THE COMPARISON OF UNESCAP'S CHARACTERISTICS OF GOOD GOVERNANCE AND ISLAMIC CHARACTERISTICS OF GOVERNANCE FOR PUBLIC SERVICES REFORM IN INDONESIA
Good governance is a global and sustainable issue. International institutions offer the concept of good governance for bureaucracy and public services reform to various countries. Indonesia is one of the countries that have implemented and developed the concept of good governance.However, the establishment of such structures and regulations, is not a guarantee for improving the effectiveness of good governance implementation. In connection with the above mentioned issues, it is deemed necessary to conduct researc. The reasons of consideration that the majority of Indonesia's population adheres to Islam as great potential toward Islamic governance. This study is conducted to answer the problem formulation, what is similarities and differences between UNESCAP's Characteristics of Good Governance and Islamic Characteristics of Governance? The study used library research method, based on Holy Qur'an and Hadith Nabawi, relevant textbooks and websites, with direct observation in the field. Collecting and analyzing data based on descriptive qualitative method. This study was conducted in Indonesia, in the first half of 2018. Concluded, Islamic characteristics of governance consist of: shari’ah, ‘adl, ta’awun, bayan, itqan & tawazun, shura, at-tabayun and mas’uliyah. There are similarities of categories, and differences the annotation of categories between UNESCAP's characteristics of governance and Islamic Characteristics of Governance.  As an implication then government officials must apply Islamic governance and ethics for public service reform in Indonesia
Clonal Propagation of Flacourtia indica for Ensuring Quality Planting Materials and Sustainable Supply of Edible Fruits
The present study was carried out at the Agriculture research field, Patuakhali Science And Technology University(PSTU), Patuakhali, from March, 2015 to April, 2016 to explore the domestication potential and to evaluate the rooting performance of Flacourtia indica (katabohori), a wild fruit species in Bangladesh, through clonal propagation by stem cutting under 3 different doses of rooting hormone IBA (Indole Buetaric Acid) and planted in the perforated plastic tray filled with coarse sand and gravel placed in the non-mist propagator. The experiment was laid out following a Randomized Complete Block Design (RCBD) with 4 treatments and 4 replications (blocks). The treatments were T0= control, T1 = 0.2% IBA, T2 = 0.4% IBA, T3 = 0.8% IBA. The rooting ability of cuttings was significantly influenced by the application of IBA. The results showed that the highest rooting percentage (100) and maximum root number (8) of Flacourtia indica stem cuttings were obtained from the cuttings treated with 0.4% IBA followed by 0.2% IBA where as the longest root length (8.998 cm) was recorded with 0.2% IBA followed by 0.4% IBA. Survival percentage of the cutlings (the rooted cuttings) after 3 months of transferring them into poly bags was also significantly enhanced by exogenous rooting hormone (IBA) application. The highest survival percentage (84.5 %) was for the cuttings treated with 0.4% IBA followed by 0.2% IBA (71%). The similar trend was also observed for average cutling height and number of leaf. Findings of the present study reveal that the plant species is highly amenable for clonal propagation by stem cuttings using low-cost non-mist propagator. Considering both rooting percentage and root number, 0.4% IBA treatment of stem cuttings may be recommended for mass production of quality planting stocks for the domestication of the species in homestead agroforestry or in fruit orchards to provide edible fruit to rural poor people of natural disaster vulnerable Bangladesh
Impact of Red Chilli Reference Price Policy in Indonesia
Red chilli is one of basic commodities in Indonesia, in household consumption and raw material of industry even though the price of red chilli not only often fluctuates but also contributing to inflation. Policies taken by the government against the red chilli was with the application of the reference price, as the management of importation, for stabilizing the price of red chilli. This study aims to see the effectiveness of the reference price policy in influencing red chilli deals through red chilli import management and determine the factors that affect the red chilli deals in the effort to stabilize the price, using two stage least square (TSLS) simultaneous model with secondary data from Desember 2010- September 2016. In this study, red chili supply models in Indonesia consisted of five equations, four structural equations, and one identity equation. The structural equation consisted of red chili production, red chili import, red chili export, and red chili prices while the identity equation namely red chili supply. The results showed that reference price application had not been effective because it was not able to manage the importation properly, caused red chilli prices were still fluctuating. Implementation of reference prices did not significantly affect imports and prices, it indicated that the reference price policy was ineffective. This policy should be pursued by strengthening the development of production and to encourage red chilli farmers interest to increase the amount of production for continuity the supply side
Vegetative Propagation of Punica granatum by Stem Cuttings Using Non-Mist Propagator
The present study was carried out to explore rooting performance of Punica granatum (Dalim) in Bangladesh through clonal propagation by stem cutting under 3 different doses of rooting hormone IBA (Indole Buetairic Acid) and planted in the perforated plastic tray filled with coarse sand and gravel placed in the non-mist propagator. The experiment was laid out following a Randomized Complete Block Design (RCBD) with 4 treatments and 4 replications (blocks). The treatments were T0= control, T1 = 0.2% IBA, T2 = 0.4% IBA, T3 = 0.8% IBA. The rooting ability of cuttings was significantly influenced by the application of IBA. The results showed that the highest rooting percentage (70%) and longest root length (11.75 cm) of P. granatum stem cuttings were obtained from the cuttings treated with 0.2% IBA followed by 0.4% IBA (47.5% and 7.95 cm respectively) whereas the highest root number (32) and maximum root diameter (2.7 mm) were recorded with 0.4% IBA followed by 0.8% IBA (28 and 2.47 mm respectively). Survival percentage of the cutlings (the rooted cuttings) after 3 months of transferring them into poly bags was also significantly enhanced by exogenous rooting hormone (IBA) application. The highest survival percentage (73.5%) was observed with 0.4% IBA treatment followed by 0.8% IBA (68.5%). Findings of the present study reveal that P. granatum is highly amenable for clonal propagation by stem cuttings using low-cost non-mist propagator and 0.4% IBA treatment may be recommended for mass production of quality planting stocks for the cultivation of the species in homestead agroforestry or in fruit orchards. These outcomes can assist to provide edible fruit to poor rural people of natural disaster vulnerable Bangladesh

Legal Policy of Interfaith Marriage in Indonesia
Marriage is not just a bond between men and women, but the inner bond between a man and a woman based on the One and Only God. This research was a philosophical normative, thus the approaches used were philosophical, normative, and historical. Besides, a qualitative-descriptive strategy was used in finding a depth description of the law politics of interfaith marriage regulation in Indonesia based on the the 1974 Marriage Law. The results show that the interfaith marriage is not regulated in the 1974 Marriage Law, because: First, the rejection of the majority of Muslims and the faction in Parliament because the interfaith marriage is against the aqidah (matters of faith) of Islam; Second, the interfaith marriage is contrary to the marriage culture in Indonesia, because marriage contains legal, sociology and religious aspects; Third, the interfaith marriage is contrary to the theological teachings of religions in Indonesia that do not want interfaith marriages, such as Islam, Christianity, Protestantism, Hinduism and Buddhism. Furthermore, the interfaith marriage is inconsistent with the philosophical purposes of marriage in Indonesia where the purpose of marriage forms a happy and eternal family based on the One Supreme God
The Influence of the Stiffened Plate Distance to the Ultimate Strength under Blast Loading Condition
The ultimate strength is one of the most important aspect in all design criteria. Blast or explosion may takes place on the offshore structure and it is a catastrophic failure with small probability and cannot be predicted. The stiffened plate distance has significant influence to the ultimate strength under blast loading condition. In order to know the influence, the analysis must be conducted. In the present study, the analysis of the influence of the stiffened plate distance is performed using The Non-Linear Finite Element Method (FEM) code ANSYS. The investigation of the stiffened plate is located at the deck part of the structure. The stiffened plate distance is varied to know the influence due to blast loading. The blast loading is assumed to be applied in vertical direction combined with the uniaxial thrust. The fixed supported of boundary condition is applied along the side of the stiffened plate. The result obtained by the FE analysis for the influence of the stiffened plate to the ultimate strength under blast loading is compared for any stiffened plate distance and the behavior of the ultimate strength including post ultimate strength is also presented in this paper
FOOD POLICY COUNCIL AS CIVIC ENGAGEMENT FOR FOOD ISSUES
The purpose of this paper is to elucidate the nature of food issue in our society and propose a forum to discuss multi-facet issues of food based on the North American experience, such as food policy council (FPC). Contemporary food system in Japan is full of problems, such as low level self-sufficiency, food loss, problem of food access, large food miles, declining food culture under globalization, and so on. After reviewing these food related issues, the paper refers to the US and Canadian experiences on food policy council as a model to provide a forum for various stakeholders with different or even conflicting interests. Based on observations on the FPCs, such as Knoxville (US) and Toronto (Canada), author emphasized public aspect of food issues and draw attentions to differences in structural aspects of food between North America and Japan. The paper also tries to draw attention to differences between North America and Japan in terms of food issues. In particular, the demographic and geographical differences would exist of a major structural aspect when considering food issue in Japan.Â
ASSESSMENT OF GENDER ACCESS TO AGRICULTURAL LOANS FROM COOPERATIVE SOCIETIES IN DEKINA LOCAL GOVERNMENT AREA OF KOGI STATE, NIGERIA
This study assessed gender access to agricultural loans from cooperative societies in Dekina Local Government Area of Kogi State, Nigeria. Primary data used were collected from 160 registered cooperative members in the study area. Data collected were analysed using descriptive statistics, binary Logit regression analysis, and mean score. Results of the findings showed that 62.9% and 54.3% of the male and female cooperative members were married with household size of 1 – 5 members. Most of the respondents were within the age bracket of 31 – 50 years. Finding on gender difference indicated that male cooperative members had more access (3.52) to loan than the female (2.88). Estimates of the binary logit model showed that the slope coefficients of household size, educational status, years of membership, and income were positive and statistically significant at 10% and 5% for the male and female cooperative members respectively. Furthermore, the major problems faced by cooperative members in accessing loans are reluctance from financial institutions (M=2.8) and fear of repayment by borrowers (M=2.7). Amongst others, comprehensive development of gender specific policy interventions by government to enhance access to loan by female cooperative members was recommended
Method Determining the Contents of the Contract
The contents of the contract are primarily determined by what the real mutually agreed upon by the parties. By interpreting some certain statements, in this case to determine its meaning, to be clear based on what the parties committed themselves. Why is the interpretation required? In facts, on the many cases provided a valuable lesson, how many commercial disputes arise when the performance of the contract. The dispute begins when the parties have a different understanding of the statement that they use in the contract. Indeed, businesses are very familiar with the business processes that they do, but at the time of the business process are set forth in the contract language and designed by those who do not understand the legal aspects of the contract, the contract can be ascertained open possibility for disputes. The power of contract binding (the contents of the agreement) toward to the characteristic and the wide spectrum of the rights and obligations contractually, basically a contract represents the power of performance among others in order implementing the rights and obligations of the parties. As an instrument to understand the contract, the method of determining the content of the contract (e.g., through interpretation, autonomous and heteronomous factors), further can be used to assess the reciprocation of rights and obligations in a meaningful and proportional contractual relationship
