FACTORS AFFECTING ETHICAL CONSUMER BEHAVIOR: THE CASE OF RETAIL SHOPPERS IN THE MEKONG DELTA, VIETNAM
The paper investigates ethical consumer behavior among retail shoppers in the Mekong Delta, addressing the lack of localized measurement scales within developing market contexts. Grounded in the Theory of Planned Behavior, the study extends the theoretical framework by incorporating variables such as attitude, subjective norms, and perceived behavioral control, alongside social-capital-related constructs including involvement, support, sustainability, and advocacy. Employing a mixed-methods approach and survey data collected from 312 consumers across multiple provinces in the region, the research validates a multidimensional measurement model using PLS-SEM. The findings reveal that perceived behavioral control and subjective norms exert strong influences on ethical consumption intentions, while ethical perception plays a crucial role in shaping behavioral outcomes such as support and sustainability. Notably, attitude does not demonstrate a significant effect within the cultural context of the Mekong Delta. The study underscores the importance of social influence and self-efficacy in shaping ethical purchasing behavior and proposes a contextually adapted measurement scale that can serve as a valuable foundation for future research in this domain

A BALLAD OF HEROISM: THE EPIC OF AĞVA
The purpose of this study is to introduce and analyze the folk song "Ağva Destanı" (The Epic of Ağva), which recounts heroic poetry of a true story in the Mediterranean region around the Kaş and Kemer districts of Antalya during World War I. The folk song tells the story of the naval victory of the Sericebel Corps, which sank a British and two French Allied ships attempting to blockade the coast of Antalya in the Mediterranean after the Battle of Gallipoli in 1917, using land-based artillery fire. The folk song was composed by First Gunner Sergeant Halil İbrahim Günaydın of Burdur, one of the heroes of this historical event. An example of oral history, this folk song played a significant role in folk poetry, representing the tradition of folk song-making and epic-telling. This study provides information about and analyzes the historical events surrounding the creation of the Ağva Destanı. In terms of its subject matter and theme, the folk song falls into the category of heroic and heroic songs. In terms of structure, it is a folk song with three stanzas and two-line connections. The epic folk song, as originally written, consists of six triplets and six doublets. It is sung in the 11-syllable (6+5) pattern, a common pattern in folk poetry. In terms of melody, it falls within the category of rhythmic folk songs with a well-defined melody and rhythm. Folk songs are known to play an important role in cultural transmission, and this folk song, sung at national victory day celebrations and ceremonies, as well as traditional ceremonies, can be said to support the preservation and protection of religious, national, and spiritual values. It also protests the attempted occupation of our homeland. This epic folk song, which offers a snapshot of our recent history, is considered significant because it is a historical document and, therefore, an intangible cultural heritage product
AUTOMATED SPEECH RECOGNITION TRANSCRIPTION AND SIGN LANGUAGE CHARACTER ANIMATION ON LEARNING MEDIA
Inclusive education for deaf students requires a technology approach to address communication and comprehension challenges. This study aims to develop innovative learning media that integrate real-time ASR (Automated Speech Recognition) transcription technology and animation of sign language characters to improve accessibility and comprehension of materials for deaf students. This learning media receives input from live voice, voice from learning videos, and text inputted by teachers. Using the Google Cloud API-based ASR transcription module, voice and text are converted into written text, broken down into vocabulary for sign language animation search. The search is carried out using an interpolation algorithm in the sign language animation asset database, allowing the display of animations relevant to the transcribed vocabulary. The development process follows the ADDIE instructional design model, starting with needs analysis and ending with implementation and evaluation. The analysis stage includes data collection through teacher interviews, classroom observations, and curriculum reviews. The media design is designed to meet the specific needs of deaf students, while development and implementation focus on technology integration and effective material delivery. Evaluation is carried out to assess the effectiveness of the media in improving student understanding and participation. The study\u27s results showed that this learning media can improve deaf students\u27 understanding of the material and increase their involvement in the learning process. ASR technology and sign language animation contribute significantly to making learning materials more accessible and understandable, supporting the goals of inclusive education
BIOCHAR AND SILVER NANOPARTICLES FOR ENHANCING GERMINATION OF LEMON AND MANGO SEEDS
In the present investigation, several fruit seed germinations have been aided by the innovative use of nanomaterials and biochar obtained from organic sources. In order to address issues with seed viability, it was anticipated that a more intelligent use of such compounds in producing fruits would be possible. The effects of nanomaterials and biochar on fruit seed germination were studied, focusing on their interaction with mango and lemon seeds. A soil-less petri dish bioassay was conducted, utilizing varying concentrations of silver nanoparticles (AgNPs) and olive pomace-derived biochar. Results indicated a positive impact of biochar on mango seed germination, whereas the additions of the same concentrations of both treatments showed a negative effect in the case of lemon, which was unexpected. Principal Component Analysis (PCA) results show a consistent physiological trend: treatments that increased germination percentages also decreased mean germination time and increased germination rate. However, cc, whereas Lemon showed greater dispersion in treatment scores, indicating greater susceptibility to treatment effects. This study opens a new door for investigating the effect of the novel applications of AgNPs and biochar in different fruit seed germinations, taking into account that each fruit species requires individual experimental studies to determine the promising additions of both treatments
COLLABORATIVE PUBLIC MANAGEMENT IN UNDERGROUND WATER BANK PROJECTS: A MULTI-THEORETICAL ANALYSIS OF LOCAL GOVERNMENT INNOVATION IN THAILAND
This study examines collaborative public management (CPM) in underground water bank projects across three Thai local governments, addressing gaps in CPM research that predominantly focuses on developed countries. Using qualitative methodology with 32 in-depth interviews across five stakeholder groups local government officials (9), government agency representatives (9), academic experts (3), community leaders and citizens (9), and civil society organizations (2) the research investigates how CPM operates in resource-constrained environments. The study explores three key questions: how CPM dimensions manifest in resource-limited contexts, whether technology enhances collaborative governance relationships, and what mechanisms enable knowledge integration in environmental management. Findings reveal that effective CPM requires hybrid leadership combining transformational and network orchestration capabilities, technology-enhanced coordination that builds upon rather than replaces existing social capital, and institutional layering that creates new arrangements while respecting traditional structures. The research contributes eight theoretical advances to collaborative governance understanding, demonstrating that CPM dimensions manifest differently in developing countries and require systematic adaptation rather than direct replication of developed country models. Results highlight the importance of context-sensitive CPM approaches and advance knowledge of technology-social capital integration in developing country environmental governance, particularly in water resource management
ACEITAÇÃO DA TECNOLOGIA E QUALIDADE DOS RELATÓRIOS FINANCEIROS: O PAPEL MODERADOR NÃO REALIZADO DA COMPETÊNCIA DE RH
This study investigates the determinants of financial statement quality in the public sector, specifically examining the influence of user perceptions within a mandatory Regional Financial Information System (SIKD). Grounded in the Technology Acceptance Model (TAM), we analyze how perceived ease of use and perceived usefulness affect financial reporting quality, and test the moderating role of human resource (HR) competence—a novel contribution in this context. Employing a quantitative approach, we collected survey data from 95 treasurers and accounting officers in Luwu Regency, Indonesia. The data were analyzed using Partial Least Squares-Structural Equation Modeling (PLS-SEM) to test both direct and moderating hypotheses. The results confirm that both perceived ease of use and perceived usefulness significantly and positively affect the quality of financial statements. However, contrary to expectations, HR competence was not found to moderate these relationships. These findings suggest that in the context of a well-designed, user-friendly public information system, the system\u27s inherent usability is a more dominant predictor of reporting outcomes than the individual competence of its users. This study contributes by highlighting the primacy of system design in technology acceptance and underscores the practical implication for governments to prioritize investments in intuitive and effective financial systems.
CHINESE GOVERNMENT AUDITING AND ECONOMIC GROWTH: THE MEDIATING EFFECT OF CORRUPTION
Purpose: This study aims to evaluate the effect of government audits in promoting economic growth and curbing corruption in China. Design/Methodology/Approach: This study utilises data from 30 provinces in China from 2010 to 2021, employing Stata data analysis software. This study uses a double-effect multiple regression model to investigate the relationship between government audits and economic growth, as well as the mediating role of corruption. Research Results: Data regression shows that the implementation stage and the accountability and punishment stage of the audit have a significant positive relationship with economic growth. In addition, corruption and economic development are both significantly negatively related. It is worth noting that the implementation stage has a non-significant positive relationship with corruption, resulting in corruption not having a mediating effect between the two at this stage. Fortunately, the accountability and punishment stage of audit has a significant negative relationship with corruption, which confirms that corruption has a partial mediating effect between the two at this stage. Conclusion: The results indicate that although the audit system has been in place for decades, the ability of government audits to curb corruption is limited during the implementation stage compared to the accountability and punishment stage. Audit cannot promote economic growth by controlling corruption at this stage. Practical significance: The results of this study provide essential guidance and suggestions for the formulation of government audit and anti-corruption policies and prove that it is necessary to formulate more detailed and targeted corruption governance policies. This study recommends re-evaluating the implementation role of government audits and exploring stricter supervision mechanisms and more effective implementation mechanisms
ADAPTIVE STRATEGY FOR FISHER EMPOWERMENT TO THE IMPACT OF MEASURED FISHING POLICY IN NORTH ACEH REGENCY
The Measured Fishing Policy (PIT) implemented by the Indonesian Ministry of Maritime Affairs and Fisheries aims to maintain the sustainability of marine resources by regulating the number and area of fishing. However, this policy has a significant impact on smallholder fishermen, especially in North Aceh Regency, who rely on fish catches for their daily livelihoods. Limited access to technology, appropriate fishing equipment, and limited knowledge of these policies make it difficult for smallholder fishers to adapt to the established regulations. This study aims to identify adaptive strategies used by smallholder fishers in North Aceh Regency in dealing with the impact of PIT policies and design a local needs-based empowerment model that can increase their adaptation capacity. The method used in this study is a qualitative approach, with data collection through in-depth interviews, direct observation, and the use of related documents. The results of the study show that smallholder fishers develop adaptive strategies that are sustainable, such as household economic savings and social solidarity between fishermen. However, this strategy does not include larger structural changes in the face of PIT policy. Therefore, this study suggests community-based empowerment that includes social, economic, and institutional support that can strengthen fishermen\u27s adaptability. Supportive policies are also needed that include stabilizing fish prices, securing fuel supply, and increasing access to technology to help smallholder fishers adapt to PIT policies without sacrificing their welfare
UNVEILING THE DIGITAL BOUTIQUE EXPERIENCE: AN EXPLORATORY FACTOR ANALYSIS IN THE FASHION INDUSTRY
The development of digital technology has changed consumption behavior in the fashion industry. Internet access and the availability of e-commerce allow customers to shop anywhere and anytime without visiting a boutique. These changes in consumer behavior make creating shopping experiences on digital media important to pay attention to. This study aims to validate the measurement of digital boutique experience as a major factor influencing customer behavior in digital boutiques. This research uses a quantitative method with a purposive sampling technique. Data were collected through an online survey using a questionnaire filled out by 204 digital boutique customers. The questionnaire consists of 24 statement items designed to identify the dimensions of the digital boutique experience. Exploratory Factor Analysis (EFA) was used to refine the measurement instrument and confirm the factor structure underlying the digital boutique experience. The results show that the digital boutique experience in the fashion industry is influenced by four main dimensions: seamless experience, Trustworthiness, customer support, and digital content-driven. The findings make a theoretical contribution to understanding the key factors that shape customer experience in digital boutiques and provide practical implications for digital boutique managers in designing more effective strategies to increase customer engagement and loyalty
