DEVELOPING VIETNAMESE SCIENTIFIC JOURNALS IN A NON ENGLISH SPEAKING CONTEXT: CURRENT CHALLENGES AND POLICY IMPLICATIONS
Vietnam’s scientific publishing landscape is expanding rapidly, yet most domestic journals remain marginal in international indexing systems and global scholarly communication. This paper develops an integrated, governance oriented analysis of Vietnamese journal development under a non English speaking context, with particular attention to how language, evaluation incentives, editorial capacity, and open science pressures interact. Building on evidence from prior studies of Vietnam’s publication growth and collaboration structure, barriers faced by Vietnamese scholars—especially in the social sciences and humanities—and journal level compliance gaps for regional and global indexing, we argue that Vietnam’s journal system is constrained less by “individual quality deficits” than by structural bottlenecks: fragmented governance, weak professionalization of editorial work, limited international visibility infrastructure, and policy incentives that emphasize counted outputs over ecosystem quality. To address these challenges, we adapt the “journal ecological chain” approach used in open science contexts to articulate how actors (authors, editors, publishers, funders, platforms, regulators) and value flows (knowledge, reputation, resources) co evolve. We further connect journal governance to integrity and transparency tools, including open peer review, open access development pathways, and data stewardship norms such as FAIR (Wilkinson et al., 2016). The paper concludes with a staged policy roadmap for Vietnam that emphasizes bilingual discoverability, editorial professionalization, sustainable open access financing, transparent integrity standards, and periodic policy revision mechanisms informed by comparative regulatory scholarship
COMPARATIVE ANALYSIS OF ARTISTIC HAIR COLORING TECHNIQUES: EVALUATING THE EFFICACY OF THE AIRTOUCH AND SASAK METHODS IN MODERN HAIR AESTHETICS
Purpose: In the burgeoning domain of hair aesthetics, the advent of artistic hair coloring techniques has attracted significant attention among beauty professionals and clients. The study compares two prominent techniques: AirTouch and Sasak (Weaving), which aim to evaluate efficacy, aesthetic results, and consumer acceptance. Design/Methodology/Approach: Using an experimental-comparative design, 78 trained observers assessed the final results of hair coloring using standard instruments. Quantitative data analysis includes descriptive statistics, normality test, homogeneity variance, and independent sample t-test. Findings: The results showed no statistically significant difference in the mean aesthetic score of the two techniques (p > 0.05), although AirTouch showed results more consistent with the normally distributed scores. The findings suggest that both techniques are equally effective in achieving hair color targets (ash brown), with AirTouch offering smoother color transitions and Sasak providing bolder contrasts. These results are crucial for stylists in choosing the appropriate technique based on the client\u27s preferences and desired results. Research limitations/implications: The findings contribute to the growing body of knowledge in hair aesthetics and cosmetic science by providing empirical evidence that different artistic hair coloring techniques can yield statistically comparable aesthetic outcomes. This supports the notion that aesthetic effectiveness is not solely determined by technique selection but also by execution quality and stylist expertise. The results enrich theoretical discussions on aesthetic evaluation in beauty practices by highlighting the role of visual transition smoothness and contrast intensity as distinct yet equally valued aesthetic dimensions. Practical implications: From a practical perspective, the study offers valuable guidance for hairstylists and beauty professionals in selecting coloring techniques based on client preferences rather than perceived technical superiority. The AirTouch technique may be recommended for clients seeking subtle gradients and softer visual transitions, while the Sasak (Weaving) technique may be more suitable for clients desiring bold, high-contrast effects. These insights can inform professional training curricula, salon consultation practices, and technique selection frameworks in the beauty industry. Social implications: The findings of this study underscore the social significance of artistic hair coloring as a form of personal expression and identity construction in contemporary society. By demonstrating that both AirTouch and Sasak (Weaving) techniques yield comparable aesthetic outcomes, the study supports greater inclusivity and autonomy in appearance-related decision-making, enabling individuals to choose styles based on personal preferences, cultural values, and social identity rather than perceived technical superiority. The results also suggest that high quality aesthetic outcomes are attainable across salons with different resource levels, contributing to more equitable access to professional beauty services. Moreover, evidence based comparisons of widely practiced techniques can strengthen transparency and trust in stylist client interactions, fostering ethical practices and informed consumer choices within the beauty industry. Originality/value: This study offers original empirical value by providing a controlled experimental comparison of AirTouch and Sasak (Weaving) hair coloring techniques using standardized aesthetic assessment and statistical testing, an area that remains underexplored in existing hair aesthetics research. Unlike prior studies that primarily rely on practitioner narratives or stylist preferences, this research applies quantitative evaluation to objectively assess aesthetic outcomes. By demonstrating statistically comparable effectiveness while identifying distinct visual characteristics associated with each technique, the study contributes novel insights that bridge cosmetic practice, aesthetic theory, and evidence-based decision-making, thereby supporting more informed professional training and client-centered styling strategies

يُستَخدَم مفهوم العنصرية التكوينية في هذا المقال بهدف توضيح ظاهرة معقّدة. ويُجادَل بأن العنصرية تتغلغل في الاختيارات اليومية، وأشكال التفاعل الاجتماعي، وأنماط التقارب والتباعد الاجتماعي بين الأفراد. ويُقَدَّم نقد للقراءات البنيوية البحتة للعنصرية، سعيًا إلى منظور متكامل أو تركيبي قادر على الجمع في الوقت نفسه بين الإدراكات الفينوتيبية، والممارسات الرمزية، والظروف المادية. ويُوظَّف مفهوم القابلية للعنصرة لإبراز كيفية وضع الأفراد ضمن تصنيفات عنصرية في تكوينات سياقية مختلفة، وهو ما يؤثر في التفاعلات الاجتماعية وفرص الحياة. وهكذا تُفهَم العنصرية بوصفها تكوينًا ديناميًا بين الذوات، والعلاقات الاجتماعية، وأنظمة السلطة.El concepto de racismo configuracional se utiliza en el presente artículo con el fin de explicitar un fenómeno complejo. Se argumenta que el racismo atraviesa elecciones cotidianas, formas de sociabilidad y patrones de aproximación y distanciamiento social entre individuos. Se propone una crítica a las lecturas eminentemente estructurales del racismo, en busca de una perspectiva integrada o sintética, capaz de combinar simultáneamente percepciones fenotípicas, prácticas simbólicas y condiciones materiales. El concepto de racializabilidad se emplea para evidenciar cómo los individuos son situados racialmente en diferentes configuraciones contextuales, lo que afecta las interacciones sociales y las oportunidades en la vida. Así, el racismo se comprende como una configuración dinámica entre subjetividades, relaciones sociales y sistemas de poder.Le concept de racisme configurationnel est utilisé dans le présent article afin d’expliciter un phénomène complexe. Il est soutenu que le racisme traverse les choix quotidiens, les formes de sociabilité et les modes de rapprochement et de distanciation sociale entre les individus. Une critique des lectures essentiellement structurelles du racisme est proposée, au profit d’une perspective intégrée ou synthétique, capable de combiner simultanément les perceptions phénotypiques, les pratiques symboliques et les conditions matérielles. Le concept de racialisabilité est mobilisé pour montrer comment les individus sont situés racialement dans différentes configurations contextuelles, ce qui affecte les interactions sociales et les opportunités de vie. NATIONAL SECURITY LAW AND DEMOCRATIC GOVERNANCE IN TURKEY
This article argues that Türkiye’s national security governance is legally fragmented across counter-terrorism, intelligence, digital surveillance and emergency regimes, producing deficits in legal certainty, accountability and rights protection. Using comparative doctrinal analysis of the United States (USA PATRIOT Act), the United Kingdom (Investigatory Powers Act 2016; National Security Act 2023) and the European Union’s fundamental-rights and data-protection standards, it develops a blueprint for a holistic National Security Law (NSL) for Türkiye. The proposed design combines a narrow and justiciable threat definition, a tiered powers architecture (ordinary times/escalating risk/state of emergency), mandatory reporting to Parliament, independent oversight, and strengthened judicial authorisation. It embeds end-to-end safeguards for surveillance and data processing, data minimisation, retention limits, audit trails, delayed notification and effective remedies, while constraining emergency powers through strict time limits, qualified-majority extensions and sunset clauses. Drawing on Foucault’s panopticism and Agamben’s “state of exception”, the article explains how vague security norms can generate chilling effects, weaken legitimacy and depress civic participation. It concludes that a rights-consistent NSL can improve security effectiveness and public trust, and address climate/disaster-related risks without securitising environmental civic space.Este artigo sustenta que a governança da segurança nacional na Türkiye encontra-se juridicamente fragmentada entre os regimes de combate ao terrorismo, inteligência, vigilância digital e poderes de emergência, produzindo déficits de segurança jurídica, responsabilização e proteção de direitos. Com base em uma análise doutrinária comparativa dos Estados Unidos (USA PATRIOT Act), do Reino Unido (Investigatory Powers Act 2016; National Security Act 2023) e dos padrões da União Europeia em direitos fundamentais e proteção de dados, o estudo desenvolve um modelo para uma Lei de Segurança Nacional (LSN) holística para a Türkiye. O desenho proposto combina uma definição de ameaça restrita e judicializável, uma arquitetura escalonada de poderes (normalidade/risco crescente/estado de emergência), prestação de contas obrigatória ao Parlamento, supervisão independente e fortalecimento da autorização judicial. Integra salvaguardas de ponta a ponta para vigilância e tratamento de dados, minimização de dados, limites de retenção, trilhas de auditoria, notificação posterior e mecanismos efetivos de reparação, ao mesmo tempo em que restringe poderes de emergência por meio de prazos rígidos, prorrogações por maioria qualificada e cláusulas de caducidade. A partir do panoptismo de Foucault e do conceito de “estado de exceção” de Agamben, o artigo explica como normas de segurança vagas podem gerar efeitos de intimidação, enfraquecer a legitimidade e reduzir a participação cívica. Conclui que uma LSN compatível com direitos fundamentais pode aumentar a eficácia da segurança e a confiança pública, além de enfrentar riscos climáticos e de desastres sem securitizar o espaço cívico ambiental
O PAPEL MODERADOR DA LIDERANÇA NOS SISTEMAS DE GESTÃO DE ATIVOS IMOBILIZADOS
This study aims to analyze and demonstrate how HR competency, internal control systems (ICS), and asset information technology influence the effectiveness of fixed asset management. Furthermore, it explores leadership\u27s moderating role in the relationship between these three variables and fixed asset management effectiveness at Cenderawasih University. This study adopted a quantitative approach utilizing a survey method. Through questionnaire distribution, employing a purposive sampling technique, 150 employees directly involved in the fixed asset management process were sampled. This process includes planning, procurement, use, maintenance, security, utilization, assessment, disposal, administration, coaching, control, and supervision. The collected data were then analyzed using Structural Equation Modeling. The results empirically demonstrate that HR competency, ICS, and asset information technology partially influence the effectiveness of fixed asset management. Leadership, on the other hand, is proven to strengthen the influence of competency and information technology utilization on the effectiveness of fixed asset management. However, the interaction between leadership and the ICS showed no significant effect.Este estudo tem como objetivo analisar e demonstrar como a competência dos recursos humanos, os sistemas de controle interno e a tecnologia da informação aplicada aos ativos influenciam a eficácia da gestão de ativos imobilizados. Além disso, investiga-se o papel moderador da liderança na relação entre essas três variáveis e a eficácia da gestão de ativos imobilizados na Universidade de Cenderawasih. O estudo adotou uma abordagem quantitativa, utilizando o método de levantamento (survey). Por meio da aplicação de questionários, com a utilização da técnica de amostragem intencional (purposive sampling), foram selecionados 150 funcionários diretamente envolvidos no processo de gestão de ativos imobilizados. Esse processo abrange as etapas de planejamento, aquisição, uso, manutenção, segurança, aproveitamento, avaliação, alienação, administração, capacitação, controle e supervisão. Os dados coletados foram analisados por meio da Modelagem de Equações Estruturais. Os resultados demonstram empiricamente que a competência dos recursos humanos, os sistemas de controle interno e a tecnologia da informação aplicada aos ativos influenciam parcialmente a eficácia da gestão de ativos imobilizados. A liderança, por sua vez, mostrou-se capaz de fortalecer a influência da competência e da utilização da tecnologia da informação sobre a eficácia da gestão de ativos imobilizados. No entanto, a interação entre liderança e sistema de controle interno não apresentou efeito significativo
DOES PUBLIC SECTOR RESTRUCTURING ENHANCE GOVERNMENT EFFECTIVENESS? A REGRESSION ANALYSIS FROM VIETNAM
This research examines the connection between the public sector reform component and public sector efficiency through Vietnam’s administrative reform movement (2015-2023). Drawing on the theoretical principles of New Public Management (NPM), the study explores whether the structural reform components; downsizing the civil service, merging administrative units, digitization, and expenditure on training, can lead to observable improvements in the effectiveness of public administration. To evaluate the relationship between structural reform processes and public administration effectiveness, this study employs a multiple linear regression analysis with data from the World Bank\u27s Worldwide Governance Indicators (WGI), Vietnam\u27s e-Government Development Index, and national reform reports. The study\u27s results demonstrate that civil service downsizing and administrative unit merging are positively related to government effectiveness as stated by WGI. The study also shows that the process of digitization is both an independent driver of effectiveness and has the capacity to mediate a larger impact of the observed relationship between civil service downsizing and effectiveness. The expenditure on training demonstrated marginal significance in a positive direction; which demonstrates the importance of investing in human capital over the longer term. The study\u27s analysis suggests that the implementation of multi-dimensional reform mechanisms, particularly those combining structural processes and digitization, are notable drivers of effectiveness in transitional and developing economies. Finally, Vietnam provides real-world evidence for public sector leaders seeking to modernize public administration in an era of fiscal management and political centralization
EVALUATION OF TECHNOLOGY ACCEPTANCE OF AUGMENTED REALITY APPLICATIONS IN SMART NATURE TOURISM
Augmented reality technology includes digital components in real life instantly, giving innovative ways to complement experiences in different areas. Although there is an extended investigation in the educative context, the use in nature tourism has not been yet researched enough. This investigation evaluates the acceptance of RA applications in protected natural areas using the Technological Acceptance Model. The methodology combines a quantitative survey (n=120) and a focus group (n=8) in the Recreational National Area “El Boliche” in Ecuador. The findings reveal that Perceived Unity and the Attitude are the principal predictors of usage intention explaining the 58% of the variance. Also, the findings indicate that educative value, the contextual usage worries and the ludic factor are the main elements that affect the acceptance. It is confirmed that augmented reality improves considerably the experience of the relationship interpretation with traditional methods, supporting the capacity of development of touristic, intelligent and sustainable destinies. This study offers a proven methodological structure to evaluate the acceptance of augmented reality in nature tourism and highlights design considerations for educational, useful and attractive applications in nature contexts.La tecnología de realidad aumentada integra componentes digitales en el ámbito real de forma instantánea, proporcionando formas innovadoras para complementar vivencias en diferentes áreas. Aunque se ha investigado extensamente en el contexto educativo, su uso en el turismo de naturaleza aún no ha sido suficientemente investigado. Este estudio evalúa la aceptación de aplicaciones de RA en áreas naturales protegidas utilizando el Modelo de Aceptación Tecnológica. Se lleva a cabo una metodología combinada que integra una encuesta cuantitativa (n=120) y un grupo focal (n=8) en el Área Nacional de Recreación “El Boliche” en Ecuador. Los hallazgos muestran que la Utilidad Percibida y la Actitud son los principales pronosticadores de la intención de uso explicando el 58% de la varianza. Los hallazgos cualitativos indican que el valor educativo, las preocupaciones de usabilidad contextual y el factor lúdico son elementos fundamentales que afectan la aceptación. Se confirma que la realidad aumentada mejora considerablemente la experiencia de interpretación en relación con métodos tradicionales, apoyando su capacidad para el desarrollo de destinos turísticos inteligentes y sostenibles. Este estudio ofrece una estructura metodológica comprobada para evaluar la aceptación de la realidad aumentada en el turismo natural y destaca consideraciones de diseño para aplicaciones que sean educativas, útiles y atractivas en contextos naturales.
 
THE HEALTHCARE SECTOR IN THE SULTANATE OF OMAN AND THE LEGAL CONTROL OF THE UTILIZATION OF AI SYSTEMS
Integrating artificial intelligence with medicine is quickly becoming an international trend. It is understandable that medical professionals appreciate this emerging technology\u27s potential in improving diagnosis, automating tasks, monitoring and managing medical conditions, and performing functions that were traditionally carried out by humans. The Oman Vision 2040 and The National Digital Health Strategy both consider the Digital Shift in Health Systems a main pillar of the Fourth Industrial Revolution. In the context of AI and analytics in virtual medicine, it aims to improve the provision of healthcare services. This also aligns with the Omani Health Ministry’s Health 2050 document. Rapid advances in artificial intelligence technology present a host of ethical and legal challenges, including algorithmic bias, opacity, privacy violations, diminished patient self-determination, and legal accountability gaps surrounding malpractice. This study seeks to examine the primary legislative initiatives concerning the Omani legislative response to artificial intelligence in the healthcare system and to consider the scope of artificial intelligence and its systems and entities, as well as the civil liability it may entail. This research examines these challenges and the processes of case documenting the attempts to control the use of artificial intelligence technology through a descriptive-analytical method. The study, to the extent available legal structures reach, examines the legal challenges for which, in the absence of consideration, far more robust legal structures need to be developed. Such structures need to be ethically designed centered on the principles of autonomy, justice, transparency, and accountability to safeguard the rights and safety of the patients within the frameworks of equity and social justice
SOCIAL CAPITAL AND FEMALE POLITICIANS\u27 NETWORKING STRATEGIES IN THE 2024 INDONESIAN LEGISLATIVE ELECTIONS
Women\u27s political representation serves as a crucial metric for assessing the quality of democracy and gender equality; nevertheless, in Indonesia, the percentage remains significantly below the ideal, despite the implementation of a 30% quota policy since 2004. This study intends to examine the networking tactics employed by female politicians to secure victory in the 2024 Legislative Election in Magetan Regency, East Java, a local environment that embodies the challenges of patriarchy, socio-religious dynamics, and transformations in digital communication. Employing a qualitative case study methodology, data were collected via in-depth interviews with female candidates, party representatives, and community supporters, with field observations, and subsequently analyzed using NVivo theme coding. The findings delineated four principal strategies: (1) establishing formal political networks via internal and external party coalitions; (2) cultivating community social networks through religious study groups, social events, and fitness groups; (3) leveraging gender-specific networks to gain access to women\u27s communities and families; and (4) enhancing social media networks for tailored messaging, voter mobilization, and broadening cross-generational support. These four techniques cultivate social capital that empowers female candidates to surmount structural obstacles, broaden their electorate, and enhance political legitimacy. These findings highlight the necessity of combining affirmative action policies with capacity-building and digital literacy initiatives to facilitate the more inclusive adaptation of political networking techniques throughout Indonesia
USING VOSVIEWER SOFTWARE IN COLLECTING MATERIALS OF OVERVIEW RESEARCH
Research overviews play a critical role in scientific inquiry by enabling scholars to systematically map, evaluate, and synthesize existing knowledge related to a specific research problem. A theoretical research overview, in particular, seeks to integrate concepts, methods, and findings from prior studies in order to explain social and scientific phenomena and to identify gaps that warrant further investigation. Despite its importance, conducting a comprehensive and methodologically sound literature overview remains challenging, especially for early-career researchers and graduate students, who often face difficulties in locating, organizing, and critically assessing large volumes of academic publications. Systematic literature searching is therefore an essential stage in the research process, as it provides a structured approach to identifying relevant studies, understanding theoretical foundations, evaluating methodological trends, and assessing the strengths and limitations of existing research. Recent scholarship emphasizes the value of consensus across multiple literature reviews as a key step in ensuring rigor and reliability. At the same time, researchers are increasingly encouraged to engage with open-access data sources that enhance transparency, accessibility, and efficiency in knowledge production. Within this context, scientometric analysis has emerged as a powerful method for examining scientific development across disciplines. By combining quantitative bibliometric techniques with visualization tools, scientometric approaches allow researchers to identify influential publications, authors, institutions, and countries, as well as to track thematic evolution and citation patterns. Although previous studies have successfully applied tools such as VOSviewer using data from databases like Scopus, ScienceDirect, and Google Scholar, there remains a lack of practical guidance on leveraging open-access platforms—particularly OpenAlex—for comprehensive literature collection and analysis. This article addresses this gap by introducing OpenAlex as a valuable and openly accessible data source for systematic literature collection, in combination with VOSviewer software for scientometric analysis. The study demonstrates how researchers can efficiently retrieve, analyze, and visualize scholarly data to gain insights into research trends, citation impact, and knowledge structures. A practical illustration using the keyword “Digital Quantitative Analysis” is provided to guide users through the process. The findings highlight how this approach can significantly reduce time and effort in literature searching while supporting the identification of meaningful research gaps and future research directions
