    Factors affecting health outcomes: case study of low and middle income countries

    Thesis (D.P.A.)--National Institute of Development Administration, 2017The thesis entitled “Factors affecting Health Outcomes: Case Study of Lowand Middle-Income Countries” was aimed at investigating the factors influencing health outcomes in two dimensions: 1) Conventional health status, the indicator of which was the under-five morality rate per 1,000 live births and 2) Health equity, the indicator of which was the under-five morality rate per 1,000 live births in the wealthiest class divided by the under-five morality rate per 1,000 live births in the poorest group of the population in the country. Secondary data used in the analysis was collected from 1996 to 2015 from a pool of 139 low- and middle-income countries.For conventional health status, balance panel data analysis was carried out using four groups of predictive factors. The first group was composed of public health system factors: the rate of improved rural sanitation facilities and the percentage of children aged 12-23 months with DPT immunization. The second group consisted of good governance factors: the government effectiveness index and the corruption control index. The third group consisted of financial factors: health expenditure per capita and the gross national income (GNI) per capita. The fourth group was the effective transition rate from primary to lower secondary general education for both sexes. This study revealed that these variables had panel cointegration (the long-run relationships). The random-effect test of the models produced results which were in line with the theories used in this research – preventive public health, corruption control, and the effective transition rate from primary to lower secondary general education for both sexes significantly reduced the under-five morality rate per 1,000 live births at a statistical significance level of 0.05.ths at a statistical significance level of 0.05. With regard to health equity, this research employed multiple regression analysis, in which the variables were developed using the means of data from 2002- 2014. These variables consisted of the rate of improved rural sanitation facilities, the percentage of children aged 12-23 months with DPT immunization, the gross national income (GNI) per capita, the effective transition rate from primary to lower secondary general education for both sexes, the government effectiveness index, the corruption control index, and health expenditure per capita. Only the corruption control index had an influence on it, with statistical significance at 0.05.The major findings of this research consisted of: 1) Corruption control was a key predictor of a reduction in the under-five mortality rate and improved health equity, 2) Preventive public health was a key factor affecting in a reduction in the under-five mortality rate, and 3) Health expenditure per capita had no impact on the under-five mortality rate or health equity. In addition, financially, only the gross national income (GNI) per capita resulted in a reduction in the under-five mortality rate

    In May 1992, more demonstrators gathered on Ratchadamnoen Avenue with the aim to expel the military dictators. The demonstrations became more and more violent, ending in dispersion during the night of May17.After that, wounded, arrested, and lost demonstrators were legion, causing total chaos to find persons missing during the bloody demonstration.To defuse the situation, the National Institute of Development Administration (NIDA), set up Chira Boonmak News Center as a major hub for seeking and finding missing persons. All NIDA personnel kindly volunteered for this mission throughout 24 hours.Even though the turmoil subsided, leaving the country in peace and Chira Boonmak News Center a legend, the Institute has been completely resolute in its social contributions and responsibility up until now

    The impact of career management on work attitude in public sector employees: the mediating effect of career growth

    Thesis (Ph.D. (Management))--National Institute of Development Administration, 2022The development of a service-oriented government is one of the main objectives of the Chinese government’s reform. The public sector employees’ efforts in the course of pursuing organizational goals, which are considerably affected by the employees’ work attitudes, are the keys for the development of the service-oriented government. The public sector employees’ work attitudes, one of classic concept of public organization behaviors, is the civil servants’ attitudes towards the work and their evaluation of work and their working environment (either positive or negative). The legislation and implementation of a series of polices have somewhat resulted in changes on the social status and welfare of civil servants, as well as the work attitudes of young civil servants in the grassroots level. The changes require the civil servants to have increasingly high level of personal ability, professionalization and other capacities, and the civil servants concern more about their career management and career growth along with the emergence of protean careers and boundaryless career. Thus, in this circumstance, studying the role of career management in the civil servants’ career growth and work attitudes is of both theoretical and practical significances. The main objectives of this empirical study are to understand the impact of career management on employee career growth and work attitude, the effects of career management on employee career growth and work attitudes, the intermediary role of career growth in the relationship between career management and work attitudes, as well as the mechanism of the impact of career management on work attitudes. Taking career management, career growth, and work attitudes as the independent variable, mediating variable, and dependent variable, respectively, this study develops a theoretical model to test a series of hypotheses. With 571 civil servants from Yunnan Provinces as the subjects, this study employs the structural equation model to verify the proposed hypotheses, and draws the research conclusions as follows: Firstly, for employees in the public sector, career growth plays a mediating role between the relationship between career management and work attitudes. The finding bridges the relevant research gap in the area of HR management, and suggests that organizations in the public sector could conduct career management to prompt the workers’ career growth Secondly, in the public sector, career growth significantly and positively affects the two dimension of work attitudes (job satisfaction and organizational commitment). The result implies that the public sector’s supports on its workers’ career growth would further enhance the workers’ job satisfaction and organizational commitment, and consequently benefit the organizational development. Thirdly, for employees in the public sector, there is a moderate and positive correlation between the two dimensions of career management (individual career management and organizational career management). This further attests the applicability of career management as well as the necessity of carrying our career management in the public sectors. Lastly, career management imposes significant and positive impacts on both career growth and work attitudes. The result adds more empirical evidence to the current related theories. It also indicates that individual career management could prompt workers to improve self-awareness and understanding, explore the organizational environment, and further learn the differences between themselves and others outside of their organization

A large numbers of people reacted to the violent repression by coming out to join the demonstration on Ratchadamnoen Avenue. Mr. Chira Boonmak, a graduate student at the National Institute of Development Administration, also participated in the protest and was shot dead in front of an old building of the Public Relations Department (PRD) on Ratchadamnoen Avenue.The names of Chira Boonmak and other political martyrs became symbols of the bloody battle.     The mechanism of Chinese-style fiscal decentralization on enterprise technological innovation: the moderation effect of the nature of property rights

    Thesis (Ph.D. (Management))--National Institute of Development Administration, 2022At present, China is moving towards an era of innovation driven development, and the dominant position of enterprise technology innovation is becoming increasingly prominent and important. Fiscal decentralization will affect the distribution of attention and efforts of local governments among multi task types, and affect the technological innovation of enterprises in their jurisdictions through local governments. It is an important institutional constraint on technological innovation of enterprises. However, the current research on the economic consequences of fiscal decentralization mainly focuses on the macro level, and does not include the impact of fiscal decentralization on enterprises, an important micro market subject, into the analytical framework. Any enterprise is embedded in a specific institutional environment. This study comprehensively uses the fiscal decentralization theory, the multi task principal-agent theory, the government intervention theory and the property rights theory to build a theoretical model of fiscal decentralization on the technological innovation behavior of micro enterprises in the three-tier principal agent analysis framework of the central government, local government and enterprises, which enriches the research prospect of enterprise technological innovation. This model focuses on depicting the intermediary mechanism between fiscal decentralization and enterprise technology innovation of local government innovation preference, namely fiscal decentralization (central local relationship) – local government innovation preference (local government behavior) – enterprise technology innovation (enterprise behavior). In addition, the model further introduces the nature of property rights (state-owned and private) as an adjusting variable to study the difference of intermediary effect of local government innovation preference in enterprises with different property rights. This paper takes A-share listed companies that were listed before the end of 2012 and regularly published annual financial reports between 2012 and 2020 as samples, and uses multiple regression method to empirically test the theoretical model. The empirical results show that: 1) Fiscal decentralization has a significant inhibitory effect on technological innovation of enterprises, which provides empirical evidence for the “decentralization inhibition theory” from the micro level. 2) Local government innovation preference has a significant negative intermediary effect between fiscal decentralization and technological innovation of enterprises. By increasing the relative incentive intensity of technological innovation, the central government has corrected the distortion of local governments' attention and effort level, and promoted them to change from “competition for growth” to “competition for innovation” However, the local government's mastery of innovation resources has led to the emergence of policy arbitrage, which has formed a “crowding out effect” on technological innovation of enterprises. 3) State owned property rights have significantly weakened the mediation effect of local governments' innovation preferences. As the core institutional arrangement of the socialist market economy system, state-owned enterprises have the advantages of both market and government economic coordination methods, and are more helpful than private enterprises in curbing or even eliminating the negative impact of local government innovation preferences on technological innovation of enterprise. The above empirical results provide evidence support for improving the technological innovation capability of enterprises from the perspective of improving the fiscal decentralization system and strengthening the reform of enterprise property rights system

In this study, hierarchical multiple regression analyses were used to test the research hypotheses in quantitative research. The data were collected using a questionnaire from 358 employees of a private organization in the cement-building materials business in Thailand by using simple randomization method. The results of this study show that 1) the level of innovative leadership is very high. Followed by perceived organizational support, innovative work behavior, and job satisfaction are high. 2) innovative leadership positively influence on employees’ innovative work behavior with statistically significant level at 0.01 3) perceived organizational support positively influence on employees’ innovative work behavior with statistically significant level at 0.01 4) job satisfaction positively influence on employees’ innovative work behavior with statistically significant level at 0.01 5) job satisfaction moderates the relationship between innovative leadership and employees’ innovative work behavior and 6) job satisfaction moderates the relationship between perceived organizational support and employees’ innovative work behavior

    Globally, universities have emerged as key innovation centers that play a crucial role in the convergence of science, technology, education, and economic development. Especially in China, universities play an essential role within the framework of the Chinese innovation ecosystem. As China's proposed policies attract a multitude of talents, a substantial number have chosen to return and make significant contributions to Chinese universities. The talented faculty members hired in Chinese universities play a pivotal role in sharing knowledge, serving as the foundational cornerstone for transforming knowledge into innovative elements. Nonetheless, Chinese universities encounter a noteworthy challenge: the reticence of talented faculty members to actively participate in knowledge sharing, which has wasted the chance of transforming knowledge into innovative drivers. Besides, this hesitance is particularly pronounced when talents with diverse backgrounds struggle to integrate into in-groups, leading to workplace exclusion. Accordingly, the exclusion constitutes a fundamental impediment to the unimpeded sharing of knowledge among faculty members. To stimulate knowledge sharing among talented faculty members in Chinese universities, this study, guided by the social classification theory and the institutional theory of leadership, explores the mechanisms involving authentic leadership, political skills, and cultural intelligence to reduce the perception of workplace exclusion and, consequently, promote knowledge-sharing activities. Furthermore, this study explores the mediating role of perceived workplace exclusion in order to clarify the connection between authentic leadership, political skills, cultural intelligence, and knowledge sharing. Due to the limitation of time and fund constraints, this study employs a self-administered questionnaire and a convenience sampling method. Survey data were collected from 387 full-time Chinese faculty members hired by universities who had overseas study or work experience. The data were analyzed using partial least squares structural equation modeling with WarpPLS 8.0. The findings highlight the substantial negative impact of perceived workplace exclusion on the willingness and effectiveness of knowledge sharing among faculty members. Furthermore, the results indicate that authentic leadership, political skills, and cultural intelligence (CQ) have a statistically significant negative impact on perceived workplace exclusion. the study validates that authentic leadership, political skills, and cultural intelligence (CQ) have direct and statistically significant positive effects on knowledge sharing. This study offers practical recommendations for universities, not only in China but also in other Asian countries facing similar challenges. These recommendations emphasize the development of authentic leadership traits, the incorporation of political skills training, and the integration of cultural intelligence into faculty development programs. These initiatives aim to address perceived workplace exclusion and, as a result, promote knowledge sharing among faculty members. By addressing this critical issue, the research contributes to the advancement of knowledge-driven innovation in Chinese universities, in alignment with the United Nations Sustainable Development Goal 8, which emphasizes the significance of promoting decent work and economic growth
