    Thesis (Ph.D. (Development Administration))--National Institute of Development Administration, 2021Public organizations are facing the challenge of delivering services with growing demands of the masses. In order to control these challenges, innovation and the creative abilities of public organizations, specifically team level innovation through transformational leadership and preceived organizational support, are a must.The purpose of this study is to assess the direct influence of transformational leadership and perceived organizational support on public service innovation outcomes as well as their indirect influence through moderator perceived organizational culture and mediating factor creativity. Both quantitative and qualitative methods were followed for this study. Other than a survey through a structured questionnaire, data were collected from eight in-depth interviews of chief innovation officers and two FGDs with the service recipients. Questionnaires were distributed among 500 innovation team members at the district and upazila level adminstration and 372 questionnaires were received with no missing data yielding a response rate of 74.4%.  Before the full-phased data collection, a pretest of 50 potential respondents was carried out. The item-objective congruence (IOC) index was used for the content validity with a panel of four experts. Nine hyptheses were tested statistically and a detailed data analysis was carried out employing path analysis. Further, in order to re-ensure the results, a full-phased multiple regression analysis was done. All of the objectives of this study were obtained using the nine testing hypotheses. Path analysis was used as the main technique to test the predictability of the independent variables of trasformational leadership and perceived organizational support in relation to the dependent variable, public service innovation outcomes.The results showed that both transformational leadership and perceived organizational support had a positive and significant influence on  public service innovation outcomes. It was also revealed that transformational leadership and perceived organizational support had a strong significant positive relation with creativity, and when using perceived organizational culture as a moderator, the relation became even stronger. Finally, the results revealed that creativity mediates the relationship of transformational leadership and public service innovation outcomes and also the relationship of perceived organizational support and public service innovation  outcomes. According to the model fit of the path analysis R2 coefficient of creativity, perceived organizational culture, and public service innovation outcomes, it was 0.652, 0.555 and 0.546 respectively, which revealed that the factors explained more than 50% of the total variance. The findings for the quantitative data were also validated by the qualitative findings. Lastly, the study summarizes a set of recommendations for policy planners as well as future researchers in this area.

    The significance of budget transparency and governance regarding quality of education : a study based on the ministry of education in Thailand

    Thesis (Ph.D. (Development Administration))--National Institute of Development Administration, 2021The purpose of this dissertation is to examine the significance of budget transparency and governance in relation to the quality of education in Thailand. The main argument of the dissertation is that education performance is compromised despite the fact that the highest single budget allocation has been given to education over the past decade. The degree of budget transparency is argued to be a key variable in achieving education performance, while discouraging opportunities for corruption. Theoretical support from agency theory, legitimacy theory, stakeholder theory, and signaling theory is sought to examine the significance of budget transparency when conflicts of interest exist. What significant role that the budget transparency, with reference to the fiscal transparency code of the International Monetary Fund (IMF) 2019 which categorizes various transparency elements under four pillars, namely fiscal reporting, fiscal forecasting and budgeting, fiscal risk analysis and management, and revenue resource management. IMF is the international accepted as a benchmark of budget transparency which plays in the budgeting process at the Ministry of Education (MOE), and how it associates with the quality of education is mainly investigated. The research design and methodology are comprised of quantitative analyses based on perception scores on budget transparency, and the scores were placed on a one- to five-point scale from 252 people working at 10 selected units operating under the MOE; and qualitative interpretivism analyses and explains the degree of budget transparency, governance, the budgeting process, and education performance based on data from the literature and interviews with selected officials of the MOE, the State Audit office (SAO), the National Anti-Corruption Commission (NACC), and the Bureau of Budget. The results show that the degree of budget transparency with regard to all the pillars perceived by employees of the MOE is low, whereas the same corresponding to pillar 1 (fiscal reporting) and pillar 2 (fiscal forecasting and management) are at a moderate level. The degrees of budget transparency with regard to fiscal risk analysis and management (Pillar 3) and resource revenue management (Pillar 4) are below the moderate level. Pillar 1 and Pillar 2 of the IMF code deal with basic arrangements on reporting and forecasting, which are complied with and deliverable through standard work procedures, guidelines, formats, and standards to be adhered to. Significant differences in the perception scores were seen with respect to age, gender, level of salaries (financial independence), and work experience (professionalism). Institutional theory, institutional logics, the logics of practice, and actor network theory are used to analyze the data and interpret the results. The results signify the importance of budgetary transparency in the course of achieving high education performance, and the relevance of policy improvement and stakeholder engagement in the budgeting process. The findings of this study also are useful for national institutions such as the Bureau of the Budget, the State Audit Office, the National Anti-Corruption Commission, National Economic and Social Development Board, the Ministry of Finance, the Public Sector Development Commission, the Civil Service Commission, and other line Ministries in dealing with budget transparency, budgeting, and monitoring processes.

    Thesis (Ph.D. (Communication Arts and Innovation))--National Institute of Development Administration, 2021The Thesis entitled “Branding Bangkok through the Bangkokian’s Perspective,” was aimed to 1) study Bangkok’s identity of the Conventional Districts from the Bangkokians’ perspective, 2) explore the development of the Conventional Districts towards New or Emerging Districts, and 3) apply the findings on Bangkok’s identity for Bangkok branding. The research used mixed methods, both qualitative and quantitative. The research was conducted with 3-Helix or 3 groups. Namely, the qualitative research was conducted with 1) policymakers, researchers, experts, and district developers, and a focus group interview and in-depth interviews with community leaders of the Conventional Districts. The quantitative research was conducted by survey questionnaires with 400 Bangkokians on the “Yan” or “District”, which can reflect Bangkok’s identity, leading to Bangkok branding. The findings of the qualitative research showed that Bangkok is a multicultural society, having the Chao Phraya River and Thainess as the city’s identity. Besides, the qualitative research studied Bangkok’s identity of the Conventional Districts and the city development towards new or Emerging Districts, which led to further studies by the quantitative research through the structural equation model (SEM) analysis of Bangkok’s identity, which confirmed Bangkok’s identity in the following dimensions: History and Culture, Natural Resource and Infrastructure, Economic and Social Environment, and Tourism and Recreation Structure, leading to Bangkok branding, based on the following: the capital of history and valuable cultural heritage, the multicultural community, the river and canals as natural infrastructure, Bangkok’s visions towards a Smart City, in combination with Bangkok’s value as a good city for living, working, and investment, with endlessly driven cultural heritage, and its connectivity with other cities and the world. The definition of “Bangkok” for Bangkok branding gained from Bangkokians’ perspective is “Bangkok is a living city of Thai heritage with natural infrastructure, namely the river and canals, connecting people of cultural diversity, and a sophisticated city that can keep up with the world.

    Online health media literacy for Thai older adults

    Thesis (Ph.D. (Communication Arts and Innovation))--National Institute of Development Administration, 2021This study was conducted with the objectives to examine 1) Lifestyle of older adults; 2) Study of Online Media and Online Health Media Exposure Behavior; 3) Level of Online Health Media Literacy; 4) Relationship between the Lifestyle of Older Adults and their level of Online Health Media Literacy; 5) Relationship between Online Health Media Exposure and Online Health Media Literacy; 6) Difference between Older Adults, who had different age groups had different levels of online health media literacy; and 7) Difference between older adults, who have different levels of education also have differences in online health media literacy. This study utilized the Mixed Method Research methodology, which consisted of quantitative research method and qualitative research. In the quantitative study, the survey research for data collection using a questionnaire for data collection. The sample size is 404 respondents aged between 50-59 years. The researcher used in-depth interview and older adults aged between 60-69 from all of the five national regions, which are north, central, south and northeast, and Bangkok (28 respondents). The research indicates that lifestyle of the 4 groups, which are 1) Internet addicted and follow the news; use mobile phone but do not trust purchases online and spend carefully; 2) use mobile phone but do not trust purchases online and spend carefully; 3) Create income for the family and believe in food supplements and herbal remedies; and 4) Health conscious, play sports, and do activities. The findings indicate that they have been using through Line. This is followed by Facebook and YouTube. Most of them access online through their mobile phones. In exposure to media, they prefer reading text. This is followed by looking at images and video. Most older adults believe that they themselves are the most influential in receiving health information from the online channel. They love to expose their health information from online media. They like to talk about the illness they have cured, exercise/play sports, food and nutrition information, and medicine for various diseases at a high level respectively. In the study of online health media literacy of Thai older adults, the researcher has categorized it into 3 dimensions which are 1) Access; 2) Analyze & Evaluate; and 3) Use & Create. It is found that Thai older adults have a moderate level of online health media literacy. The hypotheses testing revealed the following. Online media exposure of older adults has a positive relationship with online health media literacy at a moderate level. Older adults of different age groups have no difference in their level of online health media literacy. Older adults of different levels of education have no difference in their level of online health media literacy. It is found that older adults, who had less than high school education have a difference in the online health media literacy of older adults from other higher levels of education. The researcher found that older adults have a moderate level of online health media literacy. For older Thai adults to have a higher level of online health media literacy, the researcher has presented the guideline to promote online health media literacy of older Thai adults through the 5Ts: Older Adults’s Online Health Media Literacy Model, which includes Try, Think, Talk, Take, and Tell

    A study of roles of civil society, private sector and public sector for organic agricultural policy implementation: a case study of organic rice in Lower Northeastern Region

    Thesis (D.P.A.)--National Institute of Development Administration, 2021A Study of Roles of Civil Society, Private Sector and Public Sectors for Organic Agricultural Policy Implementation: A Case Study of Organic Rice in Lower Northeastern Region is aimed at 1) studying the development of organic rice cultivation promotion and the roles of civil society and the private and public sectors in implementing organic rice cultivation promotional policies in Lower Northeastern provinces; 2) studying the models for  implementing policies to promote organic rice cultivation in three provinces; and 3) studying the successes, problems and obstacles in the implementation of organic rice cultivation promotional policies. The study involved qualitative research based on interviews with people from civil society and the private and public sectors related to organic rice, observation and information from relevant documents as the major tools for data collection.   The findings indicate that development of organic rice in the Lower Northeastern provinces was divided into four phases, namely, Phase 1: organic rice and agriculture by the civil society and private sectors (1985-2002); Phase 2: organic rice growth through the provincial policies of some governors, e.g. Surin and Yasothon Provinces; Phase 3: formulation of the first to the second national organic agricultural development strategies (2008-2016); and Phase 4: after the announcement of the second national organic agricultural development strategy (2017-present). As for the roles of civil society and the private and public sectors, it is evident that civil society and the private sector play a great role in promoting completely organic rice, especially during the period in which the Thai public sector still supported agriculture using chemicals, although the public sector switched to the promotion of organic agriculture later on. However, civil society and the private sector still have more expertise than the public sector in using their experience in marketing to lead production. However, the implementation of policy by the three provinces has faced problems and obstacles, such as access to sources of funding, marketing channels, complete knowledge of organic agriculture, shortages of workforce, issues caused by policies and operations of the public sector, as well as collaboration between NGOs and the public sector. Concerning the adoption of organic rice promotional policies, the comparisons of network characteristics presented by Provan & Kenis (2018) and Gromley & Balla (2013) revealed that the structures of policy implementation in Surin, Yasothon and Ubon Ratchathani Provinces are of semi-high density, semi-participant-governed and low centrality, respectively. The findings also indicate that the continuity of provincial organic rice promotion, provincial policy implementation structure, marketing strength and the ability of farmers all affect the sustainability of organic rice cultivation and the expansion of organic rice cultivation area.การศึกษาบทบาทภาคประชาสังคม ภาคเอกชน และภาครัฐในการนำนโยบายเกษตรอินทรีย์ไปปฏิบัติ : ศึกษากรณีการปลูกข้าวอินทรีย์ในเขตภาคตะวันออกเฉียงเหนือตอนล่าง มีวัตถุประสงค์ในการศึกษา คือ 1. เพื่อศึกษาพัฒนาการของการส่งเสริมการปลูกข้าวอินทรีย์และบทบาทของภาคประชาสังคม ภาคเอกชน และภาครัฐในการนำนโยบายส่งเสริมการปลูกข้าวอินทรีย์ไปปฎิบัติในภาคตะวันออกเฉียงเหนือตอนล่าง 2.เพื่อศึกษารูปแบบการนำนโยบายส่งเสริมการปลูกข้าวอินทรีย์ไปปฏิบัติของสามจังหวัด และ 3. เพื่อศึกษาความสำเร็จ ปัญหา และอุปสรรคในการนำนโยบายส่งเสริมการปลูกข้าวอินทรีย์ไปปฏิบัติ ซึ่งเป็นการศึกษาในเชิงคุณภาพ ด้วยการสัมภาษณ์บุคคลที่เกี่ยวข้องทั้งในภาคประชาสังคม ภาคเอกชน และภาครัฐที่เกี่ยวข้องกับข้าวอินทรีย์ นอกจากนี้ ยังใช้การสังเกตและใช้ข้อมูลจากเอกสารที่เกี่ยวข้องเป็นเครื่องมือหลักในการจัดเก็บข้อมูล ผลการศึกษาพบว่า พัฒนาการของข้าวอินทรีย์ของภาคตะวันออกเฉียงเหนือตอนล่างแบ่งออกเป็น 4 ช่วงเวลา ระยะแรก คือ ยุคเริ่มต้นของข้าวอินทรีย์และเกษตรอินทรีย์โดยภาคประชาสังคมและภาคเอกชน (พ.ศ. 2528 – 2545) ระยะที่สอง คือ ช่วงเวลาที่ข้าวส่งอินทรีย์เติบโตโดยการสนับสนุนผ่านนโยบายระดับจังหวัดของผู้ว่าราชการจังหวัดของบางจังหวัด เช่น จังหวัดสุรินทร์ และ ยโสธร ช่วงที่สาม  ได้แก่ ช่วงการเกิดยุทธศาสตร์การส่งเสริมเกษตรอินทรีย์แห่งชาติฉบับแรก ถึงฉบับที่ 2 (พ.ศ.2551 – 2559) และช่วงที่สี่ คือ ช่วงหลังจากประกาศใช้ยุทธศาสตร์เกษตรอินทรีย์แห่งชาติ ฉบับที่ 2 (พ.ศ.2560 ถึง ปัจจุบัน) ด้านบทบาทของภาคประชาสังคม ภาคเอกชน และภาครัฐ พบว่า ภาคประชาสังคมและภาคเอกชนมีบทบาทเป็นอย่างยิ่ง ในการส่งเสริมข้าวอินทรีย์แบบครบวงจร โดยเฉพาะในช่วงเวลาที่ภาครัฐของไทยยังคงสนับสนุนการทำการเกษตรโดยใช้สารเคมี แม้ว่าต่อมาภาครัฐจะกลับมาส่งเสริมเกษตรอินทรีย์ แต่ภาคประชาสังคม ภาคเอกชน ยังคงมีความเชี่ยวชาญมากกว่าภาครัฐ ด้วยประสบการณ์และการใช้ตลาดนำการผลิต อย่างไรก็ตาม การนำนโยบายไปปฏิบัติของทั้ง 3 จังหวัด ประสบปัญหาและอุปสรรค เช่น ปัญหาการเข้าถึงแหล่งเงินทุน ช่องทางการตลาด องค์ความรู้ด้านเกษตรอินทรีย์แบบครบวงจร ปัญหาการขาดแคลนแรงงาน ปัญหาที่เกิดจากนโยบายและการทำงานของภาครัฐ และการทำงานร่วมกันระหว่างองค์กรพัฒนาเอกชนกับภาครัฐ เป็นต้น รูปแบบการนำนโยบายส่งเสริมข้าวอินทรีย์ไปปฏิบัติพบว่า เมื่อเปรียบเทียบกับลักษณะโครงสร้างเครือข่ายที่นำเสนอโดย Provan & Kenis (2018) และ Gromley & Balla (2013) พบว่า ในจังหวัดสุรินทร์ ยโสธร และอุบลราชธานี มีโครงสร้างการนำนโยบายไปปฏิบัติเป็นรูปแบบ Semi - High density, Semi-Participant-Governed และ Low Centrality ตามลำดับ ผลการศึกษายังพบอีกว่าความต่อเนื่องของการส่งเสริมข้าวอินทรีย์ในระดับจังหวัด โครงสร้างการนำนโยบายไปปฏิบัติในระดับจังหวัด ความเข้มแข็งและความสามารถด้านการตลาดของกลุ่มเกษตรกรมีผลต่อความยั่งยืนในการปลูกข้าวอินทรีย์และการขยายพื้นที่ข้าวอินทรีย

    วิทยานิพนธ์ (น.ด.)--สถาบันบัณฑิตพัฒนบริหารศาสตร์, 2564การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษามาตรการทางกฎหมายของประเทศไทย และมาตรการทางกฎหมายของต่างประเทศ แนวคิด ทฤษฎีที่ใช้ในการบริหารจัดการซากผลิตภัณฑ์เครื่องมือและอุปกรณ์ทางการแพทย์หลังสิ้นสุดการใช้งานของโรงพยาบาล การบริหารจัดการซากผลิตภัณฑ์เครื่องมือและอุปกรณ์ทางการแพทย์หลังสิ้นสุดการใช้งานของโรงพยาบาลและมาตรการทางกฎหมายของประเทศไทยในปัจจุบัน ศึกษาวิเคราะห์ปัญหาและผลกระทบที่เกิดจากซากผลิตภัณฑ์เครื่องมือและอุปกรณ์ทางการแพทย์หลังสิ้นสุดการใช้งานของโรงพยาบาล ช่องว่างทางกฎหมาย และอุปสรรคสำคัญในการบริหารจัดการ เพื่อใช้เป็นข้อมูลแก้ไขเพิ่มเติมกฎหมายที่มีอยู่แล้วให้สามารถบริหารจัดการซากผลิตภัณฑ์เครื่องมือและอุปกรณ์ทางการแพทย์หลังสิ้นสุดการใช้งานของโรงพยาบาลได้อย่างถูกต้อง  การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยใช้วิธีวิจัยเอกสาร (Documentary Research) ซึ่งดำเนินการศึกษา แนวคิด ทฤษฎี งานวิจัยที่เกี่ยวข้อง และวิธีปฏิบัติทางกฎหมายในการบริหารจัดการซากผลิตภัณฑ์เครื่องมือและอุปกรณ์ทางการแพทย์หลังสิ้นสุดการใช้งานของโรงพยาบาล เพื่อนำมากำหนดกรอบแนวคิด และรูปแบบทางกฎหมายที่ใช้ในการบริหารจัดการซากผลิตภัณฑ์เครื่องมือและอุปกรณ์ทางการแพทย์หลังสิ้นสุดการใช้งานของโรงพยาบาล ผลการวิจัยพบว่า ซากผลิตภัณฑ์เครื่องมือและอุปกรณ์ทางการแพทย์หลังสิ้นสุดการใช้งานของโรงพยาบาลเป็นขยะที่มีลักษณะแตกต่างจากขยะชนิดอื่น คือ เป็นขยะที่ปนเปื้อนกับเชื้อโรคและสารเคมี การกำจัดและบริหารจัดการต้องดำเนินการตามหลักสุขาภิบาลและตามที่กฎหมายกำหนด จำเป็นต้องมีบทบัญญัติและมาตรการทางกฎหมายที่ใช้ในการบริหารจัดการ ปัจจุบันประเทศไทยขาด กฎหมายเฉพาะที่ใช้สำหรับการบริหารจัดการซากผลิตภัณฑ์เครื่องมือและอุปกรณ์ทางการแพทย์หลังสิ้นสุดการใช้งานของโรงพยาบาล ในการศึกษามาตรการทางกฎหมายระหว่างประเทศ และมาตรการทางกฎหมายต่างประเทศ พบว่า ได้นำหลักการทางเศรษฐศาสตร์และหลักการด้านสิ่งแวดล้อมในหลักการผู้ก่อมลพิษเป็นผู้จ่าย (Polluter Pays Principle: PPP) ปรับใช้เป็นกลไกการมีส่วนร่วมรับผิดชอบแก้ไขปัญหาและเพิ่มความรับผิดชอบของผู้ผลิตในหลักการขยายความรับผิดของผู้ผลิต (Extended Producer Responsibility: EPR) ซึ่งหลังจากวิเคราะห์มาตรการทางกฎหมายและหลักการด้านสิ่งแวดล้อมแล้วพบว่า โครงสร้างต้นแบบของกฏหมายการบริหารจัดการซากผลิตภัณฑ์เครื่องมือและอุปกรณ์ทางการแพทย์หลังสิ้นสุดการใช้งานของโรงพยาบาล ประกอบด้วย 1) การกำหนดความหมายขยะทางการแพทย์ และการจัดการ 2) การจัดแบ่งประเภทหรือชนิดของขยะทางการแพทย์ 3) การกำหนดบุคคลที่มีส่วนเกี่ยวข้องกับการบริหารจัดการขยะทางการแพทย์ 4) การกำหนดหน้าที่และความรับผิดชอบของผู้ที่มีส่วนเกี่ยวข้องโดยพิจารณาจากวงจรชีวิตผลิตภัณฑ์เครื่องมือและอุปกรณ์ทางการแพทย์ และ 5) การกำหนดหน่วยงานหลักที่มีหน้าที่รับผิดชอบการบริหารจัดการซากผลิตภัณฑ์เครื่องมือและอุปกรณ์ทางการแพทย์หลังสิ้นสุดการใช้งานของโรงพยาบาลซึ่งเป็นขยะติดเชื้อและเป็นบริการสาธารณะที่อยู่ในความรับผิดชอบของภาครัฐ ข้อเสนอแนะในการวิจัยครั้งนี้เพื่อแก้ไขปัญหาซากผลิตภัณฑ์เครื่องมือและอุปกรณ์ทางการแพทย์หลังสิ้นสุดการใช้งานของโรงพยาบาล แบ่งเป็น 4 มาตรการ ดังนี้ มาตรการที่ 1 การแก้ไขและปรับปรุงกฎหมายในระยะสั้น ระหว่างที่ประเทศไทยขาดกฎหมายเฉพาะที่ใช้สำหรับกับการบริหารจัดการซากผลิตภัณฑ์เครื่องมือและอุปกรณ์ทางการแพทย์หลังสิ้นสุดการใช้งานของโรงพยาบาล มาตรการที่ 2 กำหนดมาตรการเฉพาะที่ส่งเสริมการใช้ประโยชน์จากซากผลิตภัณฑ์เครื่องมือและอุปกรณ์กรณ์ทางการแพทย์หลังสิ้นสุดการใช้งานของโรงพยาบาล มาตรการที่ 3 กำหนดมาตรการทางกฎหมายในจัดแบ่งประเภท หรือชนิดของซากผลิตภัณฑ์เครื่องมือและอุปกรณ์ทางการแพทย์หลังสิ้นสุดการใช้งานของโรงพยาบาล เพื่อเป็นมาตรการนำร่อง และ มาตรการที่ 4 ออกกฎหมายระยะยาวเป็นกฎหมายเฉพาะสำหรับแก้ไขปัญหาและการบริหารจัดการซากผลิตภัณฑ์เครื่องมือและอุปกรณ์ทางการแพทย์หลังสิ้นสุดการใช้งานของโรงพยาบาลThis research aims to study the legal measures of Thailand and foreign legal measures, concepts and theories used in the management of the waste remains of products, devices and medical equipment after the end of hospital’s uses. Management of waste products, devices and medical equipment after the end of hospital’s uses and current legal measures in Thailand. Study and analyze problems and effects caused by the waste remains of products, devices and medical equipment after the end of hospital’s uses, legal loophole, and main obstacle to management, are to be used as an amendment data to the existing law in order to properly manage the waste products, tools and medical equipment after the end-of-life uses of the hospitals. This research is a qualitative research by using documentary research method, which conducts the study of concepts, theories, and related research; and legal practices for the management of post-hospital end-of-uses of waste products, devices and medical equipment in order to define the conceptual framework and the legal models used in the management of end-of-uses of waste products, devices and medical equipment of the hospitals. The results of this research found that the remains of products, devices, medical equipment after the end of uses of the hospitals are wastes that are different from other types of wastes, namely, wastes contaminated with pathogens and chemicals. Disposal and management must be carried out in accordance with sanitation principles and regulations as required by law. It is necessary to have provisions and legal measures to be used in managing them. Currently, Thailand lacks specific laws for the management of end-of-life waste products, devices, and medical equipment after the end of hospital uses. In the study of international legal measures and foreign legal measures, it was found that the economic principles and environmental principles of Polluter Pays Principle (PPP) have been applied as a mechanism for participation, responsibility in solving problems and increasing the responsibility of producers in the principle of Extended Producer Responsibility (EPR), that after analyzing legal measures and environmental principles, it was found that the model structure of the law on the management of the remains of waste products, devices and medical equipment and equipment after the end of uses of the hospitals, consisting of 1) Definition of medical wastes and its management; 2) Classification or type of medical wastes; 3) Determination of persons involved in medical waste management; 4) Determining the duties and responsibilities of those involved based on the life cycle of products, devices and medical equipment; and 5) Determining the main unit responsible for the management of waste products, devices and medical equipment after the end of uses of the hospitals, which are infectious wastes and are the public service under the responsibility of the government. Recommendations for this research to solve the problems of the remains of waste products, devices, and medical equipment after the end of uses of the hospitals are divided into 4 measures as follows: Measure 1: Amendment and improvement of the law in the short term. While Thailand lacks specific laws applicable to the management of waste products, equipment and medical equipment after the end of hospital’s uses; Measure 2: specifies specific measures to promote the utilization the remains of waste products, devices and medical equipment after the end of hospital’s uses; Measure 3: Determines the legal measures to classify the type or categories of the remains of products, devices and medical equipment after the end of the hospital's uses as a pilot measure; and Measure 4: adopting a long-term law that is a specific law for solving problems and managing the remains of waste products, devices and medical equipment after the end of the hospital's uses

    Thesis (Ph.D. (Integrated Tourism Management))--National Institute of Development Administration, 2021The purpose of this research were to 1) analyze the branding creation processes and the projected brands of the international marathon events, 2) evaluate the perceived brand image of the international marathon events, 3) evaluate the effectiveness of branding strategies of the international marathon events, and 4) propose the international marathons branding creation model of Thailand. Mixed methodology was employed in this study. Researcher gathered 400 sets of questionnaires from runner who participate in Khon Kaen international marathon, Chombueng Marathon, and Laguna Phuket International Marathon to collect quantitative data. Semi-structured interviews and focus group were also conducted to collect qualitative data from 10 event organizers. Coding analysis was used for the interview and focus group results, whereas descriptive statistics (i.e. frequency, percentage, mean, and standard deviation) and inferential statistics (i.e. paired sample t-test, ANOVA, and multiple regression) were employed for the analysis of quantitative data. The research results revealed that 1) Current international marathon branding creation process is: (1) theme creation, (2) development of event elements, (3) event communication, and (4) performance evaluation. The projected brand image of the Thailand international marathon is ‘a world class marathon standard for amity and healthy’. 2) Before participation, runners perceived moderate brand image in terms of standard, universality, and friendship respectively while perceived low brand image in terms of health, and overall. After participation, runners perceived moderate brand image in terms of universality, friendship while perceived low brand image in terms of health, standard, and overall respectively. 3) White ocean strategy were high effectiveness following by integrated marketing communication strategy, and content marketing strategy respectively. Product differentiation strategy were moderate effectiveness following by cost leadership strategy and influencer marketing strategy respectively. Additionally, increasing use of white ocean strategy has the most impact on intention to revisit following by product differentiation strategy, content marketing strategy, and integrated marketing communication strategy influence respectively. 4) The model of the international sport event branding creation in Thailand was developed in 9 step: (1) explore the venue, (2) brand essence, (3) brand identity, (4) brand positioning, (5) brand elements, (6) brand strategy, (7) brand delivery, (8) brand alliance, and (9) brand valuation
