DEVELOPMENT OF AN INNOVATIVE MICROSITE-BASED CAREER GUIDANCE AND COUNSELING MANAGEMENT MODEL
This research aims to develop a microsite-based career guidance service model to enhance the effectiveness of guidance and counseling services in high schools in Kendari City. The research method adapts the Research and Development (R&D) model by Borg & Gall, with stages including needs analysis, product design, field trials, revisions, and dissemination. The findings indicate that guidance and counseling services in Kendari City still face challenges such as low student participation, limited access, unengaging methods, and minimal use of technology. The development of the microsite was conducted to accommodate the needs of guidance and counseling services, particularly career guidance, featuring information services, online consultation, and discussion forums. Effectiveness testing using N-Gain showed an improvement of 76.10%, categorized as effective, with feasibility scores from design experts (4.4), material experts (4.4), and practitioners (4.5), all falling into the "very good" category. Responses from guidance and counseling teachers (86.20%) and students (82.12%) demonstrated the practicality of the model, also categorized as "very good." Statistical tests using SPSS indicated that the variance between the experimental and control groups was homogeneous across all schools (p-value > 0.05 in Levene’s Equality of Variance test), proving a significant difference between the experimental and control groups in career guidance services using the microsite. This model is expected to serve as an innovative solution to improve the accessibility and quality of guidance and counseling services in the digital era. Future research is suggested to evaluate the long-term impact of microsite usage on students\u27 psychological well-being, academic achievement, and career decision-making, including how Artificial Intelligence (AI) can facilitate guidance and counseling services
DERECHO AMBIENTAL EN EL MERCOSUR: CAMBIOS CLIMÁTICOS Y GESTIÓN DEL AGUA EN ARGENTINA
El derecho ambiental en el Mercosur es un componente estratégico para promover un modelo de desarrollo sustentable que contemple la integración económica y la preservación de los recursos naturales compartidos entre los países miembros frente a las crisis climáticas que enfrentamos actualmente. Este artículo busca analizar la integración regional en el Mercosur desde la perspectiva del derecho ambiental, con foco en el cambio climático y la gestión de los recursos hídricos en Argentina. Así, para alcanzar los objetivos propuestos, es necesario analizar el Derecho Ambiental dentro del ámbito del Mercosur, es decir, reconocer sus avances, desafíos y oportunidades. Además, verificar los marcos regulatorios disponibles en este contexto y las principales medidas legales adoptadas actualmente. Y, por último, comprobar la importancia y necesidad de la gestión de riesgos medioambientales mientras tanto. La investigación busca ofrecer caminos y reflexiones para fortalecer la gobernanza ambiental regional, y la creación de mecanismos vinculantes para la aplicación de estándares con el fin de garantizar la resiliencia ambiental y económica en la región. CRÍTICA AOS ECOMALTHUSIANOS E À NECROPOLÍTICA AMBIENTAL DO NEOLIBERALISMO
O meio ambiente é garantido pela Constituição Brasileira de 1988 como um direito fundamental, independentemente de se estabelecer no Brasil uma concepção formal de Estado Socioambiental, conquanto se trate de condição natural para o fluxo da vida humana. Dessa forma, a partir do conceito de “necropolítica”, desenvolvido por Achille Mbembe, que tem seu corolário na expressão “Necropolítica Ambiental”, neologismo que se ousa consignar e que, por sua vez, induz reflexos e fere de morte, gradativamente, a sustentabilidade ambiental em decorrência das políticas neoliberais de austeridade adotadas no Brasil, exsurge a relevância da análise crítica da teoria do movimento denominado “Ecomalthusianismo”. Destarte, o artigo objetiva analisar e destacar as contradições do “Ecomalthusianismo” e suas correlações com o neoliberalismo e a necropolítica ambiental, bem como a fragilização da garantia constitucional de um Estado Socioambiental, a sustentabilidade ambiental e a necessária correlação entre desenvolvimento e preservação da natureza, considerando as necessidades das presentes e das futuras gerações. THE ESSENCE OF PROSECUTOR\u27S AUTHORITY IN THE EXECUTION OF CRIMINAL JUDGMENTS WITHIN THE JURISDICTION OF THE SOUTH SULAWESI HIGH PROSECUTOR\u27S OFFICE
This study aims to analyze the scope and essence of prosecutorial authority in executing criminal judgments, assess the implementation of such executions by prosecution offices in South Sulawesi Province, and evaluate the factors influencing their effectiveness. Using an empirical legal research approach supported by philosophical, theoretical, and dogmatic perspectives, the study provides a comprehensive understanding of prosecutorial authority in law enforcement. The findings reveal that, the core of prosecutorial authority in executing criminal judgments is the exercise of law enforcement power to ensure legal certainty and uphold justice through the enforcement of final court decisions. This authority represents the state’s legitimacy in achieving justice, utility, and public order. Among these, the most decisive are the legal substance and legal structure, as they directly determine the clarity of authority and the efficiency of law enforcement mechanisms. The study recommends revising regulations governing the execution of subsidiary criminal sanctions to prioritize fine payments, thereby reducing the state’s financial burden. It also calls for clearer provisions to address procedural gaps in summoning convicts after their detention period expires. Furthermore, stronger inter-agency coordination, improved facilities, and enhanced legal education are needed to foster awareness and compliance among convicts and the public. Lastly, the establishment of an independent external supervisory body is proposed to strengthen accountability and complement the internal oversight of the Prosecutorial Commission
SCATTER IS LIFE: LIVED EXPERIENCES OF MILLENNIALS PLAYING AND VENTURING IN ONLINE GAMBLING
This study explores the lived experiences of Millennials involved in online gambling, focusing on the psychological, emotional, and financial consequences. Using a qualitative design, semi-structured interviews were conducted with 10 participants, all of whom regularly engage in online gambling. Thematic analysis of the data identified core motivations such as entertainment, the thrill of winning, and the pursuit of financial gain. Respondents described online gambling as an immersive experience, driven by features like graphics, sound effects, and the potential for large jackpots, which kept them engaged. However, the study also revealed significant emotional consequences, including stress, anxiety, and frustration especially when participants faced losses. Some described these emotions as chronic impacts due to ongoing gambling, while others noted situational stress triggered by specific losses. Furthermore, financial difficulties arose from impulsive betting, often exacerbating emotional strain. Social media influencers and vloggers were identified as major influencers, with many respondents citing these platforms as their gateway into online gambling. These influencers often indirectly shaped gambling behaviors by normalizing the activity through their content. Despite the negative emotional and financial effects, some respondents reported using self-regulation strategies, such as setting time limits or taking breaks. However, these efforts were often insufficient in managing the emotional distress or financial loss. Based on these findings, the study recommends public education campaigns on responsible gambling, stricter regulation of gambling-related content on social media, and the integration of self-regulation tools on gambling platforms. These interventions could help mitigate the adverse impacts of online gambling and encourage responsible gambling practices. Further studies should explore the long-term effects of online gambling and the efficacy of self-regulation tools
DADOS, CIDADANIA E SUSTENTABILIDADE: UMA ANÁLISE DO PAPEL DO WAZE FOR CITIES NA INDUÇÃO DE COMPORTAMENTOS AMBIENTALMENTE RESPONSÁVEIS NAS POLÍTICAS DE MOBILIDADE URBANA
O presente artigo examina a relevância do uso de dados colaborativos na construção de políticas de mobilidade urbana mais eficientes, transparentes e sustentáveis. Parte-se do problema do crescente volume e da complexidade das informações geradas pelo trânsito nas cidades contemporâneas, o que exige métodos mais avançados de coleta, análise e integração ao planejamento urbano. A pesquisa concentra-se no papel do Waze for Cities enquanto plataforma digital capaz de apoiar gestores públicos, induzir comportamentos ambientalmente responsáveis e fortalecer a cidadania digital. O objetivo geral consiste em analisar como dados colaborativos podem aprimorar a eficiência das políticas de mobilidade e reduzir impactos ambientais. Os objetivos específicos incluem identificar desafios urbanos, examinar experiências de implementação do Waze for Cities e propor diretrizes para sua utilização estratégica, inclusive por meio da cooperação interinstitucional. A metodologia adotada é dedutiva, fundamentada em pesquisa bibliográfica, análise documental e estudo de casos. A investigação evidencia a relevância do compartilhamento de dados entre cidadãos, plataformas e governos, destacando a capacidade do Waze for Cities de transformar processos de planejamento urbano, otimizar o fluxo de trânsito e fortalecer a sustentabilidade socioambiental. THE IMPACT OF CORPORATE SOCIAL RESPONSIBILITY ON EMPLOYEE ENGAGEMENT IN THE JOINT-STOCK COMMERCIAL BANKING SECTOR IN VIETNAM: THE MEDIATING ROLE OF ORGANIZATIONAL SATISFACTION
This research investigates how internal and external corporate social responsibility (CSR) influence organizational satisfaction (OS) and employee engagement (EE) in the banking sector. Grounded in Social Identity Theory, Social Exchange Theory, and Stakeholder Theory, it develops and tests a mediation model to explain the psychological mechanisms linking CSR to EE. Data from 559 employees in Vietnamese joint-stock commercial banks were analyzed using structural equation modeling. The results show that internal CSR (ICSR), external CSR (ECSR) positively and significantly affect OS and EE. In addition, OS is positively associated with EE and partially mediates the relationships between both CSR dimensions and engagement. This indicates that employees’ satisfaction functions as a key psychological pathway through which CSR initiatives enhance engagement. The effect of ECSR on employee outcomes is stronger when supported by effective internal CSR practices, highlighting a complementary interaction between the two dimensions. The research contributes to the CSR and organizational behavior literature by showing that employees clearly differentiate between ICSR and ECSR and by identifying the conditions under which these dimensions act as complementary rather than substitutive drivers. Finally, it offers important theoretical and practical implications for banks seeking to align CSR with sustainable human capital development and long-term performance
O Trilema da Legitimidade: comunicação estratégica, crise de confiança e a manutenção da Licença Social para Operar na Mineração em Grande Escala na América Latina
This study addresses the crucial role of strategic institutional communication in obtaining and, fundamentally, in the long-term maintenance of the Social License to Operate (SLO) within the large-scale mining industry in Latin America. The SLO, defined as the continuous and evolving consent of stakeholders, is an imperative that transcends regulatory compliance. The study employs a qualitative, comparative multiple-case study design, analyzing the communication strategy of a project in the initial phase of trust building (Los Azules, Argentina) and contrasting it with the collapse of legitimacy in a mature operation that culminated in a social and legal crisis (Cobre Panamá, Panamá). The evidence is complemented by benchmarking of practices from sector leaders (BHP, Rio Tinto). The results demonstrate that, while proactive transparency generates initial trust capital, this capital is volatile. SLO maintenance is lost due to a Rhetoric-Reality Gap, where the communication of positive Environmental, Social, and Governance (ESG) indicators is misaligned with the local perception of real impact, transforming the discourse into a monological strategy perceived as insincere. The concept of the Legitimacy Trilemma is introduced to frame the tension between legal, economic, and sociopolitical legitimacies. The study concludes that communication must migrate from intent to verifiable outcome to ensure sustainable legitimacy, providing theoretical implications for Stakeholder Theory and practical implications for risk management in volatile Latin American contexts.Este estudio aborda el papel crucial de la comunicación institucional estratégica en la obtención y, fundamentalmente, en el mantenimiento a largo plazo de la Licencia Social para Operar (LSO) dentro de la industria de la minería a gran escala en América Latina.
La LSO, definida como el consentimiento continuo y evolutivo de los stakeholders (partes interesadas), es un imperativo que trasciende el cumplimiento normativo. El estudio emplea un diseño cualitativo de estudio de casos múltiples y comparativo, analizando la estrategia de comunicación de un proyecto en fase inicial de creación de confianza (Los Azules, Argentina) y contrastándolo con el colapso de la legitimidad en una operación madura que culminó en una crisis social y legal (Cobre Panamá, Panamá). La evidencia se complementa con una evaluación comparativa (benchmarking) de las prácticas de empresas líderes del sector (BHP, Rio Tinto).
Los resultados demuestran que, si bien la transparencia proactiva genera un capital inicial de confianza, este capital es volátil. El mantenimiento de la LSO se pierde debido a una Brecha entre la Retórica y la Realidad (Rhetoric-Reality Gap), donde la comunicación de indicadores positivos Ambientales, Sociales y de Gobernanza (ASG o ESG) se desalinea con la percepción local del impacto real, transformando el discurso en una estrategia monológica percibida como poco sincera.
Se introduce el concepto del Trilema de la Legitimidad para enmarcar la tensión entre las legitimidades legal, económica y sociopolítica. El estudio concluye que la comunicación debe migrar de la intención al resultado verificable para garantizar una legitimidad sostenible, aportando implicaciones teóricas para la Teoría de los Stakeholders e implicaciones prácticas para la gestión de riesgos en contextos latinoamericanos volátiles.Este estudo aborda o papel crucial da comunicação institucional estratégica na obtenção e, fundamentalmente, na manutenção de longo prazo da Licença Social para Operar (LSO) dentro da indústria de mineração em grande escala na América Latina.

RESPONSIBLE USE OF AI-GENERATED CONTENT IN VIETNAMESE SCHOLARLY PUBLISHING: EVIDENCE FROM JOURNAL POLICIES AND EDITORIAL PRACTICES
The rapid diffusion of generative artificial intelligence (GenAI) tools—especially large language models (LLMs)—is reshaping scholarly publishing worldwide. While these tools can support language editing, translation, and workflow efficiency, they also raise integrity risks, including fabricated citations, unverifiable claims, undisclosed ghostwriting, confidentiality breaches in peer review, and contested ownership of AI-assisted outputs. Vietnam’s journal ecosystem is currently navigating internationalization pressures (e.g., indexing and visibility goals) alongside uneven editorial capacity and fragmented policy infrastructure, making it a critical setting for examining responsible governance of AI-generated content (AIGC). This study reports an exploratory policy-and-practice mapping across five Vietnam-affiliated publishing contexts (university-based open access journals, an internationally co-published journal, a defense-related journal, and law/social-science publishing). Using structured qualitative content analysis, we identify shared norms (e.g., “AI cannot be an author,” accountability remains human) but also substantial variation in disclosure requirements, treatment of AI-generated images and references, restrictions on reviewer use of AI tools, and clarity of enforcement mechanisms. Building on these findings and international literature, we propose a Vietnam-tailored governance framework that combines (i) risk-tiered allowable uses, (ii) mandatory disclosure and provenance documentation, (iii) human-in-the-loop editorial controls, and (iv) capacity-building measures aligned with open science principles. The paper contributes practical templates (disclosure language, policy clauses, and a workflow-integrated checklist) to support journals, editors, and research institutions seeking credible, implementable AI governance
REDUCING INEQUALITIES THROUGH CRIMINAL LAW ENFORCEMENT: AN ANALYSIS OF PROTECTION MECHANISMS FOR PARENTS AND OLDER ADULTS IN GOA, INDIA
Within the confines of India, according to the 2011 Census, the number of older adults (citizens of 60 years and older) in the country was 10,38,00,000. Their anticipated population in the country for 2026 (as of March 1st) was estimated to be 17,32,00,000. The National Commission Technical Group’s study found Goa\u27s population was 1,585,000, as of July 1, 2024.The population of Goa had been anticipated to reach 1.665 million by 2036. Numerous aged individuals were abandoned on the streets and compelled to beg after they are deemed unproductive by their families. Sustainable Development Goal (Reducing Inequalities) seeks to diminish inequalities on the basis of income, sex, disability, sexual orientation, race, ethnicity, religion and opportunity including age and class. The present paper focuses on criminal laws prevalent in the state of Goa for reducing inequalities with regard to senior citizens. The study evaluated efficiency of the Maintenance and Welfare of Parents and Senior Citizens Act 2007 (MWPSC ACT) in state of Goa with the help of data collected from the office of Maintenance Tribunals (2009-2024) in the State.
