    The impact of saving schemes on saving behaviour : evidence from Thailand

    Thesis (Ph.D. (Economics))--National Institute of Development Administration, 2020Thailand has many compulsory saving schemes for income security at old age. A crucial question is whether how different saving schemes affect saving behavior of workers with different working status. Whether the dissimilar in saving is related to the observable characteristics of workers or is due to the effect of benefits in different saving schemes. It is essential to determine that compulsory saving schemes encourage formal workers to save more or discourage saving. At the same time, it must be determined whether informal workers who do not have compulsory savings have a higher saving incentive to compensate for the lack of compulsory savings.  This paper employs the Blinder-Oaxaca decomposition method to answer the above questions. Because this method allows us to decompose the causes of savings difference. The endowment effect is described by differences in the observable characteristics of workers or by differences in the determinants of saving, such as age, income, education, and other characteristics. The discrimination effect evaluates the distortionary effect of the compulsory saving scheme on saving behaviors. The empirical result of saving determinations is in line with past studies. For instant, the total individual income, educational attainment, consistently saving behavior, and saving motive for retirement and precautionary saving are crucial factors in determining savings. However, the decomposition methods provide more information on saving differences.  For the formal workers and the informal workers, the study indicated that the discrimination effect is higher than the endowment effect. But the formal workers have a motive to save for precautionary and retirement (which is the endowment effect). Moreover, compulsory saving systems force formal workers to save more than informal workers also. Because compulsory saving is one of the saving channels that offers a high rate of return to saving and provides the other social welfares that reduce the cost of living of formal workers. Nevertheless, low-income informal workers have an advantage in the coefficient contribution (coefficient part). The reason is due to low-income informal workers do not participate in any compulsory saving schemes and have no other fringe benefits that help to reduce the cost of living, unlike the formal workers.  Informal workers, therefore, have to save their own uncertainty and for old age. The causes of saving differences between government employees and private employees contributed to the endowment effect rather than the discrimination effect. But the coefficient contribution is in favor of private employees. The reason that employees save more is due to preventing the emergence of sickness for the social security benefit that does not cover all medical care expenditures. Moreover, the pension benefit of private employees is relatively low compared to that of government employees

    Thesis (D.P.A.)--National Institute of Development Administration, 2020A Study of Public and Private Partnership in Urban Development as a Smart City: A Case Study of the Light Rail Transit Constructing Project in Khon Kaen is aimed at: 1) studying and developing cooperation within urban development policies in a public private partnership model in Khon Kaen; 2) studying the public private partnership implemented in urban development in Khon Kaen; 3) studying the roles and operation of public private partnership in urban development in Khon Kaen; 4) studying the strengths, limitations, problems and threats to urban development in the public private partnership model; and 5) proposing policy-based suggestions to the government. This study involves a qualitative approach using interviews with relevant people in the public sector (regional government offices), private sector and five local administrative organizations based on observations and information obtained from documents which comprise the major tool for data collection. The findings indicate that this form of partnership has arisen because Khon Kaen City has realized various issues as a result of its rapid growth. Local administrative organizations and the people sector have, therefore, devised a concept of urban development by way of a Smart City by starting with the development of a mass transit system as its first priority. However, due to certain budgetary constraints related to construction, the private sector under the name of Khon Kaen City Development (KKTT) Co., Ltd. offered its support in pushing the Khon Kaen Urban Development Project. Initially, a budget was funded for driving the project. Thus, the Khon Kaen Urban Development Project was initiated from the bottom-up, which resulted in the cooperation of five local administrative organizations under the name of Khon Kaen Transit System Co., Ltd. (KKTS) and the private sector. However, pushing forward with the Khon Kaen Urban Development Project has made them face several problems and threats, a part of which may be related to insufficient decentralization

    Thesis (Ph.D. (Management))--National Institute of Development Administration, 2020With the development of Chinese universities and educational resources, the teachers in college become a powerful motivator to drive the improvement of high education given that their academic performance directly influences the teaching quality of the universities. Recently, many universities launched all manner of incentives to improve college teachers’ performance. However, due to the fact that the incentives introduced by university administrators failed to address the internal characteristics and external conditions of university teachers specifically, occasionally the situation where the incentives don’t work effectively does occur, especially for the media and non-media teachers incentive. Therefore, the assessment of media teachers and non-media teachers should be targeted and different. Given the fact mentioned above, this study discusses the influencing factors and incentive levels of the incentive mechanism of media teachers and non-media teachers in Colleges and universities, as well as how different incentive factors affect teachers' performance, trying to verify the mediating and moderating effect of achievement desire in the relationship between motivation and performance. According to the research on the incentive performance of media teachers and non-media teachers: on the one hand, among the significant factors of direct impact of internal and external incentives on performance, the incentives including organizational environment and career development have significant positive effects on education and teaching, scientific research, social services, peripheral relations and organizational dedication respectively, while salary and welfare have a negative impact on organizational dedication; on the other hand, Among the external incentive factors, career path has a positive impact on education and teaching, scientific research and social service, the atmosphere of the workplace and career path affect peripheral relations and organizational dedication a lot , while compensation and welfare have a negative impact on scientific research and social service respectively, and  the vibe in the workplace has a negative impact on social service; Among the internal incentive factors influencing non-media college teachers, the accomplishments have a significant impact on education and teaching, scientific research, social service, peripheral relationship and organizational dedication. Personal value has a significant impact on peripheral relationship and organizational dedication, while personal value and innovation incentive have a negative impact on scientific research and social service respectively; among the internal incentive factors influencing media college teachers, the accomplishments have a significant influence on education and teaching, scientific research, social service, peripheral relationship and organizational dedication, while personal value and innovation incentive have negative impact on social service and scientific research respectively. The mediating effects of media and non-media achievement desire factors on task performance and relationship performance are different: one the one hand, external incentive factors influencing the non-media and media college teachers will affect organizational dedication through the pursuit of success; while the internal incentive factors influencing the non-media college teachers will affect scientific research, social service and organizational dedication respectively through the pursuit of success. At the same time, the internal incentive of media will affect education and teaching, social service and surrounding relations through the pursuit of success. Therefore, the internal incentive of media will affect organizational dedication through pursuing success and avoiding failure. Through the verification of desire for achievement which affects the task performance and relationship performance of non-media and media college teachers, it is found that in the external incentive factors influencing non media college teachers, the  pursuit of success has a positive moderating effect on peripheral relations and organizational dedication, while in the internal motivation, avoiding failure has a negative moderating effect on education and teaching, and the pursuit of success has a negative moderating effect on the relationship between scientific research and the pursuit of success; in the external incentive factors influencing media college teachers, the pursuit of success has a positive moderating effect on social service. (นิเทศศาสตร์และนวัตกรรม))--สถาบันบัณฑิตพัฒนบริหารศาสตร์, 2563งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาอัตลักษณ์ของนักพนันหวยใต้ดินชนชั้นกลางและการสร้าง เครือข่ายการสื่อสารของนักพนันหวยใต้ดิน ศึกษาความเชื่อมโยงระหว่างเจ้ามือรายใหญ่ เจ้ามือราย ย่อย คนขายหวย และนักพนันหวยใต้ดินชนชั้นกลาง เป็นงานวิจัยเชิงคุณภาพ (Qualitative Research) เก็บข้อมูลจากการสัมภาษณ์เจาะลึก (In-dept Interview) กลุ่มตัวอย่างจำนวน 15 คน ในจังหวัดนครราชสีมา ซึ่งเป็นผู้ที่อยู่ในเครือข่ายหวยใต้ดินไม่น้อยกว่า 5 ปี มีรายได้ 18,000 บาทขึ้น ไป ทั้งนี้จะพิจารณาจากอาชีพ ความมีชื่อเสียงวงศ์ตระกูล รูปแบบการใช้ชีวิตประ กอบการพิจารณา ด้วย ใช้การสุ่มกลุ่มตัวอย่างแบบบอกต่อ (Snowball Technique) ผู้วิจัยใช้เวลาในการศึกษา เก็บ ข้อมูลและวิเคราะห์ข้อมูลตั้งแต่เดือน 1 สิงหาคม 2562-2 พฤษภาคม 2563 รวมระยะเวลา 10 เดือน วิเคราะห์ตัวบท (Text) และปริบท (Context) ด้วยการสังเกตการณ์ภาคสนาม (Observation) การ เล่นพนันหวยในมุมมองของคนใน (Insider View) ผลการศึกษาพบว่า 1) นักพนันหวยใต้ดิน 8 คน มีวัตถุประสงค์ของการเข้ามาอยู่ในวงจรหวยใต้ดิน คือ เล่นเพื่อ ลุ้น สร้างความสนุกสนานและสร้างเครือข่ายกับผู้อื่น นักพนันหวยใต้ดินขนชั้นกลางจะเลือกเล่นพนัน หวยจากคนใกล้ชิด ประกอบสัมมาอาชีพที่มีหน้ามีตาในสังคมมีลีลาการใช้ชีวิต (Life Style) ที่ทันสมัย มีทั้งที่สำเร็จการศึกษาทั้งในและต่างประเทศ เป็นผู้ที่ชอบเข้ารวมกลุ่มกับผู้คนในสังคมอย่างสม่ำเสมอ กำหนดวงเงินเล่นพนันหวยใต้ดินประมาณ 300-10,000 บาท/งวด ผลกระทบทางธุรกิจที่นักพนันหวย ใต้ดินเคยประสบมาจากการเมืองเป็นส่วนใหญ่ ดังนั้นนักพนันจึงเชื่อว่าการหันมาเล่นพนันหวยจะช่วย บรรเทาจิตใจและสถานการณ์ช่วงนั้นได้ นอกจากนั้นนักพนันหวยใต้ดินชนชั้นกลางยังหวังพึ่งพา สิ่งศักดิ์สิทธิ์เป็นสะพานเชื่อมต่อขอให้ตนเองประสบความสำเร็จ การเสี่ยงโชคสามารถนำมาอธิบาย มุมมองที่ผู้อื่นมองนักพนันหวยใต้ดิน คือ เป็นนักธุรกิจมืออาชีพ ผู้มีเกียรติ มีฐานะและการศึกษาดี เป็นผู้ตีเลขเด็ดได้แม่นยำ ผู้ที่ดวงดี ผู้มีบุญวาสนา เป็นผู้ที่มีเครือข่ายกว้างขวางในสังคม และเข้าถึงได้ ยาก มุมมองนักพนันหวยใต้ดินนำเสนอผ่านสื่อ คือ ชอบเสี่ยงโชค รักความสนุกสนาน มีกิจการมั่นคงรับโชคจากลอตเตอรี่เสมอ เป็นผู้ช่วยเหลือสังคม มีจิตใจดี ใจบุญสุนทาน มีเพื่อนฝูงหลากหลายวงการ ใจกว้างพร้อมบอกเลขเด็ด ไม่ได้รับผลกระทบจากการพนัน และยอมเปิดเผยตัวตนทั้งในโลกจริงและ โลกโซเชียลแต่ยังอยู่ในวงจำกัด 2) เจ้ามือหวย 1 คน, คนขายหวย 2 คนและนักพนันหวยและคนขายหวย 4 คน มีจุดเริ่มต้น ของการขายหวยจากการซึมชับบุคคลใกล้ชิด มีทั้งที่เป็นผู้ขายรายเก่าและรายใหม่ บางรายเล่นพนัน หวยและขายด้วยซึ่งกลุ่มเหล่านี้จะเล่นหวยอย่างระมัดระวังไม่ให้กระทบกับกำไรที่จะได้ วงเงินที่ขาย หวยของเจ้ามือเฉลี่ยรายรับในอดีตงวดละ 30,000,000 บาท เจ้ามือหวยรุ่นลูกขายหวยมีรายรับเดือน ละประมาณ 10 กว่าล้าน ในส่วนของคนขายหวยนั้นจะขายเฉลี่ย 3,000-50,0000 บาท/งวด เจ้ามือ และคนขายหวยสามารถทำธุรกิจได้อย่างเปิดเผยหากมีสัมพันธภาพที่ดีกับเจ้าหน้าที่ตำรวจ เจ้ามือราย ทำงานได้สะดวกมากยิ่งขึ้นเนื่องจากสามารถติดต่อสื่อสารกับเจ้ามือรายใหญ่ด้วยการ โทรศัพท์มือถือได้ทุกที่ทุกเวลา เทคโนโลยีทำหน้าที่แทนเด็กเดินโพย ความสัมพันธ์เป็นไปค่อนข้าง เปิดเผยในทุกลำดับของเครือข่ายทั้งในโลกจริงและโลกเสมือน ดังนั้นการทำธุรกิจหวยใต้ดินจึงเป็น เรื่องของการสั่งสมอำนาจและบารมี ซึ่งถือเป็นอัตลักษณ์ของเจ้าของพื้นที่ที่ไม่สามารถสืบทอดกันได้ งานวิจัยนี้เป็นแนวทางสำหรับทำความเข้าใจเกี่ยวกับปรากฎการณ์การนำเสนอข่าวสาร เกี่ยวกับหวยใต้ดินชนชั้นกลางในระบบวัฒนธรรมการเสี่ยงโชคของสังคมไทยในยุคดิจิทัล สร้างองค์ ความรู้เกี่ยวกับการสร้างเครือข่ายการสื่อสารของนักพนันหวยใต้ดินอันเป็นประโยชน์ต่อการเสริมองค์ ความรู้ในศาสตร์แขนงต่าง ๆ และเป็นภาพสะท้อนปรากฏการณ์การทำธุรกิจนอกระบบของสังคมไท

    Thesis (Ph.D. (Integrated Tourism and Hospitality Management))--National Institute of Development Administration, 2020The growth in demand for air transport and the budget constraints put the pressure on airports as a service provider in the air transport system. Hence, airports are required not only to develop infrastructure, service quality, and improve performance but also to adapt themselves by performing better business operations and searching for healthier business management. To accomplish such outcomes, airport business models seem to be a strategic tool to improve overall administrations. However, the knowledge in this field is hardly found in the airport literature. To bridge the research gaps, this dissertation aims to design the airport business model and propose the business model innovations to improve airport technical efficiency. Twenty-eight local and regional airports under operations of the Department of Airports (DOA) are used as a case study. To construct the airport business model and propose the innovations of business models, the situation of local and regional airports in Thailand, factors affecting airport technical efficiency, and airport business model analytical framework are investigated to answer the ultimate research question of the dissertation. To analyze the situation of the local and regional airport industry, the PESTEL-AHP Model which collecting opinions from the key experts reveal that the Air Navigation Act (No.14) BE 2562 is the component that mostly impacting the overall industry and shaping how DOA airports run their businesses as they are public airports. The situation analysis of the firm-level from the BCC-DEA Model confirms that 28 local and regional airports under the operations of DOA are technically inefficient with the average technical efficiency scores during 2009-2018 equal to 0.188. To examine the sources of airport technical efficiency, the econometric model under the Structure-conduct-performance paradigm is specified. By using the Panel Least Square Method, airport ownership patterns are found the most significant factors affecting technical efficiency while the service-relating policies and total airport revenues also significantly play a part in airport efficiency. For designing the airport business models, Suratthani International Airport, Lampang Airport, and Ubon Ratchathani International are purposively selected as a unit of analysis. The Business Model Canvas (BMC) from Osterwalder and Pigneur (2010) together with the documentary research from the World’s Best Airport and the World’s Best Regional Airport and the exploratory research approach is integrated to draw the lessons learned and construct the airport business model framework for local and regional airport business model designs. Although the BMC is well-described to the airport business operations, this study adds the new component that is the Sustainability of airports to virtually cover the overall business operations. After designing the business models for each selected airport, the study finds out that the units of analysis share the common airport business components that are Key Resources, Key Activities, Revenue Streams, Cost Structures and Sustainability of Airport. The reason behind this argument is the impacts of the Air Navigation Act (No.14) BE 2562 shadowing their business administration. However, the individual airport business model is required to customize as they have some diversities in airport operations reflecting from differences in BMC components. The discussion between the best practice airports and the recent airport business models of local and regional airports provides the gap for business model innovations which defined as the strategic options for innovating the airport business models suitable for certain contexts. To improve the airport technical efficiency of local and regional airports in Thailand, the samples of business model innovations are introduced. The Airport-as-a-tourism Platform Business Model, the Local Partner-and-engagement Business Model, and the Value Proposition-oriented Business Model are proposed as they are regarded as the most feasible, practical, and appropriate to the contexts of local and regional airports under operations of DOA. Policy and managerial implications for relevant government agencies are recommended.

    วิทยานิพนธ์ (น.ม.)--สถาบันบัณฑิตพัฒนบริหารศาสตร์, 2563มูลนิธิเป็นองค์กรตามกฎหมายรูปแบบหนึ่ง ซึ่งมีวัตถุประสงค์สำคัญในการแก้ปัญหาสังคม ประเทศไทยมีจำนวนมูลนิธิที่จดทะเบียนกับกระทรวงมหาดไทยมากถึง 25,048 มูลนิธิ ซึ่งน่าจะเป็นสิ่งที่ดี แต่ปัจจุบันกลับมีการกระทำทุจริตเกิดขึ้นในมูลนิธิมากมาย เช่น กรรมการมูลนิธิยักยอกทรัพย์สินของมูลนิธิ หรือการตั้งมูลนิธิเพื่อใช้ในการฟอกเงิน สาเหตุสำคัญประการหนึ่งเกิดจากกฎหมายมูลนิธิตามประมวลกฎหมายแพ่งและพาณิชย์ไม่ได้รับการปรับปรุงแก้ไขตั้งแต่ พ.ศ. 2535 มาตราต่าง ๆ ที่กำหนดขึ้นมุ่งเน้นที่เจตนารมณ์ของการทำประโยชน์เพื่อสังคม แต่ไม่ได้ครอบคลุมถึงแนวทางในการป้องกันและแก้ปัญหาการกระทำทุจริตที่เกิดขึ้นในปัจจุบันอย่างเพียงพอ ตัวอย่างเช่น ความหมายและวัตถุประสงค์ของมูลนิธิที่อาจจะไม่ชัดเจน ในเรื่องอำนาจหน้าที่ของคณะกรรมการมูลนิธิมีอำนาจในการบริหารจัดการมูลนิธิอย่างกว้างขวางรวมถึงกฎหมายได้ให้อำนาจคณะกรรมการในการแก้ไขวัตถุประสงค์ของมูลนิธิและกฎหมายไม่ได้กำหนดความรับผิดของคณะกรรมการมูลนิธิต่อมูลนิธิในกรณีที่คณะกรรมการดำเนินการให้ผิดพลาดเสื่อมเสียต่อมูลนิธิ หรือเรื่องที่ผู้มีส่วนได้เสียในมูลนิธิอาจร้องขอให้ศาลมีคำสั่งในการถอดถอนคณะกรรมการมูลนิธิได้ก็มีประเด็นว่าใครบ้างคือผู้มีส่วนได้เสียในมูลนิธิ บทความนี้มีจุดมุ่งหมายเพื่อศึกษาแนวทางในการพัฒนากฎหมายมูลนิธิให้ดีขึ้น ในสามประเด็น ดังนี้ 1) ความหมายและวัตถุประสงค์ของมูลนิธิที่ยังไม่ชัดเจน ซึ่งอาจเป็นช่องว่างทางกฎหมายในการกระทำทุจริต 2) อำนาจหน้าที่และความรับผิดของกรรมการ และ 3) การกำกับดูแลมูลนิธิโดยภาครัฐและภาคประชาชน โดยบทความนี้มีวัตถุประสงค์ในการศึกษาปัญหาเกี่ยวกับมูลนิธิในประเทศไทยที่เกิดขึ้นโดยทำการศึกษาเปรียบเทียบกับกฎหมายของประเทศอังกฤษและสาธารณรัฐสิงคโปร์ เพื่อหาแนวทางในการแก้ไขปรับปรุงกฎหมายมูลนิธิในประเทศไทยให้เหมาะสมกับปัญหาที่เกิดขึ้นในปัจจุบัน บทความนี้เป็นการวิจัยเชิงเอกสารโดยการรวบรวมข้อมูลจากการค้นคว้าเอกสาร ตำราวิชาการในทางกฎหมายที่เกี่ยวข้องกับงานวิจัย ทั้งในส่วนของต่างประเทศและในประเทศ ผู้เขียนยังได้รวบรวมข้อมูลเชิงประจักษ์จากการสัมภาษณ์บุคคลที่เกี่ยวข้อง ได้แก่ นายทะเบียนของมูลนิธิ กรรมการของมูลนิธิ และผู้บริจาค เพื่อจะได้ทราบถึงปัญหาที่เกิดขึ้นจริง โดยจากการศึกษาแล้วพบว่าปัญหาของมูลนิธิในประเทศไทยที่เกิดขึ้นบางกรณีเกิดจากการที่กฎหมายในปัจจุบันยังไม่สามารถครอบคลุมถึงปัญหาที่เกิดขึ้นได้ โดยเกิดขึ้นจากการใช้ช่องว่างทางกฎหมายเพื่อทำการทุจริตในมูลนิธิ รวมถึงหน่วยงานที่มีอำนาจในการตรวจสอบมูลนิธิของทั้งประเทศอังกฤษและสาธารณรัฐสิงคโปร์นั้นปรากฎว่ามีกฎหมายที่ค่อนข้างชัดเจน ผู้เขียนจึงเสนอแนวทางไว้ 3 ประการ 1) กำหนดวัตถุประสงค์ของมูลนิธิไว้อย่างชัดเจน 2) แก้ไขอำนาจหน้าที่และความรับผิดของคณะกรรมการมูลนิธิโดยเพิ่มเติมในส่วนความรับผิดของคณะกรรมการของมูลนิธิต่อมูลนิธิ 3) ให้มีคณะกรรมาธิการเป็นหน่วยงานที่เข้ามาดูแลและตรวจสอบมูลนิธิโดยเฉพาะ โดยให้ผู้ตรวจสอบมีความเชี่ยวชาญในเรื่องของมูลนิธิโดยตรงเพื่อให้การตรวจสอบเป็นไปโดยเคร่งครัดเพื่อผลประโยชน์ของส่วนรวมเนื่องจากมูลนิธิเป็นองค์กรที่ทำเพื่อประโยชน์สาธารณะFoundation is one of legal organization with a purpose of solving society’s problems. There are 25,048 foundations registered under Thailand’s Ministry of Interior which is a good sign. However, there are also many corruptions happened within the foundations such as defraud or money launder. One of the possible causes is that the Legal measures of Foundation controls and supports has never been updated since 1992 as it mostly focuses on advantages of the society more than problem prevention and solution. For example, the definition and purpose of the foundation is not described clearly in term of the authority and duty of foundation committee, that allows them to edit the purpose of the foundation but the does not specify responsibility of the committee toward any mistake caused by the committee. Moreover, in the case that foundation’s Stakeholders can file a complaint to court to remove foundation committee, there is an ambiguous in the definition of foundation’s Stakeholders. This thesis aims to study for Foundation laws development on 3 mains points including 1) The ambiguity of definition and purpose of the foundation that might lead to legal flaws, 2) The authority and responsibility of foundation committee and 3) The supervision of the foundation from government section and people section. The researcher employed Foundation laws from England and Republic of Singapore in order to find the proper improvement for Thailand Foundation Laws. This is a Documentary Research with the information collected from laws related Academic texts domestically and internationally. The author also collects empirical data from interviews with related persons including the registrar, committee and donor of the foundation in order to find the real source of the problems. According to the study, it is found that one of the possible causes is the foundation law is not enough to cover problem prevention and solution within the foundation and it leads to the legal flaw that people use for corruption. The comparison of the Laws from England and Singapore also suggests that there should be a particular law that covers the authority and responsibility of foundation inspector. In summary, the author suggests that there are 3 points that will help with the improvement of Foundation Laws in Thailand including 1) Specify the foundation’s purpose, 2) Extend the content of the authority and responsibility of foundation committee to be more detailed and 3) Appoint the inspector committee from foundation inspecting experts to inspect the foundation’s advantages for public society

    Factors influencing intention of information-resource sharing: from the perspective of consensus perception of blockchain

But information silos appeared with the growing use of IS. Silos have become a severe impediment that made IS inconvenient and inefficient, and impeded enterprise’s innovation and development. Therefore, the present study aims to resolve these issues by helping understand how to encourage information-resource sharing within the enterprise. We first proposed a new concept, consensus perception, based on the blockchain characteristics and advantages derived from prior studies. Then developed a conceptual model based on the consensus perception, motivational model, and principal-agent theory, to determine the factors that influence information-resource sharing intention and investigate whether blockchain technology (BT) can be used to promote information-resource sharing. Survey data were collected from 401 enterprises and institutions in the Chinese cities of Beijing, Shanghai, Guangzhou, and Shenzhen. The results evaluated using structural equation modeling (SEM) showed that information security concern, perceived rewards, and openness have direct influences on information-resource sharing intention and that trust has indirect effects. However, the impacts of the information confidentiality concern are not supported. The findings provide valuable theoretical and practical contributions to the enterprise on how effectively promote information-resource sharing, and whether BT can be used to solve the issues of information silo

    Excise tax collection policy on sugar-sweetened beverages

    Thesis (D.P.A.)--National Institute of Development Administration, 2020The purpose of this research was to study and analyze the process of agenda setting and the roles of stakeholders in policy making and the process of formulating excise tax collection policy regarding sugar-sweetened beverages (SSBs) in Thailand. Moreover, it aimed to investigate the problems, obstacles, as well as possible solutions to the impacts of the collection of excise tax on SSBs, and then, offer several strategies to drive excise tax collection policy in terms of SSBs in Thailand. After a documentary research, in-depth interviews, and a focus group discussion to gather data from policy stakeholders, the collected data were analyzed using the qualitative research method, and then the research results were presented using analytical description. The results of the research revealed that there were four key themes that helped to drive the policy. First, this policy was justified and could be implemented for the benefit of the public at large. Secondly, it is a policy that promotes sustainable public health finance in accordance with the government's national reform guidelines. Thirdly, such policy requires the participation of different groups of stakeholders. Fourthly, it is a public policy that arose from rational decisions and is aimed at the best interests of society. The five major contexts that drove policy formulation included social context, economic context, political and governmental context, and cultural context. After investigating the history of the policy,   it was found that the development of excise tax collection policy on SSBs in Thailand can be divided into four main eras: the policy formation era; the post-coup era by the National Council for Peace and Order; the policy formulation era; and the three-sector policy network era. The success of the policy furtherance depended on the problem stream, the policy stream, and the political stream that influenced agenda setting under the roles of stakeholders in policy formulation, policy entrepreneurs, as well as the policy window that occurred in the policy process. In terms of policy formulation, it was found that the actors that made the policy were the groups of participants that had the power at that time. If the political form of power was in the hands of the elite during that time, they would make policies that would lead to the implementation of what was expected. Nevertheless, due to the complexity of Thai society and different groups interacting with each other for the benefit of their own group, those interest groups were therefore increasingly involved in policy making. Taxation policy was therefore formulated through the coordination of the interests of various groups in society. In addition, the integration of an advocacy coalition in the form of a working group resulted in a policy change that finally led to the enactment of tax measures under the Excise Tax Act 2017 as policy outcomes.              The policy stakeholders found some problems and obstructions regarding the tax collection, and they have provided solutions to these problems. There are seven key strategies leading to the successful implementation of the tax collection: communicating the right message to the public; securing support from the leaders and strong decision-makers; establishing an integrated administrative organization; conducting a regular meeting on problems; providing operational procedures relevant to the tax collection of sugar-sweetened beverages; expanding the tax collection platform to new productions and imports; and a clear policy on inspection, control, supervision, and evaluation

(การจัดการการท่องเที่ยวและบริการแบบบูรณาการ))--สถาบันบัณฑิตพัฒนบริหารศาสตร์, 2563การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาพฤติกรรมในการมาท่องเที่ยวพิพิธภัณฑ์ของนักท่องเที่ยวกลุ่มเจเนอเรชั่นวาย 2) เพื่อศึกษาปัจจัยด้านการจัดการพิพิธภัณฑ์ที่ส่งผลต่อการตัดสินใจมาท่องเที่ยวพิพิธภัณฑ์ของนักท่องเที่ยวกลุ่มเจเนอเรชั่นวาย และ 3) เพื่อเสนอแนวทางการพัฒนาการจัดการพิพิธภัณฑ์สำหรับนักท่องเที่ยวกลุ่มเจเนอเรชั่นวาย โดยการใช้ระเบียบวิธีวิจัยเชิงปริมาณด้วยการเก็บรวบรวมข้อมูลแบบสอบถามจากนักท่องเที่ยวชาวไทยกลุ่มเจเนอเรชั่นวายที่มีประสบการณ์ในการท่องเที่ยวพิพิธภัณฑ์ จำนวน 400 คน ผู้วิจัยวิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา เพื่อหาค่าความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน รวมทั้งการวิเคราะห์ข้อมูลด้วยสถิติเชิงอนุมาน โดยการใช้การวิเคราะห์ความถดถอยเชิงโลจิสติก (Logistic Regression) ด้วยรูปแบบ Binary Logistic ผลการศึกษาพฤติกรรมการท่องเที่ยวพิพิธภัณฑ์ของนักท่องเที่ยวกลุ่มเจเนอเรชั่นวาย พบว่า พฤติกรรมก่อนการเดินทาง นักท่องเที่ยวส่วนใหญ่เดินทางท่องเที่ยวพิพิธภัณฑ์ช่วงวันหยุดสุดสัปดาห์ (เสาร์-อาทิตย์) โดยมีวัตถุประสงค์ในการเดินทางเพื่อเรียนรู้ประวัติศาสตร์ ศิลปะ วัฒนธรรม ซึ่งการได้เรียนรู้อดีต อารยะธรรมต่างๆ ถือเป็นแรงจูงใจที่กระตุ้นให้เกิดการเดินทางท่องเที่ยว ได้รับรู้ข้อมูลข่าวสารเกี่ยวกับพิพิธภัณฑ์ผ่านช่องทางเฟซบุ๊ก (Facebook) ส่วนบุคคลที่มีอิทธิพลต่อการตัดสินใจเดินทางคือ เพื่อน/เพื่อนร่วมงาน และบางส่วนได้รับอิทธิพลจากผู้เขียนบล็อกการท่องเที่ยว (Blogger) สำหรับพฤติกรรมระหว่างการเดินทาง พบว่า นักท่องเที่ยวกลุ่มเจเนอเรชั่นวายชอบเดินทางเป็นกลุ่ม โดยมีเพื่อนเป็นผู้ร่วมเดินทาง จะใช้ระยะเวลาประมาณ 30 นาที - 1 ชั่วโมง ในการเที่ยวชมพิพิธภัณฑ์ ซึ่งกิจกรรมที่นักท่องเที่ยวให้ความสนใจ คือ การชมนิทรรศการ ที่มีรูปแบบการนำเสนอข้อมูลผ่านวิดีทัศน์และเสียง และพฤติกรรมหลังการท่องเที่ยว พบว่า นักท่องเที่ยวส่วนใหญ่รู้สึกไม่แน่ใจที่จะกลับมาเที่ยวซ้ำในแหล่งท่องเที่ยวพิพิธภัณฑ์ แต่มีความต้องการแนะนำ/บอกต่อ การท่องเที่ยวกับผู้อื่นโดยใช้ช่องทางในการบอกต่อผ่านสื่อโซเชียลมีเดียล สำหรับผลการศึกษาปัจจัยด้านการจัดการพิพิธภัณฑ์ พบว่า มี 4 ปัจจัยที่ส่งผลต่อการตัดสินใจมาท่องเที่ยวพิพิธภัณฑ์ของนักท่องเที่ยวกลุ่มเจเนอเรชั่นวายอย่างมีนัยสำคัญทางสถิติที่ 0.05 ได้แก่ ปัจจัยด้านสิ่งอำนวยความสะดวก ปัจจัยด้านการสื่อความหมาย ปัจจัยด้านเทคโนโลยีและนวัตกรรม และปัจจัยด้านกิจกรรม ส่วนปัจจัยด้านการจัดแสดง/นิทรรศการ ปัจจัยด้านสภาพแวดล้อมทางกายภาพ ปัจจัยด้านเจ้าหน้าที่/บุคลากร และปัจจัยด้านการประชาสัมพันธ์ไม่มีผลต่อการตัดสินใจมาท่องเที่ยวพิพิธภัณฑ์ของนักท่องเที่ยวกลุ่มเจเนอเรชั่นวาย จากผลการศึกษา ผู้วิจัยจึงนำเสนอแนวทางการพัฒนาการจัดการพิพิธภัณฑ์สำหรับนักท่องเที่ยวกลุ่มเจเนอเรชั่นวายออกเป็น 5 แนวทาง คือ 1) การพัฒนาสิ่งอำนวยความสะดวกภายในพิพิธภัณฑ์เพื่อตอบสนองต่อความต้องการของนักท่องเที่ยวกลุ่มเจเนอเรชั่นวาย 2) การพัฒนาการสื่อความหมายภายในพิพิธภัณฑ์สำหรับนักท่องเที่ยวกลุ่มเจเนอเรชั่นวาย 3) ส่งเสริมการปรับใช้เทคโนโลยีและนวัตกรรมภายในพิพิธภัณฑ์เพื่อเป็นแหล่งเรียนรู้ที่ทันสมัยสำหรับนักท่องเที่ยวกลุ่มเจเนอเรชั่นวาย 4) การออกแบบกิจกรรมการท่องเที่ยวพิพิธภัณฑ์เพื่อตอบสนองความต้องการของนักท่องเที่ยวกลุ่มเจเนอเรชั่นวาย และ 5) การสร้างช่องทางการรับรู้ข้อมูลข่าวสารเพื่อประชาสัมพันธ์การท่องเที่ยวพิพิธภัณฑ์สำหรับนักท่องเที่ยวกลุ่มเจเนอเรชั่นวายThe objectives of this research are 1) to study travel behavior of generation Y tourists visiting a museum, 2) to study museum management factors affecting decision-making to visit a museum of generation Y tourists, and 3) to propose guidelines for developing museum management for generation Y tourists. The study employed quantitative research methodology, using questionnaires as a research tool and collecting data from 400 generation Y Thai tourists who have visited museums. The data were analyzed by using descriptive statistics including frequency, percentage, mean and standard deviation, and the inferential statistics: the logistic regression with binary logistic model. The results of generation Y tourists’ travel behavior revealed that, pre-travel behavior, most tourists visited museums on the weekend (Saturday – Sunday). The purpose of visiting the museums was to learn about history, art and culture. Learning about past civilization was the key motivation encouraging them to visit. They search information about museums from Facebook. The most influential person influencing their decision-making was friends/colleagues and some of the tourists were influenced by travel bloggers. During-travel behavior, the results showed that generation Y tourists liked to travel in groups with friends and spent around 30 minutes to 1 hour for visiting a museum. Activities of their interests were exhibitions presenting through video and audio. Post-travel behavior, most tourists were unsure to revisit the museums, but they liked to recommend others to visit the museums through social media. The results of museum management factors presented that there were 4 factors affecting decision-making to visit a museum of generation Y tourists with statistical significance of 0.05: facilities, interpretation, technology/innovation, and activities. While the exhibition, physical environment, staff and public relations did not have a significant effect on decision-making to visit a museum of generation Y tourists. According to the results, the study proposes guidelines for developing museum management for generation Y tourists consisting of 5 guidelines which are 1) developing facilities within the museum to serve the needs of generation Y tourists, 2) developing interpretation within the museum for generation Y tourists, 3) applying technology and innovation within the museum to make the museum a modern learning destination for generation Y tourists, 4) designing museum tourism activities to meet the needs of generation Y tourists, and 5) creating communication channels to deliver museum information and promote museum tourism for generation Y tourists

    Data driven government: precondition and mediating variables to unleash the power of data

    Doctor of Philosophy (Development Administration) (Ph.D.(Development Administration))Open government data (OGD) are currently recognized as a strategic asset for public administration. However, there is still a knowledge gap on how data yield their value in practice. Little is known about how to use and unleash the power of OGD. The mismatch between the supply and demand sides may increase costs and limit the potential impacts of the data to produce changes in social, economic, and government outcomes. This dissertation raised simple, but very important questions by asking the following: “What are the determinants that influence the development of OGD?”; “Does OGD enhance government performance? If so, how?”; “Does OGD require government capabilities to unleash and expand its impacts? If so, what are the essential government capacities to activate the impacts?”; and “How do government capabilities and OGD impacts relate to each other?” Following the research questions, this dissertation has classified its objectives into five: (i) to perceive the essential preconditions influencing the development of OGD; (ii) to investigate how governments implement OGD principles; (iii) to explore how governments unleash the power of OGD and what government capabilities are required for that purpose; (iv) to investigate how OGD affects country development in terms of economic, social, and governance impacts; and (v) to provide policy recommendations for improving OGD and unleashing its power. Since the concept of OGD and its impacts is a developing concept, this research used mixed-methods in order to holistically understand and describe OGD development and its utilization. The study includes (i) case study analysis; (ii) quantitative analysis; and (iii) interviews as a supplementary tool. In order to select the case studies, the top-ten successful countries in OGD development ranked by the World Wide Web Foundation in 2016 were selected: the United Kingdom, Canada, France, the United States, South Korea, Australia, New Zealand, Japan, the Netherlands, and Norway. Additionally, Thailand was studied as well. For analyzing the OGD’s impacts, 79 OGD projects were used as case studies to analyze the taxonomy of the impacts. Document analysis using content analysis was used for the case studies in order to analyze the relevant documents, such as laws and regulations, government policies or plans, government evaluation reports, and previous research. For Thailand, interviewing key informants was used as a supplementary tool. After obtaining the results of the case studies, an OGD model was developed and was tested using the quantitative method. This research used secondary data from 115 countries and from 2016 in order to maintain causality (causes and effects), only for some indicators for data security in 2015. The data were analyzed using partial least squares-structural equation modeling (PLS-SEM) using SmartPLS software. This research found that the results were consistent between the qualitative and quantitative methods. They showed that there are four linked aspects of data-driven government: (i) pre-conditions influencing the OGD development; (ii) OGD implementation; (iii) government capabilities (GC); and (iv) OGD impacts (DI). This supported the main argument of this study: although OGD has its value as an asset, it might not make direct impacts—it requires proper GC to unlock the power of the data. First, there are three major preconditions that governments must recognize for OGD development: information and communication technology investment, data security, and trust in the national government. According to the statistical analysis, the preconditions explained 70.2% of the variance in OGD, which represented a moderate level of explanatory power. Second, there were eight common principles of OGD implemented by the top-ten countries: completeness, timeliness, machine readability, open standards/open formats, open licensing, free of charge, non-discrimination, and open by default. Third, this research found seven key activation capabilities in unleashing the power of OGD: administrative cultural transformation, OGD policy, OGD management, data cooperation, government support, research and development, and citizen engagement. Last, OGD can have a valuable impact when the conditions are sufficiently supported in three main ways: economic impacts (i.e. economic growth, innovation, business development, operation improvement, smarter decision-making, better marketing); social impacts (i.e. citizen-centric service, service innovation, real-time services, boosting public-private partnership); and governance impacts (i.e. data-driven policy, transparency, accountability, efficiency and effectiveness, digitized government, anti-corruption). The two methods showed consistently that GC was critical to unlocking the value of OGD. The statistical analysis indicated that OGD explained 79.7% of the variance in GC, and that OGD together with GC explained 84% of the variance in DI, which was also considered a substantial level of explanatory power. GC fully mediated the relationship between OGD implementation and the impact of OGD impacts. The model had a high overall model fit (0.816). For Thailand, OGD implementation just began in 2015. From document analysis and interviews, Thailand is quite technologically ready but still needs time to make use of it. There are many challenges. For example, Thai citizens have little confidence in the government because they fear that the government will intervene and threaten their lives by using their data. Further, the Thai OGD system still needs to be developed in terms of the amount of data released and its quality; most of the disclosed OGD cannot be further used. Moreover, the work culture of the Thai government has remained an obstacle to the development of OGD as Thai government agencies have no culture of data collection, retention, or utilization. More importantly, there has been some misunderstanding that government data are owned by the state, not owned by the citizens. Thus, Thai people are far from driving the development and utilization of OGD. Additionally, although the statistically moderating analysis showed that political instability is not significant in the relationship between OGD and DI, the analysis of the Thai case was the opposite of that analysis. Covered with an authoritarian culture, centralized decision-making power, especially when ruled by a semi-military government, it has been difficult for Thai government agencies to release or share their data with the public since the data are a currency of power. The semi-military government has not used the available data to provide public services, has not cooperated with other local governments, and has ignored the citizens’ voice. The relationship between the political context and government capability is related to the administrative culture, values, the system structure, and bureaucrat behavior. The political issues should thus be further studied in terms of OGD formation, OGD development, and OGD utilization by taking into account a country’s conditions. This research suggests that improving OGD should be mostly concerned with IICT and DS as the important preconditions. Additionally, a government may follow the eight principles of OGD since applying these common principles will stimulate data provision and utilization. More importantly, by applying the research results and considering some of the limitations (i.e. limited financial resources, cultural restrictions, knowledge, and skills for OGD), this research suggests seven strategic phases for improving OGD provision and utilization: (i) launching an OGD vision to begin OGD policy, OGD management, and administrative culture transformation; (ii) finding the most correct and valuable data; (iii) beginning pilot projects of data utilization by including data providers and data users, such as public agencies, private sector or business units, startups, non-government units, academic institutions, researchers, and citizens; (iv) boosting data utilization by supporting knowledge, skills, or tools for data users; (v) promoting data impacts to communicate and raise awareness of OGD; (vi) expanding more valuable datasets in a variety of government agencies; and (vii) establishing an OGD system within government agencies in order to institutionalize new standards in government practices. As a result of these analyses, the dissertation made two primary contributions. First, it contributed to the literature on (i) the linkage between OGD supply and demand sides by presenting systematic mechanisms to unlock the power of OGD; (ii) “open by default” as a new finding for practical OGD principles; and (iii) the taxonomy of OGD impacts. Second, it explained how OGD is the focal point of the transition of public administration in the present and the future through driving more quality practices of public administration. In addition, since OGD is a developing concept, there are opportunities for future research to explore this issue, such as how political contexts influence OGD development and utilization, what the cultural conditions or cultural factors area that influence OGD, how the private sector or business units utilizes the OGD value to run its businesses in terms of services, products, and innovations, how to design and formulate a cooperative approach for the public and private sectors to develop and leverage OGD, and how to cultivate an OGD culture in the organization at the behavioral level. The latter may apply models of e-government applications (i.e. the technology acceptance model, the theory of reasoned action, the unified theory of acceptance technology and use of technology) in order to draw a conceptual framework to study why and how individuals will recognize the importance and benefits of OGD and implement it in practice. Further study of OGD in order to improve public administration will provide better, sounder, and smarter governance by making better evidence-based public policy, detecting fraud and errors, improving efficiency, reducing costs, and better understanding and forecasting social problems, needs, and trends
