. Conversely, environmental apathy negatively impacts it. Additionally, the intention to use E5 biogasoline was found to significantly and positively influence the behavior of Vietnamese consumers in adopting E5 biogasoline. Based on these findings, several recommendations are provided to promote both the intention and behavior of consumers toward using E5 biogasoline in the future
PUBLIC POLICY AND INTELLECTUAL CAPITAL IN THE INTERNATIONAL DIMENSION
To assess the state of society, theoretical starting points and practical solutions for the formation of the state\u27s intellectual resources, and the classification of the signs of their management in the conditions of contemporary world and European society, are presented. Emphasis is placed on defining the role of intellectual capital in shaping the current stages of society. Methods of measuring intellectual capital are proposed and presented in statistical indicators in clear tables. Selected statistical indicators documenting the qualitative state of intellectual capital creation in selected countries worldwide are presented, enabling international comparisons in the field of intellectual capital valuation. It also points to the historical context of the author\u27s intellectual capital and its connections with social activity in national states and in world and European society. In conclusion, attention is drawn to the necessity of recording and comparing the individual states of development of world society, and to the risks of incorrect decisions in the field of public elections
LEGAL INTERPRETATION IN VIETNAM: LIMITATIONS AND SOLUTIONS
In Vietnam, legal interpretation has traditionally been the responsibility of legislative bodies. Only recently have courts been given the authority to interpret the law in the course of its application. The Standing Committee of the National Assembly, however, provides very limited guidance, and judicial interpretation remains underdeveloped due to the lack of a comprehensive legal framework. At the same time, legal interpretation is carried out by various actors, including the Government, ministries, and committees responsible for drafting or implementing legal documents. This fragmented practice creates inconsistencies between statutory provisions, their enforcement, and the practical need for authoritative interpretation. As a result, the effectiveness and accountability of the courts are undermined, the legitimate rights and interests of individuals may be affected, and the broader goals of judicial reform aimed at consolidating the rule of law are hindered. Current challenges concern public perceptions, legal provisions on competent authorities and subjects, and procedural mechanisms. Reforming legal interpretation is therefore essential, with a focus on improving the legal framework and the quality of judicial interpretation to strengthen court effectiveness, enhance accountability, and reduce the risk of overreach by other actors
SOCIAL PEDAGOGY: AN APPROACH FOR THE RESIGNIFICATION OF THE DEPRIVED-OF-FREEDOM SUBJECT
Social Pedagogy has been established as an educational approach focused on inclusion and social transformation, particularly for individuals in vulnerable and marginalized situations. This study analyzes its role in promoting citizenship and reducing social inequalities, highlighting its relationship with non-formal education and its importance as a complementary tool to traditional schooling. The research explores the origins of Social Pedagogy in Europe and its adaptation to the Brazilian context, demonstrating how this approach contributes to empowering historically excluded groups. Additionally, it examines the relationship between social inequality and crime, emphasizing the impact of education on the rehabilitation of incarcerated individuals. The study also discusses public policies and regulatory frameworks that support education as a fundamental right, as well as the challenges faced in its effective implementation. Through a literature review and theoretical reflections, the study concludes that Social Pedagogy does not replace formal schooling but enhances access to knowledge and significantly contributes to building a more just and equitable society, where education plays a crucial role in promoting dignity and strengthening citizenship
RETHINKING SUSTAINABLE DEVELOPMENT THROUGH FREEDOM AND ANTI-CORRUPTION: EVIDENCE FROM TWO GLOBAL DEVELOPMENT TIERS
This study examines how economic freedom and control of corruption influence sustainable development across two global development tiers, consisting of 22 developing countries and 28 developed countries during the period 2008 to 2023. Using the Sustainable Development Goal Index as a comprehensive measure of sustainability, the study applies a Bayesian regression framework to capture parameter uncertainty and improve inference in the presence of institutional diversity. The results show a clear divergence between the two groups. In developing economies, economic freedom reduces sustainable development performance, reflecting weak regulatory capacity, unequal market structures, and the expansion of pollution intensive activities. In contrast, countries with advanced institutional systems benefit from economic freedom, which promotes innovation, efficient resource allocation, and stronger environmental governance. Control of corruption also displays asymmetric effects. It does not generate immediate sustainability gains in developing countries where corruption remains systemic, but it significantly enhances sustainable development in developed countries where governance structures are more effective. The interaction effect demonstrates that stronger corruption control can reduce the negative impact of economic freedom in developing economies, while showing diminishing returns in developed economies. The findings highlight that economic freedom can support sustainable development only when supported by strong institutions and effective anti corruption strategies
SELECTIVE TRANSPARENCY IN OPEN PEER REVIEW: A LARGE-SCALE POLICY AUDIT
Open peer review (OPR) is increasingly framed as a governance reform for improving transparency, accountability, and trust in scholarly publishing. Yet, evidence on how OPR is implemented in practice remains uneven across disciplines, publishers, and specific OPR components. This paper synthesizes findings from a recent large-scale audit of OPR implementation and re-expresses all results using a standardized reporting base of 1,000 journals and 10,000 sampled articles for interpretability and cross-study comparison. The evidence indicates that OPR adoption is geographically and institutionally concentrated—especially in Europe and among large commercial publishers—and is most prevalent in medicine and health sciences. Core OPR elements, such as mandatory reviewer identity disclosure and mandatory publication of peer review reports, remain uncommon and are typically implemented as optional features. A major implementation bottleneck is standardization: while most publicly available peer review reports provide multi-round process visibility, nearly all lack persistent identifiers (e.g., DOI), limiting citability and the possibility of reviewer credit. We translate these patterns into policy recommendations for journals, publishers, funders, and infrastructure providers, focusing on "default-open with safeguards," persistent identifiers for review objects, and incentive alignment to make open review sustainable
THE ROLE OF ECONOMIC FREEDOM AND FINANCIAL DEVELOPMENT IN DRIVING SUSTAINABLE DEVELOPMENT
This study examines the role of economic freedom and financial development in driving sustainable development using cross-country data from 2004 to 2021. Employing a Bayesian regression framework, the analysis accounts for parameter uncertainty and cross-country heterogeneity, providing probabilistic insights beyond conventional frequentist approaches. The empirical results reveal strong asymmetries between developing and developed economies. In developing countries, economic freedom is associated with lower sustainable development outcomes, indicating that market liberalization may intensify resource-intensive growth and environmental pressures when structural constraints persist. Financial development, however, exerts a positive direct effect, suggesting that improvements in financial depth and access can support sustainable development by enhancing capital allocation efficiency. Notably, the interaction between economic freedom and financial development is negative, implying that financial expansion combined with strong liberalization may channel resources toward short-term, unsustainable activities. In contrast, both economic freedom and financial development positively contribute to sustainable development in developed countries, and their interaction further reinforces this effect. These findings demonstrate that economic freedom does not automatically promote sustainable development and that financial development plays a critical conditioning role. The study highlights the importance of context-specific policies that align market liberalization with financial structures conducive to long-term sustainable development
EXPLORING THE NONLINEAR EFFECT OF FINANCIAL DEVELOPMENT ON THE GLOBAL UNEMPLOYMENT RATE: EVIDENCE FROM BAYESIAN INFERENCE
This study aims to analyze the nonlinear effect of financial development on the unemployment rate of 117 countries in the world during the period from 2004 to 2022. The study uses the Bayesian inference method to test the nonlinear effect of financial development on the unemployment rate. The estimation results show that financial development has a positive effect on the unemployment rate. In addition, the financial development threshold is 0.73. When FD is below this threshold, it reduces the unemployment rate with a probability of 99.96%. In contrast, when financial development passes the threshold, it causes a negative effect on unemployment. These findings open policy directions in the context before and after the threshold, and this strengthens and opens the path to reduce the unemployment rate
WHISPERS IN THE HALLS OF ACADEMIA: THE COMPLEX ROLE OF GOSSIP AMONG ACADEMIC MANAGERS
This study investigates the presence and strategic use of gossip among academic managers at a public university in Turkey. Employing a phenomenological approach, data were collected from 25 academic staff members occupying various positions to explore their perceptions of managerial gossip behavior. Findings indicate that gossip is prevalent within the academic environment and that many managers do not merely engage in gossip passively but actively seek it for various purposes. The analysis reveals two central motivations behind managerial gossip: organizational/managerial interests and personal benefits. Moreover, managerial gossip practices were classified into two types: the “protective” style, which aims to preserve institutional relationships or individual positions, and the “embellishment” style, where information is exaggerated or enhanced for influence or persuasion. This research addresses a significant gap in the literature by shedding light on the intentional and functional use of gossip in academic management, offering new insights into interpersonal dynamics in higher education institutions
ATENCIÓN DE ENFERMERÍA EN ADULTOS MAYORES CON ENFERMEDADES CRÓNICAS: UN ANÁLISIS TERAPÉUTICO INTEGRAL
El objetivo fue sintetizar el conocimiento actual para fundamentar un modelo de atención de enfermería integral y basado en evidencia. Se realizó una revisión sistemática de la literatura, analizando datos sobre la prevalencia de diabetes, hipertensión, EPOC, enfermedades cardiovasculares y osteoartritis, junto con el impacto de la Evaluación Geriátrica Integral (EGI). Los hallazgos demuestran que las intervenciones de enfermería estructuradas, como la gestión de casos, la educación sanitaria y el seguimiento continuo, logran resultados clínicamente significativos, incluyendo una reducción de la presión arterial sistólica de hasta 63.74 mmHg (p<0.001) y una disminución de las hospitalizaciones del 23-26%. Las escalas de valoración funcional como el Índice de Barthel (ICC=0.96) y la Escala de Lawton-Brody (α=0.843) demuestran alta fiabilidad para el seguimiento clínico. Se concluye que un enfoque de enfermería que integra la EGI con los modelos teóricos de Orem y Henderson es fundamental para optimizar la capacidad funcional, la adherencia terapéutica y la calidad de vida en esta población. La evidencia respalda la implementación de protocolos de enfermería estandarizados y multidisciplinarios para abordar la complejidad de la cronicidad en el adulto mayor, mejorando los resultados en salud y la sostenibilidad del sistema sanitario.
