Análise da estrutura de resposta ao cenário de rompimento de barragem de Tucuruí no contexto dos planos de contingência dos municípios da Zona de AutosSalvamento (ZAS)
The Tucuruí-PA dam is a venture classified as having high potential damage (DPA) associated with it due to the consequences it could cause to the community in a failure scenario, particularly in the ZAS (Self-Rescue Zone) region where the municipalities of Tucuruí and Breu Branco are located. To analyse the response structure of the municipalities in this scenario, the structure of the Civil Defence and Protection Coordination Units (COMPDECs) and the operational structure of the Incident Command System (SCI) established within the PLANCONs were evaluated. The results indicated that both COMPDECs have deficiencies in organizational structure, human resource training, infrastructure, as well as financial limitations. In the case of COMPDEC Breu Branco, the challenges are greater due to the lack of strategic response agencies for rescue operations. This diagnosis indicated, for the first time, areas for improvement in the structuring of the COMPDECs, and the need for adjustments to the PLANCONs, ultimately aiming to contribute to the effectiveness of response actions aimed at the population exposed to the risk of dam failures.barragem de Tucuruí-PA é um empreendimento classificado como alto dano potencial associado (DPA) devido as consequências que pode causar à comunidade em um cenário de ruptura, principalmente na região da ZAS (Zona de autossalvamento) onde se localizam os municípios de Tucuruí e Breu Branco. Visando analisar a estrutura de resposta dos municípios neste cenário, foram avaliadas a estruturação das COMPDECs (Coordenadorias de Proteção e Defesa Civil) e a estrutura operacional do SCI (Sistema de Comando de Incidente) estabelecido nos PLANCONs. Os resultados indicaram que as duas COMPDECs apresentam deficiências de estrutura organizacional, capacitação de recursos humanos, infraestrutura, limitações financeiras e, no caso da COMPDEC Breu Branco, os desafios são maiores devido à ausência de órgãos respondedores estratégicos para as operações de salvamento. Este diagnóstico indicou pela primeira vez pontos de melhorias na estruturação das COMPDEC, e a necessidade de ajustes nos PLANCONs, visando ao final contribuir com a eficácia das ações de resposta voltadas à população exposta ao risco de rompimentos de barragens

Recriações heráldicas num interior palaciano novecentista: a torre de São Sebastião, em Cascais, entre Jorge O’Neill e os condes de Castro Guimarães
From the Middle Ages to the present day, heraldry has been used as an instrument for the social instrumentalisation of built space. The tower of São Sebastião, erected in Cascais by Jorge O'Neill and then bought by the Count of Castro Guimarães, is an interesting case study in this regard for the transition period between the 19th and 20th centuries. First and foremost, because of its location in a town which, in the last half-century of the Portuguese monarchy, the court chose as its favoured summer resort, and where the old aristocracy and the new plutocracy developed distinctive forms of sociability, which tended to be conducive to their fusion. These forms of sociability were based on the reproduction of aesthetic standards that were applied, among other things, to the decoration of holiday homes. In this respect, heraldry played an important role, as can be seen from its application to the interiors of the tower of São Sebastião by the first and second owners.A heráldica foi, desde a Idade Média até à actualidade, usada como instrumento de instrumentalização social do espaço edificado. A torre de São Sebastião, erguida em Cascais por Jorge O’Neill e logo a seguir comprada pelo conde de Castro Guimarães, constitui um interessante estudo de caso neste sentido, para o período de transição entre os séculos XIX e XX. Antes de mais, pela sua inserção numa localidade que, no último meio-século da monarquia portuguesa, a corte escolheu como local privilegiado de veraneio, e onde a antiga aristocracia e a nova plutocracia desenvolveram formas de sociabilidade distintivas, tendencialmente propícias à sua fusão. Tais formas de sociabilidade apoiavam-se na reprodução de padrões estéticos que se aplicavam, entre outros, à decoração das residências de veraneio. A heráldica desempenhou, neste âmbito, um papel de relevo, como fica patente pela sua aplicação aos interiores da torre de São Sebastião pelo primeiro e pelo segundo proprietários

Cálculo directo de impulsos estáticos e sísmicos sobre estruturas de suporte com inclinação superior à crítica
In retaining structures with a back inclined more that a certain critical value, active earth pressure coefficients can not be directly determined using the classic earth pressure theories. They should be determined using a procedure involving the sum of two forces (a soil weight and an active earth pressure force, both affected by seismic coefficients, when such action needs to be considered). For design purposes, the direct determination of the force acting on the back of the retaining structure may be useful, as it replicates, with the necessary adaptations, the usual procedure valid for inclinations of the back of the retaining wall less that the critical value. In this Technical Note, it is shown how such earth pressures can be easily determined and programmed.Para estruturas de suporte com inclinação do paramento superior a um determinado valor crítico, os impulsos activos não podem ser calculados directamente através das teorias de cálculo de impulsos clássicas, mas sim através de um procedimento que envolve a soma de duas forças (um peso de terras e um impulso activo, ambas afectadas por coeficientes sísmicos, quando esta acção é considerada). Para efeitos de projecto, pode ser útil o cálculo directo do impulso sobre o paramento das estruturas, replicando, com as devidas adaptações, o procedimento corrente válido para inclinações do paramento inferiores à inclinação crítica.
