ART FESTIVALS AND RURAL REVITALIZATION: ORGANIZING THE OKU-NOTO TRIENNALE IN JAPAN

    Get PDF
Organizing rural art festivals is considered an effective intervention in support of rural revitalization in the face of aging and population decline in Japan. Several studies have identified the impacts of art festivals on economic and social rural development internationally. Little research, however, has focused on the management process of such festivals. The objective of this paper is to identify and examine the management processes crucial to an arts festival’s success, especially in terms of preparation, organization and community outreach. We focus on the first edition of the Oku-Noto Triennale, which took place in Suzu City, a remote coastal area of rural Japan in 2017. The Triennale was held from September 3, 2017 to October 22, 2017 with 39 groups of artists. Data for this study was primarily obtained through qualitative interviews with Suzu’s City Office, the coordinator of theArt Front Gallery, a Tokyo-based art gallery, and community members involved in the festival. Our case study revealed thatseveral factors were found to be crucial to the festival’s success. The organizing team’s flexibility, for example, assigning additional municipalities’ employees to site operations, was pivotal. Experienced actors, such as outside professionals and residents with prior experience organizing previous projects, who could address and overcome the difficulties they faced during the preparation, also deserve mention. The festival also succeeded due to the involvement of residents. In total, 1,176 people were involved as registered supporters, and 434 residents were involved as local volunteers during the festival (counted in working-days). The organizing team worked hard to convey the underlying concept of the art festival to the local residents. By organizing the festival, the residents met and formed bonds with new people and also strengthened their ties with one another

IDENTIFYING THE BEST DECENTRALIZED RENEWABLE ENERGY SYSTEM FOR RURAL ELECTRIFICATION IN NEPAL

    Get PDF
Access to electricity is generally recognized as an important factor for economic and social development. Moreover, the world energy consumption depends on the use of limited resources like fossil fuels that induce adverse impact on the environment and society. As an alternative, renewable energies turn into crucial alternative energy ensuring sustainable energy needs and taking care of society, economy and the environment. In order to combat such issues, the United Nations has declared universal access to affordable, reliable and modern energy for by 2030. In many cases, different types of renewable energy systems are being developed to serve energy need without considering the best alternative. Thus, this paper tries to prioritize the installed Decentralized Renewable Energy (DRE) systems for rural electrification in Nepal by analyzing nineteen sustainability indicators related to four sustainability dimensions - technical, social, economic and environmental. An Analytical Hierarchy Process-Online Software (AHP-OS) model is used for ranking various DRE systems. Suitable goals, criteria, sub-criteria, and alternatives are developed after reviewing pertinent literature and consultation of the experts. The results reveal that micro-hydropower is the best electrification option followed by the solar home system, solar mini-grid, and wind-solar hybrid for decentralized electrification in Nepal. Biomass is found to be the least prioritized alternative in Nepal. The outcome of the research can help the policy-makers and decision-makers in shaping energy policies, plans, and programs, and foster sustainable energy development in the country. Similarly, the relevant stakeholders will be benefited by improving their products and services in the future

REGIONAL DIFFERENTIATION IN AGRICULTURAL DEVELOPMENT PATH ASSOCIATED WITH NATURAL AND SOCIAL ENVIRONMENTS: BASED ON 2000-2010 PROVINCIAL STATISTICAL DATA IN CHINA

    Get PDF
Agriculture is characterized by its organic manner of production. Thus, the forms of agricultural production are heavily dependent on natural conditions (weather, geographic features, water supply, etc.), which are peculiar to regions or local conditions. The regionally peculiar characteristics of agriculture are also intensified by the social environment, that is, the lifestyle of the people in the region. Land, labor and capital, which are the essential inputs needed for production, vary qualitatively and quantitatively from region to region. The regional peculiarities bring a different type of development path to local agriculture. This is the basic reason why the same development theory or principle cannot be applied to agriculture although it could be applicable in the case of other industries such as manufacturing. This paper deals with the characteristics of local agricultural development at the provincial level of China, based on statistical analyses of two sets of three-years data of 2009, 2010 and 2011 as well as 1999, 2000 and 2001. The analysis showed clear regional differentiation among the provinces between land-productivity oriented type and labor-productivity oriented type of agricultural development.Â

    Get PDF
As an 'Ocean Nation,' it is essential for Taiwan to make efforts to conserve its aquatic zones through marine protected areas (MPAs). Marine protected areas have considered one of the most precise methods of maintaining sustainable ecosystems and restoring fish stocks. This article discusses the legal regime for marine protected areas currently applied and its institutional arrangements in Taiwan. This study emphasizes legal issues in Taiwan's marine conservation efforts. This paper analyzes eight primary legislation relating to marine protected areas in Taiwan. Furthermore, to acquire actual field data, this study conducted interviews with a semi-structured questionnaire in three prominent Taiwan institutions related to their marine conservation task. All data obtained were analyzed and presented qualitatively. The issues of Taiwan's marine protected area legal regime have been identified. First, the main issue in Taiwan is that the legal basis for marine conservation is the legislation applied to land. Second, the existing maritime law regime in Taiwan does not emphasize marine conservation efforts. Subsequently, this article also discusses institutional arrangements related to Taiwan's marine protected areas. This paper also offers possible solutions. Enforcing five key Acts related to marine conservation, particularly the 2015 Act of Coastal Zone Management and strengthening institutional Taiwan's Ocean Affairs Council, are the solutions offered in this study

The Imposition of Sanctions for Children

    Get PDF
In the children criminal justice system in Indonesia, there are two systems of sanctions namely criminal sanctions and sanctions actions. A child who commits a criminal offense may be subject to criminal sanctions or sanctions. Imposing sanctions for children becomes something oriented towards coaching and protecting children. However, the imposition of sanctions for children can not be effective because of conflicting legal rules, law enforcement officials who have different paradigms in guarding the legal process against children, facilities and infrastructure that are incomplete and inadequate, making it difficult to enforce sanctions on children as well as the poor stigmatization of society against children in conflict with the law
