Exploring the Impact of Gili Ayer, Gili Meno and Gili Trawangan Marine Protected Area From Resource Users Perspective
The establishment of a Marine Protected Area (MPA) is one strategy to manage potential marine resources. Managing a multiple-use MPA can be challenging, as it should have benefit for both human beings and the environment. The MPA management plan and zonation in Gili Matra MPA was enacted in 2014. Local communities in Gili Matra depend on the MPA for their livelihood in the fisheries and tourism sectors. Resource users' perception potentially to be used as the cornerstone for the management of the MPA. In this research , the socio-economic benefits of Gili Matra MPA post the zoning implementation are assessed from the resource users perspective. Questionnaires were used as the main instrument to collect the primary data. The respondents were local communities (53 fishers and 52 marine tourism operators) who lived in Gili Matra. The result from this research showed different perceived benefits in Gili Matra MPA between two groups of users, which can provide important information to improve the management in the future.Â
WHY WE SHOULD TALK? THE POTENTIALS OF COMMUNITY DIALOG IN GROUNDING AN INTEGRATED RURAL DEVELOPMENT
Rural development is a social process. It involves local community in all stages of development. Community dialog is a means for facilitating community involvement in determining a development direction, potential development plan and development sus-tainability in the future. Frequently, local community is considered as the development target. This position puts them just being development watchers, spectators, silent and passive recipients. Moreover, these silent roles make them remain unempowered since they do not know how to determine their future, how to take part in collective decision and feel being neglected. This study examines potentials of community involvement in dialog. A qualitative research paradigm is adopted. The data are collected byrecording, transcribing and analyzing community dialog at Klagen, Nganjuk, Jawa Timur.  The study finds that community dialog offers considerable potentials. The first potential of community dialog is generating local community commitment, awareness, sense of belongingness and supportive character to build their own homeland. These positive development psychological states, characters and ethos are soft human dimensions which can be critical drivers in rural development. The second is creation of local knowledge and scientific knowledge joint enabling innovation and collective learning process. This joint-knowledge allows the combination of local wisdom and scientific insight. The third is building shared or collective development vision and plan. This plan and vision allow the development prioritizing process and development of rural strength, potential competitive advantage and resource building. The fourth is expanding rural networking and exercising rural people capacity to build wider internal and external social relationship. Â
DECENTRALIZED PLANNING IN AN INDIAN STATE: AN EXPLORATORY EXERCISE
In India, the idea of decentralized planning gained momentum after the country became independent in 1947 but its rudimentary practice was not completely unknown before 1947. In post-independent India a number of government committees and commissions had recommended for introduction of decentralized planning at different points of time. The most remarkable event in this regard were twin Constitutional amendments which clarified the role of local bodies and institutionalized participation of the people which signaled what is often called a paradigmatic change. The amendments gave decentralized planning constitutional sanction and sanctity, and provided a model of planning for the whole country. In this paper, an attempt has been made to capture the different phases in the evolution of the decentralized planning processes in India as a backdrop and to assess and analyze the experiences of introduction of decentralized planning in one state of the Union of Indian states called West Bengal. It is one of the states where the exercise was done through active participation of people sought to be achieved through institutional structures created in the villages. This paper tries to make use of the available secondary data to arrive at some of the major conclusions and to justify the contentions made. Reference has also been made to some limited field work which was done through village survey. The authors have also highlighted some of the key emerging issues which call for further research. It also seeks to explores what could be the probable lessons  the developing countries in general, and India, in particular. Â

Is Input Utilization Inelastic to Coffee Production
The agricultural sector is one of the important sectors for the Indonesian economy. Coffee is one of the commodities produced from the plantation sub-sector included in the agricultural sector which also contributes greatly to the Indonesia economy, especially as a source of foreign exchange, employment and income sources as well as other economic actors. This study aims to determine whether the factors of land area production, number of productive trees, farming costs and labour used by coffee farmers are elastic or inelastic to coffee production. Samples were taken as many as 400 coffee farmers spread in four districts namely North Toraja Regency, Enrekang Regency, Sinjai Regency and Bantaeng Regency, South Sulawesi, Indonesia. Data collected in the form of primary data and secondary data. The analysis used the Cobb-Douglass production function. The results show that the use of production factors; land area, number of productive trees, farming costs and labor are inelastic to coffee production, the scale of farming follows the rules of increasing return to scale. Therefore, it is expected that the support of local government (related institutions) to assist coffee farmers in providing superior seeds to increase coffee production, farmers incomes and reduce land conversion
The Constitutional Interpretation on the Natural Resource: Originalist Vs Non-Originalist Interpretation
Judges served in constitutional court have freedom to utilize and elaborate constitutional interpretation method used to examine the law of the Constitution of the Republic of Indonesia year 1945 in accordance to their own understanding. Not only that the constitutional interpretation was not regulated in positive law, judges also have independency in making new law discovery (rechtsvinding). Therefore, the interpretation method used by judges in the constitution court is basically determined by each case displayed at the moment. It means that the future of constitutional interpretation regulated by the judges in constitutional court is depending on the lawsuit reported in judicial review. On the other hand, constitutional interpretation on natural resource has to be based on original (originalist) interpretation rooted by original intent or text stated in the constitution of the republic of Indonesia year 1945, along with document of disagreement on its formulation (memorie van toelichting). Original interpretation is aimed at avoiding the shift at the origin of substantial intention of natural resources management.  Nevertheless, non originalis interpretation will remain usable, but it is limited only for technical level, so that natural resources management will stay updated while keeping the basic foundation of natural resources management as firmly stated in constitution.Â
