Assessing the Liability Convention and the Indonesian Space Act in Light of Active Debris Removal

    Get PDF
As the orbit in outer space becomes denser, the drive to actively preserve the outer space increases. Active debris removal is the answer to this issue. It serves solemn purposes to maintain the space environment and prevent collision between space objects. This action requires high-level technology and techniques which make it prone to accidents. This article examines the applicability of Liability Convention of 1972 and Indonesian Space Act of 2013 for active debris removal and whether its provisions are sufficient for any future legal issues on this matter. A normative juridical method is used for the analysis. The Space Act from other States like France and Austria will also be briefly mentioned and compared to. At the end, it is concluded that although both of the legal instruments are suitable and applicable for active debris removal, there are still some essential aspects that need to be defined namely property and proof of fault. The paper suggests that it should be emphasized that only catalogued debris can be regarded as property, and that the term “fault†at the minimum should have a modest definition that captures the “deviation from the normal operationâ€

Coastal hazards affect the majority of sandy shores, and are responsible for damage to, and destruction of settlements, infrastructures, public services and sacred places in Bali’s shorelines. However, there is an absence of information regarding the extent of the erosion hazard in Klungkung Regency coastal area. This study aims to assess the suitabilityerosion prone area components and method for assessing them for Klungkung Regency Coastal Area based on available secondary data. Literature review is conducted to evaluate the existingerosion setbacks and previous studies of the location. Then the available information iscorresponded with the erosion components required. For the study location, several erosion setback components that need to be assessed include short-term erosion component, long-term erosion component, sea level rise, dune stability component, and factor safety. Subsequently, shoreline response model is utilized for assessing short-term erosion component, whilst dune scarp migration is conducted to evaluate long-term erosion component. Furthermore, Bruun’s Rule is applied to estimate the sea level rise component. It is expected that for future study, a different approach of erosion prone area assessment will be conducted, so the result from this study can be compared with. Additionally, the result of this study is expected to provide the information about coastal erosion assessment methods and reference about coastal erosion for future stu

Exclusive breastfeeding is a method of temporary contraception that is quite effective, as long as the client has not menstruation and the time is less than six months postpartum. Effective can reach 98%. The use of the Amenorrhoea Lactation Method is supported by exclusive breastfeeding. The more frequent breastfeeding with a frequency of ± 10-12 at one day will provid e benefits as one contraception. The type of this study was observational analytic using  cross-sectional study design, this study was carried out in the working area of  Huta Baginda public health centre Tapanuli Utara  2019. Based on the results of statistical tests between exclusive breastfeeding and the success of amenorhoe lactation KB shows that there is an influence with the P value (p = 0.008) The success of family planning amenorhoe lactation is strongly influenced by the frequency of breastfeeding in the working area of Huta Baginda public health centre Tapanuli Utara. The majority of mothers do not give exclusive breastfeeding. Most of them have to trade in the market and farm so that children are often left with other family members at home, thus it is only natural that the success of amenorhoe lactation is not achieved even though routine breastfeeding ≥ 12 times at one  day using the on demand method will achieve two objectives, namely Exclusive breastfeeding in infants and the success of lactation amenoerhoe birth control in mothers without having to spend money to buy formula milk and become KB acceptors

    Get PDF
Prices of agricultural products and poverty relationship are the two types of standing issue to solve. This paper tries to argue that price of agricultural products (hereafter, agricultural price) and poverty are strongly related. We employed Correlation (intermediate step) and Path (final step) in the analysis procedure. The results show that, first, the association degree between agricultural input (note as well, that price is crucial factor to get input) with poverty approaching 70%, indicating that agricultural input is good-fit in explaining poverty.  Second, the higher the frequency of getting agricultural extension, and price information for various inputs (and output) in agriculture, the higher the crop productions (agricultural sector, in broad sense) will be gained.  This indicates these two variables (inputs-outputs prices) can also be expected to be important instruments in increasing smallholders’ income and in turn help them living above poverty line.  Farmers household income is strongly affected by prevailing market price. Agricultural price is functioning as intermediate part of income calculation. It is clear that price of agricultural products has a strong linkage with rural poverty alleviation in the country

The government shall direct its policy towards giving to the citizens equal and adequate educational opportunities at all levels. Although, not classified as a fundamental right, this constitutional prescription remains at the forefront of the basic objectives of the Nigerian government; yet, despite this laudable objective, the Northern region of Nigeria has a consistent record of low enrolment rate of indigenous pupils in schools, thereby creating a noticeable disparity between the North and South of Nigeria in terms of education. It is against this background that this paper discusses the evolution, incidences and enabling circumstances of Boko Haram terrorism in Nigeria and its effects on education, particularly in the areas affected. The purpose of this paper is to discuss the long term consequences of the Boko Haram terrorism on the right to education, as guaranteed by the 1999 constitution, in the affected areas of Nigeria. The paper traces the origin and factors that aided the Boko Haram terrorism. It also considers the extent of the effectiveness of the response of the Nigerian government in tackling the problem. The findings prove that, although the response of the government has been active, yet it has not been effective in curtailing the terrorist activities. This has negatively impacted on education in the affected areas of the Northern Nigeria. The paper suggested measures to address the problem

Small and Medium Enterprises (SMEs) are organized through people's creativity in developing human and natural resources. However, investment challenges often affect their implementation and production processes, necessitating solutions, such as capital loans from banks and other entities. Crowdfunding is an online loaning service that provides easily accessible loans to SME startups, though a warrant to protect creditors from losing money to ingenuine people is necessary. Therefore, this study examines the appropriateness of a fiduciary warrant as a SMEs collateral object. When fiduciary is used as a loan warrant, debtors are allowed to use collateral objects in their production processes. To make a fiduciary warrant effective, legal protection is required. This study used juridical-normative that relied on legal norms in legislation and court verdicts dealing with societal organizational issues. The results showed that crowdfunding-based credit is an alternative with more straightforward procedures compared to conventional entities

Tsunami Evacuation Planning as a tool for Tsunami Risk Reduction: A case study in Palu Bay, Central Sulawesi

    Get PDF
Situated in one of the most complicated tectonic zones of the world, Palu is classified as one of the most susceptible places to earthquake and tsunami in Indonesia. This study aim to develop near-field tsunami evacuation simulation, as the primary strategy to reduce casualties in disaster risk reduction, based on daytime and night-time population scenarios in a tsunami-prone area in Palu Bay, Central Sulawesi. Least Cost Distance, a geospatial evacuation analysis approach in ArcGIS, is applied involving three main variables, namely population exposure, the arrival time of tsunami and walking speed of evacuees. These variables were analysed to calculate distribution of populations in daytime and night-time scenario; to identify and calculate the capacity of potential existing evacuation shelter buildings (ESB); and to analyse suitable locations, and to calculate the number and capacity of additional ESBs based on the most effective evacuation route. This study found that of the population in the study area, about 62.60 % cannot be sheltered in the seven existing ESB in the daytime as well as 63.98% of total population in the night-time scenario. Meanwhile, only 60.13% and 61.83% of the population in the service area of existing ESBs, can be evacuated in daytime and night-time scenarios, respectively. Therefore, eleven and twelve additional ESBs are proposed to be established for daytime and night-time scenarios, respectively, to accommodate people who currently cannot be sheltered
