    Thesis (D.P.A.)--National Institute of Development Administration, 2022This research report aims to study the development of local government early childhood education management and the regional policy network in order to describe the development of early childhood education management of local governments in the Rayong education innovation zones. In addition, the intention was to create recommendations for raising networked governance in order to develop the early childhood education management of local governments at the provincial level. The study opted for qualitative approaches, with data collected in various ways, including in-depth interviews, focus group interviews, and participatory observations from key local informants. The IAD framework (institutional analysis and development framework) is used to analyze the content and data obtained from this research. The results showed that the development of early childhood education management of local governments in Rayong has changed. The first was the management of early childhood education of local governments before the distribution of powers to local governments B.E. 2542 (1999); the second was the management of early childhood education of local governments after the issuance of powers to local governments B.E. 2542 (1999); the third phase was the development of a policy network for the development of early childhood education management of local governments after B.E. 2560  (2017). Moreover, the study shows that educational network governance possesses multi-level complexity with more than one decision center (multi-decision-making center) having a structured model of a joint commission network of more than one panel, with the origin of the establishment powers and the composition of different committees. There are overlapping of authority and responsibility. The central network management is at the provincial level. Led by the Rayong local government office and local private sector network, 127 child development centers affiliated with local governments and 22 schools that manage early childhood education under local governments. They serve to implement centralized early childhood development policies and standards and provincial committees related to the development of early childhood education management of local governments.    There are two key areas of recommendations from the local early childhood development policy network study in Rayong province: the first is the upgrading of educational network governance for the development of local early childhood through the enhancement of network management, the creation of social capital (trust), and resource-based management to build sustainable cooperative advantages; and the second is research on and development of educational network effectiveness assessments, as well as supporting the study of collaborative advantages. (social network analysis) in order to reveal the complexity and dynamic social network structures using advanced analytical techniques and large databases (big data).รายงานการวิจัยฉบับนี้มีวัตถุประสงค์เพื่อศึกษาถึงพัฒนาการของการจัดการศึกษาปฐมวัยขององค์กรปกครองส่วนท้องถิ่นและเครือข่ายเชิงนโยบายระดับจังหวัดเพื่อการพัฒนาเด็กปฐมวัยขององค์กรปกครองส่วนท้องถิ่นในเขตพื้นที่นวัตกรรมการศึกษาจังหวัดระยอง ทั้งนี้เพื่อสร้างข้อเสนอแนะในการยกระดับธรรมาภิบาลเชิงเครือข่ายเพื่อการพัฒนาเด็กปฐมวัยขององค์กรปกครองส่วนท้องถิ่นในระดับจังหวัด การศึกษาครั้งนี้เลือกใช้วิธีการวิจัยเชิงคุณภาพ (qualitative approach) โดยมีการเก็บรวบรวมข้อมูลด้วยวิธีการต่างๆ ได้แก่ การสัมภาษณ์แบบเจาะลึก (in-depth interview) การสัมภาษณ์แบบสนทนากลุ่ม (focus group interview) และการสังเกตการณ์แบบมีส่วนร่วม (participatory observation) จากผู้ให้ข้อมูลที่สำคัญในพื้นที่ ซึ่งผู้วิจัยได้ใช้กรอบการวิคราะห์เชิงสถาบันและการพัฒนา (institutional analysis and development framework) เพื่อช่วยในการวิเคราะห์เนื้อหาและข้อมูลที่ได้จากการวิจัยในครั้งนี้           ผลการการศึกษา พบว่า พัฒนาการของการจัดการศึกษาในระดับปฐมวัยขององค์กรปกครองส่วนท้องถิ่นในจังหวัดระยองมีการเปลี่ยนแปลง 3 ช่วงที่สำคัญ ได้แก่  ช่วงแรก คือ การจัดการศึกษาปฐมวัยขององค์กรปกครองส่วนท้องถิ่นก่อนการกระจายอำนาจให้แก่องค์กรปกครองส่วนท้องถิ่น พ.ศ. 2542 ช่วงที่สอง คือ การจัดการศึกษาในระดับปฐมวัยขององค์กรปกครองส่วนท้องถิ่นภายหลังการกระจายอำนาจให้แก่องค์กรปกครองส่วนท้องถิ่น พ.ศ. 2542 และช่วงที่ 3 คือ การพัฒนาเครือข่ายเชิงนโยบายเพื่อการพัฒนาเด็กปฐมวัยขององค์กรปกครองส่วนท้องถิ่นหลัง พ.ศ. 2560 นอกจากนี้ผลจากการศึกษา พบว่า เครือข่ายเชิงนโยบายเพื่อการพัฒนาเด็กปฐมวัยของจังหวัดระยองมีลักษณะเป็นระบบธรรมาภิบาลเชิงเครือข่ายทางการศึกษา (educational network governance) ที่มีความซับซ้อน (complexity) หลายระดับ (multi-level) โดยมีศูนย์กลางการตัดสินใจมากกว่าหนึ่งแห่ง (multi-decision making center) มีรูปแบบโครงสร้างของเครือข่ายแบบคณะกรรมการร่วมหลายฝ่าย (joint commission) ซึ่งมีมากกว่าหนึ่งคณะ โดยมีที่มาของอำนาจในการจัดตั้ง และองค์ประกอบของคณะกรรมการที่แตกต่างกัน นอกจากนี้ยังมีการทับซ้อนกัน (Overlapping) ของอำนาจหน้าที่ พื้นที่รับผิดชอบ และคณะกรรมการบางตำแหน่ง ซึ่งศูนย์กลางของการบริหารจัดการเครือข่ายอยู่ที่ระดับจังหวัด นำโดยสำนักงานส่งเสริมการปกครองท้องถิ่นจังหวัดระยองและเครือข่ายภาคเอกชนในพื้นที่ โดยมีศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น 127 แห่ง และโรงเรียนที่มีการจัดการศึกษาระดับปฐมวัยสังกัดองค์กรปกครองส่วนท้องถิ่น 22 แห่ง ทำหน้าที่ในการนำนโยบายและมาตรฐานการพัฒนาเด็กปฐมวัยที่มาจากส่วนกลางและคณะกรรมการระดับจังหวัดที่เกี่ยวข้องกับการพัฒนาเด็กปฐมวัยขององค์กรปกครองส่วนท้องถิ่นไปปฏิบัติ           ข้อเสนอแนะจากการศึกษาเครือข่ายเชิงนโยบายเพื่อการพัฒนาเด็กปฐมวัยขององค์กรปกครองส่วนท้องถิ่นในพื้นที่จังหวัดระยองมี 2 ส่วนที่สำคัญ ได้แก่ ส่วนแรก คือ การยกระดับธรรมาภิบาลเชิงเครือข่ายทางการศึกษา (educational network governance) เพื่อการพัฒนาเด็กปฐมวัยขององค์กรปกครองส่วนท้องถิ่น ผ่านการเพิ่มขีดความสามารถในการบริหารจัดการเครือข่าย (network management) การสร้างทุนทางสังคม (trust) และการจัดการฐานทรัพยากร (resource-based management) เพื่อสร้างขีดความสามารถในเชิงความร่วมมือที่ยั่งยืน (sustained cooperative advantage) ส่วนที่สอง คือ การวิจัยและพัฒนาตัวแบบการประเมินประสิทธิผลเครือข่ายเชิงนโยบายทางการศึกษา (educational network effectiveness assessment) พร้อมทั้งสนับสนุนให้มีการศึกษาธรรมาภิบาลเชิงเครือข่ายทางการศึกษาพหุระดับ (multi-level educational network governance) ตลอดจนการวิเคราะห์เครือข่ายทางการศึกษาโดยการวิเคราะห์เครือข่ายทางสังคม (social network analysis) เพื่อเผยให้เห็นถึงโครงสร้างเครือข่ายทางสังคมที่ซับซ้อน (complexity) และมีพลวัตร (dynamic) ด้วยเทคนิคการวิเคราะห์ขั้นสูงและฐานข้อมูลขนาดใหญ่ (big data

    Thesis (Ph.D. (Development Administration))--National Institute of Development Administration, 2022This dissertation aims to review the concepts and theories relating to PPP interventions, exploring PPP practices at both international and country (Thailand) levels as well as identifying their strengths and limitations. The targeted findings will focus on the strategic stakeholder institutional, policy and operational regulating frameworks with their critical success factors (CSFs) for PPP implementation in Thailand. Public end users’ participation as well as sustainable development goals (SDGs) and specific stakeholders’ success criteria (SC) will also be taken into account in the explored stakeholder model. The researcher utilized the sequential mixed method research, using both qualitative and quantitative approaches. The qualitative method was firstly applied to validate the proposed hypotheses derived from literature review stage, and the quantitative method was subsequently applied to confirm the reliability of research findings. Based on literature review, qualitative analysis involving executive interviews, and quantitative analysis involving survey of operational staffs, the research findings recommend a new Public-Private-People Partnership (PPPP) strategic stakeholder institutional model-along with its success goal, success criteria, and critical success factors-to be both policy and operation regulating frameworks that reinforce the merit of PPP practice, in Thailand and beyond. The results of the in-depth face to face interviews with 22 executives from PPP executing agencies confirmed that the people sector is one of key stakeholders to create more PPP success. The explored Public-Private-People Partnership (PPPP) model was proposed to be the strategic stakeholder institutional model. The success criteria (SC) of PPP for each particular sector are mostly accepted as follows: Good public welfare delivery for public owner as contracting agency, rational/reasonable business profitability for private investor, and good quality of life for the public end-user groups. This research concluded that the highest concern of the public sector is good governance, followed by managerial system, legal framework, finance, and politics, respectively. The highest concern of the private sector is also good governance, followed by managerial system, finance, and business policy. And the highest concern of the people sector is project configurations, followed by legal framework, and good governance. Six critical success factors (CSFs) which include politics, legal framework, finance, project configurations, managerial system, and good governance are the key attributes of the explored model. The seventy (70) sub-critical success factors (SCSFs) of the public (29), private (25), and people (16) sectors have been identified and proposed to be policy regulating framework of PPP intervention. The quantitative research, which involved 65 respondents of surveyed questionnaires from 15 agencies, confirms that public or people participation in every stage of PPP procedure is highly essential-with the preferred participation channels involving by academic or professional agency. Lastly, 41 sub-critical success factors (SCSFs) of the public (17), private (13), and people (11) sectors are confirmed and proposed to be the operation regulating framework for PPP intervention. In conclusion, this research recommends that the reform of PPP mechanism in Thailand should be considered and pursued as such actions would likely lead to more sustainable benefits derived from large-scale public physical infrastructure development. The PPPP strategic stakeholder institutional model and its critical success factors discussed in this research could serve to help guide this pursuit. In addition, more research regarding both policy and operation in practice and academic evolution of the proposed PPPP strategic stakeholder institutional model are strongly recommended. And these key research topics should likely include the risk management, performance monitoring, and evaluation system as well as mutual partnership between government and private investors that would result in fair risk allocation, and strengthened PPP knowledge sharing system among all involved parties. Ultimately, the author hopes that the appropriate executions of this PPPP model and guided by the proposed PPPP strategic institutional, policy and operation regulating frameworks would continue to progressively evolve the outcome of sustainable public infrastructure development projects and affectively contribute to the better well-being of people who are end-users and/or impacted groups

    Stacking-based heterogeneous ensemble learning in credit risk prediction

    The application and development of Artificial Intelligence has deeply changed all aspects of human social activity. The financial market is not an exception. Artificial intelligence models represented by machine learning algorithms have shown their advantages of efficiency and accuracy after being applied to the financial field. Currently, machine learning has been rapidly developing in the areas of bank risk control, stock prediction and market regulation. When we focus on bank risk control, we find that machine learning has provided strong support for the development of online credit market. Credit loans do not require human approval; models can automatically determine whether an applicant can qualify for a loan. The machine learning algorithms behind this we call classifiers. Widely used classifiers include traditional logistic regression, efficient decision tree models, and the top performing XGBoost ensemble model. But machine learning is not perfect. As the volume of data expands and the structure of data in the economy becomes more complex, simple models become less accurate and complex models face the problem of being difficult to interpret. Therefore, how to create an accurate, efficient, and interpretable model for bank credit risk prediction becomes the focus of this study. We note that data quality has a significant impact on model performance. Credit risk data is a special kind of data that has significant class imbalance. It is one of our research tasks to make the model more robust by allowing the model to learn sufficiently about the sparse number of bad customers. We believe that the data imbalance problem needs to be dealt with in advance before model training. Two oversampling, one under sampling, and one combined sampling technique are applied to all experimental datasets. Second, we compared nine different types of machine learning classifiers in different datasets both horizontally and vertically. Few of the latest ones, LightGBM and CatBoost, have been applied to the field of credit risk prediction. We perform extensive hyperparameter tuning on each classifier to test the best performance they can reach on datasets processed with balancing techniques. Finally, we build a new two-layer heterogeneous stacked ensemble learner, STK, with various algorithms as base classifiers. The results show that balancing the data significantly improves the performance of all the classifiers. The STK model significantly improves the learning ability of the weak classifiers and pulls up the upper bound of the performance of the strong classifiers. Informative suggestions are also given for problems that are difficult to explain with black-box models. This study makes an effective contribution to both the theoretical field of machine learning and the empirical field of credit risk prediction

    The taxonomy of development in Vietnam during 2012-2015

    The research classifies different developmental levels in Vietnam provinces. The secondary data was collected in the form of panel data from 63 Vietnamese provinces during 2012-2015. Factor analysis and cluster analysis were used to verify the conceptual framework of development and build multidimensional taxonomy of development, respectively. The study found four developmental clusters with their main characteristics. Cluster 1 focused on the national earnings and had an enormous impact on national economic growth. The emergence of good governance to improve institutional environments appeared in Cluster 2 with new industrialisation. Developmental transition was recorded in Vietnam, including the Ha Noi capital and remarkable development in Thai Nguyen province. The main contribution of this study is the classification of different developmental levels in Vietnam. These different developmental levels would be used for further analysis in causal research to find significant causal impacts. New avenue for further research should focus on sustainability, foreign investments and innovation capacities

Innovation is the primary driving force for national development and the decisive factor for the survival and development of enterprises, especially for multinational corporations. In the post-epidemic era, the turbulence and uncertainty of the world economy have further intensified. Economic globalization has suffered unprecedented damage. The trade friction between major countries escalates, and Chinese multinational companies face is great challenges. Therefore, improving the innovation of multinational companies effectively is an important way to enhance the core competitiveness of multinational companies. For the realization of the innovation performance of teams and organizations coming from individual innovation, multinational companies rely on employees with different cultures to improve their innovation performance. It is of great significance to study the ways to improve the innovation performance of employees to enhance the core competitiveness of multinational companies. Therefore, from the perspective of knowledge sharing, the current research mainly studies the improvement of employee innovation performance, ignoring the important premise of knowledge sharing -- employees decide to share their knowledge. Employees who are not motivated to share knowledge with their colleagues will hide their knowledge, leading to knowledge-hiding behaviors. Then the behaviors will reduce the social interaction between employees and their creativity, which has an impact on employees’ innovation behaviors and weakens the innovation performance of employees and the company. Accordingly, this study applies the social exchange theory to study the knowledge-hiding behaviors of employees who are working in multinational companies and studies the function mechanism of knowledge hiding on employee innovation performance. This study adopts the social exchange theory and the social classification theory to blend knowledge management and innovation. Meanwhile, this study, synthesizing literature research, questionnaire, and statistical analysis, using SPSS and MPLUS to analyze data and selecting 300 Chinese employees from the multinational companies as the research sample, study the function mechanism of knowledge hiding on employee innovation performance. Based on the exchange relationship of employees and the working characteristics of cross-culture, this study explores the mediating and moderating role of team-member exchange and cultural intelligence in the influence of knowledge hiding on the innovation performance of employees in multinational companies. The research hypothesis and the theoretical model are verified, have made up for defects of existing studies. This study discusses the improvement of innovation performance of employees from multinational companies, which is an innovative exploration in the field of knowledge management and innovation management. The research results provide theoretical support and guarantee for Chinese multinational companies to improve the innovation performance of their employees, bringing certain practical significance. This study effectively reveals the function mechanism of knowledge hiding on multinational employee innovation performance, constructs a research framework of knowledge hiding, team-member exchange, cultural intelligence and employee innovation performance of multinational companies, and provides theoretical support for the research of the relationship among variables. Empirical conclusions suggest that managers of multinational companies should specify effective human resource management and knowledge management strategies for employee knowledge hiding, to improve team-member exchange, reduce knowledge hiding, and ultimately improve employees’ innovation performance. The research conclusions have important theoretical and practical significance

    Thesis (Ph.D. (Language and Communication))--National Institute of Development Administration, 2022In the past decades, researchers have examined relationships between teachers’ beliefs and teaching practices in different educational settings. However, the literature on the examination of relationships between teachers’ beliefs and teaching practices in terms of congruences is not available in an international university context. This present study attempts to fill up this research gap. The results of this study are expected to increase teachers’ awareness of their own beliefs and practices with the hope to further accommodate the improvement of their professional skills and students’ learning achievement in this special context. This study aims at exploring Thai teachers of English as a Foreign Language (EFL) teachers’ beliefs and teaching practices towards teaching EFL reading skills in an international university context while also investigating the extent to which these two aspects are related. It focuses on two reading constructions of teachers’ beliefs and teaching practices, which are text-based and competency-based reading constructions. The data collection methods employed in this study were initially quantitative method through surveys, and qualitative method via classroom observations and semi-structured interviews. The participants for the survey were twenty-four teachers in the Business English Department at the international university with the employment of the adapted TORI questionnaire to explore the participants’ beliefs towards ten themes concerning text-based and competency-based reading constructions. To elicit their teaching practices in actual classroom settings, six teachers teaching in three reading courses at this university were observed and interviewed sequentially.  The results of the survey revealed that the participants strongly believed in ten themes within competency-based reading construction. For themes in text-based reading construction, they believed in “stressing students’ correct answer”, “giving detailed explanation of language elements”, “assessing students’ understanding of the text”, and “paying attention to knowledge transmission”, but not “applying teacher-directed instruction” in the reading instruction. More specifically, the results of the inferential statistics, Independent-Sample T-Test and One-Way ANOVAs, unfolded that the demographic factors, which are teachers’ gender, academic qualification, educational background, and years of teaching experiences, have an impact on teachers’ beliefs. The results of the beliefs from the interview were based on competency-based themes more than text-based. The results of the classroom observation uncovered that the participants tended to perform their teaching practices according to text-based reading construction themes. In terms of congruency between teachers’ beliefs and teaching practices in text-based reading construction, the incongruences happened for all participants on “giving detailed explanation of language elements”. Conversely, the congruences were found on “stressing students’ correct answers” and “assessing students’ understanding of the text” for five participants, and “applying teacher-directed instruction and “paying attention to knowledge transmission for four participants. With reference to congruences of competency-based reading construction, the congruences of teachers’ beliefs and teaching practices were identified in “applying reading strategy instruction” and “assessing students’ reading competencies” for all participants, in “creating multiple-answer questions” for five participants, and in “applying student-directed instruction” for four participants. On the contrary, the incongruences between teachers’ beliefs and teaching practices on “enhancing students’ self-learning abilities”, for five participants. The investigation of teachers’ beliefs and teaching practices help teachers gain their self-awareness through their reflection on their beliefs and actual performance. In addition, the information from the investigation is useful for researchers to seek for ways for improving teaching and learning within the context and for educators in the context to consider the professional training and developments for those teachers. This study suggests that enhancing teachers’ awareness of their beliefs and their understanding and knowledge based on themes driven from text-based and competency-based teaching reading constructions is needed. Moreover, the relationship between teachers’ beliefs and teaching practices can be possibly influenced by contextual factors because of their complexities
