    VisSim Based Modeling and Simulation of Hybrid Diesel and Wind Power Generation

    Energy demand pattern in Indonesia continues to increase due to the population growth, economic growth and behavior of energy consumption. Meanwhile, the availability of fossil energy as the main source of energy is very limited and continues to thin out. This paper discusses the modeling and simulation of hybrid power generator system consisting of wind power and diesel generator. Each component associated with this generating system is modeled and simulated in order to investigate the performance of the proposed hybrid generation system. The variations in environmental condition can be analyzed easily and quickly and the changes in generating parameters can be clearly demonstrated using VisSim software. From the simulation results, the simulation model is made to follow the characteristics of wind power, diesel generator for the initial hybrid generation system

    PATORANI: OCCULTNESS, RELIGIOSITY, AND ENVIRONMENTALLY FRIENDLY TECHNOLOGY OF THE FLYING FISH HUNTERS

    The term “Patorani†refers to a person who works to catch flying fish. This activity is still mostly done by fishermen in South Sulawesi. In the activity of catching flying fish, there are a number of things that work outside of human rationality wrapped with religious understanding by using simple technology that is environmentally friendly. Departing from that premise, this paper intends to reveal various occult and religiosity in catching flying fish. The method used to reveal patorani activity is ethnography through in-depth discussion with patorani fishermen. This research was conducted in Galesong sub district of Takalar regency. The results show that the world of fly fishing is full of mysticism and is influenced by the religious ideology of patorani. It is argued that it would be anachronistic if patorani fishermen practicing centuries old methods were seen as an act of "environmental destruction". The heart of the problem is not in catching the flying fish, but in its patorani culture (magic, religiosity, and technology) that keeps their activities in a controlled environment, a culture that is proven to be sustainable even though the blue revolution and world markets demand shakes it.Â

    ANALYSIS OF FACTORS THAT AFFECT CHINESE PEOPLE’S DECISION OF CHINA STATE-OWNED COMMERCIAL BANKS

    The purpose of this study is to examine Chinese people's decision of China state-owned commercial banks, the Chinese people that stay in Greater Jakarta area, Indonesia. The study included four independent variables (service provision, government support, online bank services, bank perceived security) and a dependent variable (Chinese people's decision). Researchers used quantitative studies to study the data, which was collected using questionnaires. A total of 265 questionnaires were valid in this study. Multivariate regression tests were performed using the T test (partial test) and F test (simultaneous test) hypothesis test to analyze the effect of the dependent variable on the dependent variable. Data analysis uses SPSS 20.0 to generate results. The findings of this study that service provision does not have a significant impact on Chinese people's decision, the three variables of government support, online bank services and bank perceived security have a significant impact on Chinese people's decision. At the same time, these three important independent variables provide 41.9% of the dependent variable

    Effect of Sugarcane Litter Compost on Soil Compaction

    Intensive agricultural land use tends to reduce the content of organic matter in soil. Organic content in the soil affects the soil's ability to bind water and the efficiency of fertilizer absorption by plants. It’s as well as an important source of nutrients for plants. Therefore, the addition of organic matter in the form of compost (from sugarcane litter) is very important for maintaining the productivity of agricultural land. Use of compost as organic fertilizer on agricultural land is expected to contribute in improving soil structure and increased the production. The aims of the research are to analyze the effect of compost on the physical and mechanical properties of soil and growth of sugarcane (ratoon). The study was conducted on the sugarcane plantations dry land by measuring the physical and mechanical properties of the soil before and after treatment. Parameters measured include: organic matter content, soil moisture content, bulk density and penetration resistance. The data collection of sugarcane growth and soil fertility is done at 4th months old sugarcane (ratoon). The results showed the application of compost increases levels of organic C and N respectively 8% and 21% within 4 months. The use of compost has positive effect on physical and mechanical properties of the soil. It’s indicated by bulk density values were decreased (treatment 15 tons/ha of 1:32 g/cc at baseline to 1.1 g/cc at the final of the study). The average growth of sugarcane with compost is better than without the compost on high growth aspect (53.7 cm vs. 51.1 cm) and larger trunk diameter (1.4 cm vs. 1.0 cm)

    Poverty Condition of Lipa’ Saqbe Mandar Weavers: Initial Findings from Agriculture Area of West Sulawesi, Indonesia

    Lipa' Saqbe Mandar (or just called Lipa' saqbe) is an unique culture of Mandar ethnic, it is still preserved today, because the Mandar people wear Lipa' Saqbe at every event held both in traditional ceremonies of Mandar culture like weddings or grief moments. Lipa' Saqbe weavers are the majority of mandarist fishermen and the wives of the peasants who in the concept of indigenous culture mandar adheres to the principle of Siwali Parriq which means the wives of Mandar descendants are able to work to help the family economy, one of them by weaving. This paper attempst to calculate weavers household who are living below poverty line and how severe they are? The study employed Foster- Greer-Torbecke (FGT) Indices Method: Head Count Index (HCI) and Poverty Gap Index (PGI). The results show that: (1) HCI of the study is 0.7333 indicate that 70.33% of Lipa' Saqbe weaver is living below poverty line, while (2) PGI reveals that the depth of poverty in weaver household is, however, close to zero (0) indicating that no poverty severity gap among households. The low income of Mandar silk weavers is the marketing system through traders or distributors. Although most of the weavers sell their woven products directly to the local market, the purchasing power of local communities is quite low so that their woven products are sold to wholesalers or distributors

    What Constitutes as Limitation of (Human) Rights in Indonesian Legal Context?

    This article reviews the interpretation of the Constitutional Court (the Court) on the Article 28J paragraph (2) of the 1945 Constitution by looking into the rulings related to the Information and Electronic Transaction Law. These rulings are chosen because, in those rulings, tensions between individual and public interest are apparent. For example, the tension between the right to privacy and freedom of expression, and the tensions between freedom of expression and public order. The rulings that will be studied in this writing are Ruling No. 50/PUU-VI/2008, Ruling No. 2/PUU-VII/2009, Ruling No. 5/PUU-VIII/2010, Ruling No. 52/PUU-XI/2013, and Ruling No. 20/PUU-XIV/2016. In studying those rulings, this article use a legal method namely the interpretation of arguments, e.g. what are the arguments provided by the claimants in the case in relation to the Article 28J paragraph (2) of the 1945 Constitution and how does the Court responds to such arguments. Additionally, this writing will also compare the rulings to each other to portray the “variety†of interpretation by the Court over the time. Furthermore, this article will compare the Article 28J paragraph (2) of the 1945 Constitution and the Court’s interpretation of it to other standards of limitation in other human rights instruments such as European Convention on Human Rights (ECHR) and International Covenant on Civil and Political Rights (ICCPR) in order to depict what are the distinctive features of limitation of rights in Indonesian regime in comparison to other regimes. Last but not least, this article analyze what are the lesson learned from studying the Court’s interpretation and the possible consequence of such interpretation to the human rights protection in Indonesia

    The Anomaly of the Village Government in Establishing Village Owned Enterprise

    Village Owned Enterprise is an important part of the form of empowerment economic community at the village. Given, the urgency of the existence of Village Owned Enterprise, the government through the Regulation of Ministry of Villages, Disadvantaged Regions and Transmigration No. 5 of 2015 stated that one of the priorities of the use of village funds is for the establishment and development of Village Owned Enterprise. While the mechanism of establishment of Village Owned Enterprise is based on the result of village consultative meeting involving element of village government, element of village consultative body, and elements of community figures. The result of the village consultative meeting is implemented in form Village Regulation. However, it causes anomaly related to the status of Village Owned Enterprise, because it does not have to be legal entity in Regulation of Ministry of Villages meanwhile it has to be legal entity in Regulation of Minister of Home Affairs No. 39 of 2010 on Village Owned Enterprise

    The Restriction of Suffrage in the Perspective of Fair Election in Indonesia

    In order to ensure the suffrage of citizens is implemented according to the principle of fair election, regulations on general and local elections may contain various kinds of restriction of suffrage. The rights to vote as well as be voted must be restricted in a way that the process of election may run seamlessly and generate a government capable of exercising the mandate of the people. However, such restriction must be performed in a fair and proportionate manner. The restriction must not cause uncertainty or even distinction of treatment towards the citizens. By means of normative legal research, this research comes to a conclusion that restriction of suffrage in general and local elections have yet been performed fairly. Legal uncertainty in the restriction of suffrage still occurs. Simultaneously, different treatment towards citizens who intend to nominate themselves is still contained in the norms related to the requirements to vote and be voted

    Water demand continues to increase, while its availability was increasingly limited due to pollution. Therefore, the issue of legal sanction in the management of water resources was interesting to be examined because of the void of norm related to the sanction of administrative, civil and criminal sanction in Article 87-120 of Act Number 32 of 2009. So, this research was qualified into normative legal research with legal material from result of library research. The type of administrative legal sanctions were more effectively applied to protect water resources from pollution. Administrative Legal Sanction was not implemented through the judges, more easily and quickly implemented in providing protection against water resources, compared with sanctions of Criminal Law and Civil Law

    Bonding Capacity of Deform Bar in Sea Water Concrete

    The seawater contains about 35,000 ppm is dissolved salt which can increase the risk of corrosion in steel reinforcement embedded in concrete.  This study aims to determine the value of bond strength of seawater concrete with steel reinforcement. This research uses experimental test method in laboratory which includes compressive strength test, concrete split tensile strength test, tensile strength of deform bar, pull out test and visual observation of carbonation test.  The specimens in this study was made in 3 different types of curing, i.e. wet curing, dry curing and wet-dry curing. The result of the research obtain the compressive strength for 28 days for dry curing is 17.15 MPa,  while for wet curing and dry-wet curing about 16.895 MPa and 19.367 MPa, respectively. The split tensile strength of concrete after 28 days for dry curing, wet curing, and dry-wet curing are 7.55 MPa, 8.85 MPa and 7.55 MP, respectively.  The bond strength specimen for 28 days in dry curing was 5.46 MPa, whereas specimen in the wet curing and dry wet curing showed bond strength about 5.94 MPa and 4.90 MPa, respectively. Based on the result, compressive strength in wet-dry curing showed higher value than others curing types, while specimen in wet curing presented the value of split tensile strength and bond strength higher than dry curing and wet-dry curing
