Software as a Service (SaaS) based Machine Learning for Digital Image Recognition
Nowadays, the machine learning method and algorithms are varied with different capabilities and tasks. It is almost impossible to understand the algorithm in detail or to determine which method is appropriate for certain applications. For these reasons, the application system operates in cloud system according to Software as a Service (SaaS) method is proposed; therefore the system is accessible for multiusers with open source data mining. Wide range of algorithms in Waikato Environment for Knowledge Analysis (WEKA) machine learning are considered, for instance support vector machine (SVM), K-Nearest Neighbor (KNN), Naïve Bayes, C4.5 Decision Tree, Logistic Regression and Random Forest methods. The application facilitates the image recognition researcher of using SaaS method, due to the flexibility in purpose of research, such as search in algorithm analysis, optimal training results in digital image recognition and the implementation of application system. In addition, the system application can be accessed anytime without installation process, but through web browsing systems
Nature and Plasticity of Residual Soil in Relation to the Landslide Susceptibility at Marioriwawo, South Sulawesi
Clay minerals that make up and contain in the soft soil or soil residu, have their characteristics to express their chemical and geotechnical nature. Therefore the residual soil can affect slope stability as well as infrastructure laying on it. This study aims to assess the type and distribution of clay minerals deployment in vertical section and its relationship with the nature of the plasticity of the soil layer. The method used in this research are field observations, soil sampling includes surface and subsurface (“test pitâ€), Petrographic analysis, XRD analysis and Atterberg test. Chemical element concentretion indicates the presence of illite mineral (32.5% - 63.7%), vermiculite (17.2% -30.6%), kaolinite (0.0% - 12.6%), montmorillonite (6.4% -12.0% ), halloysite (0.0% - 20.3%) and chlorite (0.0% - 22.1%). Hydrodynamic Characteristics of 30 GT Fishing Ship Hull Form in Sulawesi Waters
This study aims to determine the hydrodynamic characteristics of the 30 GT fishing ship hull form, operating around Sulawesi waters. The hydrodynamic study includes determinations of; i) ship main dimensions, ii) ship resistance and power, iii) ship stability and maneuvering. The main dimensions identifications were based on a several fishing ship. Ship resistance and power aproximination used Holtrop method. The investigation of ship stability and maneuvering was based on the IMO criteria. Three samples of the fishing ship were investigated. The results of the hydrodynamic analysis showed that the influences of B/T ratio is significant. Provenance of Sediment Deposits in Lake Tempe, South Sulawesi
Sedimentation rate in Lake Tempe is a serious problem faced by the government and local communities due to the high sediment transport from upstream of several rivers that flow into Lake Tempe. This study aims to determine the source of the rock material based on analysis of heavy mineral sediment. The research area is located at the estuary of Bila River in Sidenreng Rappang Regency. The method used is test pit and surface sampling. Laboratory analyzes were performed is the analysis of grain size (granulometry), heavy mineral analysis (heavy mineral separation) and microscopic analysis. There are 14 types of heavy minerals found in the Tempe Lake namely: zircon, tourmaline, rutile (ZTR) as ultra stable mineral. The less stable minerals are epidote; and others are olivine, hipersten, augite, hornblende, biotite, casiterit,, brookit, apatite, magnetite and iron oxide. Source rocks of the minerals are interpreted from igneous and volcanic rocks of acidic to intermediate type
Volume and Surface Area Shrinkages of Some Hybrid Corn Varieties
Hybrid corn has been popular to Indonesian corn farmers in recent years. Nonetheless, physical properties of hybrid corn kernels, including their shrinkage behavior, are rarely investigated to support a more efficient post harvest handling. This research was designed to explore the shrinkage behavior of the kernels of five hybrid corn varieties (NK77, DK77, Pioneer, Makmur, and Bisi-2). The study was conducted in the Processing Laboratory of Agricultural Engineering Department, Hasanuddin University, Indonesia, in 2011. Five relatively homogenous kernels from each variety were selected and dried under a temperature of about 47oC with drying air velocity of 1.0 m/s, using a tray dryer, Model EHTD- 300 Eunha Fluid Science. A caliper with an accuracy of 0.05 mm was used to measure the orthogonal dimensions of the kernels. Such dimensions were transformed into volume and surface area ratios. The behaviours of these ratios as a function of moisture contents, called shrinkage behaviors, were fitted to Rahman, Bala and Wood, Corrêa et al. and polynomial quadratic models. The results strongly suggested that there was no single model which was consistently more superior in estimating the shrinkage behaviors of both volume and surface area of the hybrid corn varieties of NK22, DK77, Pioneer, Makmur, and Bisi-2 than the other models. However, compared with the other two models, the Bala and Wood and the polynomial quadratic models consistently provided high R2 values
The Problematic of Small-Scale Land Acquisition (Less than 5 Hectares) for Public Interest Development
Land acquisition for public interest development is stipulated in Act No. 2 of 2012 concerning Land Acquisition for Development of Public Interest. One arrangement of land acquisition in legal substances that have been formed are small-scale land acquisition (less than 5 hectares), but it is still governed by very vague and thus susceptible to the multi-interpretation and raises doubts in its implementation. This paper discusses the problematic that arise due to unclear regulations concerning small-scale land acquisition and to provide solutions to these problems. Based on the discussion the authors concluded first, the problematic of small-scale land acquisition is the arrangement of land acquisition that is so vague that there is no clarity regarding the procedures for determining of location, the phase of land acquisition, which excludes public consultation, there is no regulation regarding preventive measures against the impact for the community around location of land acquisition. Second, the solution could be found to this problem is a regulation of small-scale land acquisition should ideally be regulated more comprehensively considering that small-scale land acquisition allows the emergence of adverse effects for the community around location of land acquisition so that the stages of planning and preparation that is set for the large-scale land acquisition is similarly applied for small-scale

The vision of Aceh Government in 2012-2017 is Aceh are dignified, prosperous, just, and independent based on the legislation of Aceh government as a form of Memorandum of Understanding. One of the visions of Aceh government 2012- 2017 is the improved welfare of Acehnese people through quality health services through increasing life expectancy, infant mortality, decreasing the prevalence of malnutrition as well as the effectiveness of the treatment of infectious diseases to the achievement of the MDG’s. Model policies adopted by the Aceh government is monitoring and track record of cases, tv monitor, routine and case sms, a special program policy model, and the model of budget balancing. Model policies adopted by the district/city government is making a supporting program, All Village Midwives Must Live in the Village, deliveries assistance is performed by professional health workers, adjustment to the ability of APBK. Support new regulation of Regent Regulation (Perbub) on Malaria Elimination and No Smoking Area. MDG’s target is not entirely in accordance with the indicator being built, because it requires adjustments in accordance with the ability of both district or city areas. Regulatory support is not adequate to support the achievement of the MDG’s in the field of health
Government Policy in the Natural Resource Management of Local Community
Natural resource management is an important thing that should be done by the community for survival. Consciously of many ways in the management of natural resources has resulted in environmental damage, coupled with government policies that give permission without good supervision to entrepreneurs or private individuals in natural resource management adds a long list of environmental damage. In the last three decades, governments tend to ignore the phenomenon of legal pluralism in the legal development policy, preparation of legal instruments, as well as the implementation of the law through political neglect of the fact legal pluralism. So the product of legislation, especially those that set natural resource management, normatively ignore and displace the rights of indigenous peoples and local over control, management, and utilization of natural resources. Moreover, with deprivation of the rights of indigenous peoples’ customary rights and the implementation of development without taking into consideration the pattern of spatial planning, more and enlarge the conflict between the government and society
An Overview of the Legal framework of Advanced Fee Fraud and Cybercrime in Nigeria
The paper seeks to discuss an overview on the advanced fee fraud offences as well as cybercrime in Nigerian. The aims of the paper focus on discussing the advanced fee fraud under the related provisions of Advanced Fee Fraud Act 2006 on the success of the law in addressing the practices of crimes in relation to information technology. The paper also discusses the cybercrimes in Nigeria with a brief look out on the Cybercrime (Prohibition and Prevention) Act 2015. Further, it also aims at examining the application of the law in the fraud offences which raises an issue of the regulatory framework of the cybercrime. The methodology adopted by the paper is doctrinal approach method wherein both primary and secondary sources of data were analysed, particularly the local laws and other relevant documents. The finding of the paper reveals that the relevant section of the in the Advanced Fee Fraud Act that deals with electronic communication has not been invoked. This is because the discussed relevant law under the advanced fee fraud did not in any away deal with cases concerning electronic communication under section 13. The paper recommends that there is a need to strengthen the adequacy of the legal framework on the Cybercrimes so as to checkmate such practices in Nigeria
Smoothing Output Fluctuations of Wind Turbines and Enhancing Power System Frequency Using Coefficient Diagram Method
Due to recent expansion of renewable energy applications, Wind Energy System (WES) is receiving much interest all over the world. However, output fluctuations of wind generators can cause network frequency variations in power systems, which can consequently decrease the power quality. This problem of output fluctuations needs to be solved for further expanding wind energy conversion into power system. On the other hand, area load change and abnormal conditions can lead to mismatches in frequency and these mismatches have to be corrected by the load frequency system. This paper therefore proposes a new load frequency control (LFC) design using Coefficient Diagram Method (CDM) in the presence of wind turbines (WT), for improving network frequency quality. The CDM technique reduces the effect of uncertainty due to governor and turbine parameters variations and load disturbance. Digital simulation performed on a single-area power system with wind turbines validates the effectiveness of the proposed scheme. Results show that, with the proposed CDM technique, the overall closed loop system performance demonstrated robustness. Performance comparisons between the proposed controller, a classical integral control and Model predictive control is carried out confirming the superiority of the proposed technique in presence of doubly fed induction generator (DFIG) WT
