Fofocas em Nível Administrativo: Um Estudo Qualitativo no Âmbito de um Governo Local
Given the limited literature on the intentional utilize of gossip by managers in local government organizations, this study explores whether gossip functions as a managerial instrument in these settings. Using an exploratory phenomenological research design, interviews were conducted with 20 managers from Kartepe Municipality (in Kocaeli, Turkey) to gather data for analysis. MAXQDA was employed to assist in the thematic analysis of interview transcripts. The analysis of the collected data reveals that managers do, in fact, utilize gossip for organizational and managerial purposes. Rather than solely attempting to suppress gossip, certain managers appear to engage with it intentionally, employing it as a strategic instrument to further their organizational or personal objectives. However, in some cases, even if administrators do not intentionally create or spread gossip, they may still benefit from it in one way or another. These results underscore the complex ole of informal communication in organizational management and suggest that gossip may be strategically employed to shape managerial decisions and relationships.Dada la limitada literatura sobre el uso intencional del chisme por parte de los directivos en organizaciones de gobiernos locales, este estudio explora si el chisme funciona como un instrumento gerencial en dichos contextos. Utilizando un diseño de investigación fenomenológica de carácter exploratorio, se realizaron entrevistas a 20 directivos del Municipio de Kartepe (en Kocaeli, Turquía) para la recolección de datos. Para apoyar el análisis temático de las transcripciones de las entrevistas se empleó el software MAXQDA. El análisis de los datos recopilados revela que los directivos, en efecto, utilizan el chisme con fines organizacionales y gerenciales. Lejos de limitarse únicamente a intentar suprimirlo, algunos directivos parecen interactuar con él de manera intencional, empleándolo como un instrumento estratégico para avanzar en sus objetivos organizacionales o personales. No obstante, en ciertos casos, incluso cuando los administradores no generan ni difunden chismes de manera deliberada, pueden beneficiarse de ellos de una u otra forma. Estos resultados subrayan la compleja función de la comunicación informal en la gestión organizacional y sugieren que el chisme puede ser empleado estratégicamente para influir en las decisiones gerenciales y en las relaciones dentro de la organización.Dada a escassez de literatura sobre o uso intencional de fofocas por parte de gestores em organizações de governos locais, este estudo investiga se a fofoca funciona como um instrumento gerencial nesses contextos. Longe de se limitarem apenas a tentar suprimi-la, alguns gestores parecem interagir com ela de maneira intencional, empregando-a como um instrumento estratégico para avançar seus objetivos organizacionais ou pessoais. No entanto, em determinados casos, mesmo quando os administradores não geram ou disseminam fofocas deliberadamente, ainda assim podem se beneficiar delas de alguma forma. Esses resultados evidenciam o papel complexo da comunicação informal na gestão organizacional e sugerem que a fofoca pode ser utilizada estrategicamente para influenciar decisões gerenciais e moldar relações dentro da organização
TEACHERS AS NAVIGATORS OF DIVERSITY: A QUALITATIVE STUDY ON EDUCATOR PERSPECTIVES IN IMPLEMENTING MULTICULTURAL RELIGIOUS VALUES IN INDONESIAN ISLAMIC SCHOOLS
This qualitative study explores the perspectives, pedagogical strategies, and challenges faced by teachers in integrating multicultural religious values within Indonesian Islamic schools. Recognizing the critical role of educators as primary agents in shaping young minds, the research addresses how they navigate the dual mandate of fostering strong religious identity while promoting peace and pluralism in a diverse society. Employing a phenomenological approach, data were collected through in-depth interviews and focused group discussions with 15 purposively selected teachers from three Islamic senior high schools (Madrasah Aliyah) in Java and Sumatra. Thematic analysis revealed three primary themes: 1) Teacher conceptualizations of multicultural religious education as a doctrinal imperative for social harmony, 2) Adaptive pedagogical strategies ranging from contextualized interpretation of texts to interfaith simulation, and 3) Significant challenges including conservative parental pressure, limited training, and the tension between national pluralistic curricula and local religious orthodoxy. The findings underscore that teachers act not merely as curriculum deliverers but as critical navigators who interpret, adapt, and sometimes resist broader discourses on diversity. The study concludes that for multicultural values to be effectively internalized, systemic support through targeted teacher professional development, community engagement programs, and responsive policy frameworks is essential. This research contributes to the global discourse on faith-based education in plural societies by highlighting the agency and lived experiences of Islamic educators in Indonesia

MACHINE LEARNING MODELS (MLP, RANDOM FOREST, LIGHTGBM) FOR DAILY ET₀ ESTIMATION WITH LIMITED DATA IN HUMID MEDITERRANEAN REGION (JIJEL) ALGERIA
Accurate estimation of the reference evapotranspiration (ET₀) is essential for effective irrigation planning and sustainable water resource management, particularly in climatically heterogeneous regions. This study evaluated the performance of three machine learning models— multilayer perceptron (MLP), Random Forest (RF), and Light Gradient Boosting Machine (LightGBM)—for predicting daily FAO-56 Penman–Monteith ET₀ in the humid Mediterranean region of Jijel, northeastern Algeria. Daily meteorological data from ten stations for the period 2000–2024 were used, incorporating six input variables: air temperature, relative humidity, wind speed, sunshine duration, solar radiation, and vapor pressure deficit. The model performance was assessed using multiple statistical metrics across the training, validation, and independent testing datasets. All models achieved high predictive accuracy, with R² values exceeding 0.97. RF exhibited the highest training performance (R² = 0.997, RMSE ≈ 0.09 mm day⁻¹) but showed signs of mild overfitting on test data. In contrast, MLP demonstrated the best generalization capability (test R² = 0.983, RMSE = 0.21 mm day⁻¹, NSE = 0.983), closely followed by LightGBM (test R² ≈ 0.980). Trend analysis revealed no significant long-term change in annual ET₀ (p = 0.907). The results confirm the robustness of machine learning approaches, particularly MLP and LightGBM, for reliable ET₀ estimation in humid Mediterranean environments.An estimativa precisa da evapotranspiração de referência (ET₀) é essencial para o planejamento eficiente da irrigação e a gestão sustentável dos recursos hídricos, especialmente em regiões climaticamente heterogêneas. Este estudo avaliou três modelos de aprendizado automático —Perceptrão Multicamada (MLP), Random Forest (RF) e LightGBM— para prever a ET₀ diária FAO-56 Penman–Monteith na região mediterrânea húmida de Jijel (nordeste da Argélia). Foram utilizados dados meteorológicos diários de dez estações (2000–2024) com seis variáveis: temperatura do ar, humidade relativa, velocidade do vento, duração da insolação, radiação solar e défice de pressão de vapor. O desempenho foi medido com métricas estatísticas em conjuntos de treino, validação e teste. Todos os modelos alcançaram alta precisão (R² > 0,97). O RF obteve o melhor desempenho no treino (R² = 0,997; RMSE ≈ 0,09 mm dia⁻¹), mas mostrou leve sobreajuste no teste. O MLP apresentou a melhor generalização (R² teste = 0,983; RMSE = 0,21 mm dia⁻¹; NSE = 0,983), seguido de perto pelo LightGBM (R² teste ≈ 0,980). A análise de tendências não detectou alterações significativas na ET₀ anual (p = 0,907). Os resultados confirmam a robustez dos enfoques de machine learning, especialmente MLP e LightGBM, para estimar ET₀ de forma fiável em ambientes mediterrâneos húmidos

THE EFFECTIVENESS OF PROTECTING WOMEN’S REPRODUCTIVE RIGHTS FROM THE PERSPECTIVE OF HEALTH LAW AND SUBSTANTIVE JUSTICE: A JURIDICAL ANALYSIS OF THE IMPLEMENTATION OF LOCAL POLICIES IN CIREBON REGENCY
The protection of women’s reproductive rights constitutes a fundamental dimension of human rights and an integral component of the right to health. This study aims to analyze the effectiveness of protecting women’s reproductive rights from the perspective of health law and substantive justice, with particular focus on the implementation of local policies in Cirebon Regency. Employing a normative–empirical juridical approach, this research integrates an examination of positive legal norms (national and regional regulations) with empirical data drawn from the implementation of public policies in practice. The analysis employs the Theory of the Rule of Law (F.J. Stahl and A.V. Dicey), John Rawls’ Theory of Substantive Justice, Hans Nawiasky’s Stufenbau Theory, and Feminist Legal Theory to assess the alignment between legal norms, institutional structures, and the social realities experienced by women. The findings reveal that the effectiveness of reproductive rights protection in Cirebon Regency remains low due to the absence of a specific Regional Regulation (Perda) that comprehensively governs women’s reproductive rights. To enhance effectiveness, regulatory and institutional strengthening is required through the formulation of gender-responsive regional regulations, the integration of gender-responsive budgeting, and the improvement of legal and reproductive literacy among the community. This study underscores that the effectiveness of protecting women’s reproductive rights depends not only on the availability of health policies but also on the extent to which the law can deliver substantive justice for women as autonomous legal subjects within a just legal state
THE ROLE OF THE ECONOMIC ENVIRONMENT IN INFLUENCED THE RELATIONSHIP BETWEEN FINANCIAL PERFORMANCE AND COMPANY VALUE IN INDONESIA
The economic environment plays a significant role in influencing the relationship between financial performance and firm value. This study aims to examine whether the economic environment, proxied by interest rates, inflation, and Gross Domestic Product (GDP), can influence the relationship between financial performance, proxied by Return on Assets (ROA), Debt to Equity Ratio (DER), Current Ratio (CR), and Total Asset Turnover (TATO), and firm value, proxied by Price Book Value (PBV). The study was conducted on food and beverage subsector companies listed on the Indonesia Stock Exchange (IDX) during the period 2018–2024. The results show that of the four financial performance indicators, only ROA, DER, and TATO influence PBV. The only economic environment that has been shown to moderate is inflation, which strengthens the influence of ROA on PBV and acts as a quasi-moderator. The implication of this study is that in financial analysis, understanding the role of the economic environment is crucial for predicting future financial performance and firm value. Therefore, companies must monitor changes in the economic environment and adjust their business strategies to increase company value
CONSUMER REVIEW PERCEPTION AND ITS IMPACT ON GENERATION Z ONLINE SPENDING BEHAVIOUR IN MODERN DIGITAL COMMERCE
The rise of digital commerce has transformed decision making among Generation Z, shifting product evaluation from physical inspection toward online review interpretation. This article examines how consumer review perception influences spending behaviour within platforms such as Shopee, Lazada, TikTok Shop and Shein. Through a structured analysis of previous research and thematic expansion, five dominant behavioural determinants were identified, namely authenticity validity, information density, emotional resonance, multimedia representation and algorithm driven visibility. The literature review demonstrated that Generation Z relies heavily on peer generated testimonies and visual proof to reduce uncertainty and assess purchase risk. The Issues and Discussion sections revealed that while reviews enhance trust and guide purchase selection, they also introduce cognitive overload, emotional distortion, credibility manipulation and algorithmic inequality that may mislead decision outcomes. Recommendations for platform operators and scholars emphasize the need for authentication infrastructure, review clustering, emotional neutrality frameworks, visual verification systems and equitable ranking governance. Findings contribute to academic understanding of digital trust formation and provide strategic insight for strengthening review environments to protect future consumer welfare. This study concludes that review perception acts not only as an informational reference but as a psychological mechanism that directly molds Generation Z purchasing confidence, trust durability and market participation
STRENGTHENING FINANCIAL MANAGEMENT IN GRASSROOTS TRADE UNIONS: EMPIRICAL EVIDENCE FROM VIETNAM AND POLICY IMPLICATIONS
Financial management plays a crucial role in ensuring the operational effectiveness and sustainability of grassroots trade unions, particularly in the context of organizational reform and the increasing demands for transparency and accountability in Vietnam. However, empirical studies on financial management within the grassroots trade union system remain limited. This study aims to assess the current state of financial management in grassroots trade unions in Vietnam, identify the key factors influencing financial management effectiveness, and propose relevant policy implications. Based on survey data collected from officials of grassroots trade unions in Vietnam, the study employs a mixed-methods approach combining quantitative and qualitative analyses to examine the roles of factors such as staff capacity, financial decentralization mechanisms, the level of information transparency, and financial supervision and control systems. The findings indicate that the effectiveness of financial management in grassroots trade unions is significantly influenced by the professional competence and managerial skills of union officials, as well as the clarity and consistency of the financial institutional framework. In addition, shortcomings in financial supervision and disclosure mechanisms remain major barriers to the efficient use of trade union financial resources. Drawing on empirical evidence, the paper proposes several policy implications to strengthen financial management in grassroots trade unions, including improving the financial institutional framework, enhancing the capacity of union officials, and promoting transparency and accountability. These measures are expected to contribute to improving the overall performance and sustainability of the trade union system in Vietnam
FIRM-CREATED AND USER-GENERATED CONTENT SERVE AS QUALITY SIGNALS: THE CASE OF OCOP PRODUCTS IN VIETNAM
This article examines the role of firm-generated content and user-generated content as quality signals for Vietnam’s OCOP products. Drawing on signaling theory, planned behavior theory, and perceived risk theory, this research investigates how firm-generated content and user-generated content influence perceived quality, perceived sacrifice, and purchase intention for OCOP products. We conduct a survey of 600 university students, using Structural equation modeling (SEM) to analysis; results show that both firm-generated content and user-generated content positively affect perceived quality and purchase intention while reducing perceived sacrifice, confirming their value as effective quality indicators. Furthermore, perceived quality and perceived sacrifice partially mediate the relationships between, firm-generated content, user-generated content and purchase intention. Importantly, Female consumers place greater weight on user-generated content than male consumers. For established brands, firm-generated content has a stronger impact on purchase intention, whereas for emerging brands, user-generated content exerts a more pronounced influence. These findings help managers build effective digital marketing strategies to promote consumers\u27 intention to purchase OCOP products
